Wherea8 the Council of the Village of Port Burwell
(hereinafter called the "Municipality") deems it necessary to borrow the sum
of =101000. to meet, until the taxes are collected, the current

Therefore the Council of the Village 9f Port Burwell
hereby enacts as follows:
• 1. The Head and the Treasurer are hereby authorized on behalf of the Municipalityto
borrow from time to time by way of promissory note from THE CANADIAN BANK
OF COMMERCE a sum or sums not exceeding in the aggregate t 10,000.
to meet until the taxes are collected the current expenditures of the Municipality
for the year, including the amounts required for the purposes mentioned in subsection
(1) of Section 341 of the Municipal Act, and to give on behalf of the Municipality
to the Bank a promissory note or notes sealed with the Corporate Seal and signed by
the Head and Treasurer for the moneys so borrowed, with interest, which may be
paid in advance or otherwise, at a rate not exceeding 54 per centum per annum.
2. All sums borrowed pursuant to the authority of this by-law, as well as all other sums
borrowed in this year and in previous years from the said Bank for any or all of the
purposes mentioned in the said Section 341, shall, with interest thereon, be a charge
upon the whole of the revenues of the Municipality for the current year and for all
preceding years as and when such revenues are received.
3. The Treasurer is hereby authorized and directed to apply in payment of all sums
borrowed as aforesaid, together with interest thereon, all of the moneys hereafter
• collected or received either on account or realized in respect of taxes levied for the
current year and preceding years or from any other source which may lawfully be
applied for such purpose.

THE CORPORATION OF THE VILLAGE OF PORT BURWELL
A B -law to approve of the borrowing
Of 606,000.00 by the Town of Tillson-
burg upon debentures for the erection,
equipment and furnishings of a High
School Building in the Tillsonburg
High School District.
WHEREAS the lillsonburg District High School Board
has applied to the Corporation of the Village of Port Burwell
for its approval of the borrowing of Six Hundred and Six
Thousand Dollars ($606,000.00) upon debentures to be issued for
the purpose of erection, equipment and furnishings of a High
School Building to be located in the Town of Tillsonburg in
the County of Oxford for the Tillsonburg High School District.
AND WHEREAS the Council of the Corporation of the
Town of Tillsonburg is passing a By-law, a copy of which is
hereto attached for the purpose of the said borrowing and issuing
debentures and is arranging for the approval of The Ontario
Municipal Board with respect thereto.
AND WHEREAS it is deemed expedient for the Corpo-
ration of the Village of Port Burwell to accept its portion of
the payment of principal and interest and any other expenses in
connection therewith.
THEREFORE the Council of the Village of Port Burwell
enacts as follows:-
1. The Corporation of the Village of Port Burwell hereby
apprcves the said borrowing of Six Hundred and Six Thousand
Dollars ($606,000.00).
2. The Corporation of the Village of Port Burwell hereby
accepts its share of the principal and interest and any other
expenses in connection with the said debenture issue by the
Municipality of the Town of Tillsonburg.
3. That commencing in the year 1960, and in every year
thereafter in which an instalment of principal of the said
debt and interest become due, the Corporation shall levy and
raise its share of the said principal and interest and any
other expenses in connection therewith as determined in
accordance with the provisions of the Hish Schools Act (or

any amenament, substitution or any other law which may be in
force from time to time) upon all of the rateable property
of the said Municipality which lies within the said District.
3. This By-law shall come into force and effect on the day
of the final passing thereof.

School Debenture Issue
Enclosed please find draft By-law in duplicate
which I would ask you to present to the Village Council
the next time they meet and ask that It be given three
readings in support of the proposed debenture By-law
which is being passed by the Town of Tillsonburg for
the erection of a new High School for the Tillsonburg
High School District.
I also enclose a copy of the debenture By-law
for the Town of Tillsonburg as amended which has had
two readings and as soon as it is approved as to form
by the Municipal Board, it will, of course, be given
a third reading by which time I trust that we will have
all of the necessary By-laws passed by the Municipalities
within the High School District.
For your information, the details for the new
District High School have already been approved by the
Department of Education and by the Municipal Board and
it is merely a matter of obtaining the final approval

of the Municipal Board of the debenture By-law which
they have already perused and approved tentatively
after which time we. shall then proceed to sell the
debenture issue and proceed without delay.
When the By-law has been passed by your
Village Council, would you please mark the carbon
copy a certified copy of the By-law as passed and
return it to me for my records.
May I take this opportunity of thanking
you on behalf of the Tillsonburg District High School
Board and personally for the courtesy and co-operation
which the High School Board and the Town of Tillsonburg
have had from your Village Council throughout this
whole matter.

