CALLTO ORDER A. The Secretary-Treasurer called the meeting to order at 6:30 p.m. and asked for those in attendance for this meeting to sign in at the podium. 2. APPOINTMENT OF CHAIRMAN Moved by: T. Southwick Seconded by: W. Casier THAT Paul Ens be appointed Chairman of the Committee of Adjustment for consideration of Minor Variance Application A01/17 submitted by Isaac and Maria Froese CARRIED 3. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 4. APPLICATIONS A. Minor Variance Application A01/17Froese THE PURPOSE of the variance is to permit a 62 m2 (672 ft2) Supplementary Farm Dwelling in the Agricultural (Al-A) zone on a 40 ha (100 acres) property located on the north side of Calton Line, east of Toll Gate Road known as 57268 Calton Line. THE EFFECT of the variance will be to allow for additional farm labour of up to eight persons to reside in a mobile home adjacent to the existing farm building cluster during the harvest season. 2017 Committee of Adjustment Minutes March 2, 2017 5. STAFF PRESENTATION A. Report DS-06/17 by Margaret Underhill, Secretary/Treasurer Committee of Adjustment re Committee of Adjustment—Minor Variance —A-01/17 Secretary/Treasurer M. Underhill presented Report DS-06/17. 6. PRESENTATIONS BY APPLICANT/AGENT None. 7. PUBLIC SUBMISSIONS None. 8. COMMITTEE QUESTIONS AND DISCUSSION R. Breyer inquired as to the timeframe for removal of the house. M. Underhill advised the timeframe is 2 years. W. Casier inquired about severed houses being use as supplemental. M. Underhill advised there are houses used as such, however that would predate regulations. Norfolk is undertaking a full review of supplemental farm dwellings and policies as it is getting out of planning control. E. Ketchabaw commented on the need to provide housing for seasonal help, stating it is a need, however it needs to be regulated. 9. DECISION OF COMMITTEE (Motions) Moved by: E. Ketchabaw Seconded by: T. Southwick THAT the Committee of Adjustment Secretary-Treasurer's report DS-06/17 regarding the Froese minor variance be received; AND WHEREAS the Committee agrees that the proposed variance meets Section 45.1(1) of the Planning Act and this variance is considered minor; THEREFORE application A-01/17 submitted by Isaac and Maria Froese, pursuant to Section 45 of the Planning Act for minor variance, is granted to allow relief from Municipality of Bayham Zoning By-law Z456-2003: • Section 5.1 — Permitted Uses —to permit the placement of one (1) mobile home as a supplementary farm dwelling on an agricultural lot identified as 57268 Calton Line in accordance with Section 2.1.10 of the Official Plan Condition of Minor Variance: Subject to a Development Agreement with the Municipality of Bayham to be executed within 30 days of minor variance approval. Casier THAT the Committee of Adjustment hearing for consideration of Minor Variance Application A- 01/17 be adjourned at 6:40 p.m. AND THAT in accordance with the regulations of the Planning Act, Notices of Decision be circulated by the Secretary-Treasurer accordingly.
