Adjournment To: Paul Shipway CAO/Clerk Municipality of Bayham 56169 Heritage Line, Straffordville, ON, N0J 1Y0 From: Kristi Rockley 55807 Jackson Line, Straffordville, ON, N0J 1Y0 519.872.8800 Date: October 10, 2017 Re: Trespassing and fencing along the hydro corridor Dear Paul, As discussed during our meeting of Oct 6 at your office, I am writing to council to express my concern & frustration regarding the safety and security of my property, my animals and my business at 55807 Jackson Line, Straffordville. The cause of my concern is trespassers that access my property by way of the hydro corridor along the east boundary of my property. The trespassers come in on quads, dirt bikes, vehicles, bikes & on foot and are leaving increasing evidence of their unwelcome visits. Evidence including: gun cartridges and shells, fire works remnants, cups & alcohol drinking garbage and more recently, bags of trash! Since purchasing my 100 acre property in January 2010 and moving to this area, I have contributed to Bayham Township in positive ways, including the construction of my home and business, which includes facilities to accommodate my herd of 11 therapy horses. I have developed my own self-run business, horse-drawn INSIGHTS Horse Guided Learning Facility, that brings people to Bayham Township & Elgin County from many other areas. As one example, last month on September 15, 2017, there was a special recognition of a Trillium Foundation Grant presented to Community Options for Justice, Woodstock, to support selected youth to participate in our Horse Guided Learning Programs. Elgin MPP Jeff Yurek and Oxford MPP Ernie Hardeman, were among the attendees at our ranch and spoke very positively about being able to share resources across county lines that are benefiting youth in this area. I have made numerous reasonable efforts to curb trespassing and unwanted activity over the last 8 years, which has been happening since I purchased the property, by posting numerous “Private Property”, “No Trespassing”, and “No Hunting” signs and by creating barriers to the trails that were made by loggers along the corridor before my purchase of the property. The trespassers just tear the signs down, knock over my barriers and create new paths onto my property. I have also made reports to the police, but that is not an effective way to deal with this type of situation. The hydro corridor is now fenced at Underhills Farm Supply however, the hydro corridor continues to present illegal, unmonitored and easy access to my property from Jackson Line and I am requesting the support of council to stop this. Ministry hunting regulations require hunters to get written permission from land owners before having access & hunting on their land. One stray bullet of an hunter-intruder (who has not asked permission to be on my land) could prove harmful, even deadly to myself or my animals. The animals become anxious with the sounds of guns being fired so close and from prolonged loud noises of the trespassers quads and dirt bikes. Also, some of the clientele with whom I work are/could be traumatized by the sound of gun shots where they are not permitted. This is why I am requesting the township to help curb this threat to people, property, animals and business by constructing a fence along the hydro corridor to prevent ANY access to my private property.
