BEING A BY-LAW TO AUTHORIZED THE SALE OF LAND
The Council of the CORPORATION OF THE
VILLAGE OF PORT BURWELL
enacts that --
The land hereinafter particularly described,
namely: Lot 389 Plea 3.2• East Side of Shakespeare Street
All end singular that certain parcel or tract of land
and premises situate, lying and being in the Village of
Port Burwell, in the County of Elgin and being composed
of Lot number 38 on the East Side of Shakespeare Street,
according to Registered Plan 12 for the said Village of
Port Burwell,
be sold to John Dyck and Maria Dyck, of the Town of
Aylmer, in the County of Elgin
for the sum of $3,800.00
and that the Reeve and Clerk are
hereby authorized to execute such documents as may be
necessary therefor, and to attach the Corporate Seal thereto.

1. Turn Ons (Covers Inspector making two trips) 10.00

3. Turn Offs — NO CHARGE
C. Commercial — Consumption in excess of 3000 gallons
$2.25 per 1000 gallons 7.00 per month

INSPECTION CHARGE: 5.00
This includes turn on. If a customer or plumber request,$
water be turned off after Inspection and turned on again
at a later time, an ADDITIONAL $5.00 charge will be made.
COIZ.ECTION OF DELINQUENT BILIS: — Late Payment Penalty
If bill has to be collected by the Water Superintendent,
a charge of $5.00 will be imposed. If the Superin—
Pendent is unable to collect and water is turned off, a
vharge of $10.00 will be made at the time of turn on.

THE RPORATION OF THE VILLAGE OF POR` BURWELL
THIS BY-LAW IS AN Ab ENDUM TO BY-LAW # 48:
WHEREAS, Section 354, bsection 1, Paragraph 1, of the Municipal Act, R.S.O.
1974 provides "for regal ting the keeping of domestic fowl or pigeons or cattle
goats, swine, horses, rab ts, mink, foxes, reptiles or other animals, or ken—
nels for the breeding or bo rding of cats and dogs, within the municipality or
defined areas thereof."
! AND WHEREAS Paragraph 3 of the ame section provides for "the prohibiting of
"reptiles" within the municip y or defined areas thereof."
AND WHEREAS it has been deemed a 'ent to prohibit the keeping of reptiles
within the Municipality of Port ell, as a precaution against escape of said rep --
tiles, being dangerous to human co stituents within the Village of Port Bur—
well.
THEREFORE be it enacted that the keepin of reptiles, whether confined by cage
or other means, is hereby prohibited withkr the Village of Port Burwell.
PENALTY FOR VIOLATION OF THIS ORDINANCE:
The owner who violates this by—law intention , so as to cause a public nuisance
in contravention of this By —Law shall be prosec ted before a Police Magistrate
and when convicted, a fine of not more than fift dollars and not less than ten
dollars shall be imposed, recoverable under the Sumluary Convictions Act.

CORPORATION OF THE VILLAGE OF PORT BURWELL
To establish the rates and taxes for the year 1976, and to provide for the
collection thereofq with a mill rate as follows:
Public Residential 1; Public Commercial 128.610; Separate Residen—
tial 114.127; Separate Commercial 130.231.
The first instalment to be due on June 25, 1976 and the second instalment to be
due on September 15 1976. The Third instalment of water frontage becomes due
on November 15, 197�. All discounts have been discontinued. Tax penalty of 1`g
is levied on the day after due dates and an additional 1% interest is levied on
the first day of each month.

