The regular meeting of Bayham Township Council is held this morning.
Reeve M. Stewart presides with Deputy -Reeve J. Volkaert and Councillors

Wm. Underhill meets with Council to discuss zoning problems and review
building matters.
James Gibbons reports on the progress of road construction which can be
carrie(I out because of the lack of snow this winter. Progress on the
road between Concessions 3 & 4 and between Concessions 9 & 10 is being
hampered because obi a gas line that must be moved. The wet weather has
caused some of the roads to become soft.
Scott Carroll representing the Straffordville Lions meets with Council
to discuss a tree planting project by that Club. He requests permission
to plant trees on road property in the Villages and in certain areas in
the rural section. The Club will provide the trees, plant and water them
until such time as they are established. Council agrees -that this is
a worthwhile project and permission is granted to carry out this work.
Harold Dennis reports on fire matters and presents his semi-annual and
annual report of the department.

A special meeting of Council is held this evening for the purpose of
reviewing correspondence pertaining to the proposed boundary changes
in the Electoral Boundaries Readjustment Act. Reeve M. Stewart presides
with Deputy -Reeve J. Volkaert and Councillors V. Chute and R. Sandham
in attendance.

That this Council supports the proposal of the Hon. Wm. H. Jarvis, P.C.,
Q.C., M.P. as presented to Mr. J. J. Quinlan, Q.C. under date of
December 23, 1982, insofar as the proposal relates to the riding of
Elgin and particularly the Township of Bayham, being proposal #1 (5):
"Elgin: -consists of the County of Elgin plus the Township of North
Dorchester. This reunites the entire County of Elgin. Population -

Delegations:
Mr. Robt. Mann representing Doane Raymond, municipal auditors, meets
with Council to review the results of his audit of the municipal records.
His preliminary report is that the deficit incurred in 1981 has been
recovered with a small surplus for 1982. His recommendation is that
the community centre staff give up the catering service as it is only
a break-even venture and could result in a loss if all accounts are
not collected. He recommends that the listing of accounts be abandoned.
Mr. James Gibbons reviews road matters. Machinery is being overhauled
as there is not sufficient snow to necessitate ploughing. He presents
a quotation for gravel from Dunnville Rock Products showing a small
increase in prices for 1983.
Mr. Wm. Underhill reports that 3 men are working on the Opportunity
Bayham program and 2 more will be hired shortly. They are working at
the Little Jerry Drain removing brush from the creek.

Deputy -Reeve Volkaert and Clerk Petrie are excused to attend an Ontario
Municipal Board Hearing at Aylmer,on-,behalf of the East Elgin Planning
"Board, the subject of the Hearing being O.P. Amendment No. 20.
Delegations:
Mr. Hugh Ketchabaw meets with Council to review drainage matters. The
Ob Little Jerry Creek Drain is being cleared of brush under the Opportunity
v Bayham Program. While it was originally intended to clear the drain for
monly a short distance, he now recommends that the drain -be cleared to
"'the upper end in the Township. Council agrees with this proposal.

wo Mr. James Gibbons meets with Council to review road matters. One of the
o dump boxes is in need of repairs and he requests that it be done by the
roads crew. Council authorizes him to do this work. Mr. Gibbons is to

Mr. Frank Cus meets with Council to request repaires to the Smith Municipal
Dkain. Also, he has a problem with water ponding at his property. It is
suggested that our drainage engineer look into this problem to decide
if a branch to the Smith Drain is warranted.

Mrs. Ruth Locker meets with Council to request the status of the road
allowance between Concessions 5 and 6 at herproperty in Lots 3, 4 & 5
in Concession 5. It is not readily known if the road has been legally
closed and disposed of. The firm of Bell, Lemon and Houghton have
been contacted and are presently investigating this.
Warden 'Bud' Marr of Elgin visits with Council. As a part of his duties
of the year, he is planning to attend a meeting with each of the
councils in the County.
Mr. Lyle Wells representing Frank Cowan Company and Gerald Taylor of
Cameron & Taylor meet with Council to review the insurance coverage of
the municipality. Several changes are recommended to update the coverage
required for our municipal equipment.

