Council Chamber, Straffordville, January 6th. 1969.
Pursuant to adjournment of Dec, 16th., the regular meeting of the Bayham Township
Council was held on the above date, all members being present and Reeve Johbson
presiding. Minutes of the spectral meetings of Dec. 27th. and 31st. were read,
approved and signed.
Moved by Graham.
Seconded by Dennis- That the minutes of the regular meeting of Dec. 16/68 having
been examined by the members, the same are hereby adopted and approved...Carried.

Communications received were as follows;- i
A letter and copy of resolution was received from Aldborough Township regarding
the cancellation of the ARRA grant for drains.
Information was received from several groups as to appointments to Boards, Etc.
Memberships were requested by the Ontario Goad Roads Assn., The -Ontario Assn. of
Rural Municipalities and the Association of Ontario Mayors and reeves.
Requests for grants were received from the The Muscular Dystrophy Assn., Aylmer
Minor Hocket Assn. and Elgin County Federation of Agriculture.
A copy of letter was received from Dr. J. C. Dancey regarding the holding of
County clinics in Elgin for rabies immunization.
A receipt and letter of appreciation for grant was received from the War Memorial
Children's Hospital
A letter was received from Hon. Darcy MvKeough regarding the proposed Charlton
Subdivision Plah.

Seconded by Graham- That in the matter of the cancellation of the ARRA grant for
Municipal Drainage and in view cf the firm commitment made by Mr. Crown Director
of Arda Branch in his letter under date of January 13th. 1967, this council
contribute it wholehearted support to the resolution of the Township of Aldborou-
gh passed on ec. 30th. 1968, regarding this subject matter... Carried.

J.D.Vallee and others, it is hereby directed the same be placed in the Township

Mr. Basil 4evill met with the council and presented a financial report on the
operations of the Straffordville Community Centre Board. Appointments to the
Board were briefly discussed.
Mr. Earl Greer presented to the council a proposal for the purchase of a chain
saw for the roads dept.

Seconded by Green- That this council purchase from Earl Greer a XL701 Homelite
Chain Saw with 16"bar and safety chain with one extra chain, same to be self -
oiling at a price of $254-95, second chain to be extra. Subject to tax rebate if
applicable... Carried.
Mr. Chas. Winter met with the council and discussed briefly matters pertaining to
the Priddle Award Ditch and procured copies of certain papers on file.

Mr. Lyal Tait requested of the council permission to sell a house and lot to his
daughter.

Seconded by Graham- That in the matter of The Planning Act and Township of Bayham
By -Law No. 1402, it is herewith recommedned that the Minister grant consent for
the sale of the following parcel of land, namely, approximately four acres of
lot 19, Concession 1, Bayham Township being bounded on the north by County Road
No. 42 and on the west by sideroad between lots 18 and 19, Concession Obe, by
Melvin Lyal Tait and Rose Amie Tait to G aham Foster and Marguerite Foster and th
at no local Committee of Adjustment has Eeen constituted and appointed...Carried.

Communications received included the following. -
Notice of Drainage Contractorst Conference at London on Feb. 14 and 15.
Requests for grants were received from the Salvation Army and Aylmer Fair Board.
Acknowledgement of receipt of resolutions concerning ARRA grants for municipal
drains were received from R, K. McNeil, M.P.P. and Wm. A. Stewart, Minister of
Agriculture and Foods.
A further resolution respecting ARRA grants was received from Pair. John B. Kennedy
of London Township, requesting support.
Hospital notices were received and considered.
Advice was received from the local Canadian Imperial Bank of Commerce that the
interest rate on loans would be 7, effective January 20, 1969.
A survey, respecting speed limits on No. 3 Highway, was received from the Dept.
of Highways.
Drain Inspector Chute filed his report for tile drainage on NJ lot 16, Conc. 2.
County of Elgin By -Law No. 2073 was received setting out valuations for apportion-
ment of County Rate in 1969.
A letter of comments re. various municipal matters was received from Mr. D. J.
Date, Accounting and Finance Advisor, of the Dept. of Municipal Affairs.
Ontario Municipal Board approvals and Order, were received in respect to the
Ketchabaw No. 2, Stewart and Nevill Drains.
A "Thank You" card was received from Mrs. Jane Dennis for flowers on the special
occasion of celebration of her 100th. birthday.
Mr. Henry VanAcker met with the council and requested that repairs be made to the
Bogus sideroad. He was promised council attention to this matter.
Mr. Cnockaert met with the members regarding a ditch on his farm and the matter
of the' installation of a culvert for a farm crossing. It was deemed he should be
soley responsible for same.
Mr. Blondeel met with the council in the matter of Departmental refusal for a
prop sed plan of subdivision at the north end of his f arm .

