Council Chamber, Straffordville, January 3, 1966.
The inaugural meeting of the 1966-67 Council of the Township of Bayham was held
on the above date. Those subscribing to the necessary Oath of Office before
Clerk Vallee were Reeve Charles D. Phillips, Deputy Reeve James S. r-lliott and k
Councillors Harold. Garner, Ed. Matschke and Joe Volkaert. Reeve Phillips then
called upon Rev. Norman Jones who conducted a brief devotional period and wish-
ed the members much success for the coming year. The Reeve then thanked Mr.
Jones, inviting him to the usual noon -day dinner and then addressed fitting
remarks to the council. Others spoke briefly.
Regular cofincil business was then proceeded with and the minutes of the last
meeting were read, approved and signed by the Reeve.
Communications received included the following; -
Several expressions of Season's Greeting were received.
Notices of indigent hospital patients were received and discussed.
County Engineer Moore Advised by letter ofassumption of certain roads in this
Township by the-Cbunty of Elgin and of the parties responsible for maintenance
of same.
A notice of appointment for hearing on Wed. March 9th, 1966 at 10.00 A.M. in 1
Tillsonburg Council Chamber in respect to Vienna appeal against the arbitration!
of apportionment of costs in respect to Tillsonburg District High School by
the Ontario Municipal Board, was received from Secretary Ronson.
Advise was receiveived from Inspector McColl that the Dept. of Education had
refused to pay the account of Solicitor Fanjoy in the matter of Vienna's appeal
against the Referee's report respecting the Bayham Township School Area,
A copy of the Assessors' Equalization of the Township School Area was received.
Requests for memberships were received from the Dntario Assn. of Rural Municip-
alities and the Ontario Good Roads Assn. Also was a notice of special seminar
for Councillors on Monday Feb. 21st.
Mr. Ted M. Fielder advised by letter of an appointment for Bayham Township
Centennial represntatives at Grand Central Hotel, St. Thomas, on Wed. Jan. 12th.
at 9.30 A.M.
Circulars were received from The Equitable Income Tax Foundation, teh Canadian
Medic -Alert Foundation Inc. and a copy of address by The Honourable John
Robarts concerning Integration of Pension Plans.
Messrs;Cameron and Cotterill of Guelp University, offered their services in
certain municipal studies.
A request for grants were received from the Salvation Army and the Elgin Seed
Fair Committee, and the Muscular Dystrophy Assn.
A re-newal was received from George Cameron on the Blanket Position Bond.
Reeve Phillips received a letter from Mr. L.W.McDwwell concerning Eden Dr.No.2.
A reouest for membership, together with other circulars, were received from
LERDA.
Clerk Vallee reported on collection of 1965 taxes.

Bayham By -Law No. 1+02, it is herewith recommended that the Minister grant
consent for the sale of the following parcel of land, namely,part of the north
half of Lot Thirteen, Concession Nine, Township of Bayham, by Murray M.
Ketchabaw and Mildred Marguerite Ketchabaw to Keith Ketchabaw and Phyllis Reta

That this council adjourn for noon to meet again at 2 P.M.
the noon hour, Reeve Phillips was host at a very delightful dinner served
ladies of the Straffordville United Church in the basement of the church
About 16 guests were present including Council and Officials, Ex -Reeves and
others. After the meal, Reeve Phillips addressed the gathering and explained
many of the matters to be faced. by both the Township and County in the coming
years. Others spoke briefly and Deputy Reeve Elliott thanked Reeve Phillips
and the ladies on behalf of all present.
Council resumed the regular session about 2.20 P.M.

Mr. Lloyd Chute met briefly with the council and advised he was unable to proc-
ure many signatures for re -construction of Nevill Drain. He was advised to have
Drain Inspector Chute examine same with a view of major repair work and report
to council.
Mr. Clayton Jackson requested of council that additional street lights be
installed adjacent to new church. The Clerk advised also of a request for one
at George Cameron corner. The council agreed to have estimates of this work
submitted by Ontario Hydro.

Clerk Vallee advised that four appeals had been made to the Judge in respect
to decisions of the local Court of Revision. He also presented a l6tter signed
by three of the appellants requesting that a Judge other than the Elgin County
Judge, hear these appeals. After procuring further advisee, it was agreed that
a copy of this request be forwarded to Judge McMillan for his attention.

