The InauFural meeting of the 1971 Bayham Townshin Council was held
today. The members signed the necessary declarations of office and
were declared installed by the Clerk. Reeve Dennis gave a short address
summarizing the duties of the new Councillors. In addition to Reeve
Dennis, Deputy Reeve A. Csinos, and Councillors R. Green, M. Schafer
and B. Wolfe attended.

A special- meeting- of 15ayham council was held on the above date. Reeve
J. Dennis presided, with Deplit-N,r-Re{�ve A. Csinos and Councillors R. Green,
14. Schafer and b. 4jolf e in attendance. The Taurnose of the meeting was
to discuss road, fire and welfare with other matters.

appeal against the decision of the Arbitrators of the assets and liabilities
of the former school boards in Elgin County ......... Carried

dissatisfaction with the report of the artitrators of the assets and
liabilities of the former school boards in Elgin County in not considering
any assets and libilities other than cash (i.e. school busses) with a

Council met with Road Superintendent 14. Gibbons and a tenative program
for road construction was discussed. Nothing was finalized pending a
meeting between the Road Superintendent and 14r. F. Clarke of the D.H.O.
With the uncertainty of a satisfactory arrangement being completed with
Vienna and Port Burwell concerning a mutual welfare officer, the Clerk
was authorized to advettise for a person to act for Bayham only.

for the position of Welfare Officer, Building Inspector and By -Law
Enforcement Officer as advertised. Reeve J. Dennis presided with Deputy

Council reconvened a t 7:30 p.m., and Mr. Frank Stubbs representing
the Ontario Hydra and several interested parties for the Village of
Sderr� being; in attendance, the report as prepared by Ontario Hydro for
they' lacement of the existing; street lighting was read. This berg the
result of the petition presented to Council at the Tlovember 1970 meeting.
Interest seemed to be in the pronosed Mercury vapour lights and after
much discussion Goodsel Wilson moved and 4m.. Baldwin seconded that Ray
RolosQ,n, Harrir Beaman, Tom Lawrence and Violet Davis be a committee to
go to other municinalities to eximine the lighting and have the power to
report to Bavham Council on ��Iarch 1 as to the disposition of the report.
A show of hands of those present indicated that the persons present were
in favour of this action.
The total cost of the project as presented was: Along X19 Hwy using mercury
vapour lights ''3,405. and fluorescent lights Y`4,662. of which 50% would be
subsidized lay the Depattment of Highways if installed to their standards.
Along; County, Township roads and Gray Street Y7,117. for mercury vapour
lights and $9,219. for fluorescent lights.

A Snecial meeting of T'avham Township Council was held this afternoon. Reeve
J. L. Dennis presided, with Deputy -Reeve A. Csinos and Councillors M.
Schafer and P. Wolfe in attendance.

Cnnncil to discuss the problems concerning the drain. After discussion, the

Council returned to the Coiircil Chamber and discussed a proposed by-law
to repulate burn.inF within the Township. The by-law to be presented for

The Regular meeting of Council was held this evening, Reeve J. L. Dennis
presiding with Deputy -Reeve A. Csinos and Councillors R. Green, M. Schafer
and B. Wolfe in attendance.

That the minutes of the meetings held April 5 and April 23 having been
examined by the members are hereby approved and the Reeve's signature
authorized on same..............Carried
Mr. and Mrs. Isaac Loucks met with Council to discuss the trailer park
being established at the Glen Brie Park in contravention to Township
by-law No. 1547. They felt it would lower property values in the area
if not kept in a tidy condition.
Messrs. Scott and Laemers met with Council to present their case for the
establishment of trailer parks. Mr. Scott operating on the property of Mr.
Casper OfGiel, and Mr. Laemers operating on his own property. Council
expressed the opinion that all such parks must comply with the provisions
of the by-law before commencing operations and the following resolutions
were passed:

Walter Nelson, drainage commissioner met with Council to discuss problems
arising on various drains
Willis Weaver met with Council to discuss the sale of gravel. A tenative
price of .50¢ per yard was agreed upon with the Township to receive all
sand on the site at no charge. The road superintenent was instructed to
investigate the quality of the gravel.
Road Superintendent Mac Gibbons met with Council to discuss various road
matters.
Mr Robert Stewart and Mrs. Jessie Baxter met with C9uncil and explained the
various facets of the Association for the Mentally etared, and in particular
the problems relating to transportation costs. They requested support in
attempting to have funds made available through Elgin County Council and
the Elgin County Board of Education.

A Special meeting of Bayham Township Council was held this evening. Reeve
J. Dennis presided with Deputy Reeve A. Csinos and Councillors R. Green,
M. Schafer and B. Wolfe in attendance. The purpose of the meeting was to
continue the adjourned Court of Revision for the Palmer Drain Extension and
other matters.
The meeting was called to order by Reeve Dennis.

