The regular meeting of 6ouncil for the Township of Bayham is held this
morning. Reeve M. Stewart presides with Deputy Reeve J. Volkaert and
Councillors R. Green, G. Nelles and M. Schafer in attendance.

Mr. Douglas Vallee meets with Council to present a preliminary report on
his study as to the feasibility of increasing accomodation for the roads
department at the present location, building a new works building on land
presently owned by the municipality or purchasing a newly constructed
building, presently used as a garage.
Messrs J. Szalal and L. Dujardin,meet with Council to discuss a drainage
problem. Ponding presently encountered on the Szakal property could be
aleviated by a road culvert to allow drainage westerly . This could cause
a problem at the Dujardin property. The lands are presently in the Nevill
Municipal Drain area. The drain inspector will check the outlet to make
sure that there is no obstruction there, and it is suggested that it may
be necessary to construct a branch of the drain to correct this problem.
Mr. James Gibbons meets with Council to discuss road matters. It is
suggested that a new backhoe should be purchased this year: Specifications
should be available for the'next meeting .
Mr. Jesse Dennis meets with Council.to report on Conservation Authority
matters. He explains the agreement between the Authority and the Ministry
of Natural Resources for forest management at the Backus Conservation Area.
The Ministry wants to harvest timber on all the property with the exce tion
of about 100 acres. The Authority wants the proprty (approx. 600 acre
left in a natural state with very limited harvesting. Mr. Dennis requests
support from Bayham Council for the Authorityts position.
Mr. Wm. Underhill meets with Council to review building matters.

That this Council endorse the resolution of the *gional Municipality of
Haldimand-Norfolk in petitioning the Premier of Ontario to recind the
decision of the Minister of the Environment and follow the Provincets
own environmental assessment process which includes a full environmental
study under the terms of The Environmental Assessment Act and an independent
public hearing by the Environmental Assessment Board before proceeding
with any such facility as per statement issued by the Honourable Harry
C. Parrott, D.D.S., Minister of the Environment on November 25, 1980.....

Messrs -Perry Grant and Max Wolfe meet with Council to request consideration
be given to the purchase of new coats for the members of the fire dept. They
will obtain costs and present them to Council prior to purchase.
Mr. J. Gibbons, road superintendent, reports to Council on the various
road projects. The dump site at Lot 6, Conc. 3, is now covered along the
road allowance and it may be necessary to wait until spring to level it
properly.

Mr. Harold Dennis, fire chief, meets with Council to review fire matters.
He reports that a hydaulic lift bucket may be availa* from the Town
of Aylmer. This would be a useful acquisition as it could be used
jointly by the roads and fire departments. He requests consideration
be given to establishing an equipmeAv reserve fund in th 1981 budget.
Mrs. Jackie Declercq and Anna Schafer representing the Straffordville
Lioness Club meet with Council to review their project of purchasaing
playground equipment for the Straffordville school. The total price
is $12,474. and can be purchased in several units. They propoase to
purchase equinmeAt'priced at $7,251. at this time. Funds are expected
from the Lioness group, the school through candy sales, the Board of
Education. They are requesting a grant from the Township to assist in
the purchase of $1,000.

Mr. Cecil Dykstra meets with Council to request road improvements to
his residence in Richmond. Because the road is so narrow and probably
not on the road allowance, it is quite difficult to maintain. Council
will meet with Mr. Dykstra and other residents early in the Spring to
try to resolve this situation.

information he has collected for the purchase of a new backhoe. The Clerk

Mr. Douglas Ort meets with Council to report on the results of the
automobile sports rally held on January 24th. The rally was very
successful attracting participants from some distant points. He
presents Council with a copy of the official results. Also, expresses
appreciation for the cooperation received for the road closings. Mr.
Ort requests consideration be given to holding a similar event next
year.
Mr. Robert Mosney meets with Council to request consideration be given
to closing a section of unopened and unused road allowance between Lots
15 & 16 in Concession 3. Council would have no objections to the closing
and the proceedure is explained to Mr. Mosney. He is to let Council
know if he wants to proceed.
Mr. Harold Dennis meets with Council to review fire matters.
Mr. William Underhill meets with Council to review buiding matters.
He reports that a greenhouse has been erected without the necessary
building permit and in contravention to our zoning setbacks. Mr.Underhill
is to obtain advise from our solicitor on how to proceed.
Deputy Reeve Volkaert reports on a meeting he attended in Aylmer on
February 14th. with several other municipalities on locating M ambulance
in the Aylmer area. There were 409 calls in the past year of which 171
were considered emergencies. The suggestion was put forward that a
medical clinic with an ambulance be set up. A committee was appointed
to prepared a brief to be presented to the Minister of Health.
Mr. James Gibbons meets with Council to review road matters. Tenders