Wm. Underhill meets with Council to review the progress being made
on the Opportunity Bayham Program and discuss zoning matters. \
Mr. John Dodd representing John B. Dodd Ltd. meets m1th Council to --�

further explain the basic mapping program being instituted by the
Province. Funding is available for the urban centres of Straffordv-ille
and Eden with Bayham paying approximately 4% of the cost. This is
estimated to be about $900. Mapping will be completed showing the
location of lot lines and buildings. They can be utilized for zoning
and engineering purposes as well as other matters.
Mr. Scott Carroll meets with Council to discuss the possibility of new
fencing at the community centre and park grounds. It is suggested that
the Lions Club would supply the chain link fencing and the Township
supply the labour to erect it. Also, it is suggested by Mr. Carroll
that the Club might consider covering the cement pad on the park grounds
with asphalt to repair the damages to the pad so that can be used by
those ersons wishing to 1 tenni .-The (b ity Cextre Bd. will deal

Mr. Harold Dennis meets with Council to review fire matters. The condition
of the truck is reviewed and Mr. Dennis is to contact manufacturers
to ascertain a price of a new vehicle. It is thought that it can be
considered in the budget in 1984 or 85.

Delegations:
Mr. Gabriel D'Amore representing Allied Chemical Canada Ltd. meets with
Council to promote the use of calcium chloride as a stabilizing agent
in road construction and maintenance. He gives a slide presentation
showing how councils can utilize such a program over their 3 year term.
Liquid calcium chloride is 12% and presently sells for $159. per ton
including sales tax.
James Gibbons reports on the condition of the roads. Unseasonably warm
temperatures have caused the roads to break up -and become quite soft in
the travelled portion.
Mr. Brian Hamilton meets with Council to present
signatures about the dogs owned by John and Gail
problem to their neighbours by running at large.

The Government sponsored program which he is looking after is progressing
quite favourably. The Little Jerry Creek drainage system is being cleared
of brush and debris to assist in a better spring run off of water.
Harold Dennis meets with Council to request permission to purchase a
hand spreader for extrication purposes. He plans to spend approximately
$1,453.;wbi►ch will be eligible for a grant from the Provinge of $1,000. He
is authorized to purchase a new lock for the fire hall door.
Councillor Chute reports on the Hydro Corridor Study meeting which he
attended on February 15th.
Reeve Stewart reports on the meeting of the Community Parks, Recreation
& Community Centres Board.

Richard Kwarcianymeets with Council with a request to rezone a portion of
his property at Lots 11 & 12, Conc. 2 from Al to OS to accomodate a tent
&/or trailer park. Mr. Kwarciany had previously obtained a copy of our
by-law and is familiar with the requirements. The proposed park will have
100 sites. A sketch of the property. is presented to Council for thtir
information.

Mr. Steve Szvirida meets with Council to express displeasure with
the advanced date for the payment of taxes and charging penalty for
non-payment to those who did not notice the new payment date. While
Council is sympathetic, they feel that their can be no forgiveness
of penalty in fairness to those who paid on time.
Mr. Walter Zamecnik meets with Council to request improvements to the
road in front of his property. It is anticipated that some work will
be done there this year.
James Gibbons meets with Council to review road matters. The bucket on
the loader must be replaced. As the machine is now 9 years old, Council
requests that he obtain prices for a new machine for their consideration
and possible tendering at a later date. Robt-. Moore, County Engineer,
will assist in ascertaining the size of culvert needed in the gulley
between Concessions 3 & 4, in order to open the road to traffic.
Mr. Lloyd Gibbons meets with Council to advise them of the distance
between his proposed severance at Lot 110 & 111 S.T.R. and the
livestock operation which is considered too close according to our
zoning by-law. Mr. Gibbons explains that a part of the proposed
parcel is 1000 feet away and while he realizes that only a portion of the
property being requested for severance can be utilized for building
a residence, he requests Council to reconsider the objection filed
against application #E 3/83. Council will have the building inspector
check the measurements and consider his request at the next meeting.

