1. Call to Order
The meeting was called to order.
2. Disclosure of Pecuniary Interest
None
3. Approval of Minutes
The July 6,2010 minutes were reviewed.

Seconded by Ray Talbot
That the Harbourfront Committee minutes of July 6,2010 be adopted as circulated.

4. Committee Membership Matters - Secretary
It was noted that Council had approved a change in the committee terms of reference for two
additional members, and that one vacancy remained. It was suggested members consider
recruiting a member willing to act as committee secretary.
5. Project Ojibwa Update/Discussion
Elgin Military Museum representatives Alan Montgomery and Ian Raven were in attendance
for further discussions regarding Project Ojibwa. Mr. Wade reviewed an updated conceptual
plan for the proposed facility, that accommodates the works on harbour area lands currently
owned by the Municipality.
Mr. Raven outlined the discussions held with CAF representatives, and noted the need for a
resolution of Council and lease agreement for the lands to proceed with release of CAF
funding. After further discussion, it was suggested a resolution of Council committing to lease
arrangement should be suffrcient.
There was detailed discussions regarding the potential project, benefits of the revised location,
incorporation of other displays, and the interest in proceeding,

Seconded by Ron Flick
That the Harbourfront Committee support further pursuing Project Ojibwa at the revised
location on municipally owned lands in Port Burwell, and recommend to Bayham Council that
a resolution committing to leasing the subject lands to the Elgin Military Museum for Project
Ojibwa be considered.

6. Dredging 2010 Update
Committee members were advised that Mariners Solutions had proceeded with dredging using
grooming equipment, and had achieved a channel generally 5 to 6 feet in depth. It was
suggested there will be a need to incorporate prop washing, using Scruton Marine, but that this
should not proceed until September. The Chairman agreed to contact Scruton Marine to
inquire about availability through September.
Committee members were also advised that initial requests to the various agencies for
approvals for the expanded dredging area had been submitted, and that anangements for
sampling were proceeding.
7. Pier Analysis Update and 2010 Pier Improvements
Mayor Acre advised the Committee of discussions held with the engineering consultants. It
was noted that the report should be available within the next few weeks.
8. Other Business
Committee members had some general discussions regarding the good condition of the beach,
works on the boardwalk, and the condition of the MNR parking area./entrance.

A BY-LA\M TO CONFIRM ALL ACTIONS OF
THE COUNCIL OF THE CORPORATION OF
THE MUNICIPALITY OF BAYHAM FOR THE
SPECIAL MEETING IIELD JULY 29,2OTO
WHEREAS under Section 5 (l) of the Municipal Act,200l S.O. 2001, Chapter 25,the powers
of a municipal corporation are to be exercised by the Council of the municipality;
AND \ilIIEREAS under Section 5 (3) of the Municipal Act, 2001, the powers of Council are to
be exercised byby-law; '
AND WIIEREAS the Council of the Corporation of the Municipality of Bayham deems it
advisable that the proceedings of the meeting be confirmed and adopted by by-law.
THEREFORE THE COI]NCIL OF THE CORPORATION OF THE MT'NICIPALITY
OF BAYIIAM ENACTS AS FOLLOWS:
t. TIIAT the actions of the Council of the Corporation of the Municþality of Bayham in
respect of each recommendation and each motion and resolution passed and other
action by the Council at the special meeting held July 29,2010 is hereby adopted and
confirmed as if all proceedings were expressly embodied in this by-law.
2. TIIAT the Mayor and Clerk of the Corporation of the Municipality of Bayham are
hereby authorized and directed to do all things necessary to give effect to the action of the
Council including executing all documents and affixing the Corporate Seal.
READ A FIRST, SECOND AND THIRD TIME and finally passed this 29th day of Jul¡
2010.