Messrs. B. Wolfe and B. Nevill meet with Council to report that the
Straffordville Cemetery Board has supplied a grave for an indigent
burial for which insufficient payment was received to meet perpetual
care requirements. They request Council to give consideration to a
policy for the guidance of the various boards fof this type of service.
Mr. James Gibbons meets with Council to report on the condition of
the various township roads. The mild weather has created problems on
many roads, with the frost coming out and the roads becoming soft.
Messrs B. Wolfe and R. Phillips meet with Council to discuss the listing
for sale of the property of Mr. G. Horvath at Lot 16, S.G. through
the Victoria & Grey Trust Company. The property has been examined and
would be quite suitable as a replacement for the present works building.
Mr. Pete Hartmann meets with Council to seek information as to drainage
responsibilities at his property on Fourth Street where he is buidling
a new residence. When completed his lot will be higher than those
around him and there is not sufficient ditch to carry surface water
to the nearest catch basin. It is suggested that he and his neighbours,
present a petition for an extension of the Straffordville Drain br*�i
to service the properties. Mr. Hartmann will take the petition to
the several property owners for signing and return same to Council for
processing.
Sgt. B. Crane and Cpl. J. McQuiggan of the Ontario Provincial Police
meet with Council to review mutual problems. Council expresses their
appreciation for the cooperation being received from the force.
Mr. Geo. Rutter meets with Council to seek information on the preparation
of a township crest as a school art project. There will be a competition
amongst the students with a prize being awarded to the best design.
Messrs. I. Linton and S. Campbell meet with Council to discuss the zoning
and building by-laws and problems associated with persons building
without required permits and in contravention to the zoning by-law.
Mr. & Mrs. Ray Nevill meet with Council to get information for a zoning
change on property they are purchasing at Lot 126 STR. Mr. Nevill would
contruct a residence and a shop for repairing and selling furnaces.

Mr. James Gibbons meets with Council to review road matters. The road
between Lots 10 & 11 in Concession 2 has been built up with sand. After
time for proper packing Mr. Gibbons recommends that the road be sand
mulched. The cost will be recovered over a period of approximately
5 years in the saving in gravel and calcium.

Mr. James Gibbons meets with Council to report on rabd matters.
Mr. Harold Dennis meets with Council to report on fire matters. He
informs Council that the Aylmer P.U.C. will have a 1975 Dodge truck
with a bucket reaching 32 feet for sale at approximately $5,000. The
vehicle would be quite useful by the fire and road departments. Mr.
Dennis will get more information as to the availability of the vehicle
and report back to Council.
Mr. Harris Teall meets with Council to request the closing of the Plank
Road running through his and his wife's property at Lots 14 and 15 in
Concession 2. He proposes to build a residence for his mother on the
property owned by his wife in Lot 14. The abutting owners are Messrs.
.Toe and Paul Diviak of West Seneca, New York. Mr. Teall will contact the
Diviaks to see if they will have any objection to the closing.

The regular meeting of Bayham Township Council is held this evening.
Reeve M. Stewart presides with Councillors R. Green, G. Nelles and
M. Schafer in attendance.