Appeals against decisions of the local court of revision for 1965 assessments
were heard by Judge K. Y. Dick of Woodstock, on the above date. Present on behalf

Pursuant to adjournment of Janizary 3rd., the regular meetingof the council of th
Township of Bayham was held on the ahove date with all members present except
Councillor Garner. minutes of the last meeting were read, approved and signed and
the following business was done.
Communications received included the following; -
Requests for grants were .received from the followir4g organizations.- Elgin Farm-
stead Innrovement Centennial Contest, Aylmer and East Elgin Agricultural Society,
and St. John Ambulance.
A request for membership to Association of Ontario Mayors and rteeves was received.
Appreeciation for ;rants and receipts were received from Elgin County Seed Fair
and Salvation Army.
An estimate of ;; 123.60 was received from Ontario Hydro for installing two street
lights on Duke Street in Straffordville.
Advice was received from some residents of Eden that they considered Eden Drain
No. 2 should be proceeded with if it could be done under a winter works project!

removal of reflectorized crossing signs at mileage 2$.52 Port Burwell Subdivision

Community Planning Branch advised of approval of transfers of Beckett to Blyth
and Ketchabaw to Ketchabaw.
A copy of servicing; and financial requirements prior to approval of plans of

subdivision by City of St. Thomas, was received for information of council.
A draft copy of trailer camp licensing bly-law as prepared by county solicitor,
was received.
The Clerk was instructed to advise Dent. of Municipal "ff airs that it would be
impossible to construct Eden Drain No. 2 at the present time and that the
program under Project No. 0-566 would be cancelled and to be considered for
inclusion in next year's program.
Engineer Vallee Met with the members and presnted completed plans for addition
-- to Township Hall under 4ntennail Program. Subject to a couple of minor additi
the plans were accepted and he was instructed to invite temders on same.
He also discussed with the council, progress in roads need study.

Following lunch, the Reeve, on behalf of the Township aceepted delivery of the
new fire pumper, purchased under the E.M.O. plan. Equipment supplied by King
Seagrave Ltd. of Woodstock, and Ford chassis supplied by Pearce Motors of
Tillsonburg. Several prominent guests were present including E.M.O. Deputy
Co-Cordinator Gordon Pratt of St. Thomas.
Council resumed regular session at 2.20 P.M.
Clerk Vallee advised that no appeals had been received against the assessments
in respect to Phillips Drain so no Court of Revision was necessary.
Mr. Clarence Locker waited on the Council and discussed Carnes Drain matters.

reeve Phillips discussed the matter of a county planning board and the results
of a cc+ity committee study on same. He presented a draft resolution as being
presented to all municipalities in Elgin County, for consideration.

Affairs be recuested under Section 2 of the Planning Act, R.S.O., 1960, Chapter
2o6, to define and name a joint planning area including a? 1 riunicipalities

"County of Elgin Planning Area" and *;he planning- board to be named the "County
of Elgin Planning Board"`, and the Corporation of the Township of Yarmouth be
named the designated municipality, and that all other planning ares and plannirl

The Township road dept. emplo-�,ees met with the Council and discussed an increase
in wages. 7'his matter was discussed at some lengbh by the members. It was
decided that wages and salaries of all employees should be reviewed and refer-
ence ?-ras made to recent revisions by the County of El Tin and Township of Aldbor-
oa rh. ^ su ^vested hourly rete of ; 1.65 was made to gradEr operators and �1.5P
per hour to truck drivers. These ficrures- Caere acceptable ty the employees and

to be incorporated into a wages and salary schedule.