Mr. Walter Nelson met briefly with the council and discussed drainage matters and
Fire Chief Nevill briefly discussed some fire dept. matters with the metbers.
Deputy Reeve Dennis was named to preside over the meeting during a brief absence
of Reeve Johnson.
It was decided that Mr. Cnockaert should be sbley responsible for a farm crossing
by culvert on his farm over the Mausz ditch.

Revision and that Reeve Johbson be Chairman of same for the Ketchabaw No. 2 Drain,
Nevill-Drain and Stewart Drain...Carried.

Drain and Nevill Drain, be it hereby resolved that the Court of revision be closed
in respect to these.drains...Carried.

C.of it. Road Supt. against Stewart Drain assessment, it is herewith determined that Elgin
County Road No. 44 be assessed at a total of X730.00 and Township of Bayham side -
road between lots 10 and 11, be assessed at a total of $1030-00—Carried.
The matter of some acreage adjustment of lands affected by Stewartdrain was laid
over pending investiagtion by the Engineer.

Seconded by Graham- That the drainage Court of Revision on Stewart Drain now
adjourn and council revert to regular session...'Carried.
Present for the reading of the Engineers report on the Deli Drain were Engineer
Dodd together with eight interested ratepayers, Inspector Chute and Road Supt.
Tribe.
After reading of this report, considerable discussion was held and the majority of
those interested in same were in favour of laying this matter over pending more
information respecting whether or not the ARRA grant would apply to this project.
Road Supt. Tribe discussed various road matters with the council.

Council Chamber, Straffordville, March 3rd. 1969.
The regular meeting of the Bayham Township Council was held on the above date,
with Deputy Reeve Dennis being the only absentee and Reeve Johnson presided.
Minutes of the meeting of Feb. 3rd., having been examined by the members, were
adopted and signed by the Reeve.
Communications received included the following: -
A letter of appreciation for grant was received from the Salvation Army, London.
Communications were received from the Canadian Pacific Ry. and Canadian Transport
Commission, regarding the closing of and removal of caretakers from stations in
the local area. Council took no action at the present time in the matter of an
appeal against this proposal.
A circular with resolution attached, was received from the Ontario Humane Society
in opposition to Bill No. 73 of the Ontario Legislature, proposing to make dogs
and cats available from the Society and Municipal pounds, for research purposes.
No action taken by council/
A request for a grant for 1969 was received from the Tillsonburg Tri -County
Agricultural Society.
Letters were received from Harold Stafford, M.P. and Ronald McNeil, M.P.P. in
the matter of cancellation of ARDA grant for drainage.
Consent applications for subdivision of lands were decided by the Community
Plahning Branch as follows;-

Mr. Hugh Pace met with the council and requested attention to hill on roadside
adjoining his property. Council advised they would examine same in near future.
Mr. Martin Pokorny discussed with the members a proposal to erect two residences

called by Reeve Johnson, for the purpose of discussing road matter with Mr. T.
S. Caldwell, and program for 1969. All members were present with Reeve Johnson
presiding.
Mr. Cladwell re -viewed the matter of employment of Road Supt. with the members.
Mr. John C. Tribe attended the meeting briefly and presented a written resignat-
ion from his position as Road Supt. of the Township of Bayham, effective this
date.

all members present and Reeve Johnson presiding. Minutes of
March 3rd. and 17th., having been examined by the members,

