HomeMy WebLinkAbout04/06/2016 - Bayham Joint Cemetery Board Municipality of Bayham Joint Cemetery Board Meeting Minutes Bayham Municipal Office, Council Chambers 9344 Plank Road, Straffordville April 6, 2016 at 7:00 p.m. Present were: Gerald Taylor, Joe Dickhout, Vera Dickhout, David Andrews, John Scott, Marlene Carter, Jim Tait, Cheryl James, Roger James, John Reddecop, Edward Carter, Dennis Ball, Ben Sawatzky, Lorne James, Treasurer, Brenda Gibbons, Clerk's Assistant. Non Board member, Doug Veitch. 1. Call to Order & Appointment of Chairman The meeting was called to order at 7:00 p.m. Roger James volunteered to act as Chairman. 2. Disclosure of Pecuniary Interest None. 3. Review of Items Not on the Agenda None. 4. Announcements None. 5. Delegations None. 6. Minutes of meeting held November 24, 2015 for approval Moved by: John Scott Seconded by: Jim Tait THAT the minutes of the regular meeting held November 24, 2015 be approved as circulated. Carried 7. Correspondence 7.1 For Information Only a) Cemetery By-law 2015-116—Still with the Bereavement Authority of Ontario awaiting approval. The Treasurer advised By-Law 2012-065, as amended continues to be used until approval from the Bereavement Authority of Ontario is received at which time By- law 2015-116 will be in effect and copy of the by-law will be provided to members and to funeral homes. 7.2 Action Required a) Municipal Treasurers Report a. 2015 Year End Financial Reports - provided b. 2015 Care and Maintenance Report— provided c. Other Matters- HST, Care and Maintenance The Treasurer provided an overview of the 2015 Year End Financial and 2015 Care and Maintenance Reports. Any questions are to be taken directly to the Treasurer. The Treasurer suggested boards should investigate any bank service charges. b) 2016 Maintenance a. Please bring, or provide in advance a written listing of maintenance works (tree trimming and removal, requested to be conducted in 2016. The Municipality will issue a single RFP for the works. Members were requested to provide a written list of maintenance requirements for 2016 by the end of April to enable the Municipality to coordinate with service providers and combine all work in a single RFP. 8. Unfinished Business None. 9. New Business Doug Veitch inquired about tree cutting in the Bayham West Cemetery being done by volunteers. He was advised Board approval would be required. Eden Cemetery boundary with an adjacent land owner was discussed. Calton Cemetery would like to propose and obtain Council approval for rebuilding the driveway. Grass cutting will begin the week before Mother's Day and will be cut bi-weekly, ensuring it is cut before Father's Day and Decoration Days. Members were advised to notify the Municipality if the grass is being cut too often or too little as well as if it needs cutting in preparation for a funeral. The Treasurer advised that some funeral homes are questioning the cost of subsequent cremations in existing plots. Cost is as per the by-law. Members were advised to advise the municipality of any questions or concerns from funeral homes. 10. Finances (budget) 11. Other Business The Treasurer advised members to notify the municipality of any large purchase requirements for assistance with HST refund. 12.
