Reeve M. Stewart presides with Deputy Reeve J. Volkaert and Councillors
R. Green, G. Nelles and M. Schafer in attendance.

That the minutes of the regular meeting of Council held December 17, 1981,
having been examined by the members are hereby approved and the Reeve's

Wm. Underhill to Board of Directors

Mr. James Gibbons meets with Council to review road matters. Machinery
repairs are needed as two trucks have broken transmissions and one grader
has a broken drive unit.
Mr. Harold Dennis meets with Council to review fire matters. It is suggested
that consideration be given to replacing the pumper truck this year. This
will be reviewed at budget time.

along Fourth Street easterly from East Street approximately 250 feet,
provided that the benefiting land owners provide the materials and

A special meeting of Bayham Township Council is held this afternoon for the
purpose of adjusting salaries and wages for 1982. Reeve M. Stewart presides
with Deputy Reeve J. Volkaert and Councillors R. Green, G. Nelles and M.
Schafer in attendance.

That the salary of the clerk treasurer, J. A. Petrie, be $27,000. per
annum effective January 1, 1982....... Carried

That the salary of the deputy clerk treasurer, V. L. Petrie, be $15,500.
per annum effective January 1, 1982...... Carried

storms have necessitated having the road employees working week -ends
and accumulating overtime. The strain on machinery has caused several
expensive breakdowns
William Underhill meets with Council to review building projects. This
has been a quiet month with only three permits issued.
Harold Dennis meets with Council to review fire matters. He is suggesting
the appointment of a captain in the department with a view of having
someone to replace the chief and/or deputy chief in the future as both
are nearing retirement age. He asks Council to consider a new pumper in
the 1983 budget. There should be a reserve considered this year.

Mr. J. Gibbons meets with Council to review road matters. The heavy
snowfalls and winds have necessitated considerable overtime work on
the roads department. Also, because of the nature of the work, there
have been several costly breakdowns.
Mr. Harold Dennis meets with Council to review fire matters. The fire
at the hotel in the Village of Vienna on February 14th., which destroyed
that structure cost an estimated $1,900. The Port Burwell department
assisted through mutual aid also had about 200 man hours at the fire.
It is recommended that the Village be requested to consider an additional
hydrant on Front Street. Also, the present agreement with the Village
should be updated.
Mes,�rs. Clifford Morse and Jim Fuller jr. meet with Council to inquire
4s to the progress in closing the street between Lots 8 & 9, in the
Village of Richmond. The process has been started, however, Ministry
approval has not yet been received.
Mr. William Underhill meets with Council to discuss building and by-law
enforcement matters. With the change in legislation, it is now the
responsibility of the municipalities to enfcrce reduced load by-laws.

with Council to review road subsidies and possible projects for the current
year.
Messrs. Lyle Wells of Frank Cowan Company and Gerald Taylor meet with

are recommended to bring our policies into line with current needs.
James Gibbons meets with Council to review road matters. He is in need

are in locations and condition which are considered unsafe;
And Whereas the aforesaid Natural Resource Gas Limited is repairing and/or
replacing the aforesaid lines at a rate which is considered less than
satisfactory;
Therefore be it resolved that this Council request the Minister of Energy
co take whatever action may be necessary to have the unsafe gas distribution
lines of Natural Resource Gas LImited repaired and/or replaced to locations
and condition which meet the safety requirements as set out in current
regulations.

in which Natural Resource Gas Limited distribution lines are located for

thaw has caused several washouts which will require filling. An extremely
bad washout has occured at Lot 7, Conc. 5, which apprears to have been
caused by underground water. It is suggested that perhaps the services
of the County Engineer will be required to assist in a solution.
Quotations for a new pick-up truck are opened as follows:
Gord Ryall for truck $7,391.65 allowance $1,091.65 Net $6,300.

