HomeMy WebLinkAboutDecember 22, 2014 - Special Council THE CORPORATION OF THE MUNICIPALITY OF BAYHAM SPECIAL COUNCIL MEETING MINUTES Monday, December 22, 2014 MUNICIPAL OFFICE STRAFFORDVILLE, ONTARIO 10:00 a.m. The special meeting of Council of the Municipality of Bayham was held on Monday, December 22, 2014 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Tom Southwick, Councillors Randy Breyer, Wayne Casier and Ed Ketchabaw, Administrator Paul Shipway and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Ens called the meeting to order at 10:00 a.m. 2. DISCLOSURES OF PECUNIARY INTEREST No disclosures of pecuniary interest were declared. 3. ADMINISTRATION 2014-610 Moved by: Councillor E Ketchabaw Seconded by: Deputy Mayor T Southwick "THAT the Council do now rise to enter into an "In Camera Session of Committee of the Whole at 10:00 a.m. to discuss: • litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board." CARRIED UNANIMOUSLY (a) In Camera Meeting regarding litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board. 2014-611 Moved by: Deputy Mayor T Southwick Seconded by: Councillor E Ketchabaw "THAT the Committee of the Whole do now rise from the "In Camera" session at 10:00 p.m." CARRIED UNANIMOUSLY Page 1 of 2 Council Special Meeting Minutes December 22, 2014 2014-612 Moved by: Councillor W. Casier Seconded by: Councillor R Breyer "THAT the Council of the Corporation of the Municipality of Bayham request that the Elgin Military Museum immediately submit a full audit of the entire Elgin Military Museum to be conducted by Graham Scott Enns at the expense of the Municipality of Bayham,within the next two weeks; AND THAT the Elgin Military Museum provide any and all requested information to Graham Scott Enns in due haste; AND THAT the Elgin Military Museum immediately provide access to any and all correspondence, agreements, contracts and documents (records), in any format, be it confidential or not, in regards to Project Ojibwa, its acquisition or operations, including those pertaining to any form of government relations, to the Administrator of the Municipality of Bayham; AND THAT the Administrator be delegated authority to execute and operationalize any and all of the above actions of Council." CARRIED UNANIMOUSLY 4. BY-LAWS (a) By-Law 2014-127 Being a by-law to confirm all actions of Council 2014-613 Moved by: Deputy Mayor T Southwick Seconded by: Councillor E Ketchabaw "THAT confirming By-Law 2014-127 be read a first, second and third time and finally passed." CARRIED UNANIMOUSLY 5.
