TOWNSHIP Council Minutes 1976 Council Chambers, Straffordville January 5. 1976 The regular meeting of Council for the month of January is held this morning. Reeve M. Schafer presides with Deputy Reeve R. Green and Councillors R. Sandham, M. Stewart and G. Teall in attendance. Moved by: R. Green and Seconded by: R. Underhill meets with Council to discuss building matters Mr. Mac Gibbons meets with Council to discuss road matters Messrs. Robert and Donald McCaig meet with Council to discuss the current status of our garbage collection and disposal. They present Council with copies of the proposal they have made to the County of Elgin for the sale of land presently owned by them in the Township of Southwold for development as a land -fill site, and copies of a brief submitted to Mr. S. Janes, Commissioner of the Local Government Study Committee, pertaining to solid waste disposal in the County. They propose to Council that they will operate a disposal site at a cost of $2.79 per capita or $5.25 per ton. Increased volume of waste may result In economies of scale and result in lowered costs in the future. Council Indicates that they are not prepared to renew the present contract at this time, as they wish to secure more information on any County proposals. It is agreed that the present collection and disposal system will be carried on for a short term and be paid for on a cost-plus basis by the municipality. , Moved by: R. Sandham and Seconded by: G. Reeve Phi. Schafer presides with Councillors R. Sandham, M. Stewart and G. Teall in attendance. I Dr. Copeman aFrees that the area could use the services of another doctor, however, there are manv areas in the Province with greater needs. He feels that Council should take the iniative in advertising for a doctor to locate here. He further explains that to attract a doctor, the community should be prepared to provide suitable facilities. Approximately 1,000 sq. ft. would be required for one -doctor and 1, 500. sq. ft. for a second. Construction costs of such a facilit-T would_ be approximately $40,000 to $60,000. There is no provision for financing through capital grants from the Province. The municipality can own the facitity and finance through debentures, or it may be built by private enterprize . He explains that usually the rent for such a facilit�T does not allow for sufficient profit to attract the investment. The most satisfactory means of erectin7 facilities have been thorough service clubs. Various floor plans are available at Dr. Copeman's office and can be seen there and copies obtained. It is suggested that perhaps a satilite office can be arranged through the Port Burwell or Tillsonburg doctors in order to provide more varied personell. Moved by: M. Stewart and Seconded by: R. R�' F,VE CLERK Council Chambers, Straff ordville September 30, 1976 A special meeting of Bayham Township Council is held this morning for the purpose of discussing the re -negotiation of the waste transfer station contract, a proposed subdivision agreement and other matters. Reeve M. Schafer presides with Deputy Reeve R. Green and Councillors R. Sandham, M. Stewart and G. Teall in attendance. Mr. Robert McCaig representing St. Thomas Sanitary Collection Services Ltd. meets with Council. The total loads removed to date is reviewed. Reeve Schafer points out that the agreement setting out 90 loads as the total for the year is considerably less than that of previous years, on which the present contract was to be based. Mr. McCaig agrees to review the contract and return to Council with an upwardly adjusted figure of loads allowed. Mr. Ronald Bradfield, representing the Village of Port Burwell, is agreeable with this suggestion. The possibility of closing the transfer station is briefly discussed and it is agreed that the transfer station should remain open if at all economically possible. A draft proposal for a subdivision agreement is presented by the Clerk and reviewed by Council. After revision, the Clerk is instructed to forward the proposed agreement to the Planning Consultants and our solicitor for comment. Mr. Charles McLaren representing the London Automobile Sport Club meets with Council to report the progress of the proposed auto rally on October 2nd.. A copy of signatures of the parties affected by the road closures, a copy of the club insurance policy, and opinion as to possible legal repercussions is presented along with a certified cheque in the amount of $200. for possible road damage . Bill Austin and John Moylan meet with Council to request a grant to the construction of a second ice pad in Tillsonburg. As there is no provision for -such a grant in the 1976 budget, Council requests the matter be referred to the 1977 Council for consideration Mr. John Fehr meets with Council to request permission to have hydro installed in his mobile home at Lot 24, Conc. 5. As the mobile home is situated in contravention to Township by-laws, no approval will be given by Council. Mr. Fehr is informed that it will be necessary for him to remove the mobile home from the Township. Mr. Hugh Ketchabaw, drain inspector, and Mr. Brian Kingston, representing the Ministry of Natural resources meet with Council to discuss repairs to the Fernley Municipal Drain. As the open ditch portion of the drain in the Port Burwell Park area is in need of cleaning, the Ministry request the installation of tile. They suggest that the drainage ratepayers be responsible for the estimated cost of cleaning and the Ministry pay the increased cost to have the installed. Council is favourable to this suggestion and request the drain inspector to get estimates for cleaning. It is decided to have a special meeting on November 15 with the interested parties -on the Deli and Hampton Drains to discuss possible improvements. Mr. Manford Brooks meets with Council regarding his pump house and water lines in the Village of Richmond. Mr. Brooks will move the pump house back from the street and it is agreed that the water lines are satisfactory where they are located. A test should be done on the water. It is suggested that an agreement as to responsibility for maintenance should be investigated. Moved by: R. Green and Seconded by: R. November 8, 1976 at A special meeting of Council is held this morning for the purpose of examining the various municipal roads. Reeve M. Schafer, with Councillors R. Sandham M. Stewart and G. Teall are in attendance. Deputy Reeve R. Green Joins at 1:00 P.M. Road Superintendent M. Gibbons, Clerk J. Petrie and F. Clarke of the M.T.C. accompany Council. The tour leaves the municipal office at 9:15 A.M. returning at 3:45 P.M. Reeve Schafer and Councillor Teall report on a meeting held with other interested parties in the Medina Natural Gas rate increase appeal. Reeve M.:Schafer presides with Deputy Reeve R. Green and Councillors R. Sandham, M. Stewart and G. Teall in attendance. Mr. John Spriet of A. M. Spriet & Associates Ltd. is present to advise Council. Deli Drain: Present are: Wm. Rayson, D. Clarke Silv:rthorn and G. Barbier. Mr. J. Spriet explains that there outlet of the pond on the Lapenas The tile can be re-routed arpound (A. Brinn Est.), C. Marshall, E. is a problem on the drain at the property. There are two solutions. the pond at a cost of approximately 4i9,000.,or a 40" diameter culvert can be installed at the pond outlet and about 2,000 1 of ditch cleaned at an approximate cost of $59500. After discussion the consensus is that the 48" culvert should be installed and Mr. Spriet is requested to proceed with a report for same. Hampton Drain: Present are: D. Causyn, J. Wolfe, R. Gregson and C. Humphrey. The recurring problems of the drain are discussed. It is the opinion of Mr. Spriet that the drain should be reconstructed on a stone base. The question of liability is raised and Council will investigate whether possible damages can be recovered from the engineer or contractor. Moved by: M. Stewart and Seconded by: G. Sandham Whereas the Town of Tillsonburg has made application to the Ontario Municipal Biard to annex certain lands in the Township of Bayham And Whereas any loss of lands and assessment will affect both the Township of Bayham and the County of Elgin And Whereas the Council of the Township of Bayham is opposing the aforesaid annexation Therefore be it resolved that this Council request moral and financial support from the County of Elgin in opposing the annexation of lands in the Township of Bayham by the Town of Tillsonburg.......Carried Moved by: R.
