1. CALLTO ORDER
Mayor Ens called the public meeting to order at 7:30 p.m. and asked those in attendance for
the Planning Public Meeting regarding a Rezoning to place their name and contact information
on the sign-in sheet provided at the podium.
2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF
No disclosures of pecuniary interest were declared.
3. CHAIRMAN'S REMARKS ON THE PURPOSE OF THE MEETING
The Chairman stated the purpose and effect of the proposed amendment.
4. PURPOSE AND EFFECT OF THE PROPOSED AMENDMENT
A. Application submitted Bonnefield Farmland Ont. III Inc.
The purpose of the public meeting is to consider an application to change the land use
designation on a parcel of land at 4964 Plank Road from Agricultural to Site Specific
Agricultural designation in the Official Plan of the Municipality of Bayham; and to
change the zoning on the same parcel from Agricultural (A1) Zone to a Site Specific
Agricultural (A1-XX) Zone.
The effect of the by-law will be to permit an oversized supplementary farm (bunkhouse)
building.

5. PUBLIC PARTICIPATION
David Roe, Planning Consultant retained by designer/builder Tony Wall,
- Planning opinion was submitted and reviewed by William Pol, IBI Group
- Plan does conform to Provincial Policy Statement and Official Plan
- Will be under Site Plan Control
- 50 workers are employed for the season with an additional 50 for peak harvest
- Purpose is to accommodate the 50 additional workers
Councillor Breyer
- Request clarification of total number employed
Leighton Martin
- Due to large number of workers required to maintain orchard and harvest crop and
difficulty obtaining local workers, offshore workers are employed through federal and
provincial programs
- Number employed could be up to 140 depending on crop and programs available
- Currently room to house 75
- Transfer program presently used ie using vegetable farm workers transported
morning and evening
- Result will be centralized housing rather than transporting workers
- Higher density production results in need for additional workers
- Land has been sold, however orchard retained by way of a rent back agreement
ensuring original owners have ongoing complete control of the orchard
Ken Andrews
- Safety concerns due to 50 additional individuals under one roof
Leighton Martin
- Plan in place to accommodate in a good way with each individual having private
quarters and common kitchen leisure and recreation areas
Keith Underhill
- Concerns regarding control over workers during free time and the proximity to the
trail

- Advised the meeting is for Planning Purposes only pertaining to the Official Plan and
Zoning By-law proposed amendments
Pete Wiebe
- Consider future rural farms that will require housing of workers resulting in rural
properties becoming small communities

- Longtime closest neighbour
- Concerns of vehicle and pedestrian safety as traffic has increased over the years
and driveways are close to curve
- Concerns of adequate septic system
- Concerns of neighbour privacy and trespassing

- Privacy and trespassing are civil issues

- Elgin County Engineering Road Department has no traffic concerns
- An MOE approved septic system is required for more than 40 individuals

- Concerns of contamination due to chemicals, land valuation and future severance
opportunities
6. CORRESPONDENCE
Deputy ClerklPlanning Coordinator advised three pieces of written correspondence were
received which will be included with the Report to be presented at March 2, 2017 Council
meeting.
7. OTHER BUSINESS
None.
8. ADJOURNMENT
Pursuant to the Planning Act requirements the Public Meeting is now complete and the Zoning
by-law will be considered at the meeting scheduled for March 2, 2017.
The regular meeting will now reconvene at 8:02 p.m.
