THOMAS ELGIN www.WelcometoSTE.ca Presented by Janan Dean Project Coordinator, YWCA St. Thomas-Elgin February 2, 2017 Newcomers Attraction Considerations 1 . Canadian population growth has slowed and immigration will become the main source of growth 2 . Permanent Residents ( PRs) are increasingly choosing to settle outside of metropolitan areas 1. In 2005, 72% of PRs lived in Toronto, Montreal or Vancouver; In 2014, this dropped to 56% (-16%) 2. In 2005, 4% of PRs lived outside an urban area . In 2014, this increased to 7%. (+3%) 3 . There is no projected increase in the number of accepted Permanent Residents and therefore attraction competition within Canada will increase WELCOME TO ST. THOMAS ELGIN www.WelcometoSTE.ca Local Considerations • 38% of Elgin employers have had difficulty filling an open position in the past 12 months — 6% above the national average • Top three reasons : Lack of applicants, lack of qualifications, and lack of technical skills • 1,373 18-24 year olds left Elgin between 2007-12 — -991 in Oxford County and +5,091 in Middlesex • Above average rate of self-employment leading to succession planning needs for agriculture and small businesses WELCOME TO ST. THOMAS ELGIN www.WelcometoSTE.ca Community Engagement • Nine-month process • Conversations with 50 community services and groups • Newcomer focus groups involving 15 people of diverse ethnic backgrounds living in St. Thomas and Elgin County WELCOME TO ST. DATE: February 2, 2017 TO: Municipality of Bayham Members of Council The Port Burwell Marine Museum is pleased to announce its successful application to the Ontario Legislature's Community Exhibit Program. Twice a year the Community Exhibit Program offers Ontario's museums and community organizations the opportunity to apply for one of the 10 exhibit cases so that they may promote their institution. This year, unlike other years, there is a theme - Canada's 150th Anniversary. With that in mind, the Port Burwell Marine Museum's proposal was to look at the history of shipwrecks in Lake Erie, beginning in the 1850's. Some of the artifacts to be displayed would be some shipwreck wood, a few navigational devices, such as a binnacle, and photos of ships, the harbor, and the lighthouse from many years ago. We were thrilled when we were informed our proposal was approved. What this means for the Marine Museum is the opportunity to prepare a display and have the interpretive text translated into French, then professionally printed up for us to keep afterwards. Once installed by Margaret and myself, the exhibit will be visited by all visitors and school groups that come to the Legislative building. We are ensured to have good visibility as at the end of the exhibit hallway are the washrooms. Security is strict, with access carefully monitored. There is a security guard at the end of the hallway at all times and the exhibit case is locked. This opportunity for publicity continues, as the MPP for each institution is encouraged to drop by during installation for a photo op. The Legislative photographer takes a shot and sends a matted photograph commemorating the event. The exhibit will be up from late March to early July. All in all, this provides the Marine Museum with tremendous exposure, both at the Ontario Legislature and in local papers, social media, and back at the museum when the exhibit "comes home". 14 Mill Ave. NuewaterP.O. Reg. 517/06) under the RTA on July 1, 2018; and Whereas the Ministry of Housing currently enforces residential rental maintenance standards in municipalities that do not have a property standards by-law, or have a "partial" by-law that does not address the interior of rental buildings; and Whereas the Ministry currently receives complaints from tenants respecting residential rental maintenance standards and appoints inspectors to provide this service to municipalities on an as needed basis, for a cost-effective set fee of $265 for each inspection or re-inspection; and Whereas the download of enforcement responsibility will require each municipality to receive written complaints from tenants, cause an inspector to make an inspection to determine whether the provincial standards have been complied with, issue work orders to landlords who have not complied with a prescribed maintenance standard, monitor compliance, investigate allegations of failure to comply, and where circumstances warrant, to prosecute landlords for non-compliance; and Whereas the Government of Ontario intends to download these responsibilities with no compensatory funding, leaving municipalities that do not currently enforce residential rental maintenance standards with the significant fiscal challenge of providing this service cost- effectively; Resolved, That the Council of the Municipality of Bluewater calls on the Government of Ontario and the Ministry of Housing to halt the download of enforcement responsibility for residential rental maintenance standards proposed in Schedule 5 of Bill 7, in light of the significant fiscal challenge each municipality will face to provide this service to the public in a cost-effective manner; and That a copy of this resolution be sent to the Honourable Kathleen Wynne, Premier of Ontario, the Honourable Chris Ballard, Minister of Housing, Mr. Patrick Brown, Leader of the Progressive Conservative Party, Ms. Andrea Horwath, Leader of the New Democratic Party and all Member of Provincial Parliament in the Province of Ontario; and That a copy of this resolution be send to the Association of Municipalities of Ontario (AMO), the Rural Ontario Municipal Association (ROMA) and to all Ontario municipalities for consideration.