Delegations:
James Gibbons meets with Council to review road matters. Some roads
are becoming soft and he is instructed to gravel those where there is
sufficient ditches, and where ditching is required, to have that work
scheduled as soon as possible. Mr. Gibbons is to have tenders advertised/
for a 2 yard loader to close on April 21st. It is decided to advertise'-"
in the Tillsonburg and St. Thomas papers.
Mr. Paul McDermid, owner at Lots 10, 11 and 12, Conc. 8, meets with
Council to request road improvements to that property. The propgty
has been used as a tree farm and he is now changing to a nursery type
operation and consequently there is increased traffic. Improvements
will only be required to about 150 feet of roadway. Council will have
this work done later in the year.
Mr. Wm. L. Gibbons meets with Council to further explain his severance
proposal at Lot 110, STR, and that the separation distance between hs
proposed building lot and the adjacent livestock barn is sufficient
to meet zoning requirements. Also, he shows Council plans of another
proposed severance at Lot 1, Conc. 5, which he will be applying for
ino the near future.
Mr. Harold Dennis meets with Council to review fire matters. The new
combination deadbolt lock has now been installed on the fire hall
door. Extrication equipment has been purchased and the balance of
the applicable grant can be applied for. Mr. Dennis is to have tendering
information for a new truck available for the next meeting of Council.
Mr. Wm. Underhill meets with Council to review building matters
and the programs being operated in the Township. The Canada/Ontario
program is to start and the work expected to be done is reviewed.
Mr. Mathew Schafer meets with Council to suggest that the public
library could be accomodated at the Sandytown Centre for an interim
period while new quarters are being constructed. This would allow
the expansion of the kitchen at the community centre to be started.
with the removal of the library. It is suggested that a committee
of coundl, the county librarian and 11brarary committee meet to further
discuss the proposal. He also brings to the attention of Council
that there are persons who hold garage sales for long periods of time
and others carrying out business from their residences who are not
paying business taxes. This will be referred to the assessment office
for their information.

Mr. Paul Martin meets with Council to request information on opening
an arcade type business on the south west corner of the main intersection
in Straffordville. He would also have about 3 billiard tables on the
premises. Council would require more information before they could
give any definite answers, except that the premises would require
rezoning and that there is presently a similar proposal under appeal
to the Ontario Municipal Board at this time.

Delegations:
James Gibbons meets with Council to review road matters. N.R.G. Ltd is
to lower gas line on the road between Concessions 9 & 10 in order to
complete the work on that road. The road between Concessions 2 & 3 is
to be surveyed and work started on that project shortly. Topsoil &
seed is to be placed at the former township storage lot to aleviate
the blowing sand nuisance to the neighbours.
Dave Ketchabaw as spokesman for a group of residents in the northern
portion of the Township presents a petition with 67 signatures against
any extra charge for extra fire service provided by South/West Oxford
Township. Council agrees to have a further meeting to better explain
the reasons for the.extra service and the costs associated with it.
Messrs Ben Garrett and Gerald Nelles meet with Council to discuss a
problem Mr. Garrett is having in getting a holding tank installed on
his property in Straffordville. Because the lot is too small for a
regular field bed, Mr. Garrett wants to install a holding tank. While
approval from the Health Unit can be obtained for this installation, it
will have to be removed when Mr. Garrett no longer uses the property.
The cost of the installation makes this seem to be undesirable. Council
will check with the Health Unit for further clarification of this problem.
Mr. Jean Challeyssin meets with Council to request permission to install
an outlet for his tile by boring under the road between Concessions 2 &
3. Also, he requests that the Township backhoe be used to clear sufficient
room for the boring machine to operate in the roadside ditch. Council
grants permission to Mr. Challeyssin to have the outlet placed under
the road, however, any damage to the road will be the responsibility of
Mr. Challeyssin.
Mr. David Cowan of the Ministry of Municipal Affairs & Housing meets
with Council to review the results of the study conducted by that
Ministry to determine the nedd for low cost housing in the municipality.
The results of the study indicate that there is not a need for this
type of accomodation in Bayham.
Mr. Hugh Ketchabaw meets with Council to report a problem on the
Lautenschlauger municipal drain. There are about 5 -holes in 700 foot
distance. It appears that the whole section of the drain should
be abandoned and new tile installed. Council advises Mr. Ketchabaw
to have the work done and to advise the property owner of his decision
as the work is to be done at the top end of the drain and one owner
will pay most of the cost.
Mr. Robert Howey meets with Council to discuss a program he is proposing
under the Canada/Ontario Employment Program. His program is to have
painting and repairs done to several of the churches in Bayham, Vienna