Council Chamber, Straffordville, March 7th. 1966.
Pursuant to adjournment of Feb. 7th., the regular meeting of the Bayham Town-
ship council was held on the above date, all members present and Reeve Phillips
presiding. Minutes of the last meeting were read, approved and signed and the
following business was done.
Hofpital notices were read and discussed.
Tillsonburg Tri -County Agricultural Society requested a grant for their fall
fair.
An account for pupils attending was received from Dereham Township Retarded
Childrens' Educational Authority in an amount of $462.84.
Mr. Gordon Pratt advised that licenses had been granted for the operation of
EMO radio stations, Straffordville call letters being CJw 291.
Clerk Vallee advised that papers had been processed through the St. Tomas
EMO. office for grant on fire truck expenditure.
A financial statement for 1965 was received from the Tobacco Harvest workers'
Co-Ordinating Committee. 1
Several circulars were received from LERDA. '
The Dept. of Municipal Affairs advised that Winter Works Project No. 0-566 had
been cancelled.
Malahide Township, having advised that an error in the amount of reported
assessment had been made, requested another equalization for public school
purposes. Clerk Vallee advised that Bayham's share was now 82*448 1.

Mr. Robt. Moore advised that the Elgin County Road Committee again requested
that Township spray weeds on County roads as in the past.
The Secretary Of Board of Transport Commissioners, replying to Township's
submission of Feb. 5th, stated that same had been sent on to the Solicitor of
C,P.R. for their comments in respect to replacement of wooden structure.
Information was received from the Dept. of Municipal Affairs in respect to
licensing of assessors.
A copy of resolution was received from Bayham Township School Area Board,
requesting council to pass necessary by-law to raise the sum of $119,000.00
by a 20 year debenture issue at 6�% interest for an addition to the Strafford-
ville Public School,
The Treasurer discussed with the members, the situation of two bank accounts.

Council resumed regular session about 1.50 P.M.
Messrs. Don Chute amd Les Cowan waited on the council in the matter of the
Nevill Drain and other drains. Don Chute agreed to contact Mr. Lloyd Chute in
the matter of Nevill Drain and advise council later in day.
Mrs. Benny Patkus and son discussed with the council the condition of their
road and requested repairs to same. Council agreed to give this their early
attention.
Mr. $an Verdin waited on the council and requested a grant for Aylmer Minor
Hockey Assn. advising council that 10 boys from Bayham Twp. were taking
advantage of same, and that other municipalities were contributing.
Final plans and specifications were received on addition to Township Hall.

Pursuant to adjournment of March 7th., the regular meeting of the Council
Township of Bayham was held on the above date with all members present and
Phillips presiding. Minutes of the last meeting were read and approved and

Communications read and considered included the following. -
A subsid# report for 1965 road expenditure was received from the London Office
of the Dept. of Highways.
Bulletins and News Notes were received from LERDA and Ontario Municipal Assn.
Bayham Township was invited to have representatives present at a planning
meeting held at Tillsonburg on April 12th. at $.30 F.M.
Notice was received from the Inspector of Separate Schools that a site had been
designated as "The south part of the north half and the north half of the south
half of Lot 21, Concession 5 of the Township of Bayham" as the zone centre for
RCSS # 10.
`Chairman Phillips of the Elgin County Planning Committee advised by letter to
all Elgin Municipalities, that lir. Carl Altebberg had been appointed to the
position of Planning Director for the County and explained in the letter many
of the services available.
The Dept. of Municipal Affairs announced the holding of a Municipal Workshop
to be held on Tuesday evening April 5th. and all day Wednesday April 6th. at
Grand Central Hotel in St. Thomas.
The auditors report on operation of Otter Creek Conservation Authority for 1965
was received,

Ontario Municipal Board approval of By -Law No. 1545 for construction of Phillips
Drain was received.
A request was received from Port Burwell and District Chamber of Sommerce for
financial assistance in operation of a summer recreation program for 1966.
At the request of A. V. Langton, Council decided to participate to the beat of
their ability, in the Farm Accident Survey for Bayham Township for the period
April 1, 1966 to March 31, 1967.
A copy of Municipal Board Order in respect to Vienna appeal of High School
apportionment of financial responsibility was received.
A copy was received of Board of Transport Commissioners Order No. 120167 to
designate Elgin County as the applicant instead of Bayham Township.
Elgin County Equalization B -Law No. 1921 was received setting Bayhamts equal-
ized assessment at $59$05 76.00 for 1967 taxation purposes.
Elgin County By -Law No. 1422 was received setting the sum of $95,094.25 to be
raised by taxation for county purposes for 1966.
Copies of Elgin County By -Law No. 1926 were received confirming Bayham Township
By -Law No. 1538 to close and sell a portion of Otter Street in Straffordville.