Messrs. John Spriet representix� Spriet Associates and Hugh Ketchabaw, drain
inspector, being present the consideration of the reports for the Sproul
and Berdan-Cheesman Drains are proceeded with. Mr. Ifen Sproul is the only
affected landowner present and he is satisfied with the report as prepared.
As it is in excess of six months since the reports were oridered, it is
suggested that a resolution be prepared recognizing the fact.
Messrs. K. Emerson, Reeve, and Councillors A. Goethals, E. Beattie and
D. Brackenbury representing the Village of Vienna, meet with Council to
discuss a new fire agreement. It is agreed that a stand-by fee of $2,000.
which will include one call and a rate of $700. for each additional call
be effective January 1, 1982. The Clerk is instructed to have a new
agreement and by-law prepared.
Mr. Robert Cain meets with Council to further explain his application
for zone change which as been requested.by Ben & Linda Vandevyvere to
enlarge his wrecking yard adjacent to the Village of Vienna. His Offer
to purchase the property is subject to the zone change to provide for
expansion of his existing business.

storage tank in the fire hall has developed a leak and should be replaced.
Council authorizes Mr. Dennis to purchase steel and have a new tank
made as quickly as possible. The Straffordville Lions Club have made a
donation to the Township to assist in the purchase of a van to carry the
jaws -of -life, Scott air -packs and additional hose. The donation is in
the amount of approximately $6,400. Mr. Dennis is currently trying to
located a van in this price range which will be satisfactory for this
intended use.

Mr. Robert Gregson meets with Council to inform the members that Mr.
S. Blondeel wants to remove spruce trees on the boundary of the
property between the municipal garage and Mr. Gregson. They apparently
were planted by the Blondeel Nursery for stock items. Council is of
the opinion that the trees are the property of the township as they were
in place when the property was purchased. However, they agree that
the trees should be thinned and every 2nd. tree removed. Mr. Gregson
in as to when the Beattie sideroad will be fixed as he has to
travel this road to get to some of his property. As extensive repairs are
necessary,there is no firm committment from Council. The Hampton Drain
is in need of repairs on Mr. Gregson's property, and he is willing
to tile his property using another outlet rather than repair the municipal
drain if his name is removed for futher maintenance. The Clerk is to
contact our engineer to get advice on how to accomplish this. Mr. Gregson
further advises Council that he will make sand available for repairing
the road at Lot 7, Conc. 5, if Council will pay for the topsoil stripping
and replacement. Council agrees that this will be satisfactory.
Mr. Jesse Dennis meets with Council to discuss land purchase for road
widening and repairs to the Wilson Bridge. Mr. Dennis is agreeable
and the price of the land is negotiable using the rates in effect by
the County of Elgin.
Mr. Harold Dennis meets with Council to report that he has purchased
a van for the fire department with the funds donated by the Straffordville
Lions Club. The Clerk is directed to write to the Club thanking the
members for their generous donation. Also, the new water tank i¢
being built and should be ready for painting and installation shortly.
Mr. Jim Gibbons meets with Council to review road matters. There is
still much work to be done in repairing the roads damaged by the spring
run off, and considerable gravel will be required.

Mr. Ralph Knowles as spokesman for several residents on the Ridge Road
meets with Council to request gravel and upgrading of the road this
year. He has lived on the road forc34 years and has never known it to
be fully gravelled. The road has bean built up with sand in several places,
however, these have a tendancy to become muddy in the spring and after
a rain in summer. Council is quite sympathetic to the request and will
consider the matter in future.
Mr. Siegfried Blondeel meets with Council to request permission to
harvest trees on the lot line of the municipal garage. He had planted
Colorado spruce several years ago as nursery stock. The properties
that he owned and that of the municipality have both changed ownership
since the planting, and Council believed the trees to have been planted
to mark the lot line. Mr. Blondeel will replace the spruce trees with
cedar. Council informs Mr. Blondeel that they are not willing to have
the spruce trees removed at this time.

Messrs. K. Emerson, R. Thurston and D. Brackenbury meet with Council
to discuss the possibility of the fire agreement being negotiated
to be put on a mill rate basis whereby the Village and Township
pay the same mill rate. The necessity of purchasing a new truck in
the near future is mentioned. It is decided that the rates as discussed
at the meeting held March 18th. should be ratified. As the agreement
is to be for three years, the possibility of a mill rate agreemnt will
be discussed at that time.
Mr. Gene Schmeltz meets with Council to request permission to erect a
sign to direct patronsto the Big Bend Raceway. It is to be at the
south east corner of the intersection of the road between Lots 5 and 6,
N. Gore and the road between North Gore and Conc. 8. The sign will be
about 2�' by 8' and placed in a position not to interfere with trafic
vision. Council agrees that a sign can be placed to the satisfaction
of the road superintendent.
The Clerk is intructed to write to Mr. L Dujardin informing him that
a culvert is to be installed on the road between Lots 2& & 2j, Conc.
1, to allow water presently ponding at Lot 2f to find an outlet. If
this is not satisfactory, it will be necessary to have a municipal draft
installed with the assistance of an engineer.
Councillor G. Nelles reports that a drain has been installed on the
Matthews property with outlet in a barrel on Township property at Lot
126, N.T.R. This will have to be remedied should any future development
take place at this property.

