The Head and the Treasurer are hereby authorized on behalf of the Municipality to borrow from time to time by way of promissory note from CANADIAN IMPERIAL BANK OF COMMERCE a sum or sums not exceeding in the aggregate $ to meet until the taxes are collected the current expenditures of the Municipality for the year,including the amounts required for the purposes mentioned in subsection (1) of Section 329 of the Municipal Act, and to give on behalf of the Municipality to the Bank a promissory note or notes sealed with the Corporate Seal and signed by the Head and Treasurer for the moneys so borrowed, with interest at such rate as may be agreed upon from time to time with the Bank. 2. All sums borrowed pursuant to the authority of this by-law,as well as all other sums borrowed in this year and in previous years from the said Bank for any or all of the purposes mentioned in the said Section 329, shall, with interest thereon, be a charge upon the whole of the revenues of the Municipality for the current year and for all preceding years as and when such revenues are received. 3. The Treasurer is hereby authorized and directed to apply in payment of all sums borrowed as aforesaid, together with interest thereon, all of the moneys hereafter collected or received either on account or realized in respect of taxes levied for the current year and preceding years or from any other source which may lawfully be applied for such purpose. Dated This 11th day of February 19 72 As Witness the Seal of the Masi pall ty of Vienna SEAL •••f•••, ML 1 CLstee 0 THE CORPORATION OP THE VILLAGE OF VIENNA BY-LAW NO 697 Being a By-lax to authorize the carrying on of a program of Recreation within the meaning of the regulations under the Department of Education Act, to provide for the operation, maintenance and management of parks and to provide for the establishwent, operation and maintenance of Community Centres 411 pursuant to the Community Centres Act and the regulations made thereunder. 1. The Council of the Corporation enacts as follows: (a) Pursuant to Regulations made under the Department of Education Act, a Program of Recreation is hereby established for the residents of the Municipality. (b) Pursuant to Section 377/63 of the Municipal Act, a program of Park Management is hereby established for the residents of the Municipality. (c) Pursuant to the Community Centres Act and the regulations made thereunder, a Community Centre (or Centres) is hereby established for the residents of the Municipality. (d) The said Program of Recreation, the said Program of Park Management and the said Community Centre (or Centres) shall be directed, managed and controlled on behalf of the Council of the Corporation by a Committee known as the Vienna Recreation, Parks and Community Centre Board. 2. The Committee shall be appointed from time to time by the • Council of the Corporation as follows: (a) Five Members of the Council of the Corporation. (b) Two residents of the said Municipality who are qualified to be elected as members of the Council. (c) Two advisory members appointed by the Vienna Lions Club. 3. Subject to the approval of Council, the said Committee shall formulate policies, rules and regulations for and relating to the administration of community programs of recreation. Ammi 2.4 4 At any meetings of the said Committee a quorum shall oonsist of a minimum of four members. 5.� The said Committee shall elect a chairman annually from among its members and such other officers as may be required. 6: The said Committee shall submit to Council an annual report of its activities and such other reports as may be required frac time to time.' 7.' When advisable the said Committee may appoint area recreation committees and authorize snoh area committees to establish and operate area community programs of recreation, and the committees shall provide such services as it deems necessary to assist these area committees in I carrying on their activities.- W. ctivities.8. The appointment of the said Committee should be made annually at the first regular meeting of the Council, or as soon thereafter as is expedient. The members shall hold office until their successors shall have been appointed provided that all members shall hold office during the pleasure of the council of the Corporation. 9. In carrying out the provisions of this by-law, the said Committee shall at all times be the agent of the Municipal Corporation and while acting bona fide within the limits of the authority of this by-law neither the committee nor any member thereof shall incur any liability by reason of anything done or left undone by the Committees provided however, that nothing in this paragraph contained shall authorize or empower the committee to incur any debt, liability or obligation for which the Municipal Corporation shall become liable without having previously obtained the consent of the Council of the Corporaion: FINANCE: 10. On or before the first day of February each year, the said Committee shall submit to the Municipal Treasurer for audit a statement of its financial affairs for the preceding calendar year.' 1 3•, 11. The said Committee shall an, or about, the lst day of February in each year, submit a budget to the Council for their approval and make a complete report of the pregrsmr• conducted during the preceding year. The budget shall contain the separate estimates as follows: (a) Recreation Committee general program. (b) Parks operation and maintenanoe. (c) Community Centre operation and maintenance. 12. The said Committee may incur expenditures, as may be recommended by the various committees, to the extent provided in the annual budget approved by the Council. 13. The said Committee may prescribe fees for participating in or admittance to any part of the community program of recreation or facilities used.' 14. The said Committee may solicit or receive any gifts or bequests of mosey or services of any donations to be applied principal or income for either the temporary or permanent use for facilities, equipment, program or other recreational purposes. PROGRAM FACILITIES: 15. The said Committee shall conduct and supervise organized public recreation activities and is authorized to work jointly with other municipal departments to provide and establish, operate, conduct and maintain a supervised recreation system and to operate, improve and maintain • property, both real and personal, for parks, playgrounds, recreation centres, and other recreation facilities and activities. 16. The said Committee shall operate, maintain and manage on behalf of the said Corporation all properties which are now or which say hereafter be established as community centres, pursuant to the Community Centres Act, or the regulations made thereunder. STAFF AND REGULATIONS: 17. The said Cmittee say recommend to the Municipal Council the appointment of. a properly trained and qualified Municipal Recrea ion Director on either a fall time or a part time basis. 18.' The said Committee may appoint part-time recreation workers on a paid or a voluntary basis and shall be responsible far assigning the duties and responaibilitiea of each persons subject to approval of Council. 19. The said Committee shall inform the residents of the Municipality of the benefits of and the opportunities for recreation. and shall publicize the community progress of recreation. By-law No. 638 is hereby repealed. READ a First and Second time this 25th day of April, 1972. Whereas the Corporation has assessment of $397,385., being $113,265. Public Commercial: $257,770. Public Residential: $5,750. Separate Commercial: $20,600. Separate Residential. Discounte for prepayments and penalties for defaulted payments shall be allow. ed as per schedule followed in previous years.
