Reeve H. B. Johnson presided, with Deputy Reeve J. Dennis, and Councillors D. Graham, A. Csinos, and R. Green in attendance. The Oath of Office was administered and Clerk J. D. Vallee declared the Council duly instaled for the year 1970. Reeve Johnson then gave a short address of welcome to the Council members. Moved by: J. Dennis and Seconded by: A. Their spokesman, Mr. Merlyn Wolfe, requested that the Chute Hill, being a continuation of the Second Concession road into the Village of Vienna, be opened and maintained in a usable condition year round. Mr. Frank Clarke of the Department of Highways being present, advised Council and the members of the delegation that this road would now be considered a boundary road for subsidy purposes. Vienna and Bayham Councils would have to meet to discuss the cost sharing percentages. It was also#noted that Vienna would have to agree to any work done by the Township on the portion of the road inside their corporation limits. Kr. Lloyd Chute requested that the road allowance betwenn Lots 20 & 21 in the Third Concession be opened. He was informed that it was not on the program for this year but would be considered another year. Seven members were in attendance with Mr. Jack Barclay and RIr. Joseph Kennedy being their spokesmen. They presented a brief to Council requesting financial and other assistance in the building of a community centre building. Their recommendations for the formation of a board were as follows: 1) That a new Community Centre Board be formed with five members of the community and two representatives of the Council form the Board. The reason for this recommendation is to have three intersted parties - 1. Community Centre Board J 2. Straffordville Lions Club 3. Bayham Township Council 1064 2. That the Straffordville Lions Club propose the building of a new community hall at the Straffordville Community Park for the sum of $70,000.00, size of the building to be $Ot X 9$1, to be incorporated with the new library. ' The responsibility of the Community Centre Board would be to secure government grants available and keep records of all expense pertaining to the building of a new community hall. That the Straffordville Lions Club will donate the sum of $15,000.00 and also organize a campaign to raise funds for a new community hall, and over a ten year period the Straffordville Lions Club pledge $55,000.00. Fetchison gave an address outlining his duties as Waste Management Engineer + including ; -Waste management a general problem in Southern Ontario -Waste disposal will eventually be outlawed in Southern Ontario -Waste Management Branch newly created --present duties to advise local health services -An Act to create this branch is presently before tYe Legislature --Proclamation expected in July of this year -Among other items, the Act is expected to provide for licencing of all disposal sites, systems, land fill,areas, incinerators, haulers (both public and private), ---It is expected that all sites will be provisionally licenced for six months, with a further six months extension possible to make necessary improvements -Elgin was compared to Essex County, and three sites are recommended as are presently in use in Essex. A sanitary land -fill area operated by private enterprize seems to be the logical solution for East Elgin. -District site #1 in Essex serves approximately 3$,000 people at a cost of approximately $53,000. this year, or $1.10 per capita. Estimated 20,000 tons of garbage will be disposed of in 1970 -A site for East Elgin should be established near the source of the waste, (most heavily populated area) --Ravines, gravel pits and streams should be avoided to eliminate pollution. Any items of an organic nature are acceptable for land -fill. Industrial waste would be approved on an individual basis depending on any chemical content. Daily cover with approximately six inches of fill is recommended. Approximately three acres per year would be required for a population of 25,000 persons, if an eight foot lift of garbage was utilized. The requirements for a ten year period should be analized. Township. When all the resolutions are received, the representative of Bayham Towns#io will call a meeting for further discussion. -Reeve Roberts of Yarmouth thanked Bayham for hosting the meeting. Reeve Johnson gave a few closing remarks, and Mr. Fetchison expressed his appreciation for being able to address so many municipal representatives. With the departure of the representatives of the other municipalities, Bayham Council resumed its regular meeting. Ronald Green asked direction from Council as to their wishes at the meeting on the proposed amalgamation of the Otter Creek and Big Creek Conservation Authorities. Mr. Walter Nelson, Bayham Drain Inspector, met with Council to discuss the generally deteriorated condition of a portion of the Wallace Drain.