That the minutes of the regular meeting of Council held April 1st.,
having been examined by the members are hereby approved and the Reeve's
signature authorized on same.............Carried
Mr. Ronson Sandham meets with Council to inquire as to regulations
for the establishment of a pet cemetery. It is being considered at
Lot 21-22, Concession 8. It is probable that an Official Plan and
Zoning amendment will be required. Mr. Sandham will advise Council
as to his intentions when known.
Mr. James Gibbons reports on the progress of the road department. T �re
have been several equipment breakdowns which have curtailed construction
progress. Several hundred guard rails have been erected with the
assistance of the Canada Works project. Mr. J. Graham requests that
a portion of the road between Concessions 3 & 4 which serve as an
entrance to his farm be closed and conveyed to him. Council will consider
this request in the near future.
Mr. John Spriet, representing Spriet Associates, and several landowners
being present, the reports as prepared for the Vermeerschm Ramsey and
Gradish Municipal Drains are reviewed and considered. Those in attendance
are satisfied that the drains will be adequate to service the area.
Mr. John Csinos as spokesman for concerned farmers of the area around'
Concession 3 meets with Council to request consideration be given to
opening the road between Concessions 3 and 4 on the proper road allowance.
Messrs. K. Emerson, M. Underhill and V. Chute speak in support
of the proposal. Council will meet at the site to further consider
this matter.

During the lunch break, Council visits the proposed property purchase located at
Lot 16, SG. Mr. L. Wells representing Frank Cowan Ltd. and 0. Taylor representing
Cameron & Taylor Insurance Agency are also in attendance.
Upon resuming Council, Messrs. Wells and Taylor review the insurance coverage in
effect in the municipality.
Mr. James Gibbons meets with Council to report on various road matters. He has
attended the C. S. Anderson Road School at Guelph and reports that greater emphasis
must be placed on construction safety. He also reports that the sideroad between
Lots 10 & 11, Conc. 2, will be sand mulched during the week of May 18th.
Mr. Hugh Ketchabaw reports on the several municipal drains presently being repaired
Mr. Wkm. Underhill reports on the several building projects in progress in the
municipality.
Mr. David Yallop meets with Council to request clarification of the zoning and
allowable uses which can be made of his property at Lot 22, Conc. 9.
A4essrs. Jack Barclay, Scott Carroll and Wim. Underhill meet with Council to present
preliminary plans for an extension to the community centre building. The proposal is
to extend the present structure 44' to the south. Included would be a stage, bar
facilities, washrooms and a lions' den.

Whereas Members of Council, Board Members, officers, persons employed by the Corporation
of the Township of Bayham and persons volunteering to assist in Municipal activities
are sometimes called upon by the said Corporation to use a motor vehicle within the scope
of their duties.
And Whereas these persons may not have any insurance coverage, or such insurance
coverage as they may have may not cover a liability imposed by law upon them resulting
from bodily injury to or death of any person or damage to property arising directly
from the use or operation of any automobile not owned in whole or in part by or
licenced in the name of the Corporation of the Township of Bayham, or where the
insurance coverage of the employee, volunteer, Board Member or Member of Council which
does in fact cover the said liability imposed by law for bodily injury to or death of
any person or damage to property, may not be adequate in amount to meet any judgment
against these persons;
REFURE be it resolved that the Corporation of the Township of Bayham assume the
liability imposed by law upon each and every one of its members of the Council, Board,
employees or volunteers, for bodily injury to or death of any person or damage to
property arising directly from the use or operation by such persons acting within their
scope of duties with the said Corporation, where the automobile is not owned in whole
or in part by or licenced in the name of the Corporation of the Township of Bayham;
PROVIDED that the Corporation of the Township of Bayham assumption of liability as
set out above in all circumstances is applicable only where:
a) the Member of the Council or Board, Officer, employee or volunteer does
not have insurance for the above said liability; or
b) the said liability set out herein is not covered by insurance which
they have in force; or
c) there is an excess of a judgment over the amount covered by their
personal insurance with respect to the said liability , in which case the
Corporation of the Township of Bayham shall be responsible only for the excess
of the judgment provided always that the said Corporation liability shall in
ma event exceed $5 million for damages for any one occurrence or accident, or
series of.occurrences or accidents resulting from one cause..... Carried