That this Council adjourn to sit as the adjourned Court of Revision on
the Palmer Drain Extension.......Carried
Mr. Jos. Wilk explained his appeal and other parties present requested
some changes be made before the report is proceeded with. Mr. Dodd agreed
that the changes could be made, however, he explained that the end result
would not be as satisfactory as outlined in the original report.

That John B. Dodd, O.L.S. be requested to revise the report of the Palmer
Drain Extension in accordance with the wishes of the several landowners

Messrs. Alphonse Laemers ,and Arthut Vanderspaillie met with Council to
discuss their proposed trailer parks. Mr. Laemers requested Council to
make an amendmebt to the trailer camp by-law to provide for reduced rates
for the transient type travel trailer. The problem of garbage collection
and disposal was raised and both agreed to look after their own collection
and arrange to have all refuse removed to Bayhamts transfer station. Council
agreed to issue a license but stipulated that the proposed chemical toilet
facilities must meet with the approval of the Elgin -St. Thomas Health Unit
and be installed prior to July 1st., or the license would be cancelled. Both
parties agreed to these conditions.

The Regular meeting of Council was held on the above date. Reeve J.
Dennis presided, with Deputy --Reeve A. Csinos and Councillors R. Green,
M. Schafer and B. Wolfe in attendance.

That the minutes of the Regular meeting of May 3 and Special meeting of
May 20, having been examined by the members, are hereby approved and the
Reeve's signature authorized on same...........Carried
Mr. G. A. Dreyer met with Council to protest the increased licence fee
being charged for trailers in the Township. While Council was sympathetic,
they felt the increased licence fee was justified when the increase in
taxes was compared with the fee which had remained unchanged for the
past several years.
Mr. James Davison met with Council to discuss the regularity of his visits
to the Township over.the summer months. It was agreed that the built-up
areas should be visited regularly while the farming sections should be
serviced when complaints received or a call requested.
Dr. Appleton, M.O.H. met with Council to discuss the various facets of
the Trailer Camp by -slaw. He explained that our position was not unique
and that many municipalities were experiencing difficulties with by-laws
because of a suitable definition of a mobile home as opposed to the
travel trailer. He told Council that the health units were working in
conjunction with the Dept. of Tourism & InArmation to assist in the
preparation of suitable by-laws, hoverer, it would probably be another
year before they would be ready. Various methods of waste disposal were
discussed. The septic tank with proper field bed Is the best method, while
holding tanks properly cared for are acceptable. Chemical toilets and pit
types are not permitted. The holding tank is to be only a temporary measure
until a field bed can be installed.
Mr. Earl Scott met with Council to discuss his proposed trailer camp. He
has received estimates for the installation of a holding tank and hydro
for the area along the flats behind the Glen Erie Park. He requested the
Council to issue a temporary licence to operate until facilities can be
completed.
Messrs. Alex and David Graham, representing Graham, Berman & Assoc. Ltd
met with Council to discuss the various drainage projects presently being
undertaken in the Municipality. Alternate methods for repairing the
Wilson Bridge were discussed.
Walter Nelson, Drainage Commissioner, and Seigfied Blondeel met with
Council to discuss the repairs necessary to the Arn Municipal Drain. A
report from John B. Dodd Ltd. recommending bell and spigot sewer the
was presented. The alternatives are the taking up and cleaning the existing
tile, or the construction of an open ditch with ponds to act as settling
basins. No decision was made, and the drain inspector is to get estimated
costs for the various me ds of repair.
Mr. Wm. Underhillmet with Council to discuss the proposed widening of the
road past his farm. He offered to give the necessary sand, provide the
posts and labour as well as several Beet of land without charge -in return
the Township would supply the wire for the fence. Council agreed with
this proposal and instrdcted the road superintendent to work out the details
with Mr. Underhill.

A Special meeting of Bayham Township Council was held this evening for
the purpose of considering the revised report of the Palmer Drain Extension
and other :natters. Reeve J. Dennis presided, with Deputy Reeve A. Csinos
and Councillor B. Wolfe in attendance.
Reeve Dennis called the meeting to order, and John Dodd representing John
B., Dodd Ltd. answered the several questions pertaining to the report he had
prepared concerning the Palmer Drain Extension.

That the report of the Palmer Drain Extension (project # D225) dated June
16, 19'1, be accepted and the Clerk instructed to thane the.necessary
by-laws prepared.............Carried
Mr. David Graham, representing A. J. Graham Engineering, and Mr. Terry Cox,
representing Cox Excavating, and Mr. Walter Nelson, drain inspector met with
Council to discuss proposed repairs to the Hampton Municipal Drain. Mr. Cox
suggested an open ditch to allow the water to get away before the the be
replaced. It was decided to proceed in this manner.

of the Community Planning Branch to undertake an appraisal of the planning
requirements for the Townships of Malahide, Dorchester South and Bayham, the
Villages of Springfield, Vienna and Port Burwell, and the Town of Aylmer, it
being understood that there will be no cost to the municipalities for the
preparation of the appraisal and further, that such concurrence will not b
construed as a committment to undertake a formal planning programme..Carri;d