Mr. William Burwell meets with Council to f3(rther explain his account
in the amount of $45. as submitted to Council on April 1st. This is for
removing snow from a catchbasin in March when there was considerable
water franthe spring thaw. While Council is sympathetic to Mr. Burwell's
request for payment, this is a type of maintenance carried out by
many people to protect their properties at such times and to make
payment for this type of work would be setting a precedent that would
be very difficult to maintain in the future.
Mr. Jos. Barzo meets with Council to request calcium on the road
between Concession 9 & 10, west of No. 19 Hwy. He is also interested
in knowing if any construction will be done this year. Council informs
Mr. Barzo that he can expect the road to be calciumed very shortly
and that some construction is expected on the road this year.

Mr. James Gibbons meets with Council to review road matters. It is
expected thst the new pick-up truck will be delivered very shortly.
The roads are now very dry and dusty and calcium should be applied
as soon as practical.
Mr. Tony Donck meets with Council to request some action be taken to
have no parking signs erected along Hwy. No. 3, on the south westerly
side at North Hall. It is very difficult to see oncoming trafic at
this point when coming from County Road 44, if there are vehicles
parked on the highway. Council will request the Ministry of Transportation
& Communications to lokk into this matter.
Mr. William Underhill meets with Council to review building matters.
He has a quotation of $4,500. to clean and paintthe community centre
roof, with Butler providing the materials. As this is a specialzed
type of work he has not been able to get a second quoatation. Also,
the roof over the library should be replaced and quotations of $ 2400.
and $ 3550. depending on whether insulation is applied under the
roof. Council advises him to proceed with the work without applying
the insulation.
Mr. Clayton Jackson meets with Council to express his view that it
is not necessary to open the road between Concessions 3 & 4, past his
property at Lot 19, Conc. 4. However, if the road is opened Mr. Jackson
requests that his entrance be left as is. The entrance is level and
as there are trucks using it to remove timber a good entrance is
required. Council assures Mr. Jackson that if the road is opened his
entrance will be left to his satisfaction.
Messrs. John Szakal and Luc Dujardin meet with Council to discuss a
drainage problem. Mr. Szakal has a problem with water ponding at the
township road between Lots 20 & 21, Conc. 1. This has been caused by
the removal of a culvert under the road when the Nevill Drain was
constructed. The problem cd h be solved by repladng the culvert or
constructing a new branch to the Nevill Drain to accomodate the water
accumulating on Mr. Szakal's property. Mr. Dujardin is not in favour of
a new branch to the drain but would have no objections to the installation
of a culvert. Coundl will have a culvert installed under the road
during the summer and it is expressed that if there is a further problem
it will have to be remedied by a branch to the existing drain.
Miss. Kelly Everitt meets with Council to request consideration of her
services as leader at the day camp this summer. Miss. Everitt has had
this position in the past. As this is a function of the Parks, Recreation
& Community Centres Board, Miss Everitt is to be invited to the next
meeting of the Board to make application as a day camp leader.

Mr. Lee Locker as spokesman for Larry Chapman, Betty Burwell and Dorothy
Nevill meets with Council to request improvements to the second baseball
diamond at the community park. If grants for, equipmegrare available,
he requests consideration be given to the minor ball club. Also, he informs
Council that there are 9 teams comprising 107 children in the T ball,
squirts and bantams using the second diamond. He would like to have the
sod removed and a sand -clay mixture placed on the infield. This should
be about 75 feet square. A fence will be erected about 4 feet high and
30 feet long in front of the player's benches. The association will
supply the labour and material and request the Township to supply the
machinery. Council will advise Mr. Locker of their decision within a
few days.
Mr. James Gibbons meets with Council to review road matters. Calcium is
being applied to the various roads. As it is very dry, it is necessary to
water the calcium as it is applied. The lidge Road is being gravelled.
The ditching on the north townline is almost completed. Council requests
Mr. Gibbons to proceed with weed spraying as soon as possible.
Mr. Harold Dennis meets with Council to review fire matters. He has
attended the Fire College and been presented with the Ldng Service Medal
and Citation. Mr. Dennis has been a volunteer fireman for 31 years. The
van is still being renovated for department use and it is estimated
that it will cost $1,300. for lights and siren.