Messrs. B. Wolfe and R. Phillips meet with Council to discuss the
proposed purchase of land at Lot 16, S.G. As there are many items to.
be replaced and installed it is decided to approach Victoria & Grey,;'
Trust Co. that we hire the wcrk done and pay for same and give them
receipts as part payment for the premises.
Mr. Hugh Ketchabaw reports that extensive repairs are needed on the
Chalk Municipal Drain. Also, there will have to be repairs made to
the Dennis and Palmer Municipal Drains and cleaning of the open
ditch portions. A catch basin should be installed on the road property
at Lot 26, Conc. 9 (O'Neil) when farm tile is being installed.
Mr. Harold Dennis meets with Council to review fire matters. There is
a chemical seminar at the Police College at Aylmer on June 13th.
Mr. Dennis requests permission to have 4 firemen attend. A representative
from Dow Chemical attended the last Mutual Aid meeting and explained
some of the hazards of chemical spills. Mr. Dennis also reports on
his attendance at the Ontario Fire Chief's conference.
Mr. Wm.Underhill meets with Council to report on the completion of
our winter program as financed by the Government of Canada. Programs
of guard rail installation, building park bleachers and side walk
reconstruction have been successfully completed. He also requests
that consideration be given to increasing the basic amount at which
a permit is required from the present $500. which is not realistic
with todays inflationary building costs.

Betty Lamers, David Vallee and Kelly Everitt meet with Council to review
plans for a day came to be held in straffordville during the comming
summer. It is proposed to accomodate mentally handicapped children.
It is planned to finance the program by a $5. per child per week with a
maximum of $15.per family. As it will be necessary to raise additional
funds, Council is requested to consider a grant to this project. _
Mr. & Mrs. Paul Ward meet with Council to request consideration be
given to closing a portion of Richmond Street in the Village of Richmond.
The Wards are to look after securing a survey description and contacting
abutting owner(s) as to the division of the allowance when closed.When
this is done, they should return to Council with a formal request.
Mr. & Mrs. Brian Hamilton meet with Council to review the operation of a tent &/or
trailer park which they have started without a licence. Mr. Hamilton had previously
met with Council and presented tenative plans for which he was given approval in
principle. Nor-. Hamilton will proceed with Health Unit approvals and make application
for a proper zoning amendment and generally bring the park operation into conformity
with our by-laws.
Mr.. George Horvath along with a delegation including Pat Goldthorp, Lloyd Goldthorp,
Guy Grandbois, Paul Millard, Wayne Taylor, John Wizniak, Paul Locker, Shirley Cowan,
Wanda Brown, Jacob Fehr and Don Turner meets with Council to protest what he considers
unfair treatment over the Township purchase from Victoria & Grey Trust Co. of the
property formerly owned by him at Lot 16, S.G. A member of the delegation informs
Council that they have a petition prcbsting Council mr. chase of the property containing
over 300 signatures. However, the petition is not presented to Council. A new petition
will be prepared and brought to tKe next meeting of Council.
Mr. James Gibbons meets with Council to review road matters. He presents quotations
as received for weed spray: Elgin Cts -Op $24.00 per gal; Delnor Farm Supplies $23.55
per gal; and Max Underhill Farms Supplies Ltd. $23.80 per gal. Mr. Gibbons reports
that the illegal dumping site on the Gilvesy property has not yet been covered. It
;s decided that calcium sold should be at $8.50 per bag. Truck time for Vienna streets
is set at $28. per hour for 1981. The drain on County Rd. 38 which outlets on the
north east side of the railway tracks at Straffordville and the potential problems
is discussed without resolution. Advise will be requested from our drainage engineers.

