Pursuant to adjournment of Dec. 15th., the regular meeting of the Bayham Township Council was held on the above date with all members present and Reeve Phillips presiding. Minutes of the last meeting were read, approved and signed and the following business was done. Communications received included the following.- SeVeral cmpies of letters from the Community Planning Branch to Solicitors in respect to property transfers. Approval was received from the Provincial Treasurer to purchase Tile Drainage Debentures re. Bennie and Joe Wilk loans. Re-Newal of Blanket Position Bond was received from Geo. Cameron Ins. Agency. Several expressions of season's greeting were received. Requests for membership were received from the Ontario Good Roads Assn. and the Ontario Assn. of mural Municipalities. A request for grant was received. from Avlmer & East Ellin A-fricultutalSociety. Anotice of courses to he conducted by E.M.O. was received from Co -Ordinator, A further letter respecting Glen Erie Cemetery ti;►as rectived from F.K. Ashbaugh. Clerk Vallee reported that 75.48 of 1966 taxes had been collected by year end. Council considered an application for construetton of a greenhouse. loved by Garner Seconded by Matschke- That a building permit be granted to Terrence Evanitski for construction of a greenhouse on lot 6. Cone. 9 at an estimated cost of $1400. Carried. Deputy Reeve Elliott reported on negotiations for procuring land for use as a public dump. Moved by Elliott Seconded by Matschke- That this council authorize an agreement for land use for a public dump with Mrs. Holbrook at lot 6, Cone. 8 at $100. per year and that the public dump on lands of O.$erman be discontinued...Carried. Moved by Garner Seconded by Matschke- That a taxi license be granted to Everett A. Bede for car. Carried. Moved by Elliott Seconded by Garner- That this c6uncil having examined the Blanket Position Bond No. 830549 covering Township Employees, it is hereby directed that the same be placed in Township vault...Carried. Moved by Matschke Seconded by Elliott- That this Township join the Ontario Good Roads Assn. and Clerk send membership fee of $15.00 and that the Council members and Township Officials be delegates to same... Carried. Moved by Garner Seconded by Volkaert- That this Council join the Ontatio Assn. of Aural Municip- alities and Clerk send fee of $15.00. Delegates to be Reeve Phillips, Dept. Elliott is hereby appointed as Bayham's representative to the Otter Creek Conservation Authority for 1967. -.,Carried. Reeve Phillips was host during the noon hour for a very delightful dinner served by the ladies at the Straffordville United Church. Present were Council liembers! Township Offivials, School Board »embus, Ex -Reeves, Committee Chairmen, Rev. Jone and the Press. Brief speeches were made by those present and Reeve Phillips presented a gift on behalf of the Township, to retiring Assessor Elton Jackson, Dep, Reeve Elliott Thanked the ladies and Reeve Phillips for his hospitality. Council resumed regular session about 2.15 P.M. Moved by Garner Seconded by Volkaert- That Stanley James be appointed as Calton Cemetery Board member for a 3 year term ... garried. Road Supt Tribe discussed road matters with the members and advised that the road employees were not satisfied with the hourly wage set on Dec. 15, 1966. Moved by Garner Seconded by Volkaert- That with approval of Houghton Township Officials, this Council engage an Ontario Land Surveyor to determine boundaries of Bayham- Houghton Townline, as required, through Conc.8, Bayham...Carried. Road employees met briefly with the council in the matter of hourly rate of pay and advised that an increase of .10¢ per hour above the previous offer would be acceptable. Moved by Matschke Seconded by Garner- That the hourly rate for heavy machine operators for 1967 be $1.90 per hour and truck drivers $1.75 per hour... Carried. Moved by Matschke Seconded by Volkaert- That the maximum pay in wage schedule of Dec. 15/66 for heavy machine operators be increased to $1.90 per hour...Carried. The council decided to dispense with proposal to Purchase a Paymaster cheque- writer heque- v:riter for the present. } Prices were received on purchasing; a new typewriter f'or Township Office./The matter was laid over to next meeting. Letters were received from Doug. Vallee, P.Eng. in the matter of. proposed construction of new overpass of C.P.R. at Lot 13,.Conc. 1 and 2. This was estimated at 1,93,000.00 and the Clerk instructed to contant C.P?R. regarding this. Dept. of Highways approval was received covering Bar -Law No. 1575. 