Mr. James Gibbons meets with Council to review road matters.. The road
between Concessions 9 and 10 east of Corinth has been repaired and the base
gravel being drawn. One grader is in the shop for repairs with a broker.
shaft. Truck #8 is in need of new tires.
Mr. Hugh Ketchabaw meets with Council to report on drain matters. He has
examined a problem at the property of James Andrews in Eden. The best way
to resolve-- the problem is to have a catch basin installed at the side
of No. 19 Hwy., or raise the sidewalk to prevent road water from crossing
onto the property. The Clerk is to contact the Ministry of Transportation
& Communications to get their input as to which solution would be preferrable.
The Carruthers Municipal Drain is nearly completed. The Sproul Drain is
completed and the contractor at the site to start the Berdan-Cheesman
Drain.
Mrs. Florence Brown meets with Council to see about renting the apartment
over the municipal garage. The apartment is in need of repairs and it is
decided not to rent it at this time.

Mr. J. Chaleyssin meets with Council to to request relief from paying
interest on tax arrears of which he did not know he owed. Mr. Challeyssin
states that the audit verification was not received and he only became
aware of the arrears when notified by the township.
Messrs. Allen Fisher, Jack Barclay, Robert Vallee and Wm. Underhill
representing the Straffordville Lions Club meet with Council to seek
preliminary approval to erect a storage shed at the community park. They
are considerirg a building about 20' x 40', of either block or steel.
Council approves in principle of the proposal but requests that a final
proposal be presented prior to any work being commenced.

Mr. & Mrs. Murray Vyse meet with Council to seek permission to have a
driveway constructed to their residence on Talbot St. E. in Straffordville.
This is County of Elgin Road 38, and as it will be necessary to cut
through the curb, permission from the County Engineer will be required.
Reeve Stewart will contact the Engineer and advise the Vyse' of th ts',
that they might expect to pay.
Messrs. Ron Ledoux and Ron Blondeel meet with Council to request the
lowering of the skbwalk in front of the Ledoux residence in Straffordville,
in order to construct a driveway. Council agrees that the sidewalk
is high in that location and that some financial assistance may be in
order from the municipality to assist Mr. Ledoux. He is requested to get
estimates of the cost and return to Council at a later date to review
this matter.
Mr. & Mrs Dennis Magashzi meet with Council to further discuss Mr.
Magashazi's letter of June 17 regarding the sale of a closed road
allowance and necessary ditch repairs adjacent to their property at
Lot 113, N.T.R. Mr. Magashazi suggests the trading of the allowance
and he will carry out repairs to the ditch to a cost of approximately
$450. Or, alternatively, he will pay for the allowance if Council will
use the funds to repair the ditch. Council will meet with Mr. & Mrs.
Magashzi prior to the meeting on July 22nd.

Road Superintendent J. Gibbons meets with Council to report on the
completion of the tar & chip program for this year. He has completed the
re-application on about 12 miles. Bridge repairs are necessary on the
Beattie and Rogers bridges. Council has examined the ditch problem along
the Ifill on the north side of the Knott's Mill bridge and instructs Mr.
Gibbons to install tile and catch basins to prevent further erosion. More
calcium should be purchased for road use. The hauling of sand on the
Bayham South/West Oxford townline should be sWed as soon as possible.
Hot asphalt should be placed in the tunnel on the road between Concessions
2 and 3 to overcome the rough surface.
Fire Chief H. Dennis meets with Council to review fire matters. The rescue
van is now ready for operation. An application is being made for a grant
under the Auto Extrication Program. Consideration will have to be given
to obtaining a new fire pumper or making extensive repairs to our existing
one in the near future.
Chief Building Official Wm. Underhill meets with Council to review
buidling projects and presents an application for funds under the OHRP
program.