A special meeting of Bayham Township Council is held this evening for the purpose of
meeting with representatives of Oxford Seeds Ltd regarding a zoning problem and with
Mr. Geo Horvath regarding the delegation on his behalf at the regular meeting held
June 4th. Reeve M. Stewart presides with Deputy Reeve J. Volkaert and Councillors
R. Green, G. Nelles and M. Schafer in attendance.
Mr. Charles DeClark representing Oxford Seeds Ltd. meets with Council to discuss a
proposed addition to the bean plant located at Lots 16-17, Conc. 10. An addition
to accomodate a bean bagging building 70' x 100' is contemplated. The plans call for
a set back from the road of 231. By-law 2040 requires a set back of 12 m or 39'
Mr. DeClark. is advised to present a site plan and request a zoning t, site
specific for that property for Council consideration.
Mr. Geo. Horvath and Mr. John Wizniak meet with Council to request compensation for
Mr. Horvath over the loss of his property at Lot 16, N.G. The municipality has
purchased the property for a works garage trorn Victoria 8Crey Trust Company who sold
under Power of Sale by virtue of a mortgage in default. Mr. Horvath feels that the
nwnicipality purchased his property without it being properly advertised and sold
through real estate. The property was listed and purchased through Anderson &
Benner Ltd. and Ron. Phillips Real Estate jointly. This is explained to Mr. Horvath.
Mr. Horvath requests the township allow him to have the use of the apartment at the
garage without charge for life. He. will act as watchman and help out on the road
department if needed.
When asked if he still felt that the township cheated him, Mr. Horvath replies that he
does. He feels that the purchase was not proper, and is going to find out if it was
a proper sale. However, he still feels that he should have the use of the apartment
for life as compensation for the nmicipality acquiring his property. He again states
that he will be willing to help out the road department but he will not interfere with
their work unless asked.
He informs Council that all the fixtures that: have been returned are not necessarily
in working order, but if Council hires him he will see that any missing parts are
returned.
Mr. Horvath is still going to check to see if the Council purchase of his property
was proper and will return to Council on June 18 to let them know what he find;out and
for their decision on his request for use of the apartment.

Mr. James Gibbons meets with Council to review road projects. The Leach
Hill is progressing slowly as a problem with springs in the hill must be
drained to allow work to continue. The clerk is to write to Malahide
Council stating that Bayham is ready to assist with the reconstruction
of the Bayham/Malahide townline. It is our understanding that Malahide
is to superintend the project. If any different the Councils will have �o
meet and further discuss the matter.
Mr. Douglas Ort meets with Council to request permission to have a road
rally again in January of 1982. The rally in 1981 was quite successful.
The Association now has insurance coverage of $2. million for liability
in case of accident. The route will be the same as in 1981. The Forestry
Station at St. Williams will also be approached for the use of their roads.
Council gives tenative permission and Mr. Ort will return in September
with further information and seek formal approval.
Mr. Ken Everitt meets with Council to make application for the rewiring as
necessary of thenewly purchased municipal works garage at Lot 16, S.G.
Council will contact him• and other electricians for quotations in the
near future.
Mr.'Harold Dennis meets with Council to review fire matters. He presents
his fire report for the period December 9, 1980 to June 8, 1981. He also
reports on the safety seminar which several firemen attended at the Police
College at Aylmer regarding chemical accidents.
Mr. Wm. Underhill meets with Council to report on building projects. He
also gives Council a report on the extensive repairs that will be necessary
to the newly acquired works garage.

WHEREAS the Thames Valley District Health Council has the responsibility
of assigning nursing home beds for this area;
AND WHEREAS nursing home care is now provided in the Towns of Tillsonburg
and Aylmer and the Village of Port Bruce, all of which are some miles
distant from the south east portion of the County of Elgin and the south
west portion of the Township of Norfolk;
AND WHEREAS there is a definite need for nursing home beds in the south
east portion of the County of Elgin and the south west portion of the
Township of Norfolk;

AND WHEREAS the Council of the Township of Bayham is of the opinion
that 60 nursing home beds are required to adequately service this area;
THEREFORE BE IT RESOLVED that the Council of the Township of Bayham
request the Thames Valley District Health Council to assign 60 nursing
home beds to a location in the vicinity of the Village of Straffordville
to service the nursing home needs of the residents of the south east
portion of the County of Elgin and the south west portion of the Township
of Norfolk;
AND FURTHER that this resolution be forwarded to the Councils of the
Townships of Malahide and Norfolk & the Villages of Port Burwell and

Mr. Hugh Ketchabaw meets with Council to review the progress on several
municipal drains under construction and repair.
Mr. Robt. Davies, assistant county engineer, meets with Council to disctXS-Sr-*\
the possibility of the County erecting a salt shed and sand storage._��
area at the municipal works garage at Lot 16, S.G. The shed is estimated
to be 40'x40' and the sand storage area a paved pad about 100'x 100'.
Council is in agreement that it would serve the County and Township
roads departments during the winter months, and further discussions
will be held in the near future.
Mr. James Gibbons meets with Council to review road matters. The tar
and chipping will be started during the week of July 20th.
Mr. Wm. Underhill meets with Council to review the various building projects
in the municipality. He presents the working drawings for the proposed
addition at the community centre. Cost estimates have not yet been
received, and it is not yet determined what portion the municipality will
be expected to contribute.

