SUBJECT: Budget 2009 NUMBER: F2009-05
Strategic Plan Goal:
Goal #1 - Practice responsible financial management
Goal #4 - Be dedicated to service excellence
Purpose:
To seek council's direction to begin implementing some of the changes incorporated in
the2009 budget.
Background:
During budget deliberations, council incorporated the following options into the 2009
budget and the proposed 2010 budget:
l. Increase price ofdog tags average of$5/tag. 2009 - $0; 2010 - $5,000
2. Eliminate dog licensing agent and use administrative measures to promote
renewal/sale oftags. 2009 - $0;2010 - $2,500
3. Implement fulluser-pay system for impounded animals. 2009 - $2,000; 2010 -
$2,000
The financial impact of these options has been incorporated into the proposed three-year
budget document.

I)iscussion:
In order for the third item, full cost recovery for impounded animals, to be effective for
the 2009 fiscal year, aby-law amendment to permit additional fees and collection
procedures will be brought to council in April 2009.
The remainder of the items will not be effective until 2010 and will require an analysis of
current by-laws, procedures and policies. Staff are seeking council's authorization to
begin a service delivery review of the dog licensing program. A report on the review and
recommended changes will be brought to council late2009.
Recommendation:
THAT council direct staff to prepare a by-law to amend the current animal control by-law
providing for fulI cost recovery for impounded animals;
AND THAT council direct staff to undertake a service delivery review of the dog
licensing program for the municipality and to report back to council on the analysis and
proposed changes to the system.