Mentally Retarded, requested a township grnat for Work Shop operations.
Applications for licenses were received from Tommy's Coffee Shop and Green
Willow Snack Bar.
Final approvals in respect to financing and construction were received from
Ontario Municipal Board and Dept. of Education covering the 4 room addition
the Straffordville Public School.

A special meeting of the Bayham Township Council was held on the above date for
the purpose of considering tenders for the purchase of a front end loader. These
tebders having been considered by Council on May 2nd., only thoseof Chaseside
Canada Ltd., Equipment Sales & Service and Capital Equipment Ltd. were considered
by council at this time. Members reported on their visit to inspect these mach-
ine.s, and it was decided not to trade in the present Gase machine.

Pursuant to adjournment of May 2nd., the regular meeting of the Bayham Township
Council was held on the above date with all members present and Reeve Phillips
presiding. Minutes of the last regular and special meetings were read, approved

Communications received included the following; -
Hospital notices were received in respect to three indigent patients.
An invitation was received to attend official opening of new Houghton Township
Office on July 2nd. at 2 P.M.
An advance Road subsidy payment was received in an amount of $13,000.00.
Dept. of Highways approval was received for By --Lav; No. 1549
A memorandum was received from Mt. T.S.Caldwell regarding changing Road
Authorities, and legal responsibility of road sign and by-laws.
Comments were received from the Dept. of Municipal Affairs in respect to 1965 ;
auditor's report, and Clerk instructed to take remedial action.
Dept. of Municipal Affairs advised of 29% being the Equalization Factor of this
Township.
A memorandum was received from Ontario Municipal Board advising of approval of
Board being required for expenditures by school boards providing for permanent
improvements in excess of two mills in the dollar.
Appreciation for grant was received from Mr. Jran. Verdun on behalf of the
Aylmer Minor Hocket Assn.
A request was received from Dr. Pleva that assessment information be made avail-
able to staff and graduate students of Western Univeristy for a proposed study
re. Erie Project,
A Memorandum was received from Dept. of Highways regarding Fair Wage Policy On
Municipal Contracts.
A directive and catalogue was received in respect to identifying plaques to be
affixed to completed centennial projects.
Community Planning Branch consent was received respecting the Churilla to
Churilla land transfer.
A new work order in an amount of $54,150.00 was received fvv completion of Dev.
Road No. 785.
A Municipal Board Order No. N.8875-65 was r$ceived dismissing the Regan appeal
case as same had been withdrawn.
A deed was received from C.P.R. for land at Vienna Tunnel and Clerk was instructed
to have same registered.
A bulletin was received from Ontario Water resources Commission warning of a
heilth hazard by -cross -connections between potable water distribution systems
and hydronic or steam heating plants and requesting municipalities to check on
same.
Mrs. Frank Perger requested ani adjustment of taxes in respect to Straffordville
Packers property, The assessments for 1965 qnd 1966 taxes were compared by
council and the Clerk was instructed to advise her that they considered this
matter had been fairly adjusted.

A special meeting of the Bayham Township Council was held on the above date
with all members present and Reeve Phillips presiding. Also in attendance were
:+fir. Carl Altenberg, Elgin County Planning Consultant, Building Inspector John
C. Tribe and Clerk Vallee.
The meeting was called by the Reeve for the pirpose of discussion�„planning
in the Township of Bayham and consideration of a by-law to regulate the use
of land and the erection and use of buildings in the said Township.
Reeve Phillips called on Mr. Altenberg who lead in a very lengthy discussion
and explanation of land use and regulation and use of buildings and epp1a.ined
in detail, the provisions of the proposed by-law.
Council members were called upon to ask questions and express their respective
views on the matter and it was generally agreed that controls of some nature
were necessary. It was also decided that the imediate hamlets of Straffordville
Eden and Richmond, should be classified in a by-law as urban land use! W&th
the remainder of the Township as Agriclutural land use.
The proposed by-law as prepared by Mr. Altenberg, was then presented for the
consideration of the members.

