The inaugural meeting of Bayham Township Council is held this morning.
Reeve R. Green presides with Deputy Reeve M. Stewart and Councillors
R. Sandham, M. Schafer and J. Volkaert in attendance.
The members sign their declarations of office as administered by the
Clerk.
Reeve Green welcomes the new Council, with a special welcome to Councillor
J. Volkaert who is returning to Council after some 10 years. Some of the
projects facing Council this year are: the continuing of the roads hard
surfacing program, the purchase of a truck and mower, the annexation
proposal by the Town of Tillsonburg, completion of township zoning by-
laws, the County restructuring study, the Port Burwell proposal for an
arena and the Tillsonburg Second Ice Pad, the possibility of a community
centre at Corinth and suggests that consideration be given to 2 regular
council meetings each month.

Mr. Robt. McCaig, representing St. Thomas Sanitary Collection Services Ltd.,
meets with Council to discuss the status of our collection contract. The
firm has operated during 1976 on a time and material basis. Mr. McCaig
informs Council that the payments during 1976 on his tendered price will
be satisfactory. In order to arrange his affairs for 1977, he requests that
a decision on signing a contract be made in the next 30 days. If another
collector is accepted, the use of his land fill site will be allowed at
$2.70 per capita.
Mr. Ken Humphrey, representing the London Auto Sport Club, meets with
Council to explain the proposed auto rally on January 15th. with an
alternate date of January 22nd. if weather conditions prevent the event
on the 15th. Only closed roads will be used as selectives. Residents along
the route who might be affected have been contacted and consented to
the rally.

That the London Automobile Sport Club be given permission to use and
controll traffic on certain roads in the Municipality on January 15,
with January 22 as an alternate, as required to conduct an auto sports
rally; said Club to lodge the sum of $200. with the Treasurer to cover
any costs to the Municipality.........Carried

That the application of Beulah Taylor for a loan under the Ontario
Home Renewal Program in the amount of $5000. at Lot 20, Conc. 1, be

A special meeting of Council is held this morning for the purpose of
reviewing the 1977 road program, drains and other matters. Reeve R.

Wm. Underhill, building inspector, meets with Council to discuss various
matters. The Clerk"is instructed to place an advertisement in the Tillsonburg
and Aylmer papers advising residents as to requirements for building
permits. It is decided that the building inspector should be available
for inspections on Monday, Wednesday and Friday between the hours of
9:00 A.M. and 5:00 P.M.
The matter of a garbage collection contract is discussed and it is decided
to accept the tender of St. Thomas Sanitary Collection Services Ltd. The
Clerk is instructed to have the necessary by-law and agreement ready for
signing at the February meeting of Council.
Mr. Frank Clarke, representing the Ministry of Transportation & Communications,
and Mr. Mac Gibbons, road superintendent meet with Council to review a
proposed road program for 1977.

and report back to Council on any improvements they wish Council to make.

February 14, 1977
A special meeting of Bayham Council is held this evening in conjunction
with representatives from Port Burwell and Vienna Councils. Reeve R.
Green presides with Councillors R. Sandham, M. Schafer and J. Volkaert
in attendance. Port Burwell is represented by Reeve, R. Bradfield and
Councillors V. Bates, H. Alward and Clerk, G. Foster. Vienna is represented
by Reeve, K. Emerson and Clerk, V. VanBelois. The purpose of the meeting
is discuss the waste transfer station and other matters.
The agreement with St. Thomas Sanitary Collection Services Ltd. has been
adjusted as discussed in October, 1976, to 111 lifts. The total lifts
in 1976 was 161. Alternatives for cost saving are discussed such as
closing the station, installing a gate and opening only certain days
each week, and hiring a person to police the station to ensure that only
residents use it. It is agreed that a large number of lifts resulted from
the ice storm in the spring of 1976, which may not be repeated. As the
contract has two more years to run, and with the adjustment in lifts
it is decided that no changes will be made at this time.
Port Burwell representatives bring up the matter of a petition received
from their ratepayers for the extension of the breakwall some 600 feet.
Bayham is invited to participate and have the extension to the Little
Otter Creek. Because of the large expenditure required, and no petition
having been received from Bayham ratepayers at this time, Bayham Council
declines to join the project at this time.
M. Gibbons, Road Superintendent, meets with Council to review specifications
for a new tandem and pick-up truck as per the 1977 road program. The
Clerk is instructed to advertise with tenders closing on March 11th.
The large number of requests for snow removal during the recent snow
storm with private driveways being blocked is discussed.

