Report FR-02/17 by Randy White Fire ChiefiBy-Law Officer re Accredited Superior Tanker Shuttle Service Moved by: Councillor Ketchabaw Seconded by: Councillor Casier THAT Staff Report FR-02/17 re Accredited Superior Tanker Shuttle Service be received for information; AND THAT the Fire Department continue to monitor the Fire Underwriters Survey requirements and resource implications of reaching the Accredited Superior Tanker Shuttle Service level; AND THAT the resource implementation and application process be delayed until such a time as the municipality is self-sufficient in meeting the accreditation requirements. CARRIED 2017 Council Minutes April 20, 2017 11.1.2 Requiring Action A. Bayham Historical Society re EdisonFest Moved by: Deputy Mayor Southwick Seconded by: Councillor Breyer THAT correspondence from Bayham Historical Society re EdisonFest be received for information; AND THAT Council direct Public Works staff to provide the Bayham Historical Society with a paint wheel, waste receptacle, safety barriers, pylons and to install snow fence as per a plan to be provided to the Road Operations Supervisor a minimum of two weeks prior to the event. CARRIED B. Bayham Historical Society re Lottery Building Fund Moved by: Councillor Breyer Seconded by: Councillor Casier THAT correspondence from Bayham Historical Society re Lottery Building Fund 6342 Plank Road be received for information; AND THAT Staff be directed to bring forward a draft lease agreement with the Bayham Historical Society with a ten year term to 6342 Plank Road for the purposes of establishing a building fund for Council consideration. CARRIED C. City of London re Waste Management Projects Moved by: Deputy Mayor Southwick Seconded by: Councillor Casier THAT correspondence from City of London re Waste Management Projects be received for information; AND THAT regarding the City of London correspondence pertaining to the need for access to Future Residual Waste Disposal the Council of the Corporation of the Municipality of Bayham would like to be included in the service area of any new waste disposal facility and may consider using the facility depending on the cost. AND THAT regarding the City of London correspondence pertaining to the need for access to Future Resource Recovery Facilities the Council of the Corporation of the Municipality of Bayham would like to be included in these discussions and may consider using the facilities depending on the cost. CARRIED D. Trinity Anglican Church re Food Bank Moved by: Councillor Ketchabaw Seconded by: Councillor Breyer THAT correspondence from Trinity Anglican Church re Food Bank be received for information; AND THAT Council supports the efforts of Trinity Anglican Church, however there is no current municipal space available. CARRIED E. Museums Bayham Advisory Board & Committee Resolution Moved by: Councillor Ketchabaw Seconded by: Deputy Mayor Southwick THAT Advisory Board & Committee Resolution be received for information; AND THAT the Council of the Municipality of Bayham supports Museums Bayham Board request to have the "Settlement Stories" Quilt sign removed from 14 Snow Street and placed in the Vienna Memorial Park for display prior to June 3, 2017; AND THAT the "Edison Museum" sign be removed from the 14 Snow Street and provided to the Bayham Historical Society. CARRIED 11.2 Reports to Council A. Report CAO-22/17 by Paul Shipway, CAOICIerk re OCIF Funding — Bayham Water System Moved by: Councillor Breyer Seconded by: Councillor Ketchabaw THAT Report CAO-22/17 re OCIF Funding — Bayham Water System be received for information; AND THAT staff be directed to bring forward a by-law for Council consideration to enter into an agreement with Murray Mills Trucking & Excavating Ltd., in the amount of$730,738+HST, for the provision of RFT No. 1715 — Hamlet of Richmond Watermain Replacement— Municipality of Bayham —Component 1; AND THAT staff be directed to bring forward a by-law for Council consideration to enter into an agreement with Evans Supply Limited, in the amount of$381,410+HST, for the provision and installation of Automated Water Meter Reading; AND THAT once the distribution system is approved by the Ministry of Environment and Climate Change staff be directed to bring forward a by-law for Council consideration to pass a zoning by-law to remove the Holding (h1) provision on the Hamlet of Richmond as authorized by Zoning By-law No. Z611-2012. 2017 Council Minutes April 20, 2017 AND THAT staff be directed to hold a Public Information Session on the Bayham Water System Health & Safety Repairs at the Straffordville Community Centre on Thursday, May 11, 2017 from 6:00 PM — 7:00 PM; CARRIED B. Report CAO-23/17 by Paul Shipway, CAOICIerk re Accessible Playground Consultation Moved by: Councillor Casier Seconded by: Councillor Breyer THAT Report CAO-23/17 re Accessible Playground Consultation be received for information; AND THAT the Council of the Corporation of the Municipality of Bayham direct staff to utilize the Accessible Playground Consultation document, attached hereto as Appendix 'A' when building new, or redeveloping a playground and associated features. By-Law 2017-035 Being a By-law to authorize the execution of a mutual drain agreement between the trustees of New Hope Baptist Church and The Corporation of the Municipality of Bayham (This by-law follows the recommendation contained within Report DS-20/15 by Margaret Underhill, Deputy ClerkIPlanning Coordinator re New Hope Baptist Church Request to Rezone of April 2, 2015) 2017 Council Minutes April 20, 2017 B. By-Law 2017-036 Being a By-law to authorize the execution of an agreement between the Municipality of Bayham and Underhill Trucking Ltd. (This by-law follows the recommendation made in Report PS-03/17 by Ed Roloson, Waterl Wastewater Operations Manager during the regular meeting of Council of April 6, 2017) C. By-Law 2017-037 Being a By-law to adopt the Capital Estimates for the year 2017 D. By-Law 2017-038 Being a By-law to establish a levy for the year 2017 to adopt tax rates, provide for penalty and interest in default of payment and the collection thereof E. By-Law 2017-039 Being a By-law to authorize the execution of an agreement between the Municipality of Bayham and Murray Mills Trucking & Excavating Ltd. (This by-law follows the recommendation made in Report CAO-22/17 by Paul Shipway, CAOICIerk during the regular meeting of Council of April 20, 2017) F. By-Law 2017-040 Being a By-law to authorize the execution of an agreement between the Municipality of Bayham and Evans Supply Limited (This by-law follows the recommendation made in Report CAO-22/17 by Paul Shipway, CAOICIerk during the regular meeting of Council of April 20, 2017) Moved by: Deputy Mayor Southwick Seconded by: Councillor Breyer THAT By-Laws 2017-035, 2017-036, 2017-037, 2017-038, 2017-039 and 2017-040 be read a first, second and third time and finally passed. OTHER BUSINESS 14.1 In Camera Moved by: Councillor Casier Seconded by: Deputy Mayor Southwick THAT Council do now rise to enter into an "In Camera" Session of the Committee of the Whole at 8:07 p.m. to discuss: • Advice that is subject to solicitor-client privilege, including communications necessary for that purpose; • Proposed or pending acquisitions or dispositions of land by the municipality or local board; • Litigation or potential litigation including matters before administrative tribunals affecting the municipality or local board. CARRIED 15. BY-LAW TO CONFIRM THE PROCEEDINGS OF COUNCIL A. By-Law 2017-041 Being a By-law to confirm all actions of Council Moved by: Councillor Ketchabaw Seconded by: Deputy Mayor Southwick THAT confirming By-Law 2017-041 be read a first, second and third time and finally passed.