904 Lists of members were received for several local boards of the Township. Mr. Pringle of Agrico Fertilizers waited on the council in the matter of use of land near. C.P.R. siding in Straffordville for storage plant. Representatives of Supertest Petroleum Ltd. also wiated on the counctbl in the matter of procuring land at lot 21, Conc. 3, for a storage depot. A special meeting of the Bayham Township Council was held on the above date for the purpose oB reviewing objections received to Zoning By -Law No. 1557. All council members were present except Councillor Garner. Also present were County Planning Director C. Alt enberg and County Planning Board alternate member Thomas Lawrence. Reeve Phillips presided. Clerk Vallee read a letter to those present as received from the Community Planning Branch of the Dept. of Municipal Affairs, advising that at the request of the Ontario Municipal Board, the Branch has reviewed By -Law No. 1557 and on the basis of the documents and information received, the Board has been informe that thisBranch is unable to suggest any matters which may require special consideration by the Board. Several letters by individuals objecting to all or portions of By -Law No. 1557 were received as well as several pages of petitions objecting to same. These were studied by the members. Minutes of the last regular and special meetings were read, approved and signed and the following business was done. Communications received and considered included the following. - Property descriptions and sketches were received from Supertest in respect to their proposed storage facilities at lot 21, Conc. 8, Bayham. A receipt and letter of appreciation for grant was receited from Salvation Army. A signed agreement re. Tunnel Road by Ptttview Frams Ltd. was received from Township Solicitor. St. John Ambulance submitted a request for usual grant. Notice was received of meeting at Elgin County Bldg. St. Thomas on evening of March 29th. sponsored by Regional Economic Council. The Treasurer of Ontario advised by letter that approval had been granted to purchase ten year the drainage debentures in respect to loan applications by W. Gordon Elkeer and Paul Stewart. Trench Inspector Tribe submitted a report to council showing no activities for 1966. A letter was received from Barry E. Atkinson stating insurance coverage on car of Mr. Everett Bale. Mr. Harvey A. Gray, Owner of Gray's Ambulance requested the council to consider subsidizing ambulance service for the Township.The Clerk was instructed to invite Mr. Gray to next regular meeting. A receipt and appreciation for grant was received from Seed Fair Assn. County Engineer Moore advised that the Elgin Road Committee requests Townships to spray weeds on County Roads in 1967 as in the past. A copy of approved appoints to Elgin Planning Board was received from Dept. of Municipal Affairs. A letter was received from Victoria Hospital requesting financial assistance in procuring a back -brace for Mr. Konrad Stickel. Councillor Volkaert agreed to advise on this matter. A list of County Roads exempt from half -load regulations was received from the County Engineer. Announcement was received of Road Supt.'s School. at Guelph on May $,9 and 10th. The Supt. of C.P.R. advised of receipt of letter, drawings, etc. in respect of proposed structure at lot 13, Conc. 1 & 2, and that same had been sent to Chief Enginber f or, study and comments. At 2.00 P.M. a delegation of 15 persons/rep9esentIag several htndred Township ratepayers waited on the council in thg matter of objections to By -Law No. 1557• William Underhill was spokesman for the delegation. At his request, By -Law No. 1557 was acknowledged as the interim zoning by-law of the Township, By -Law No. 1562 as the Building By-law of the Township and By -'"Law No. 1563 as 8' _by-�tlaii defining land use of the Township. Also that By -Law No. 1557 was the only one of the above by-laws requiring Ontario Municipal Board approval. Mr. Underhill stated that#t was the wish of the delegation that By -Laws Nos. 1557, 1562 and 1543 be repealled, together with any other by-laws of a similar nature. Reeve Phillips requested specific reasons for the above request and whether only parts of these by-laws were found objectionable. Mr. Underhill and several others of the delegation spoke further on the matter and main objections listed were as follows; - 1. Clause 5 (9) of By -Law No. 1563. 2. Single residences should be allowed and even encouraged in the Township. 3. A fatmter upon leaving farm acrd not wishing to move into a hamlet should not have to purchase 25 acres. 4. Owner leaving farm should be permitted to retain a portion of same for his own use . 