CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. REVIEW OF ITEMS NOT LISTED ON AGENDA A. By-Law 2017-016 re Amending Agreement added as Item 12-C B. Confidential Item re personal matters about an identifiable individual, including municipal or local board employees added as Item 14.1-C 4. ANNOUNCEMENTS A. Mayor Ens announced that Mike Wolfe, Deputy Mayor of Malahide passed away. 5. DELEGATIONS A. 7:05 p.m. —Janan Dean, Project Coordinator, YWCA St. Thomas - Elgin re St. Thomas — Elgin Immigration Portal website Janan Dean presented information regarding the new immigration portal website launched January 19, 2017 at www.WelcometoSTE.com. The provincially funded portal is to provide information to anyone looking to live, work or invest in the area. CARRIED 2017 Council Minutes February 2, 2017 B. 7:15 p.m. —Shirley Biro, VON Middlesex— Elgin Community Relations and Advocacy Committee, Ron Elliott, VON Middlesex-Elgin Committee Board Member and Pam Buys, Co-ordinator Community Support Program Elgin re VON programs in the Municipality of Bayham Shirley Biro, Ron Elliott and Pam Buys presented information regarding the activities and programs of the VON in place to meet the needs in the municipality as well as funding support and challenges. Moved by: Coouncillor Ketchabaw Seconded by: Deputy Mayor Southwick THAT the presentation by Shirley Biro, VON Middlesex— Elgin Community Relations and Advocacy Committee be received for information. Report BL-01/17 by Randy White, Fire Chief/By-law Officer re Animal Rescue Facility Moved by: Councillor Ketchabaw Seconded by: Councillor Casier THAT Report BL-01/17 regarding Animal Rescue Facility be received for informtion; 2017 Council Minutes February 2, 2017 AND THAT according to By-Law 2015-113, Section 5, the Council of the Municipality of Bayham authorizes Teresa Pressey to operate an approved Animal Rescue Facility at 54726 Calton Line, for up to three dogs at a time, for the year ending December 31, 2017; AND THAT the Animal Rescue Facility is exempt from the requirements to pay a licence fee for dogs in the facility for the purpose of rescue and adoption for the first year from the date such dog is harboured by or in the possession of the Rescue Facility. Long Point Region Conservation Authority Board of Directors minutes of meeting held December 7, 2016 2017 Council Minutes February 2, 2017 Moved by: Councillor Breyer Seconded by: Deputy Mayor Southwick THAT the correspondence item 11.1.1-A— 11.1.1-C be received for information. CARRIED 11.1.2 Requiring Action A. Straffordville Community Committee Event Road Closure Request Form re Watermelon Fest Moved by: Deputy Mayor Southwick Seconded by: Councillor Casier THAT the Event Road Closure Request Form from the Straffordville Community Committee regarding Watermelon Fest be received; AND THAT an exemption to permit parking on the west side of Sandytown Road be granted; AND THAT Council grants permission to use municipal streets within Straffordville for parade purposes, on Saturday, August 26, 2017 subject to the organizers: • providing the municipality with proof of liability insurance to cover all events including naming the Municipality of Bayham as an additional insured, in the minimum amount of$2,000,000.00; • obtaining the necessary approvals from the Ontario Provincial Police and the Bayham Fire Chief(as per completion of the Event Road Closure Request and parade route mapping); AND THAT Old Chapel Street south from Heritage Line to Main Street and Main Street to Plank Road be closed during the parade; AND THAT Council requests permission from the County of Elgin to use Plank Road from the Straffordville School north to Main Street and Plank Road from Third Street south to Heritage Line and Heritage Line west to the Straffordville Community Park on August 26, 2017 between 10:00 a.m. and 11:00 a.m. during the parade in Straffordville; AND THAT the Municipality of Bayham Public Works Operations Supervisor be directed to make the necessary arrangements for traffic control, signage and safety; AND THAT the cleanup of the park area be the responsibility of the organizers. Bayham Beachfest Committee Event Road Closure Request Form re Port Burwell Santa Claus Parade Moved by: Councillor Breyer Seconded by: Councillor Ketchabaw THAT the Event Road Closure Request Form from the Bayham Beachfest Committee for the Port Burwell Santa Claus Parade be received; AND THAT the Council of the Municipality of Bayham grants permission to use municipal streets within Port Burwell for parade purposes on Saturday, December 2, 2017 subject to the organizers: • providing the municipality with proof of liability insurance coverage naming the Municipality of Bayham as an additional insured, in the minimum amount of $2,000,000.00; • obtaining the necessary approvals from the Ontario Provincial Police and the Bayham Fire Chief (as per completion of the Event Road Closure Request Form and parade route mapping) AND THAT the County of Elgin be requested for permission to use Wellington Street in Port Burwell between 5:30 p.m. and 8:00 p.m. for the parade; AND THAT the Municipality of Bayham Public Works Operations Supervisor be directed to provide the necessary provisions for traffic control and safety. CARRIED C. Bayham Beachfest Committee Event Road Closure Request Form re Straffordville Santa Claus Parade Moved by: Councillor Ketchabaw Seconded by: Councillor Casier THAT the Event Road Closure Request Form from the Bayham Beachfest Committee regarding Straffordville Santa Claus Parade be received; AND THAT the Council of the Municipality of Bayham grants permission to use municipal streets within Straffordville for parade purposes on Saturday, December 9, 2017 subject to the organizers: • providing the municipality with proof of liability insurance coverage naming the Municipality of Bayham as an additional insured, in the minimum amount of $2,000,000.00; • obtaining the necessary approvals from the Ontario Provincial Police and the Bayham Fire Chief(as per completion of the Event Road Closure Request Form and parade route mapping) AND THAT the County of Elgin be requested for permission to use Plank Road from the Straffordville Public School to Third Street, Straffordville between 10:30 a.m. and 12:00 p.m. for the parade; AND THAT the Municipality of Bayham Public Works Operations Supervisor be directed to provide the necessary provisions for traffic control and safety; 2017 Council Minutes February 2, 2017 AND THAT permission be granted to the Bayham Beachfest Committee to use the Straffordville Fire Hall to host Santa Claus following the parade. CARRIED 11.2 Reports to Council 12. BY-LAWS A. By-Law Z653-2016 Being a By-law to further amend By-Law Z456-2003 (Third Reading only) B. By-Law 2017-014 Being a By-law to establish signing authority C. By-Law 2017-016 Being a By-law to authorize the Mayor and Clerk to enter into an amending agreement to receive funding under the Canada 150 Community Infrastructure Program Intake II — Rehabilitation of Straffordville Community Park (This by-law follows the recommendation made in Report CA0-40/16 by Paul Shipway, CAOICIerk during the regular meeting of June 2, 2016) Moved by: Councillor Ketchabaw Seconded by Deputy Mayor Southwick THAT By-Law Z653-2017 be read a third time and finally passed; AND THAT By-Law 2017-014 and 2017-016 be read a first, second and third time and finally passed. CARRIED 15. BY-LAW TO CONFIRM THE PROCEEDINGS OF COUNCIL A. By-Law 2017-015 Being a By-law to confirm all actions of Council Moved by: Deputy Mayor Southwick Seconded by: Councillor Breyer THAT confirming By-Law 2017-015 be read a first, second and third time and finally passed.
