A BY-LAW TO PROVIDE FOR THE 196," EXPENDITURES ON ROADS OR STREETS
IN THEledialVI E Of�—i�2 �N THECOUNTY D _OF
WHEREAS under The Highway Improvement Act a by-law to provide for ex-
penditures on roads or streets may be submitted annually to the Minister of High-
ways for approval.
THEREFORE the Council of the Corporation of the said Town/Village enacts
• as follows:
(1) The sum of $ .6,/ 0' 4‘T' is hereby estimated as the expenditure
upon the construction and maintenance of the roads and bridges under its jurisdic-
tion during the year 19 as follows:

The Highway Improvement Act.
(3) The clerk shall transmit duplicate copies of this by-law to the district office
of the Municipal Roads Branch, Department of Highways Ontario, not later than
March 31st, of the said year.
(4) The approval of the Ontario Municipal Board shall be obtained before any
expenditure is authorized or work commenced which will be financed by the issue
of debentures or monies raised in a subsequent year.

Re: Request for Tax Exemption on Property Owned by the Legion
The Council of the Municipality of Bayham has given careful consideration to your
request for tax exemption on the property owned by the Legion. You have identified a
Section of the Municipal Act that makes a provision for local municipalities to grant
exemption to properties used and occupied as a memorial home, clubhouse or athletic
grounds by persons who served in the armed forces of Her Majesty or Her Majesty's
allies in any war. However, with the current proposed new Municipal Act that does not
make a specific provision for this purpose, the Council of the Municipality of Bayham
passed the following resolution at their meeting held on March 19, 1998:

At our last Zone meeting, it was brought to the attention of all Presidents, section 2fparagraph
60, page 155 of the Municipal Act. This reads:
For exemption from taxation, except for local improvement and school purposes, for a
period not exceeding 10 years, any premises actually used and occupied as a memorial home,
clubhouse or athletic grounds by persons who served in the armed forces of Her Majesty or Her
Majesties allies in any war.
I and the Executive would like to know if we fall into this category.
Any savings that we could derive from this could probably be used toward festivities on Canada
Day.
Your attention to this matter would be greatly appreciated.

BYLAW NO. !c OF THE CORPORATION OF THE VILLAGE OF PORT BURWELL
Being a Bylaw with respect to water works rates under Section 41
of the Ontario dater Resources Commission Act, R.S.O. 1960, c. 281.
V ILIAGE OF
WHEREAS the Corporation of the PORT BURWELL has
entered into or proposes to eni,er into an agreement with the Ontario
Water Resources Commission to provide for the construction of a water
works project as described in a schedule to Bylaw No. /F 7
. NOW THEREFORE the Council of the Corporation of the VILLAGE OF
PORT BURWELL ENACTS AS FOLLOWS:
1. There is hereby imposed pursuant to Section 41 of The Ontario
Water Resources Commission Act upon the Owners or occupants of
land who derive or will or may derive benefit from the said
project, a water works rate sufficient to pay for 50.5% of the
capital cost thereof.
2. The lands in respect of which such owners or occupants are
deemed to derive benefit from this project are all lands within
the municipality.
3. The water works rate shall be imposed for a period of 30 years
commencing in 196 4 and shall be computed as a foot frontage
rate of 49 cents per foot on the lands designated in
paragraph 2 of which front on or abut on the streets or parts
of streets described in Schedule 'A' to this Bylaw, or connect
to the water mains constructed thereon.
4. (A) In the case of corner lots and triangular or irregularly
shaped lots situate at the junction or intersection of
streets, a reduction shall be made in the frontage rate
vhich otherwise would be chargeable thereon sufficient,
having regard to the situation, value and superficial
area of such lots as compared with other lots, to adjust
the said frontage rate on a fair and equitable basis.
(B) Where a lot is for any reason wholly or in part unfit for
building purposes a reduction shall also be made in the
said frontage rate which otherwise would be chargeable
thereon, sufficient to adjust its said frontage rate as
compared with that of the lots fit fox building purposes
on a fair and equitable basis.
(C) Where a lot, other than a cornor lot, has two or more
limits that abut on works and the size or nature of the
lot is such that any or all of the works are not required,
a reduction in respect of the works that are not required,
so long as they are not required, shall also be made in
the said frontage rate that would otherwise be chargeable
thereon, sufficient to adjust its said frontage rate on a
fair and equitable basis.
(D) The reduction shall be made by deducting from the total
frontage of the lot liable for the said frontage rate so
much thereof as is sufficient to make the proper reduction,
but the whole of the lot shall be charged with the said
frontage rate as so reduced. j��,.�
