The Inaugural meeting of the Bayham Township Council for 1961 was held on the above date. Those present and subscribing to the necessary oath of office were Reeve Donald M. Chute, Deputy Reeve Charles D. Phillips and Councillors Norman Pressey Ross Carosn and N. Bruce Hedges. Clerk Vallee declared the new council day constituted �nd Reeve Chute called on Rev. D.M.Stinson, Mr. Stinson conducted a short devotional period and wished the members well for 1961. He was duly thanked by Reeve Chute and Dep.Reeve Phillips. The regular business of the council was then proceeded with thereading of the minutes of the last regular and special meetings. These were approved as read. Several requests for grants were received. Tax Collector Vallee gave a report on tax collections for 1960. A letter was received from Sec. W. D. Adlamwith a resolution expressing the regrets of the Otter Creek Conservation Authority on the retirement of Robt. Stewart from the body. Aletter also advised of the annual meeting of the authority at Tillsonburg on Jan. 23/61 at 9.30 A.M. A special memorandum was received from the Dept. of Municipal Affairs in respect to snow removal from roofs. The Dept. of Welfare advised of a Provincially -Sponsored Public Assistance Training Course. The Clerk advised of two hospital notices and of the reply from the Supt. of the Hospital in answer to his letter. Clerk Vallee also advised that Mr. Ray Alward had contacted him about a balance of funds on hand to the credit of the Bayham Township Federation of Agriculture. A further letter was received from Spec. Rump of the Board of Transport Coast- issoners asking that the council reconsider the matter of maitenance-coste for Corinth Crossing flasher lights. A letter was received from Mr. Livermore regarding matters of the Prouse expropriation. Road Supt. Tribe presented a letter from Mr. White, Assist. Dist. Municipal Engineer, setting out why his office considers it unadviseable to move the Richmond bridge to a new location on road between Cone. 9 and 10. Moved by Phillips Seconded by Pressey- That this council having examined the Treasurerts bond, it is hereby directed that the same be placed in Township vault for safe kee ing...Carried. Moved by Pressey Seconded by Phillips- That the Clerk order 8 copies of the Municipal World -" for councillors and officials... Carried. Moved by Hedges Seconded by Carson- That the usual grant of $25.00 be made to the Richmond Library...Carried. Moved by Carson Seconded by Hedges- That Public School Boardst requisitions for Trusteest levies be filed with the Clerk on or before March 15th. 1961 and for Separate Schools, on or before Feb. 1st. 1961... Moved by Hedges Seconded by Phillips- That the following council members be appointed to the Eden Community Centre Board for 1961- Ross Carson and Norman Pressey.Carried. Moved by Phillips Seconded by Pressey- That Anthony Kennedy be abpointed member of the Calton Cemetery Board for 3 yr. terra... Carried. Moved by Pressey Seconded by Phillips- That the usual grant of $10.00 be made to St. John Ambulance...Carried. Moved by Hedges Seconded by Carson- That a grant of $75.00 be made to the Salvation Army at LondonvtgCarried. Moved by Hedges Seconded by Caresh- And resolved that By -Law No. 1433 being a by-law to authorize the borrowing of up to $200,000.00 from the Canadian Bank of Cope # 1433 until 1961 taxes are collected, be now read a first time...Carried. Moved by Hedes Seconded by arson- That this codncil adjourn for noon'to meet again at 2100 P.M...Carried. 630 At noon, Reeve Chute was host to the members of the council, officials, sever al ex -reeves, Trustee Martyn, Mr. Patchell and Rev. Stinson to a very delight ful dinner served by the ladies of the Vienna United Church in their basement and banquet hall. Reeve Chute welcomed his guests and all in turn were given an opportunity to say a few words. Deputy Reeve Phillips expressed the thanks of the gathering both to Reeve Chute and to the ladies for a very enjoyable hour. Council, regular business at about 2.00 P.M. Messrs. Howard Coomber and Walter Nelson waited on' the council and further discussed the matter of the Coomber drain. Mr. Coomber was not entirley satisfied with prices obtained for the repair work and agreed to make further contacts for prices and report to the Township Office. Mr. Basil Nevill discussed several matters with the council and recommended that two fire extinguishers be added to the fire truck equipment. Moved by Pressey Seconded by Phillips- That the Fire Dept. be given 2 - 5 lb. Dry Chemical extinguishers for use on. fire truck... Carried. Moved by Hedges .. Kennedy be allowed $5.00 per month for care of Eden Street Lights on a once a wea'k basis, and that Gerald Taylor