Whereas the Elgin County Lbrary Board is presently using the facilities of
the Bayham Township Hall in Straffordville for library purposes:

agreement on behalf of the Township of Bayham entering into a lease for
the rental of library quarters in Straffordville with the Elgin County
Library Board to expire January 1, 1976.........Carried

Education for an arbitration to determine the correct proportion of the

Now Therefore be it resolved that the Corporation of the Township of Bayham
appeal the decision of the arbitrators to the secretary of the Elgin County
Board of Education requesting the matter be referred to the Ontario

The reg1lar meeting of Bayham Township Council was held this evening. Reeve
J. Dennis presided with DeputyReeve A. Csinos and Councillors R. Green,
M. Schafer and B. Wolfe in attendance.
Moved by: R. Green and Seconded by: A. Csinos
That the Council minutes of the meeting held August 9, 1971 having been
examined by the members are hereby approved and the Reevets signature
authorized on same.............Carried
Mr. Howard Jackson met with Council to reuest permission to locate trailers
in his proposed trailer park closer than feet from a highway. After
considerable discussion, Council decided that no change should be made in
the present by-law and the Clerk was instructed to inform Mr. Jackson of
this decision.

That this Council now adjourn to sit as Court of Revision on the Palmer

The Clerk informed the Court that no appeals had been received within the
time specified in the Act, but that one property had been omited from the

J. Dennis presided with Deputy -Reeve A. Csinos and Councillors R. Green,
M. Schafer and B. Wolfe in attendance.
Various road matters were discussed with Road Superintendent M. Gibbons.
The report of the fire protection survey as prepared by the Fire Marshall's
Office was extensively discussed with Fire Chief H. Dennis.

Mr. Ross Carson met with Council to discuss a trailer park which he proposed'
to establish under Sec. 401 of the Municipal. Act. r
Mr. Vale of Ontario Hydro met with Council to discuss the hydro sub-stati'Oh"
to be established at Straffordville, the necessary work to be done on the
roadway and generally inform Council of the progress to date .
Messrs. Alex and David Graham met with Council to discuss the present
positions of the Wallace and Hampton Municipal Drains. The progress to
date on the Straffordville Drain and preliminary drainage areas were explainer
to Council.
A delegation from the Straffordville Lions Club was received. Mr. Jack
Barclay as spokesman requested Council to appoint a committee to meet with
a committee of Lions to discuss the building of a new community centre.
Walter Nelson met with Council to discuss various drainage matters he is
presently involved with.

A Special meeting of Bayham Council was held on the above date. Reeve J.
Dennis presided with Denut-,r-Reeve A. Csinos and Councillors M. Schafer,
R. Green and B. Wolfe in attendance. The purpose of the meeting was to
discuss the proposed community centre building with the members of the
Lions Club and Community Centre Board, drainage and other matters.
Considerable discussion on the proposed building was carried by both
sides. The Lions Club will obtain estimates as to costs and repo -^t further
progress before a definite committment is made.
After hearing the report of malicious damage to windows in the town_ hall,
Council instructed the Clerk to have coverage for this type of vandalism
included Frith the existing insurance policy if possible. If not possible
to report back to Council the method to be employed to have coverage.

December 9, 1971
A Special meeting of Bayham Towr ship Council was held this evening. Reeve
J. Dennis presided, with Councillors R. Greer, M. Schafer and P. Wolfe
in attendance.
The purpose of the .meeting was to finalize the plans for work under the
Provincial -Municipal Employment Incentive Program 1971-72 and other matter;
After discussion, a program of barn painting, ward rail installation,
sidewalk construction, brushing and reforestration was decided upon.

That the Clerk be instructed to make application for a grant of $11,250.

BatTham Township Council met in final session for the year 1971 on the above
date. Reeve J. Dennis presided with Depute Reeve A. Csinos and Councillors
R. Green, M. Schafer and B. Wolr+'e in attendance.

Mr. hobert McCaig, representing St. Thomas Sanitar- Collections Services Ltd.,
met with Council to Aiscuss various matters. It was decided that Christmas
trees would be collected on the regular collection days, at the same tims
as the regular pick-ups. Mr. McCaig and the roal superintendent are to make
arrangements to have refuse which has been left on the roadsides gathered as
the weather permits. A special collection will she made ir the early spring
for lame items such as fence wire, refrigerators, stoves etc.
A represenative of the Lands & Forests met with Council to explain the lame
area serviced by local conservation officers, and the resultin4 ack of
coverage in this Tovrnshin. It is expected that better coverage will be obtained
in the rear future with the use of hel.ecopters and increased nersonell.
Mr. Harold Dennis, fire chief, met with Council and presented his report for
the period July to December. He requested the insallation of fog lights on
thr: f ire ' trzf ck . Permission was given for this installation.