and Port Burwell. As the Township program is similar in some respects,
it is suggested that the two programs could be worked together if
Mr. Howey's application is approved.
Mr. Mathew Schafer meets with Council to present rental figures for
library accomodation at his SandyTown Centre.propetty. To finish the
section of the property to be used, he will require a rental of $3.50
per feat for 2400 sq.ft. Unfinished the rent will be $2.50 per foot.
Council will review this information and meet with Mr. Schafer in
the near future.
Mr. Karl DeDecker meets with Council to request permission to build
a pig barn on his property approximately 100 feet from the Township
road. The zoning by-law calls for 198 feet. Council is unable to
grant permission for this, and Mr. De Decker will build his barn in
accordance with the by-law.
Mr. Harold Dennis meets with Council to review fire matters. He explains
that a new fire vehicle should be considered this year, and that
a cost of approximately $75,000. is expected. Council agrees to meet
on Wednesday evening, April 13, to further discuss this matter.

James Gibbons meets with Council to report on road matters. The account
from Champion Road Machinery for grader repairs has not yet been received.
Council requests that Mr. Gibbons obtain tenders for the supply of
spray materials for this year. It is decided that flake calcium applied
with the water truck should be used this year. Mr. Gibbons explains that
there is a problem with the multi -plate culvert on the road between Lots 20
& 21 in Concession 3 developing. The ends are rising. He has spoken with
the County Engineer who has agreed to look at this problem. A quotation
has been received for road emulsion oil this year @ approximately $0.78
per gallon. -
Mr. David Rye, representing King Seagrave Ltd.presents a proposal for a
new fire pumper. The specifications are reviewed by Council and the fire
chief. The proposed cost is about $80,000.
A delegation who had attended the Ontario Municipal Board Hearing into
By-law Z 110-82 which was held earlier today meet with Council to seek
advice as to pursuing the matter should the O.M.B. rule in favour of
the by-law. They are advised of the appeal to Cabinet which is still
available under the present Planning Act.

Messrs. Wm. Baskerville, representing the Long Point Region Conservation
Authority,~. William Underhill, Zoning Administrator, and Albert Dyck
who wishes to build a new residence at Lot 15, Conc. 1, meet with Council
to seek advice as to the possibility of building in a location which is
contrary to Official Plan policies. Mr. Dyck has a residence located at
this sitewhich has deteriorated to the point where the lower storey is
not liveable. The problem is that this location is subject to erosion
and no new buildings are allowed. It is agreed that a permit will be
granted to erect a new foundation and the Mr. Dyck can move and renovate
the second storey of his existing residence to a location further inland
and hopefully safe from erosion for several more years.

Mr. James Gibbons meets with Council to report on the progress of
road construction and maintenance.
Misses Sharon Szoke and Cheryl Volkaert meet with Council to request
a grant for the operation of the Eden Ladies ball team. As there are
other requests expected, Council will deal with all recreation grants
at the same time. This is expected to be in the very near future.
Mr. J. Bryon Weibe,P. Eng., meets with Council to reveiew the work
that his firm is engaged in. Since his last visit in 1980, Mr. Weibe
has gained knowledge in municipal drains, road and bridge work and
some construction of buildings etc. He requests that Council give
him consideration should a change in engineers be considered.
Messrs. Paul Valko, W. Marlatt, and Richard Kwarciany and Mrs. Kwarciany
jr. and sr. meet with Council to discuss the objections to By-law Z.
119-83 which is the Kwarciany zone change to allow a tent &/or trailer
park at Lot 11, Conc. 2. Council explains that the objections are such
that the by-law will have to go'to the Ontario Municipal Board for a
hearing and the Board will decide on the approval. The objectors will
consider this matter and will let Council known whether or not they
wish to withdraw their objections.
Mr. Wm. Underhill meets with Council to report on the progress of the
Federal programs and the work accomplished.
Mr. Harold Dennis meets with Council to report on fire matters.