A letter was received from the Ontario Fire Marshall's Office respecting inform-
ation concerning trained firemen for the new E.M.O. fire truck-.

Elgin County was received from Mr. Altenberg, for study by council members.
A letter was received from Secretary of Board of Transport Commissioners, advis-
ing that the Township's communication of June 7th. had been referred to C.P.R.

A letter was received from Rev. W. Edgar Gill, requesting on behalf of the
family, that Mr. Joseph Kennedy be transferred from Highland Lodge in St.Thomas
to King -Merritt Nursing Home in Ingersoll. The Clerk was instructed to advise
that the family would have to be responsible for the increase costs of this
action and ambulance or transportation costs.
The Dept. of Municipal AffAirs advised that Mr. D. L. Morris, Supervisor of the
10ept. was to be stationed in London for service to this area on any Dept. giatten
The Ontario Municipal Board advised that it would be necessary to proceed under
Boardts Rules of Procedure, dated November 30, 1965, in the matter of interim

abd Aylmer. Council decided that any action on this matter would for at least
financial reasons, have to be held in abeyance for the present.

Pursuant toadjournment of July 4th., the regular meeting of the Council of the
Township of Bay ham was held on the above date with all members present except
Councillor Volkaert and Reeve Phillips presided. Minutes of the last regular
meeting were read, approved and signed and the following business was done.
Hospital notices were read and filed.
A report on 1966 tax collections revealled that 36.28% of current taxes had
been collected in July.
An endorsement was received on blanket position bond to the effect that the
Treasurers of Community Centre Boards and Cemeteries Boards were included.
A letter was received from Mrs. Kennedy and Rev. Gill advising that Mr. Joe
Kennedy was now at the home of his wife in Ingersoll and was being cared for in
a satisfactory manner.
Houghbon'Town'ship requested time to discuss same with Dept. of Highways Enginee
before finalizing townline agreement.

Mr. Tait, Sec. of Port Burwell and Dostrict Chamber of Commerce, requested
financial assistance for the operation of a water safety and recreation program
at west beach in Port Burwell, He stated that 6 children 011t of 42 registered
were from Bayham Twp. Council deemed it adviseable not to enter into this matte
Mrs. Wolfe, Port Burwell Clerk, advised that it was expected in the near future,
that a. new site would be required for garbage disposal. Bayham Council agreed t
meet with Village authorities when required.
The Board of Transport Commissioners advised that they would send one of their
Engineers to examine wooden structure over C.P.R. and would advise time and date
so Township could be represented.
Offer No. 93 including a draft copy of by-law was received from Municipal
Finance Branch of Dept. of Municipal Affairs in respect to debenture issue of
$119,000.00 for school addition at Straffordville.

A tender for construction of Phillips Drain was received from G. W. Cattle
Construction Ltd.
Reeve Phillips, as Chairman of the County of Elgin Planning Committee, addresse

Municipal nffairs.
At the suggestion of the telephone Company Manager, Council agreed to a change
in call number for the Bay ham Fire Dept. as a means of eliminating some of the

Mrs Basil Nevill net briefly with the council and explained his account for
spraying off' cemeteries.
Mr. Ray Soper met with the members and requested permission to establish a
trailer on his farm as a permanent residence and add and addition to same. The
Clerk was authorized to issue a building permit for this.
Messrs. Donald and Hugh Garnham waited on the council in the matter of a possi
le sale of their motherts property situated between the New I.G.A. store and
Duke Street in Straffordville. The council suggested that at the present time
this should be considered as two residential sites. The matter of drainage of
property at the corner of Talbot Street and Chapel Street was also discussed.
They were advisee that if Talbot Street were ever re -constructed through the
village, it would be taken care o f .
Mr. Thos Lawrenee reouested assistance under The mile Drainabe Act for drainage
of his Eden farm property. He was advised to submit an application in the usual
manner.

Mr. John Biro requested of the council, permission to construct a repair garage
on lot with his residence at north west corner of lot 129, Conc. 6, S.T.R. He
was informed of the interim zoning by-law regulating these matters and request-
ed to take a long personal look at the matter, but if he decided he wished to
proceed with this undertaking, to submit in wrttting, an application with full
particulars in order that it might be discussed with the Planning Director and
further considered by council.
Mr. Lyal Tait waited on the council and requested permission for deeding off a
2 acre parcel of his farm to his son who has owned this property and has a house
built on same for several years. He was requested to submit further information
and the same would be considered at next meeting.