The arbitrators? apportionment of separate school costs for 1969 was received
setting out Bayham?s portion at 8.764 per cent.
Hospital notices were reviewed by the members.
Recommendations by County Reeves as to payment of Educational Tax levies to the
County Board of Education was received.
Pair. Hipgtave, Elgin-St.Thomas E.M.O. Co-ordinator, by letter, recommended that
local municipalities procure at least one gasoline operated generator each for
possible use in emergency situations.
A policy statement as to administration of assessment as it will affect local
municipalities, was received from the Dept. of Municipal Affairs.
The C.P.R.,by letter, refused responsibility for additional interest in respect
to financing of No .1 Drain costs.
The local bank manager, Mr. Allan, advised that the interest rate on advances ,
effective March 28, 1969, would be 7i a.
Approval of transfer of road funds was received from Mr. Caldwell of the Dept.
of Highways, London.
Dept. of Highway approval was also received for the Township to advertise for
tenders for purchase of a new half ton pick-up truck.
A letter was received from Mr. Mel Smith, offering to submit prices on eatth fi
work at site of Carson Bridge.
r.ir. E. O. McKay, vice-president of Lounsbury and Lounsbury, real estate ager is
of Hamilton, met with the members in the matter of the announcement of this date
that Dominion Foundries and Steel, Limited, was the Company involved in the
procuring of land alomg the north shore of Lake Erie in the Townships of Bayham,
and Malahide, for future expansion purposes. Mr. Frank Rubie of The Tillsonburg
New., attended this portion of the meeting.
1.1r. Abert Gregson waited on the council in the matter of top soil removal and
levelling of ground at the sand pit on his farm. Mac Gibbons agreed to attend
top this matter. Mr. Gregson also advised that the petitioners wished to proceed
in the matter of a survey for municipal drain purposes,of lands presently in the
Hampton Award Drain watershed.
Fire Chief Nevill reported to council on the matter of grass and bush fires and
recommended ax notice of precautions to be taken be placed in the paper. Council
agreed to this.
Iir. Douglas Bartlett met briefly with the council in the matter of construction
of a garage on his residential lot.

Council Chamber, Straffordville, April 22, 1969.
A special meeting of the Bayham Township Council was held on the above date for
the purpose of consideration of Treasurer's budget for municipal purposes,
schools excepted, and other business. All members were present, Reeve Johnson
presiding.
Treasurer Vallee presented a proposed budget totalling $3?9,946.00 without
educational levy, which required x$2,246.00 to be raised for Township purposes,
and X115,996.00 for county purposes. This was examined in detail by the members.

The regular meeting of the Bayham Township council convened at 1.00 P.14:. on the
above date following a meeting at the Houghton Township Office at 10.00 A.M. in
the matter of Court of Revision on the Houghton Township Viinter Drain. All member
were present for the afternoon meeting and Reeve Johnson presided.

Three petitions were received for drainage work and the Clerk notifbed the Otter
Creek Conservation Authority of same.
Three notices of indigent patients in hospital were considered and Accepted.
A request for a grant of X50. to the Elgin County Plowmen's Association was laid
over to another meeting.
Applications were received fro four file Drainage Loans.
A letter was received from the Dept. of Health in the matter of regulations
pertaining to burning of waste and rubblish at site on 16t 121, N.T.R.
A letter was received from Bell, Gouinlock & Co. regarding the sale of municipal
debentures.
A letter was received from 111r. Stinbbs, Manager, Aylmer Hydro Area, concerning
excessive hydro consumption for the December to February period.
1.r. John Dodd, U.L.S. advised by fetter in the matter of closing in a portion of
Bryant Drain with tile.
No action was taken by council in the matter of contribution to legal expenses
of Association of Ontario 1.1ayors and Reeves re. Bell Canada application for
increased rates.
It. Terrance Evanitski on behalf of petitioners, waited on council and requested
withdrawal of a drainage petition, which he advised, had not been acted upon to
date.

matter of a private drain affecting the road and two other properties. It was
agreed that the same could be proceeded with by mutual agreement.

A special meeting of the Bayham Township Council was held on the above date for
the purpose of considering education taxation, road matters and other business.
All members were present and Reeve.Johnson presided.
Council discussed the matter of engaging machines for earth moving at the site of
the Carson Bridge.

Seconded by Graham- That Brent Strickland be engaged with machines as necessary
for earth moving at Carson Bridge at same rates as charged County of Elgin in 1968
Carried.
Clerk Vallee advised that it was necessary to have a levy determined for educatio-
nal purposes right away or delay the collection of first installment of taxes for
one month for 1969. This matter was given serious consideration by council.