A special meeting; of Council is held this afternoon for the purpose of
reviewing draft zoning by-laws and other matters. Reeve R. Green presides
with Councillors R. Sandham, M. Schafer and J. Volkaert in attendance.
Mr. E. Cornies and Ms. E. Howson represent the consulting firm, James
F. MacLaren Ltd.
The consultants present draft by-laws which are reviewed by Council
and some minor revisions suggested. Council is to prepare comments and
further suggested revisions to be made prior to a public meeting being
held to discuss same. It is tenatively set that a further meeting
be held on May 5th. at 7:30 P.M. to review further revisions.
The replacement of the flood lights at the baseball diamond at the
Bay#am Community Park is discussed. Grants available are expected to
be 251 Community Centres, 25% Wintario with the Straffordville Lions
Club contributin4he other 50%.

The regular meeting of Bayham Township Council is held this evening. Reeve
R. Green presides with Deputy Reeve M. Stewart and Councillors R. Sandham,
M. Schafer and J. Volkaert in attendance.

That the minutes of the regular meeting of Council held May 2, 1977, having
been examined by the members are hereby approved and the Reeve's signature

Delegations reYeiued as follows:
Mr. Douglas Vallee of Jewitt & Vallee meets with Council to review his
proposal for an appraisal of bridges in the Township,
Mr. Llovd Cowan meets with Council to advise of a potential drainage problem
where #19 Highway has been re -aligned at the Ridge Road. Mr. Cowan requested
the MTC to clean the existing ditch, however, they indicate the cost of the
cleaning will be charged to Mr. Cowan. As the Township road is involved, Mr.
Cowan requestscassistance'_.zhn this problem from the Township. Council request
the Clerk to contact the MTC for a solution to the problem.
Lloyd Bartlett, spokesman for interested parties in the Seghers subdivision,
meets with Council to express concern of the residents if a second ball
diamond is constructed in the Park. It is felt that noise etc. from night
games will be disturbing. It is suggested that more use could be made of the
school ball diamonds and property. Council will arrange a Community Centre
Board meeting to attempt to arrive at a mutually satisfactory solution.

Mr. G. Thierrien meets with Council to make verbal application to establish
a salvage yard for tractor parts at his residence at Lot 19, Conc. 3. He
will use an area of approximately 451 x 1001 Council request Mr. Thierrien
to provide a letter form his close neighbours stating that they would have
no,objection, cAtruct a fence as provided in the by-law and his licence
can be granted.
Mr. Robert Gregson meets with Council to discuss the recent@ improvements
to the road along his property which was to be rough graded at his expense
and gravelled by the Township. As some work was dune beyond that necessary,
Council agrees that $1,000. will be satisfactory for the use of Township
equipment.
Mr. Mac. Gibbons meets with Council to report road construction progress.
He informs Council of the difficulty he is experiencing in obtaining liquid
calcium . A complaint is received of brush obstructing vision at railroad
crossings at 98.81 and 97.43. The Clerk is requested to Trite the C.N.R.
informing them of the complaint and requesting them t1 --e improve the visability
at t' -e crossings.
Mr. Wm. Underhill meets with Council to discuss building matters and present
applications under the Ontario Home Renewal Plan.

Port Burnell meet with Co, lncil to discuss the purchase of small parcels of
land owned by the Township in the Village. The use of land for stock piling
gravel for road purposes is discussed. Reeve Bradfield feels that regardless
of ownership of the lands along the habour this cankbe arranged. The problem
at the moment is that the harbour is only being dredged to 10 feet which

The regular meeting of Council for the month of September is held this
evening. Reeve R. Green presides with Deputy Reeve M. Stewart and
Councillors R. Sandham, M. Schafer and J. folkaert in attendance.
Moved by: M. Stewart and Seconded by: R. Sandham
That the minutes of the regular meeting of Council held August 3, and
special meeting held August 16, having been examined by the members
are hereby approved and the Reeve's signature authorized on same..Carried
Mr. Elmer Pollock meets with Council to report problems with barking
dogs during the nights near his property in Concession 10. Council requests
the Clerk to write to Mr. Pollock's neighbour asking for cooperation
in this matter. Also, to secure information for the passing of a noise
control by-law.
Mr. Mac Gibbons meets with Council to report the progress made on the
construction of the road between Concessions 10 and 11. The sand stabilizati
has been completed and the tar and chipping should be applied within the
next week.

The regular meeting of Bayham Township Council is held this evening.
Reeve R. Green presides with Deputy Reeve M. Stewart and Councillors
R. Sandham, M. Schafer and J. Volkaert in attendance.