Township Firemen's Lounge.

Basil Nevill called the meeting to order and presented a resolution and request
from the Board of Session of the Straffordville United Church that a new sidewalk
be constructed on the North side of Talbot Road from the Tarvia. at the IGA store
to the corner of. the Church.
The members present went to the above location and inspected the sidewalk in question.
It was moved by Bob Grant that the Community Centre Board have nothing whatsoever to
do with the sidewalk construction in the village but will act in an advisory capacity
for the location of any sidewalk within the village of Straffordville if the Bayham
Township Council so desires. Seconded by Horace Johnson. Carried unanimously.
Motion by Basil Nevill that due to the anticipated reconstruction of Talbot Road
in the near future, the Community Centre Board recommends the cleaning up of the
sidewalk from the tarvia at the IGA store to the church corner, and that grading-
be
radingbe done between the sidewalk and the travelled portion of the road. The Community
Centre Board further recommends that a catch basin be instaled in the area of the
church corner, and the road approach for Duke Streetbe graded slightly to allow

Council Chamber, Straffordville, Sept. 22, 1966.
A special meeting of the Bayham Township Council was called by the Reeve on the
above date for the purpose of discussion of proceeding with centennial project,
procuring a contractor and other business. All members were present and Reeve
Phillips presided.
Councillor Garner presented a price of $15,825.00 from George Keen Construction
Ltd. being a maximum amount, for construction of proposed addition to the
Township Hall as a centennial project. Same to be done on a cost plus 10% basis
and not to exceed this quoted amount. Dep. Reeve Elliott contacted Mr. Craik of
Springfibld regarding his former tender price but he could not guarantee to have
work completed by Dec. 31, 1966, the date set by Mr. Keen. The matter was left
in the hands of Dep. Reeve Elliott and Councillor Garner to be determined within
the next day or so.

Deputy Reeve Elliott gave a report on meeting with Mr. Reeder of the Board of

wooden structure at lot 13, Conc. 1,& �. Mr. Reeder advised that the Board would
agree to 509 of the total costs and the Railway and Township should come to an
agreement for the balance. Preliminary plans would be required.

The regular October meeting of the Bayham Township Council was held on the above
date all members being present and Reeve Phillips presiding. Minutes of the last
regular and special meetings were read, approved and signed and the following
business was done.
Communications received included the following; -
Ontario Municipal Board's validation order was received for By -Law No. 1560.
Mrs. Frank Perger, by letter, offered the Straffordville Packers property for
sale to the Township.
Information regarding The Ambulance Services Act, was received from the Dept..
of Health.
A copy of revision of procedures in respect to Ontario Education Capital Aid F
Program was received from Dept. of Municipal Affairs.
Details of Winter Works Incentive Program 1966-67 was also received from the
Dept. of Municipal Affairs.
Several applications for building permits were received and considered by council.
Departmental consent was received ftr sale of part of Richmond School property to
Richmond Church Board.
A letter and resolution from Town of Elmira, regarding educational costs was
received.
The Ontario Treasury Dept. advised of approval for purchase of Tile Drainage
debentures in respect to applications of Hicks and Lawrence.
The local bank advised that effective Sept. 6th. 1966, bank collection charges
would be increased to .15¢ per item.
The Ontario Municipal Board advised that the minimum fee for any order or
appointment for hearing of applivations would be $15.00.
Information was received from the Secretary of the Ontario Good Roads Assn.
regarding reservation of rooms for convention on Feb. 20th., 21st. and 22nd.
A proclamation was received from the Attorney General's Dept. designating the
week of Oct. 9 - 15 as fire prevention week.
Several re-newals were received for Township insurance.
Mr. Art Seghers waited on the council in the matter of catch basin repairs on
Development Road, Pollick Drain portion. The Reeve agreed to have county men
inspect this matter.
Mr. Willis Weaver waited on the council and requested permission to sell about
21 acres of land with buildings off his farm at lot 2, Cone. 1. This matter was
discussed at some length the manner in which it would conflict with the new
zoning bar -law. He was advised he could sell parcels of 10 acres, -,which would sti]L
have certain restrictions, or parcel of 25 acres which would be considered as a
farm. Permission was witheld for the present and the Reeve agreed to discuss this
matter with Departmental 8fficials and other municipalities.
Clerk Vallee, on behalf of Fire Chief Nevill reported a minor accident between
New fire truck and Township half ton truck. Damage to each being well under the
$100.
Councillor Garner and Dep. Reeve Elliott reported on progress of arrangements
to procure a contractor for addition to Township hall. Craik Lumber of Spring-
field decided he would be unable to complete same by end of December 1966. An
agreement was received from George Keen Construction ltd. for this work.

