RE: Proposed Terrace Lodge — Fundraising Committee
We acknowledge receipt of your correspondence requesting additional information
regarding the proposed Terrace Lodge Fundraising Committee.
At its regular meeting held on October 6, 2016, the Council of The Corporation of the
Township of Malahide passed the following Resolution:
THAT the Terrace Lodge Rebuild Proposal for Capital Fundraising Campaign additional
information, as submitted by Deputy Mayor M. Wolfe,
be supported;
AND THAT such additional information be forwarded to the Councils of the Town of
Aylmer and the Municipality of Bayham in response to their previously posed questions,
with a copy of such being forwarded also to the Council of the Municipality of Central
Elgin for its information.
We enclose herewith the additional information in response to questions of both the
Aylmer and Bayham municipal councils.
We look forward to hearing from you regarding your support for the creation of a
Fundraising Team to assist with the rebuilding of Terrace Lodge, as well as contact
information for your Council/municipal representative.
If you require any additional information regarding this request, please do not hesitate to

TERRACE LODGE REBUILD
PROPOSAL FOR CAPITAL FUNDRAISING CAMPAIGN
ADDITIONAL INFORMATION IN RESPONSE TO QUESTIONS OF AYLMER AND
BAYHAM COUNCILS
As submitted by Deputy Mayor M. Wolfe
Background:
On September 1, 2016, the Malahide Township Council passed the following resolution:
"THAT the Malahide Township Council does hereby support the creation of a Fundraising Team
for the purpose of establishing a capital fundraising campaign to assist with the rebuilding of
Terrace Lodge;
AND THAT such Fundraising Team be comprised of representatives of the Councils of the East
Elgin municipalities;
AND THAT Deputy Mayor Wolfe be appointed as the Township of Malahide's representative to
the Fundraising Team;
AND THAT an invitation be forwarded to the Town of Aylmer, the Municipality of Bayham, and the
Municipality of Central Elgin seeking one Council member to participate on the Fundraising
Team;
AND THAT such Fundraising Team be charged with the responsibility to develop a terms of
reference for a "Terrace Lodge Fundraising Committee", including but not limited to,
recommending to the participating Municipal Councils the following:
- the composition of the "Terrace Lodge Fundraising Committee';
- the desired fundraising goal for the capital campaign;
- the process/program for soliciting donations during the campaign period; and
- the establishment of any necessary administrative support."
Correspondence was then forwarded to the Town of Aylmer, the Municipality of
Bayham, and the Municipality of Central Elgin asking them to each appoint one Council
member to participate on the Fundraising Team.
The following responses have been received from each of the other municipalities:
Aylmer — Malahide correspondence was received and filed until such time as
further information is received.
Bayham — decision deferred until goals and objective of fundraising is specified.
Central Elgin — Councillor Fiona Roberts appointed to be Central Elgin's participant on
the Fundraising Committee.
Additional Information
Deputy Mayor Wolfe recognized that, while the Province and the County of Elgin will be
financing the "bricks and mortar" of the rebuilding of Terrace Lodge, there are many
amenities that are desirable to have at the new Terrace Lodge that will not be able to be
accommodated within the current construction budget. These extra amenities are
things that typically "make a house into a home". They would result in Terrace Lodge
feeling more like a "home" and a less like an "institution", and may include such things
as: wall murals, furnishings, draperies, electronics, plants, gardens, accessories, etc.
The proposal that was put forward by Deputy Mayor Mike Wolfe to the Malahide
Township Council was to establish a small working group comprised of one member of
Council from Aylmer, Bayham, Central Elgin, and Malahide. This working group would
be referred to as the "Fundraising Team" and would be charged with the responsibility
to determine the goals and objectives of the fundraising initiatives.
Essentially, the purpose of this working group/fundraising team would be to work
together to oversee the development of a formal fundraising committee that would be
comprised of not only the political representatives, but also representatives of local
service groups and other local business and community members.
The working group/fundraising team would report back to the respective Municipal
Councils regarding a terms of reference for a formal "Terrace Lodge Fundraising
Committee". That report would also include, but not limited to, recommending to the
following:
- the composition of the "Terrace Lodge Fundraising Committee";
- the desired fundraising goal for the capital campaign;
- the process/program for soliciting donations during the campaign period;
and
- the establishment of any necessary administrative support."
At that time, each of the respective Municipal Councils would be able to provide
additional comment and suggestions prior to finalizing the formal fundraising committee
and prior to any fundraising activities taking place.
As mentioned above, the goal of the propose fundraising campaign is not to raise funds
for the actual rebuilding of Terrace Lodge, but rather to provide the necessary additional
funds to allow for extra `residential' amenities to be able to be provided for the residents
of the new Terrace Lodge.