Mr. Ernie Eeley meets with Council to review his tender for a chassis
for a fire truck. He is unsure of the engine which will give the best
performance, and will give this information to Council in a few days.

Mr. James Gibbons meets with Council to report on the progress of road
construction. The road between Concessions 9 & 10 is in the final stages
of having gravel applied. The townline between Malahide and Bayham will
be started shortly. Mr. Gibbons is instructed to get agreements to purchase
property for the road between Concessions 3 & 4, and to order the
culverts for same.

Messrs•David Rye and Harold Dennis meet with Council to review
specifications for a fire pumper unit, specifically to minimum
specifications for a chassis. Council indicates to Mr. Rye that it
is their intention to tender for the chassis and the fire unit
separately.
Mr. Robt. Johnson, owner of the Calton General Store, meets with
Council to request permission to place a chip wagon or fast food
outlet at his premises at Lot 1, Conc. 3. This would contravene the
provisions of By-law 2001, which regulates the length of time this
type of service can be supplied at any one location. Council agrees
that this type of operation would be suitable at this location, and
the zoning inclues restaurant as a permitted use, thenfore the Clerk
is instructed to have a by-law prepared to amend 2001 to allow the
mobile vehicle fast food operation to locate at these premises
during 1983. If it is to continue after December 31st., Mr. Johnson
will be required to make further application.

spraying and patching are completed. The chipping program is expected

Mr. Jacob Truden, representing C. E. Hickey & Sons Ltd, meets with Council
to explain that company's proceedures for fire truck building. The needs
of the Township are reviewed. Mr. Truden will be a tenderer when specs.
are completed and put out for tender.
Mr. Don Turner meets with Council to request information on the purchase
by Council of the municipal garage. He requests and is shown a copy of
:the registered deed for the property.
Mr. Morley Shepherd meets with Council to request permission to have A
basement under*a mobile home in his park. This request is not covered
in the zoning by-law and there is some question as to whether this will
be considered a permanent structure rather than a mobile home. Council
will meet with Mr. Shepherd at the site on June 17th. in order to try
to arrive at a decision.
Messrs. Joe Latos and Tom Viro of Latos Contracting meet with Council
to review preliminary drawings for the proposed library. Council makes
some minor modifications to the drawings, and requests that final plans
be prepared.

Messrs Allan Sage and Russell Mitts meet with Council to discuss a proposed
severance of the Lands of Mr. Mitts.at Lot 6, Conc. 9. The purpose is to
sever an existing residence with a lot that will be slightly under the
requirements of our zoning by-law. They are advised to contact the Health
Unit for advice and that if a communal well agreement is obtained and the
property put into proper zoning category, Council will have no objections to
the proposal.
Messrs. J. Latos and T. Viro meet.with Council to review plans for the
proposed library building. Final suggestions are made and it is expected that
plans,.-will:completed and tender documents ready for approval on July 21st.
Mr. Robert Johnston meets with Council to further explain the application for
zone change in #12 above. The proposed use will be light industrial in the
manufacture of chicken feeders, with soma agricultural repair work.
The fire chief and deputy fire chief report that the GMC chassis specifications
are not as tendered and considered too light for the fire package.

Mr. James Gibbons meets with Council to review road matters. The reconstruction
of the townline road between Bayham and Malahide has been started. The road
between concessions 3 & 4 is passable for farm machinery.
Mr. M. Schafer meets with Council to discuss the purchase of property at Lot
113, NTR, at Knott's Mill hill and as per by-law and agreement made in 1975.
Mr. Schafer is to contact his lawyer as to any liability which he may
incur as the owner of the bridge, and in what condition he should accept it
Messrs Henry Lamers and Mike Wybo meet with Council to regest repairs to the
road betweeen N.G. and Conc. 6. Some ditching and gravel is required. As this
road is now travelled by the school bus, Council agrees to some maintenance
work before winter.