A special meeting of the Bayham Township Council was held on the above date for
the purpose of reading drain reports and other business. Present were Deputy
Reeve Elliott and Councillors Volkaert and Matschke. Also present for the read-
ing of the drain reports were Engineer Dodd, Drain Inspector Chute and Road Supt,
Tribe. Dep.Aeeve Elliott was named to preside in absence of Reeve Phillips.

An adjourned sitting of the Bayham Township Assessment Court of Revision of the
Township of Bayham was held on the above date for the purpose of hearing app-

Pursuant to adjournment of Nov. 3rd., the regular meeting of the Bayham Township
Council was held on the above date with all members present except Councillor
Garner, Reeve Phillips presiding. Minutes of the last meeting were read, approved,:
and signed and the following business was done.
Communications received included the following.
Insurance re-newals were received in respect to Treasurer's bond and money and
securities policy.
A Federation Policy was received covering Township Hall and addition in an
amount of $19,000.00.
A resolution received from Township of Etobicoke was referred to County Planning
Board.
A Community Centre Board grant of $1535.00 was received from the Dept. of
Agriculture.
A copy of Notice of Vale in respect to Race property was received from Johnston
& Mandryk.
Applications for Tile Drainage Loans were received from Bennie and Joe 'Milk.
Ontario Municipal Board Odders were received in respect to Foris, Bryant' and
tennis Drains.
Accounts from Keen Construction Ltd. as approved by Engineer, were received, for
work on Township Hall addition.
Interim road subsidy was received in an amount of $34 256.61
The Engineer's certificate of completion of Phillips brain was received.
Mr. Charles MacDowell waited on the council in the matter of request by his
Solicitor for transfer of property.
Mr. Frank Voros waited on the council to register a complaint on the matter of
taxes being due in July and penalty being charged on same if not paid until
December.
Mr. Everitt Bale personally made application to council for a taxi license to
serve himself when driving on custom officer business.

Pursuant to adjournment of Dec. 5th., a meeting of the Bayham Township Couhcil
was held on the above date, al.l members being present and Reeve Phillips presid-
ing. Minutes of the previous meeting were read, approved and signed and the
following business was done.
Communications received included the following; -
Advise from Barry E. Atkinson re. insurance on pick-up of Everitt A. Bale in
the matter of a taxi license.
A letter was received from Mr. F. K. Ashbaugh regarding the poor condition of
cemetery just north of Port Burwell.
Mr. W. G. Elkeer, by letter, requested information concerning Tile Drainage
assistance.
A receipt and letter of appreciation for grant was received from War Memorial
Children's Hospital.
A copy of regulations re. votes under The Liquor License Act was received from
the Liquor Licence Board of Ontario.
Municipal Board Orders were received approving expenditures for Dennis, Foris
and Bryant Drains. -
Building applications were received from zenner Farms and Gus Blondeel & Son
Nursery.
Mr. Henry VanAcker waited on the council and requested improvements made to his
road. He was advised that this would be looked over the next time council made
a tour of roads.
Fire Chief Nevill was present and made a report of fire dept. activities during
the past 6 months and 12 months. He recommended that consideration be -iven to
the appointment of W. L. Locker as his assistant and the rate per call for
volunteer firemen be increased. The matter of outside calls were discussed, and
the report adopted.

at a salary of $15.00 per month and Volunteer Firemen's pay be increased to
$5.00 per call, effective January lst. 1967. and that this council express its