That the minutes of the regular meeting of Council held July 16, 1981,
having been examined by the members are hereby approved and the Reeve's

Messrs. W. Caverly and E. :Jells representing the Plowmen's association
meet with Council to request a grant to provide interim funding for the
International Plowing Match to be held in Elgin County in 1985. With a
grant of $100. from each municipality this year, it is expected that the
Association will be self-supporting in future years.
Mrs. Hazel Teall meets with Council to request permission to re -locate her
mobile home presently located on the property of the late George Teall to
property owned by Mary Teall, both properties being in Lot 14, Conc. 2.
This being in contravention to By-law No. 2040 (Zoning), Council is unable
to grant the request of Mrs. Teall.
Mr. Hugh Ketchabaw meets with Council to review various drainage matters.
Mr. James Gibbons reports on the progress of the road construction program.
He is particularly concerned with vandalise" of road signs and stop signs
being torn down and stolen. This happens regularly on week -ends. There has
also been a problem with machinery breakdowns.
Mr. Robt. Graham meets with Council to complain about the condition of the
Third Concession Road. There is some construction and repairs to be done
on this road and it is expected that they will be started in the next few
weeks.
Mr. Harold Dennis meets with Council to report on fire matters.
Mr. Wm. Underhill meets with Council to report on various building projects
in the municipality. There are some repairs necessary to the roof at the
community centre and Mr. Underhill is request to have these looked after.

That the minutes of the regular meeting of Council held August 6,
1981, having been examined by the members are hereby approved and
the Reeve's signature authorized on same....... Carried
Mr. James Gibbons, road superintendent, meets with Council to review
road matters. The re -construction of the townline road with Malahide
is progressing with one culvert to be installed this week. A serious
erosion problem has developed on the 'Beattie sideroad' at Lot 114,
STR with a portion of the road being damaged. A new culvert and
considerable fill will be required to repair this. There is a prre
with the drain on Henry Street in Corinth. This is not a part ofob
municipal drain and the origin of the drain is not known. As the
drain services the road and private property, Councillor Green will
meet with those concerned to discuss a cost sharing for the repair.
After discussion of the by-law which requires entrance culverts to
be a minimum of 15 inches, it is decided that this is excessive in
many cases and the Clerk is to have an amendment prepared to reduce
this to 12 inches or 304 mm.
Mr. Harold Dennis meets with Council to discuss fire matters. He
reports that 7 firemen completed the C.P.R. course conducted at the
firehall on August 15 & 16
Mr. Merlyn Wolfe meets with Council to discuss an erosion problem ,
at his property at Lot 16, Conc. 3. The Otter Creek has a sharp
curve at this point, and while the Creek is in the Village of Vienna
at this point, his property in the Township is affected. It is
suggested that perhaps gabion baskets or some type of remedial work
might be carried out by the Long Point Region Conservation Authority
to alleviate this problem. The Clerk is instructed to contact the
Authority to request consideration of this project in their 1982
budget.

The regular meeting of Bayham Council is held this evening. Reeve

That the minutes of the regular meeting of Council held August 20,
1981, having been examined by the members are hereby approved and the