Mr. James Gibbons meets with Council to review road matters. He presents
estimates for tile and catch basins on the hill at Knott's Mill in the
amount of $2,800. The sand pad on the north townline road is almost completed
and ready for pit -run gravel.
Messrs. Maurice Lewis and Gary Austin representing the Ministry of Natural
Resources meet with Council to discuss the controlled deer hunt for 1982.
The province is divided into management units with No. 19 Hwy. being a
dividing line. The portion of Bayham east of No. 19 is for shotgun and
muzzle loaders and the portion west of No. 19 is for muzzle loading
weapons only. They report that there appears to be sufficient deer in
the area to provide for a good hunting season.
Mr. Harold Dennis meets with Council to report on fire matters. The
fire pumper has been repaired and the rescue van is now in service.
Some work remains to be completed on the van, however, it appears that
the vehicle will be most satisfactory.
Mr. Wm. Underhill meets with Council to review building projects in
the municipality. His report shows increased activity in the past month.

Incentive Program
Mr. Harold Dennis meets with Council to review fire matters. He reports on
the recent fire at the Martin property and of an injury to his arm which
required several stitches to correct. He will be attending the fire
college from Aug, 29th. to Sept. 3rd.
Mr. Jim Gibbons meets with Council to report on road matters. He is about
to start working on the road between Concessions 9 & 10, and has made
arrangements to get sand for fill. He is to apply for a permit under the
Pits & Quarries Act. He reports that vandalism tb road signs is still
a problem.
Mr. Robert Gregson meets with Council to request his property be removed
from the Hampton Drain as he has had a survey conducted which shows that
hist►property can be effectively drained in another direction. The Clerk is
to get advice from our engineers on abandoning this section of the drain.
Messrs. Ronald Phillips, George Friesen, Basil Nevill and Ernest Eeley
meet with Council to discuss the formation of an industrial committee. They
had indicated earlier that they would be interested to serve on such a
committee. Mr. James Calvert and George Jenkins jr. had also indicated
an interest, however they are unable to attend this evening. It is suggested
that one member of Council also be on the committee. It is agreed that
Deputy Reeve Volkaert be the representative. The facilities of the municipal
office will be made available to the committee. Mr Volkaert will be
calling a meeting of the committee in the near future to get the organizational
process completed.

Stratford, Ontario, during February and March, 1982, to determine a route
for a 500 kv transmission line to particularly service the London area;
And Whereas the Consolidated Hearings Board has Epproved the proposal
described as 'Plan M3' with the possibility of locating some of the transmission
lines along the Highway 401 corridor;
And Whereas a study area has been proposed which indicates that the Township
of -ham may expect a portion of the transmission line to be constructed
within the boundaries of the township;
And Whereas much of the township is utilized for such specialty crops as
tobacco and beans; ���h,et
And Whereas the terrain in AM Township of Bayham is such that wildlife
(deer etc.) find natural habitat;
Therefore be it resolved that the Council of the Township of Bayham petition
the Cabinet to consider the aforementioned concerns of this Council in their

Mr. John Spriet representing Spriet Associates is in attendance for the
consideration of the Palmer Drain report, however,none of the affected
landowners is present. Mr. Spriet has examined the ditch problem on the
Knott's Mill Hill and reports that different approaches can be taken. The
ditch can be tiled with catch basins and enlarged driveway culverts, or
lined with shot rock to prevent erosion. The enlarged driveway culverts
should be lined with rock to prevent washouts. He recommends the shot rock
method as being the most economical.
Mr. James Gibbons reports on road matters. The 3rd. Concession road at Lot
21 is being raised to give better vision prior to being gravelled. The road
employees working 4 days per week seems to�%atisfactory. -
Mr. Wm. Underhill presents his building report and informs Council that
the repairs to the community centre roof are now completed.

Mr. Harold Dennis, fire chief, meets with Council to review fire matters.
He reports that the rescue van is in need of new tires. He is is get prices
for these. He is able to trade-in 2 of the Scott air -packs presently in
use for new ones at a reduced rate. Council approves this purchase.
Mr. Wm. Underhill meets with Council to report on the various projects
under construction in the municipality.
Rev. Susan Eagle, Ms. Ilona Durnin, Jane Grass and Linda Carroll and Mr.
Hugh Howey meet with Council to request a referendum be held in conjunction
with the November 8 election on general disarmament as proposed in Operation
Dismantle. It is determined that many of the surrounding municipalities
are including the question.