That the minutes of the regular meeting of Council held September 7th.,
having been examined by the members are hereby approved and the Reeve's

Six members of the local 4H Club are welcomed by the Reeve. They are
visiting as a part of their club activities .
Miss Nancy Pollock informs Council that the problem with dogs in their
area as discussed at the September meeting has not been alleviated.
Councillor Sandham will visit Mr. Cus to see if there is any way to
settle the problem short of passing a noise control by-law.
Mrs. Viola Mitts meets with Council to see if any relief can be given
to the water problem at the corner of No. 19 Hwy. and the 5th. Conc.
Road. In times of heavy rainfall as has been happening lately, her
property is surrounded by water making it very difficult for her.
Mr. H. Ketchabaw, drainage inspector, suggests that fill placed around
her property would help but not completely solve the problem. A culvert
placed under the Township road approximately 1,880 feet west of No. 19
Hwy. to prevent the water from reaching the corner would also assist
in this problem. Councillor Volkaert along with the drain inspector and
road superintendent will examine the problem and report to Council with
recommendations.
Mr. Ketchabaw reports on several municipal drains which will need
repairs as soon as the weather permits.
Mr. Harold Dennis, fire chief, meets with Council to report that 4
members of the -fire department are attending the fire prevention school
being held at St. Thomas over 13 weeks. He also reports that it may be
necessary to replace a portable pump which was used by the roads dept.
and is now nbt functioning properly. Council directs Chief Dennis to
obtain quotations for a new pump and report back to them for decision.
Wm. Underhill, building inspector, reports to Council on the various
building projects in the Township. The matter of insulating the Community
Centre and the several insulation products available are discussed.

The regular meeting of Council for the month of November'is held this
evening. Reeve R. Green presides with Deputy Reeve M. Stewart and Councillors
R. Sandham, M. Schafer and J. Volkaert in attendance.

That the minutes of the regular meeting of Council held October 3, and
special meeting held October 19, having been examined by the members are
hereby approved and the Reevets signature authorized on same...Carried
Mr. Alan Veitch meets with Council to request the installation of a
road culvert at Lot 11, Conc. 9. Council will look at the problem during the
road tour to be held on November 17.
Mr. Don Nevill meets with Council to request permission to install a water
line on the road allowance east of his property on Concession 2, Lot 15. The
Clerk is to have an agreement prepared to provide for responsibility for
road damage.
Mr. Ed Latimer meets with Council to explain the policy of the Aylmer &
Malahide Telephone Co. Ltd. with respect to burried cables. The Company
will pay for any damage to roads, culverts, tiles etc. He is requested to
notify the road superintendent prior to laying any cables and permission
should be given by the road superintendent.
Mr. Mac Gibbons meets with Council to discuss the status of the various
road programs. Because of budget limitations, no further construction can
be done this year.
Mr. Robt. McCaig meets with Council to discuss various matters concerning
garbage collection. He is requested to notify the clerk of the number of
lifts made at the transfer station during 1977. It is expected that the
number of lifts provided for in the contract will be exceeded.
Mr. Harold Dennis meetes with Council to report on the fire department.

Mr. Jerry Taylor meets with Council to advise them that he will be building
a new residence on his property at Lot 122, Conc. 7, and requests that
consideration be given to some road repairs in 1978.
Mr. Mac Gibbons meets with Council to review road matters.
Mr. Harold Dennis meets with Council to report hn fire matters and presents
his semi-annual report.
Mr. &Mrs. Tony Lapenas meet with Council to report that it is their belief
that the irrigation pond on their property was not properly cleaned as
promised in their complaint to the Court of Revision for the drain. The Drain
inspector investigates and reports to Council that the pond has'considerable
sand which has apparently washed from the tile. Council will try to arrive
at a mutually satisfactory decision in the spring of 1978 after seeing if
any further silting takes place with the spring run-off.
Mr. Douglas Vallee, representing Jewitt & Vallee, and representative from
the Township of Norfolk in the persons of Mayor C. Abbott, Councillors
G. Pickersgill, J. DeVoss, B. McGuire, with Rd. Supt. D. Overbaugh and
Treasurer M. Howse meet with Council to discuss realignment of the road
and bridge construction at the Leach Flats on the Townline road. Three
proposals are suggested by Mr. Vallee with the Councils agreeing on one
which is to be modified. It is hoped that construction can be carried out
during 1978.
Mr. Vallee then reviews the bridge appraisal of township bridges in excess
of 20 feet with Council and is authorized to proceed with the printing of
same.