Seconded by Graham- Be it resolved that it is imperative that tax bills be prep-
ared at this time in order that they may be in the hands of the ratepayers before
the date of the first installment, July 21st.;
In order for the local municipality to.provide a tax collection service for
the County School Boards, the law provides that a requisition stating the desired
amount shall be in the hands of the municipality by I -larch 1st. To date no such
requisition has been received.
'4hile promises were made that the economy of scale would provide savings on
educational expenses, rumours have reached this council that this may not be the
case. To provide for the contingency that there will be no reduction this year
in costs of operations under the County Boards, it has been decided that provis-
ion will be made to provide an amount equal to the 1968 education levy.
Therefor this council levy the same total amount of funds for 1969 as was
levied in 1968 for all educational purposes and if this amount proves to be
larger than required by the Elgin County Board of Education and the Elgin County
Roman Catholic Separate School Board, rebates will be made... Carried.

apportionment of school costs would be held on Sept. 10th.
Mr. 1'1.W -Allen, Sec. of El in County Board of Education, advised that a copy of
Ba�rhamt s request for arbitration, had been for�Jarded to the Secretary of the
Arbitration Board.
Bata on Division Cburt Action for the purpose of tax collections was received
from 1-1r. Date o. the Dent. of I•Iuni cipal Affairs.
A petition was received, signed by 24 interested ratepayers, asking that Cent-
ennial Ave. in Straffordville, be hard surfaced.
The Convilality Planning Branch advised of t1le r-rantin- of consent 'or sub-divisic:
of Underhill to Heffren property but refused consent for the Tamosovits to Petri
property.
Tax ,Collector Vallee repprted that tax collections in July 1969 had increased by
.73,u over the sane period last year.
An offer was made by 1•1a j or S. G. l :ackness of St. John Ambulance, to hold first
aid courses at Straffordville this coming winter if sufficient persons would be
interested. Council concured :with this action and Fire Chief Nevill stated that
he e..mected several of the volunteer firement would be interested. A charge of
Y5.00 would be made for private individuals.

the proposal of the County of Elgin Board of Education to withdraw certain pupil
from Tillsonburg and District high School and to force them to attend the High
School in Aylmer.
This proposal is in sheer and utter contempt for the facts of History,
Georgaphy and .Economics and is contrary to the interest and :wishes of the people
of D ayham .
The aborted effort of the Oxford County Board to retain these pupils was deeply
appreciated by this Council.
The Elvin Doard is urged to reconsider t'r;is ill-conceived proposal.
And that copies of this resolution be sent to the Villages of Vienna and Port
Burwell, i" inister of Education Davis, Ronald McNeil I .P.P. , Boards of Education

Nov. 24, 1969.
A meeting of the RateEall,
ayers of the Township of Bayham was held on the above
date at the Township at 7.30 P.M. for the purpose of nominating cand-
idates for the offices of Reeve, Deputy Reeve and three Councillors for the
Township of Bayham for 1970. About 45 persons were present. Those persons
placed In nomination were as follows; -
Reeve - H. B. Johnson
De2uty Reeve - Jesse Dennis
Councillors - Ronald Green, Donald A. Graham, Tony Csinos and Mathew Schafer.
At the ^.lose of nominations at 8.30 P.M., Clerk Vallee eimlained the proceed-
ure for candidates filing their qualification papers and Deputy -Clerk Jack
Petrie re -viewed the Treasurer's statement for the period Jan. 1/69 to Oct.
319 1969, and answered questions pertaining thereto.
For the usual after -meeting to hear addresses by the caadidates , Mr. Bruce
Hedges was elected by thhse present to be Chairman. He celled on each nominee
in turn to address those present and Reeve Johnson answered several questions
from the audience. M.Schafer, nominee for Councillor, stated he would not
stand this year and resigned his nomination. All other candidates filed the
necessary papers of qualificatikns.

the Chalk Drain on the Soukth half Lot 8, Conc. 3. Because of neglect it
has become filled with roots and is now not working properly.

COURT OF REVISION Council Chamber, Straffordvile, Nov. 27, 1969.
The assessment Court of Revision for the 1969 assessment for 1970 taxes for the
Township of Bayham was held on the above date. Members subscribing to the usual
oath of office were Mr. Philip W. Schleihauf, , Mr. Noble Tufford_ and Mr. Kenneth
Williamson. Mr. Roy Lamond and other assessors for the County of Elgin were in
attendance. Court assembled at 10.15 A.M.
Those appellants present were requested to state their respective reasons for
appeals and two representatives were present from the Oxford County R.C.S.S.
Board in objection to the Roger Vermeersch late appeal for change of school
support. All appeals and requests for refunds of taxes as well as tenant and
ownership changes were considered by the Court.