Mr. James Gibbons meets with Council to review road matters. The reconstruction
work on the road between Concessions 9 & 10 has started and it will be
necessary to purchase additional gravel where fill has been placed. He reports
that 6 truck tires will have to be recapped.
Mr. Wm. Underhill meetes with Council to report on building matters and the
progress made on the Provincial work program. Additional funds will be availabe
under the Federal program as a result of the resolution of the Township of
Norfolk re frost damage in August.
Mr. John Spriet representing Spriet Associates reviews the report as prepared
for the Mitts Drain with the several landowners affected. The Clerk has a
by-law readty for provisional passing and the Court of Revision date is set for
November 18, at 8:30 p.m.

Mr. Ken Walker meets with Council to demonstrate a fuel saving additive for
gasoline and diesel fuels and is recommending it for use in the road vehicles.
Council requests the road superintgndent to check the present mileage being
received from the vehicles and to try the additive and report on the results.
Mr. Jim Gibbons, road superintendent, reports on the various road projects.
The Knott's Mill hill has had 9Dne placed in the ditches to try to prevent
further erosion and it appears to be doing a satisfactory job.
Mr. Ronald Blondeel,of Eden, meets with Council to request permission to
build an addition on his residence which would result in the building being
on the lot line with his neighbour. Council explains that this is contrary
to the zoning by-law and are not prepared to recommend an amendment to
provide for the proposed addition.
Mr. Harold Dennis, fire chief, meets with Council to report on fire matters.
He presents specifications for a new fire truck and recommends that consideration
be given to the purchase of a new truck by the incomming Council.
Mr. Wm. Underhill, building inspector, meets with Council to report. on
building matters and presents an application for a loan under the Ontario
Home Renewal Program for consideration.

being Chapter 50, S.O. 1868, and known as "An Act to legalize a certain

conditions requiring its passing no longer exist;
Therefore be it resolved that the Ontario Legislature be requested to repeal
the Private Act known as "An Act to legalize a certain By-law and certain

Mr. James Gibbons meets with Council to review road matters. The road
between Concessions 9 & 10 cannot be completed until Ontario Hydro moves

present. The snowfences have been put up and the sanders are ready for
use. He reports that tires on 2 of the trucks will not pass a safety
check and is instructed to have prices for new tires for the December
meeting.

and the progress of our winter programs.

The inaugural meeting of Bayham Township Council is held this morning.
Reeve M. Stewart and Deputy Reeve J. Volkaert having previously taken their
Declaration of Office, Councillors D. Vane Chute, R. Green and R. Sandham
subscribe their declarations and are sworn by the clerk. Reeve Stewart
addresses Council welcoming the new councillors and those returning. He
&mphasizes that Council must exercise restraint in the future in order to
avoid substantial mill rate increases during this time that our economy
is depressed.

Mr. Ken Walker and Mrs. Dorothy Laing meet with Council to request a
reduction in the arrears of taxes owing on the Richmond Store Property.The
property is being sold and the reduction is requested to give the purchaser
a clear title. Council is not able to comply with this request as it would
be setting a precident that could cause many future problems.
Mr. James Gibbons meets with Council to review road matters. He presents
estimates for tires and is authorized to purchase 8 new tires from
Tillsonburg Tire Ltd. He is to have the present tires x-rayed and recapped
if the casings are satisfactory.
Mr. Harold Dennis meets with Council to review fire matters. He has,been
investigatin prices for a new fire truck and presents Council with an
estimate of 176,000. to replace our present vehicle.
Mr. Wm. Underhill meets with Council to report on building matters and
presents.the list of permits for November.

Mr. Harold Dennis meets with Council to review fire matters. He has received
notice of a grant of $181. to assist with purchase of certain equipment,
with a further $819. available for future purchases.
.Mayor.W. Wilson and Councillors F. Franklin and J. Sharpe and Fife Chief
P. Johnson of South-West Oxford meet with Council to review the existing
fire agreement covering the northern portion of Bayham. The agreement is
now 5 years old and the terms can be negotiated. The new phone system is
quite expensive as the Bell system and Amtelecom Inc. are both involved.
The present rates are reviewed along with costs and it is decided to have
a further meeting in order to arrive at a mutually agreeable cost sharing
contract.