BY-LAW NUMBER 29 9
A By -Law to authorize the carrying on of
a Program of Recreation within the meaning
of the Regulations under the Ministry of
Culture and Recreation Act, 1975, to pro-
vide for the operation, maintenance and
management of Parks and to provide for the
establishment, operation and maintenance of
Community Centres pursuant to the Community
Centres Act and the Regulations made there-
under.
WHEREAS pursuant to the Ministry of Culture and Recrea-
tion Act, 1975, the Municipal Act and the Community Centres Act the
Council is authorized to pass by-laws to provide for the operation,
maintenance and management of Parks and to provide for the establish-
ment, operation and maintenance of Community Centres;
AND WHEREAS council deems it expedient to so provide.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE
VILLAGE OF PORT BURWELL ENACTS AS FOLLOWS:
1. (a) Pursuant to Regulations made under the Ministry of
Culture and Recreation Act, 1975, a Program of
Recreation is hereby established for the residents
of the Municipality.
(b) Pursuant to the provisions of the Municipal Act, a
program of Park Management is hereby established
for the residents of the Municipality.
(c) Pursuant to the Community Centres Act and the regu-
lations made thereunder, a Community Centre (or
Centres) is hereby established for the residents of
the Municipality.
(d) The said Program of Recreation, the said Program of
Park Management and the said Community Centre (or
Centres) shall be directed, managed and controlled
on behalf of the Council of the Corporation by a
Board known as the PORT BURWELL RECREATION, PARKS
AND COMMUNITY CENTRE BOARD, hereinafter referred
to as the 'Board".
2. �/) ti/ The said Board shall c�i� of � members appointed
from time to time by Re�n. of Council and for a term
stated therein a 1 of whom shall be residents of the
Municipality* �`" of whom shall be members of the
Municipal Cotmcil,
(a) Appointment of the Council Members shall be for a
term corresponding to their elective office.
(b) Appointment of the NON -Council Members shall be for
a one, two or three year term as Council by Resolu-
tion determines.
3. Subject to the approval of Council the said Board shall
formulate policies, rules and regulations for and relating
to the Administration of Community Programs of Recreation.

(a) The said Board shall conduct and supervise organized
public recreation activities and is authorized to
provide and establish, operate, conduct and maintain
a supervised recreation system and to operate, improve
and maintain property both real and personal for parks,
playgrounds, recreation centres and other recreational
facilities and activities.
4. The said Board shall operate, maintain, manage and develop
on behalf of the said Corporation all recreational centres,
parks, playgrounds and other real property of a like nature
vested in or leased by the Corporation and used or designed
for recreational purposes and shall be in charge of, manage
and make available for recreational purposes all personal
property belonging to the said Corporation and used or
designed for recreational purposes.
5. The said Board shall hold regular monthly meetings.
6. At any meeting of the said Board a quorum shall consist of
a minimum of five members, one of which must be a member of
Council.
7. ' The said Board shall elect a Chairman annually from among
its members and such other officers as may be required.
8. The said Board shall submit to Council an annual report of
its activities and such other reports as may be required
from time to time.
9. When advisable, the said Board may appoint committees and
authorize such committees to establish and operate area
community programs of recreation, and the Board shall pro-
vide such services as it deems necessary to assist these
committees in carrying on their activities.
10. The said committee shall be composed of any number of mem-
bers that the Board may from time to time determine and
may be dissolved at any time by the said Board.
lie On or before the first day of February in each year the
said Board shall submit and interpret to Council of the
said Corporation a detailed estimate of its budget require-
ments for the then current year. All books and accounts
of the said Board shall be kept by the Treasurer of the

12. No debt or obligation shall be incurred by the said Board
and no payments shall be made by or on behalf of the said
Board unless duly authorized by Resolution of Council.
13. The said Board may incur expenses to the extent provided
in the annual report and budget approved by the Council of
the Corporation all of which expenditures shall be submitted
to Council for approval and payment thereby.
14. The said Board may prescribe fees for participating in or
admittance to any part of the community program of recrea-
tion or facilities used.
15. The said Board may solicit or receive gifts or bequests of
money and services on behalf of the Village, to be applied
in furtherance of the community program of recreation.

16. The said Board may recommend to the Municipal Council the
appointment of a properly trained and qualified Municipal
Parks and Recreation Director which Director shall be
responsible to Council of the Corporation of the Village
of Port Burwell through the said Board.
17. The duties and responsibilities of the Director shall be
set forth from time to time by the Council of the Corpora-
tion.
18. In carrying out the provisions of this By-law, the said
Board shall at all times be the agent of the Municipal
Corporation and while acting bona fide within the limits
of the authority of this By-law, neither the Board nor
any member thereof shall incur any liability by the reason
of anything done or left undone by the Board; provided,
however, that nothing in this paragraph contained shall
authorize or empower the Board to incur any debt, liabi-
lity or obligation for which the Municipal Corporation
shall become liable without having previously obtained
the consent of the Council of the Corporation.
That By-law Number 191 finally passed on the 7th day of
December A.D. , 1965 be and the same is hereby repealed.
This By-law shall come into full force and effect upon the
final passing thereof.