5. Present regulations creates a hardship on the prospective new home owner in the low income bracket. Members of the delegation also expressed concern that the present regulations would be a hardship in the matter of kiln replacement when one burned in harvest time. Also the delay in bringing forward a comprehensive by-law to replace the present interim one may be causing people to go to other municipalities. Reeve Phillips gave a detailed account of the reasons for the council>ts action in this manner and the attempt to make uniform legislation throughout the county. Others of the delegation joined with br. Underhill in requesting the repeal of the above noted by-laws or hold a plebiscite on same. Council agreed to allow credit for one call for each man attending training course and pay mileage for one car per night of each course attended. Mr. Nevill also discussed the possible sale and use of his vacant land in Straffordville. It was agreed that the County Planning Director would examine both the McKenzie and Nevill situation at first opportunity. A by-law was then presented to amend By -Law No. 1557 to conform to certain requests previously placed before council to change land use. It was extimated that this, together with the normal by-law would mean an approximate levy of 7.78 mills, for road purposes. Some members felt this levy could be increased to 9 to 10 mills and the Road Supt.was requested to prepare a program for 1967 with this in mind. Brief discussion was held on the matter of a proposed compirehensive zoning by- law. It was the opinion of the members that while this by-law was in the consideration stage, meetingsshould be held and representatives of various Township grpups invited to study this with the council. A special meeting of the Council of the Township of Bayham was held on the above date in the evening. All members of the council were present and Reeve Phillips presided. Also in attendance at the request of the council were Elgin Planning Director Altenberg and Alternate Planning Board member Lawrence. The purpose of the meeting was to discuss punning and zoning matters and a preliminary review of a proposed draft copy of the comprehensive zoning by-law. This draft copy was examined and discussed by those present with Mr. Altenberg. It was felt that considerable more time should be spent on the study of this proposed by-law and that a committee comprising ratepayers representing clubs and assoaciations from the various areas of the Township should be set up to thoroughly discuss this matter with the council or some members of the council, as members of this committee also. Minutes of the last regular and special meetings were read, approved and signed and the following business was done. The Minister of Highways advised of the Revocation of Designation of Development Road No. 785 as such. A summary of road expenditure and subsidy payable was received from the Dept. of Highways. An application for the job of weed spraying was received from W. A. Taylor. This was filed. A telegram concerning ambulance standards was received from the Minister of Health. Notices of additional assessments under sections 53 and 54 of The Assessment Act were received from the County Assessment Commissioner. A letter regarding registration of tax arrears certificates was received from the Municipal Auditor. The St. Thomas Times -Journal advised of a Centennial Edition to be published on June 30, 1967, The Council decided to participate in this to the same extent as other rural Elgin Municipalities. A request for a grant was received from the Tillsonburg Tri -County Agr.Society. A 3 year insurance re-newal policy was received in respect to Township barn. Approval was received from the Dept. of Highways regarding council resolution of Feb. 24th. 1967 re, transfer of funds. The council ordered filed,a resolution from the Township of Ancaster regarding a mid -winter holiday to be known as "Fla# Day." M,,r, Jan Verdun, by letter, requested a. grant for Aylmer Minor Hockey. The Clerk was instructed to procure more information from him on the matter. Mr. Jesse Dennis waited on the council and requested gravel on his road and consideration of a gate. Mr. Jack Wolfe and Mr. John Biro met separately with the council and discussed building matters. Mr. Gray of the Gray Ambulance service from Tillsonburg met with the council and discussed ambulance service for Bayham Township and a subsidy for same. A letter dated April 4th from -the Supt. of C.P.R. at London, was read to council suggesting certain changes in the spans of proposed new bridge at Lot 13, Conc, 1 & 2 and offering to contribute $6,750.00 as their share towards same.This was . not the sum the Council had expected to the Railway Company to provide. A special meeting of the Bayham Township Council was held on the above date, all members being present and Reeve Phillips presiding. The meeting was called for the purpose of considering the 1967 budget and other business. Also present were Messrs. Howey and Woodworth, Bayhamts representatives of high school boards and Mr. Anthony Kennedy, Chairman -of the Bayham Township School Board and Mr. Alger Walcarius, Chairman of the Separate School Board. These school board representat- ives were invited to attend by the council. Respective mill rates for educational purposes were discussed