Mr. Hugh Ketchabawmeets with Council to report on municipal drains.
The west branch of the Deli Drain is not working and causing problems.
It is suspected that the reconstruction of County Road 38 is partially
responsibile fro the problem. Birnorn Excavating has moved onto the
site of the No. 1 reconstruction. 1fr. M. Wizniak has contacted Mr.
Ketchabaw about his assessment on the Pollick Drain. Mr. Ketchabaw
referred him to Council.
Mr. James Gibbons meets with Council to review road matters. Council
is informed that the 1981 road subsidy money has been exhausted and
that there will be a deficit in the road program this year. An erosion
problem is developing at Lot 173, Conc. 9, on the Carson property
east of the Oxford Seed plant. A drainage problem is reported on the
sideroad between Lots 5 & 6 in Conc. 2. He also reports that many of
the roads are in need of gravel.
Mr. Harold Dennis meets with Council to report on fire matters. The
bucket truck being purchased from the Aylmer P.U.C. will be available
next week. Council is asked to consider the problem of acquiring
gasolir�e at nights now that the roads department has moved to their
new quarters .
Mr. John Wizniak meets with Council to ask for consideration of the
excessive portion of the costs the property owned by his father
is assessed for repairs on the Pollick Municipal Drain. Approximately
half of the costs of any repairs are borne by that property. After
reviewing the report on the drain, it is ascertained that;the Wizniak's
own about half of the acreage assessed in the drain. Mr. Wizniak is
informed that the report and assessment schedule cannot be changed
without a new report by a drainage engineer.
Two tenders have been received for the purchase of the old municipal
garage and are opened as follows:

James Gibbons, road superintendent, meets with Council to report on
road matters. He suggests that reflectors be placed at the end of
West Street to show the end of the street.Some checkerboard signs
have been lost and should be replaced. He is presently hauling sand
to the Third Concession road to build it up near the road between
Lots 20-21. He is in need of gravel to complete some projects. It is
anticipated that the culvert will be removed and replaced on the ---,�
Malahide Townline during the week of September 21st. The matter,-6�
repairs to the washout on the Beattie sideroad is also reviewed.
Ms. Michele Noury meets with Council to discuss animal control. She
will operate a pound in Malahide Township for animal accomodation
only. It will be necessary for the municipality to arrange to have
dogs etc. delived there. She suggests that if Bayham, Port Burwell
and Vienna utilize her facilities, a fee of 750 per capita plus fines
would be charged. She requests Bayham to discuss the proposal with
the two villages. The service would commence December 1st., when the
present arrangement with Mrs. J. Davison terminates.
Notices having been sent to the affected parties, the consideration k.
of the report as received on the Carruthers Drain is held. Councillor
R. Green being assessed in the report declares a conflict of interest.
Mr. Nick Balint of Bayham and Mr. Harold Johnson, drainage commissioner
for South-West Oxford, are in attendance. The report is reviewed and
found to be satisfactory.

Mr. Jack Barclay meets with Council to discuss the proposed addition
to the community centre building at Straffordville. The estimated
cost is $160,000. It is intended to apply for a grant from Wintario

support be forwarded with the application. As the drawings of the
proposed addition have been reviewed by Council, and the funding will
be provided by the Lions Club and Provincial grants, Council is
prepared to provide the requested resolution.
Mr. William Underhill meets with Council to review building projects
in the municipality. He also presentlapplications from three persons
for loans under the Ontario Home Renewal Program.
Mr. Ken Monteith, Warden of the County of Elgin, meets with Council
to meet the members and bring greeting from the County. Items of
mutual interest are discussed. Mr. Monteith is visiting each council
as part of his itinery as Warden this year.

Sgt. Ed. Davies and Cpl J. McGuigan meet with Council on a public
relationsvisit. They wish to be informed of any policing problems
in the municipality. Council thanks them for their interest and
while they have had problems to communicate in the past, they feel
that the police are doing a good job in the municipality at present.
Mr. James Gibbons meets with Council to review progress on road
projects. He is progressing well on the Third Concession road with
the fill near the intersection at Lots 20-21. It is necessary to
have some hydro poles relocated. The joint project with Malahide
Township is presenting some problems and it is decided to meet wit
Malahide Council before proceeding with the installation of the se
culvert.

Mr. James Gibbons meets with Council to review road matters.
Mr. Ken Walker meets with Council to request information on the
rezoning of property being sold by him, to Mr. Frank Matejeck. The
present use of the property is a gift and curio shop (now closed).
The proposed use would be a billiard hall and arcade type coin operated
machines, which are not a permitted use in By-law 2040. Mr. Walker
is advised that the owner of the property should apply for rezoning
and of the provision for circulating the amending by-law to all owners
within 400 feet for comment.
Messrs. Gerry Taylor and Blake Wolfe meet with Council to request
information as to the proceedure for rezoning a property at the
intersection of Hwy. 19 and County Rd. 38. The property is presently
zoned as open space and used for park purposes. The owner of the
property is Mr. Allen Walsh. The proposed use is the erection of an
office for Mr. Taylor's insurance business. They are advised of the
proceedure for rezoning, and advised to contact MTC and County Engineer
for their comments as to set backs from the roads.

