12. BY-LAWS A. By-Law 2017-027 Being a By-law to authorize the execution of a Municipal
Automotive Materials Services Agreement between The Corporation of the Municipality of
Bayham and Automotive Materials Stewardship Inc. regarding The Management of Automotive
Materials B. By-Law 2017-028 Being a By-law to authorize the execution of an Agreement
between The Corporation of the Municipality of Bayham and Her Majesty The Queen in Right of
Ontario as represented by Minister of Natural Resources and Forestry regarding The
Maintenance of Roadways Providing Access to the Provincial Park
Really?
Maybe Council would NOT see fit to execute such an agreement until the Park executes an
agreement to allow Bayham residents access to the boardwalk etc.
If the PBPP doesn't play nice with the residents that you the council represent then why would
council play nice in return?

Subject: Municipal Bylaw 2017-028 re: maintenance of roadways
Good afternoon.
In review of the agenda for the upcoming council meeting I note that Schedule A
referred to in the subject Bylaw appears to be missing from the posted agenda.
Consequently, the public is not able to fully understand the Bylaw and is
generating a lot of chatter on social media. Perhaps I simply missed it.
Nonetheless, I am requesting that the Municipality please include a copy of the
aforementioned Schedule in the agenda and defer passing of the Bylaw until the
public has had adequate (and regulated) time to review. I would also appreciate if
you could email me a copy of the schedule.

Hello my Council and Administrators of Bayham:
As a constituent for over ten years, I know Council has observed the deterioration of
cooperation between the Municipality and the Ontario Provincial Park of Port Burwell.
Various actions by the Park have been deleterious to the welfare of Bayham residents. The
installation of a laundry and cantine detracted from bringing business into the heart of Port
Burwell. The blocking of beach entry at the southern tip of the Park was not only an
inconvenience but an effrontery. The blocking of the boardwalk,legality is debatable, and the
limitation of parking for area residents is not only a sign of bad faith but truly contravenes the
spirit in which the Park was originally welcomed to the community.
For the Municipality to smile, bow and offer additional service to this unfriendly occupant of
Bayham seems unmerited. I urge you to oppose the motion to provide maintenance of the
road access to the Park until such time as the Park cooperates with the residents of Bayham
with significantly improved free access to day use of the Park, the beaches and other natural
areas that were historically enjoyed by local people.