by those present and much concern was expressed by the inevitable increase in same. None present were able to suggest any way in which the 1967 estimates might be feduced. Reeve Phillips gave a review of the over-all situation facing the Township and in partivular, those requisition for funds over which the council had no control or at least very little. He also gave an account of Bayham Township's share of County expenditures for 1967 pointing out that this would require an increase of approximately 3 mills over previous year. The School representatives present agreed to take this message back to their respective Boarda and to co-operate in every way possible to hold mill rates in line for 1968. Reeve Phillips thanked the representatives for attending. Council then considered the Township estimates for 1967. A detailed re -view was made of the budget as presented by the Treasurer. Approval of property transffir from Roloson to Roloson. A request from Eden L4imber Co. for tax adjustment on account of discontinuance of business as of April 28, 1967. Bulletins were received from the County Assessment Commissioner respecting Courts of Revi son after January 1, 1967. The Community Planning Branch advised that at the request of the Ontario Municipal Board,By-Law No. 1557-1 had been re -viewed and the Branch was unable to suggest as any matters which might require special consideration by the Board. A notice was received signed by Board members, that part of lot 5, Conc. 9, Bayham Township, being the north west corner of Leon Regan property, had been designated as the centre in respect to Roman Catholic Separate School Section No. 16. Mr. Jan Verdian submitted the requested information in respect to boys making use of Minor Hockey facilities at Aylmer and that 9 boys were registered from Bayham. Present were Chairman Phillips, Council members Elliott, Volkaert and Matschke; Mr. R. D. Marteel, Programming Officer of the Dept. of Highways and other Dept. of Highway Officials in the persons of Mr. T. S. Caldwell, Mr. Clark and Mr. Cook; Road Supt. John Tribe, Sec. D. Vallee and Mnssrs. Dodd and Vallee representing the firm of Jewitt, Dodd & Vallee. Councillor Garner arrived at a later hour. to It was agreed by those present that the study as prepared by the Engineering Consultants be accepted as up to date, with sopa possible revisions being suggest- ed in respect to assessment figures of the Township. Messrs. Dodd & Vallee explained the method of preparing various graphs and proj- ections of various parts of the study and Mr. Marteilsuggested that some of these graphs be prepared with three lines taking into account some special aspects. The matter of equipment purchases and costs of same being spread over a period of years for study purposes, was discussed. Committee adjourned for noon and met again at 2.00 P.M. Explanation was make of.the roads inventory and how same was arrived at. Also discussion was held on design standards for roads. Moved by Mr. Marteel Seconded by Mr. Elliott- That the minimum design standards for road appraisal }- purposes for dead end roads carrying less than 50 vehicles per day be as follows : -' Surface type - sand. Surface width - ten feet (platform 14t) �q Average safe speed - 10 M.P.H. 1n Structural adequacty - Nil (spot improvement recommended). -Carried. The Township Bridge survey was studied and it was suggested that the Township should prepare a by-law covering limits and speeds on certain bridges. The financing aspect of the roads study was also discussed,. C ommittee to meet again on March 14th. 1967 at 10.00 A.M. rman. Township Office, Straffordville , March 14th. 1967* Pursuant to adjournment of February 24th., a meeting of the Township of Bayham Co-Oddinating Committee was held on the above date. Present were Reeve Phillips, Council members, Elliott Volkaert and Matschke, Mr. Martell of the Dept. of Highways, D. Vallee and L Dodd of the frim of Jewitt, Dodd & Vallee, Engineers, Road Supt. Tribe and Sec. J. D. Vallee. Chairman Phillips presided. Minutes of the meeting of Feb. 24th. 1967 were read and confirmed. Engineers Dodd and Vallee presented preliminary graphs of various phases of the Township Road Needs Study which were thoroughly discussed and determined as follows; - Administration Graph- Adopted with a continuation of 1966 figure to $14,000.00 in 1975. Roadside Maintenance- To be corrected to arrive at $70.00 per mile in 1975. Loose TOR intenance- That the graph be adopted from 1960 to arrive at 150.00 per agile in 1975. Winter Maintenance- To be projected from 1961 to $60.00 in 1975. - It was suggest ed that snow ploughing and sanding be separated in roads ledger, Safety Devices- To be projected from 1965 to $16.50 in 1975• Bridizes & Culverts Maintenance - To be projected to $93.00 3.n 1975. Total Maintenance - To be dependent on figure to be determined later. Total