Councillor J. Volkaert presents a letter from Spriet Associates
indicating that that firm would be willing to undertake a study to
determine nursing home bed requirements for presentation to the
Thames Valley District Health Council. The estimated cost is $2,050.

Mr. J. Gibbons, road superintendent, meets with Council to report on
road matters. The drain along a portion of Henry Street in Corinth
has been replaced and appears to be working satisfactorily. The second
culvert on the Bayham/Malahide townline has been installed and the
grading being completed.
Mr. Walter Burwell meets with Council to provide information on
drilling a new well. The present well is located on the former works
barn property which will be listed for sale in the near future. Mr.
Burwell is in the process of repairing his drilling equipment and has
other work. It is expected that he can drill a well on this property
in the later part of November. The cost is estimated at $750.
Mr. Harold Dennis, fire chief, reports on fire matters.
Mr. William Underhill, building inspector, reports on building
projects in the municipality and on one OHRP project partially completed.

That the minutes of the regular meeting of Council held November 5,
having been examined by the members are hereby approved and the Reeve's

James Gibbons, road superintendent, meets with Council to report on
the condition of the roads. The joint project with Malahide is completed
for this year and will be allowed to settle over the culverts and
will probably require more fill next year. The County has requested
permission for Mr. Hugh Brooks to use our loader for loading sand at
the storage shed this winter. Council grants this permission. Council
is invited to a demonstration of a brusher at the Norfolk Township
garage on November 23rd. after lunch. The Maple Grove road will bo"--'
closed to traffic at the r/r'crossing on November 23 & 24 while repairs
are made to the railroad tracks.
Mr. Wm. Underhill meets with Council to review building matters. The
new well has been completed at the municipal office. It tests at
1800 gals per hour. The depth is 30 feet. Mr. Underhill is requested
to get prices for a new pressure system and have it installed as soon
as possible.
Harold Dennis, fire chief, reports to Council on fire matters. The
furnace in the fire hall has a hole in the fire pot, and should be
replaced. He presents prices from Everitt Electric Ltd. and Ray Nevill
for the supply and installation of a Preston Hiboy, 140,000 BTU:

Theregular meeting of Bayham Township Council is held this evening. Reeve
M. Stewart presides with Deputy Reeve J. Volkaert and Councillors R.
Green, G. Nelles and M. Schafer in attendance

That the minutes of the regular meeting of Council held December 3, 1981,
having been examined by the members are hereby approved and the Reeve's
signature authorized on same....... Carried
Messrs. Frank Matejcek and Ken Walker meet with Council to elaborate on
Mr. Matejcek's application for rezoning at Lot 1, Talbot Road N/S to
accomodate an arcade type use with pool tables. Mr. Matejcek explains
his previous experience in this type of operation and that the business
will have adult supervision at all times. The application has been tail
at the regular meeting held December 3rd.
Mr. Gilles Therrien meets with Council to elaborate on his rezoning
application at Lot 19, Conc. 3. Mr. Therrien has been operating a
general contracting business for some years with some salvage operations.
He is presently zoned Al and request a M2 zoning to recognize his
operation and to allow for expansion (applicatiohis No. 3 in correspondence)
Mr. James Gibbons meets with Council to report on road conditions.
The following items of correspondence are reviewed:
1) Township of Rochester..request to endorse resolution to petition
the Provincial Government to allocate additional funds
under the Shoreline Property Assistance Act.
2) Ministry of Transportation & Communications..notification of fee
schedule for various encroachment permits

of Rochester in petitioning the Province of Ontario to make a concerted
effort to allocate sufficient funds to accomodate loan applicants in
those municipalities where loans were approved and work was commenced or
completed prior to the announcement of the Province that finds were
exhausted under the provisions of the Shoreline Property Assistance Act...
