The volunteer cemeteries sub-committee recently attended on site and assessed the maintenance
needs at five of the inactive cemeteries in Bayham. This included the Old Eden, Firb¡ Old
Richmond, Estherville and Hemlock Creek sites. The Hemlock Creek site is also in need of
erosion control along Clarke Road.
The contractor from Ground Effects recently advised that the fence at Stanton Cemetery is down.
All inactive cemetery sites are in need of similar care to varying degrees. This includes tree and
brush cutting and removal, repairs/replacement of fencing and posts, raising and leveling
markers. Spires and/or attachments to some markers have fallen off and need to be re-installed
and fixed in place. Other markers are broken and lie on the ground.
Last year a monument repair was made at the Guysboro Cemetery with a new glue referred to as
'gorilla' glue. The repair has lasted firmly throughout the winter season and may be something
that can be used for additional marker repairs.
The Old Eden site has a concrete retainer wall along the south side with avery deep drop off
with no barrier or fence to reduce the danger of a fall.
Cost of fencing supplies include 7' heavy duty steel fence posts at $11 - $14 each and 8-wire
woven fencing is $270 for a20 rod roll and $500 for forty rod. It is estimated that at least 100
fence posts could be used to replace existing rotted or broken posts. Possibly chain could be
placed along the roadside where there are suitable existing posts.
It is suggested that pea gravel be used to level up markers that are leaning.
Volunteers request financial assistance as well as manpower through the Public Works
department with the cutting and removal of trees and brush along fence rows and fence repairs
within the inactive cemeteries.

A BY-LAW TO CONFIRM ALL ACTIONS OF
TIIE COI]NCIL OF'THE CORPORATION OF
THE MT]NICIPALITY OF BAYHAM FOR THE
SPECIAL BUDGET MEETTNG HELD MAY 25,2011
WIIEREAS under Section 5 (1) of the MunicipalAct,2001 S.O. 2001, Chapter 25,the powers
of a municipal corporation are to be exercised by the Council of the municipality;
AND \üIIEREÁ,S under Section 5 (3) of the Municipal Act, 2001, the powers of Council are to
be exercised bybyJaw;
AND \ryHEREAS the Council of the Corporation of the Municipality of Bayham deems it
advisable that the proceedings of the meeting be confirmed and adopted by by-law.
THEREFORE THE COI]NCIL OF THE CORPORATION OF THE MTJNICIPALITY
OF BAYTIAM ENACTS AS F'OLLOWS:
1. THAT the actions of the Council of the Corporation of the Municþality of Bayham in
respect of each recommendation and each motion and resolution passed and other
action by the Council at the special budget meeting held May 25,2011 is hereby adopted
and confirmed as if all proceedings rryere expressly embodied in this byJaw.
2. TIIAT the Mayor and Clerk of the Corporation of the Municþality of Bayham are
hereby authorized and directed to do all things necessary to give effect to the action of the
Council including executing all documents and affixing the Corporate Seal.
READ A FIRST, SECOND AND TIIIRD TIME and finally passed this 25th day of May
201t.