1. THE C0MMISSI0N SHALL FORTHWITH RETAIN A WATER WELL DRILLER TO DO
TEST DRILLING FOR WATER UNDER THE SUPERVISION OF THE SUPERVISOR
OF THE GROUND HATER BRANCH OF THE CCMMIS8I0N.
2. THE AMOUNT TO BE EXPENDED AS A CONSEQUENCE OF PARAGRAPH I SHALL
NOT EXCEED $ J9000,
3. IN THE EVENT A FINAL AGREEMENT 18 ENTERED INTO BY THE COMMISSION
AND THE MUNICIPALITY FOR THE PROVISION OF A WATER WORKS PROJECT,
WITH THE FINAL APPROVAL OF THE ONTARIO MUNICIPAL BOARD AND
APPROVED ALSO BY ORDER -IN -COUNCIL, THE C0MM1881ON SHALL INCORPORATE
THE AMOUNT EXPENDED IN ACCORDANCE WITH PARAGRAPHS I AND 2 INTO THE
CAPITAL COST OF THE SAID WATER WORKS PROJECT.
Q. IN THE EVENT THAT NO FINAL AGREEMENT IS ENTERED INTO BY THE
COMMISSION AND THE MUNICIPALITY WITHIN 12 MONTHS OF THE COMPLETION
OF THE TEST DRILLING PROGRAMME AFORESAID, THE MUNICIPALITY UNDER-
TAKES TO REPAY THE COST OF THE TEST DRILLING PROGRAMME PLUS INTEREST
TO THE COMMISSION OVER A PERIOD OF 5 YEARS

for the collection thereof.
I vf-iEREAS the Council of the said Village provided for the making of the
assessment of the municipality prior to the 30th of °,eptember 1957
as the assessment in which the rate of taxation for the year 1958

Andnd where•as the assessrent value of the rateable property as finally•
revised in the Corp'n of ti,e Village of Port 3urwell,amounts to

And whereas the assennnent Roll containing the assessment as made
aforesaid was revised,corrected,and passed by the Court of Revision
of the Village of Port Burwell,on October 28th 1957.
and whereas there was no uppoals from the Court of hevision or that

and whereas it Is expedient to adopt the said assessment as the

to set apart the Township School Area of Port Burwell and Bayham
Township School Area.
WHEREAS it is expedient that a Township School Area be set apart;
AND ?lHEREAS a request for this action has been received by this
Council from the ratepayers of S. S.No.3,and the Board of Trustees
of the said S.S.No.3 as well as supporting communicaticns from
the Port Burwell'School Board and the Corporation of the Village
of Port Burwell;
IHR.REFOfU the Council of the Village of Port Burwell,pursuent to
the authority conferred by subsection (6) of Section 15 of the
Public Achool Act,R. S.O. 1950,enacts as follows;.
1.That the Village of Port Burwell be set apart as a Township
School Area, together with portions of the Township of Bayham,
same being more fully described in Section 2,hereto.
2. The Township School Area shall consist of Public School Section
No.3,Bayham,and also that portion of 'Bayham Township, foruing a

Union School Section with S.S.No.2,being Port Burwell School
Sectio7a, together with the whole of the Village of Port Burwell .
3.The Board of Trustees of the said Township School Area, is hereby
designated as "Port Burwell' and 3ayham School Area Board,"
4,On and after the 25th.day of December, 1958 the School Sections
included in the said Township School Area shall cease to exist as
individual school sections and the school boards having jsrisdictiI
in such sections shall be dissolved.
5.This By -low shall take effect from the 25th.day of December,
1958 and on approval from the Department of Education.