Assessment - To be projected to $7 million in 1975. Total Needs - (Township Share) To be further considered by council along with proposal -road closing and report at next meeting. r] 3 Moved by Mr. Martell Seconded by Mr. Volkaert- That this Committee adjourn to meet again on Friday, April 7th. 1967 at 10.00 A.M...Carried. A , ecretary Township Office, Straffordville, April 7th. 1967. A meeting of the Co-Ordinating Committee of the Township of Bayham was held on the above date. Present were Reeve Phillips and all council members, Messrs. Caldwell, Martel and Clark from the Dept. of Highways, Consulting Engineers Dodd & Vallee, Road Supt. Tribe and Clerk J.D.Vallee. Chairman P4illips presided and the minutes of the last meeting were read and adopted. Considerable discussion was held on the matter of a mill rate for road purposes for use by the study program. Mr. Martel advised that the minimum should be 6.3 mills and the Maximum 22 mills. The Consulting Engineers advised that a mill ra of 10 mills would reduce the back -log of road work by 20% in ten years, a rate of 12 mills would reduce it by 32% in ten years and a rateof 14 mills would reduce it by 45%in 10 years. The Committee were of the opinion that a rate of 14 mills would be tabst:'_snitable for Township actual requirements but that it would not be possible to make a bevy of this amount at the present time. Moved by Garner Seconded by Matschke- That this Committee recommend a mill rate of 9 mills be levied for the purposes of Road Program Study...Carried. A program for purchase of machinery was also discussed. It was decided that the purchase of machinery should be made out of the regular roads expenditure as was deemed necessary. Printing of the study report was also ccnsidered. Mr. Martel agreed to bring samples and costs to next meeting for committee guidance, It was also agreed that special cases, procuring of gravel and road closing would be discussed at the next meeting.. The consultants produced drift -copies of the first five chapters of the program for the members examination. Moved by Volkaert Seconded by Martel- That this Committee adjourn to meet again on May 19th. at 10.00 A.M...Carried. etary. Council Chamber, Straffordville, May 19th. 1967 A meeting of the Co-Ordinating Committee of the Township of Bayham was held on the above date. Present were Reeve Phillips, Dep. Reeve Elliott and Councillor Ed. Matschke, Messrs. Caldwell, Mattel and Clark from the Dept. of Highways, Consulting Eng6meers Dodd & allee, Road Supt.Tribe and Secretary Vallee. Chairman Phillips presided and minute& of the meeting of April 7th. were read and adopted. A detailed re -view of the provisional study as prepared by the Consulting Engin-, eers was made, starting with Chapter one. Several suggestions for alterations j and re -writing of certain paragraphs were made. Committee adjourned for noon and meet again at 1.10 P.M. The re -view of the stuoy was continued to the end of Chapter Ten. 4 Moved by Mr. Martel Seconded by Mr. Elliott- That the resolution of Feb. 24th.1967 regarding dead end roads be amended to read 25 vehicles per dad in stead OB 50 vehicles per day and average safe speed 15 miles per hour instead of 10 miles per hour...Carried. Mr. Martel reported that costs of printing the final study could run from $550. to $1300. depending upon quality desired. Engineer Vallee agreed to procure an estimate on this. Moved by rrsr. Caldwell Seconded by Mr. Matschke- That this committee adjourn to meet again on June 23rd. at 10.00 A.M...Carried. r. irman. ecretary. Council Chamber, Straff ordville, June 23rd. 1967. Pursuant to adjournment of IMay 19th. a meeting of the Co-Ordinating Committee for the Road Programing Study of the Township of Bayham met on the above date. Preseni were all council members except H. Garner, hr. Martel, Mr. Caldwell and Mr. Clark of the Dept. of Hirhways, Consulting Engineers Dodd and Vallee and Road Supt. Tribe and Sec. D. Vallee. Mr. Phillips presided. Minutes of the last meeting were read and approved. Costs of the printing copies of the study were discussed with the Consultants. I -loved by Elliott Secondedby Taartel- That this committee approve of the printing of 75 copies of the final report with maps to be done in colour as designed by the Consulting Engineers, at an estimated cost of *600.00...Carried. It was decided that chapter dividors should be used and cover design to be app- roved by council. A 7eneralre-view of the study as re-writen was then made chapter by chapter. Some slight revisions were made. Committee adjourned for noon to meet again at 1.30 P-11. A re -view of the study was continued at 1.30 P.M. Moved by Mr. Martel Seconded. by TAr. Matschke- That this Committee accept the draft copy of Roads Programming Study as prepared and now revised; and Committee to meet again at the call of the Chairman... Carried.