Mr. Harold Dennis meets with Council to review fire matters. With about 16
phones on the volunteer fire system, it is sometimes a problem getting sufficient
volume to be able to ascertain the location of a fire. He has been investigating
other arrangements (correspondence #1) and will return to Council when costs
and satisfaction have been determined.
Mr. & Mrs. Douglas McGlynn meet with Council to see if it is possible to
obtain a severance of their lands at Lot 20, Conc. 11. A previous application
to the Land Division Committee was turned down because of the location of
the property and the beginning of strip development. Council informs the
McGlynns that the feeling is still the same and would not be looked upon
favourably by Council if a new application was submitted.

Mr. Michael Cavanaugh representing the Ministry of Citizenship & Culture
meets with Council to review the application for a Community Bicentennial
grant. He reviews the types of activities which will qualify for the
grant and encourages Council participation during any festivities which
may be planned in Bayham.
James Gibbons, Road Superintendent, meets with Council to review road
matters. The culvert which washed out at Lot 3, Conc. 1, has been replaced.
The reconstruction of the townline road at Malahide is progressing and
should be completed in about two weeks.
Mr. Keith Warren, representing Amtelecom Inc., meets with Council to
review the problems with the present telephone system. The system will
work efficiently with up to six phones on the fire line. There are
presently about sixteen. Mr. Warren reviews the advantages of the Westcom
and pager systems. Also, it is suggested that the number of phones be
reduced to a more satisfactory number to increase volume on each.
Mr. John Nezezon meets with Council to present a severance proposal for
his property a Lot 21, Conc. 4. The proposal is to sever a portion of the
property abutting County Road 45, which is very difficult to utilize
because of several gulleys dividing the property. Council indicates that
they will look favourably upon the proposal when it is submitted to the
Land Division Committee.
Messrs. J. Latos and T. Viro with Wm. Underhill meet with Council to
report on the progress of the library building. The type of thermostat,
air cleaner and sidewalk heating cable had not been previously determined.
Council authorizes a thermostat which automaticlly adjusts heating @ $199.65;
and heating cables for the ramp @ $1,247.08. They are not in favour of
purchasing the air cleaner at $544.50, however, it is suggested that the
Library Board might accept this expenditure.

The reconstruction of the Bayham/Malahide townline road is now completed
for this year and is being gravelled. He has an advertisement for a used
one-way plough and is instructed to invest-ibate the condition and if satisfactory
to purchase it for snow clearing.
Messrs. James Fuller and Gary Austen (of the Ministry of Natural'Resources)
meet with Council to discuss trapping on municipal prope:f-ty, mainly road
allowances. It is suggested that if trapping is allowed, an agreement be
obtained from the trapper setting out certain conditions. It is suggested
that they should :
-use only live traps on land
-use a coni bear trap or leg trap in water
-be a member of the Aylmer District Trapper's Council
-be a licenced trapper
-be a resident of Bayham Township
-have adequate liability insurance
-keep the road superintendent informed of the location of traps
Mr. Austin;: will draft an agreement for the approval of council and our
solicitor and have it available at an early meeting.
Mr. Ross Carson meets with Council to complain of a water problem causing
damage to his driveway entrance at Lot 19, Conc. 9. Mr. Carson beleives the
problem is caused for road construction several years ago. Council will
meet with Mr. Carson at the site to attempt to resolve this matter.
Mr. Wilfred Smith, principal of the Straffordville- Eden Schools meets
with Council to get information as to the use of the community park for
school field days. The use of the park is approved with the condition that
the grounds be returned to their original condition atthe completion of the
events. Mr. Smith also ask- that the students be allowed to design a crest
for the Township, with prizes from the Council for their efforts. The contest
is to end on Friday, January 9, with the winners to be announced by -Council
shortly thereafter.
Mr. Holly Fuller, representing Western Sales & Promotion Co., meets with
Council to solicit the manufacture of a township flag for his company. Mr.
Fuller exhibits samples of his company's work and explains that other
municipalities are having flags made for the plowing match to be held
in Elgin in 1985. Council will decide in the near future on the disposition
of his request.
A public meeting for the purpose of hearing any comments on the application
for rezoning the lands of Russel Mitts from Al to Rural Residential as a
condition of severance from the Elgin Land Division Committee has been
advertised. No one attends and the by-law is presented to Council for
consideration.

Delegations:
Mr. James Gibbons meets with Council to reports on road matters. He
has had a minor accident with his pick-up truck.resulting in about
$2000. damages. This happened while going to St. Catherines to investigate
the condition of a plough for sale. The plough was purchased. The
gravelling of the townline road at Malahide and the South Gore road
has been completed. He has encountered a problem with beaver building
a dam on the road allowance at Lot 22, Conc. 3. This has been reported
to the Ministry of Natural Resources and it is expected that they
will be trapped in the near future.
Mr. Jesse Dennis meets with Council to report on the activities of
the Zong Point Region Conservation Authority. The work of the Authority
in this area during the year has been the study of the flood levels
at the Village of Vienna.
Mr. E. V. Tillson as the representative of Wm & Patricia Rayson meets
with Council to attempt to further explain the severance application
of the Raysons'. He requests Council to recind the resolution passed
on November 3rd., in which the application was opposed on the grounds
of strip development. After consideration, Council does not alter
their position.
Mr. Clarence Shepherd meets with Council to request consideration for
garbage collection when tenders are called. He is informed that tenders
will be advertised about the end of November and that a copy of the
tender will be sent to him. Mr. Shepherd presently is collecting
garbage inthe Townships of Malahide and South Dorchester and the Town
of Aylmer.

Delegations:
James Gibbons, road superintendent, meets with Council to report on
on road matters. Vehicles are being repaired and will be safety checked
within a few days. Snow fence being put up for winter.
Messrs. Robt. Winter and Terry Callaghan of the Regional Assessment
office meet with Council to discuss an updating of assessments under
Sec. 63 of the Assessment Act. This is to equalize assessments within
classes in the municipality.to 1980 values. We are presently on 1975
values. Council is assured that if the request is received early in
1984, the re -assessment can be completed for 1985 taxation.
Harold Dennis, fire chief, meets with Council to review fire matters.
He is instructed to have 4 fire phones eliminated form the present
system to see if this will improve the volume on the remaining phones
when fire calls are received. One fireman who has not been reporting
to fires or practices is to be removed for the list of firemen. The clerk
and fire chief are to have the present fire pumper listed for sale @
$12,000. in the Municipal World and Fire Fighting in Canada.
Mrs. Paul Ward meets with Council to request the closing of a portion
of Richmond Street in the Village of Richmond. The street is not
used by traffic and the Ward residence is encroaching on the road
allowance. Council agrees to the closing.

A public meeting to consider the application of Frank & Julia Cus to
have a portion of their property rezoned having been advertised is
opened.for discussion. No one appears in support or opposition of
the application. Reeve Stewart declares the public meeting on the
application to be closed,,and the by-law can be presented for passing.
Mr. Lyal Tait meets with Council to request information on severance
proceedures. It is his intention to sever his residence as a retirement
home and sell his farm to his son. Council advises Mr. Tait of the
proceedure.
Mr. Max Wolfe meets with Council to request information on rezoning
his property in Straffordville to expand his carpet sales business. It
is his intention to erect a display area. Council advises him of the
application proceedure and of the circulation of the by-law to advise
the residents adjacent to him of the intent.
Wm. Underhill, chief building official, meets with Council to report
on building matters in the municipality. The progress of the library
building is also reviewed.
Applications having been received for adjustments in taxes because
of demolition or fire or other causes are reviewed by Council.

Tenders for the collection of garbage, operation of a transfer station
and operation of a landfill site having been advertised are opened by
Council. One tender is received from Clarence Sheppard for the collection
portion only in the amount of $11. per capita annually. St. Thomas Sanitary
Collection Services Ltd. tenders on the three items. The 1984 price will
be the same. as 1983 with increases limited to the increase in rent at the
transfer station site. Landfill costs will be $13.50/tonne for the five
years of the tender with adjustments per D.B.S: index or any additional
levies by the Ministry of the Environment. The cost of collection is above
that tendered by Mr. Sheppard, however, as a package the cost of the
three tendered items will be lower.