be appointed to care for Straffordville Street Lights at $5.00 per month...Carried. Feb. 6th. 1961. Pursuant to adjotrament of Jan. 9th., the regular meeting of the council of the Township of Bayham was held on the above date with all members present and Reeve Chute presiding4 Minutes of the last regular meeting were read, approved and signed and the following business was done. Several letters of appreciation for grants were received. Requests for grants for 1961 were received from the Tillsonburg and Diatrict Assn. for Retarded Children and Aylmer & East Elgin Fair Board. Several hospital notices were received and discussed. Clerk Vallee reported on the possibility of recovering burial expenses paid out in 195V re. John Frejlich. A letter was received from the Dept. of'Municipal Affairs regarding population verification for Per Capita Grant. } A further report on John Schuller for T. B. Aftercare was received from M.O.H. A copy of Elgin County By -Law No. 1781 was received, regarding closing of Centre Street south of Otter Street in Straffordville. A letter was read from the Secretary of the Ontario Municipal Board regarding the Seghers subdivision and requesting further information re.restricted area. A letter was received from Robt. Moore, Count Rd. Supt., concerning road- side spraying for weeds in 1961. Advise was recived from the District Municipal Engineer of Dept. of Highways that Road Estimates for 1961 should not exceed $20,000. for construction and $50,500. for maintenance. Moved by Phillips Seconded by Carson- That a grant of $150.00 be paid to the Tillsonburg and District Assn. for Retarded Children...Carried. Moved by Phillips Seconded by Hedges- That a grant of $100.0 be paid to the Aylmer & East Elgin Agricultural Society...Carried. Moved by Pressey Seconded by Phillips- That the Reeve and Clerk are hekeby authorized to sign agreement with Canadian Bank of Commerce respecting operation of account as set forth in FORM 70-61 of the above bank and to affix the Township Seal to same...Carried. Township Office, Straffordville, February 27th. 1961. A special meeting of the Bayham Township Council was held on the above date with all members present except Councillor Pressey. The meeting was called for the purpose of the re -assessment of the Township under County Assessor. Mr. Hector McLain, aBduftyr-AhA asdor and Mr. Elton Jackson, Township Assessor were both present for the discussion. Mr. McLain explained several points of interest` as asked by the members and an eakly start was decided upon. Mr. Jackson to have the assistance of a person to measure bgildings while he is procuring other information. Mr. McLain suggested that the cost to most municipalities runs about $3.50 per assessment card. If the calculating, roll and notices are all handled from the Township Office, it was felt the other work then should be done for the $3.00 per card with the sabre for the helper to be about .50¢ per card and Mr. Jackson to receivermileageallowance for car . Mr. McLain agreed to spend as much time as possible in the Township giving assistance for start of same. A special meeting of the Bayham Township Council was held on the above date at 7 P.M. for the purpose of discussing and setting up the Road expenditure prog- ram for 1961. All members were present and Reeve Chute presided. Moved by Phillips Seconded by Pressey- That we request the Dept. of Highways to make the followiq transfers of monies with respect to by-law No. 1.15, From Constr. B/C to Road Construction,the sum of ---- $1,400. From Mtce. B/C to Road Mtce. " " " ---- 2,400. Adjustment of supporting road programme for 1960 Supplementary Road Expenditure By -Law No; 1419. Item removed Construction 4th. Concession Road Lot 26-27 Remove from programme ------------------------- $3,100. Item Added Construction Overhead ----------------------- -- $39100. .... Carried. Moved by Phillips Seconded by Pressey- That half load regulations be enforced in Bayham Township during March and April...Carried. The members then spent considerable time in discussing proposed road projects for the present year taking into consideration the various minor and major projects as outlined by Mr. White of the Dept. of Highways at London. Details of the 1961 program were finally arrived at to provide for total construction of $20,000. and ma*enance of $50,500. The clerk to have a by-law prepared &n this basis for the next council meeting. Moved by Carson Seconded by Hedges- That this special codncil meeting now adjourn...Carried. Township Office, Straffordville, March 6th, 1961. Pursuant to adjournment of Feb. 6th., the regular meeting of the council of the Township of Bayham was held on the above date with all members present and Reeve Chute presiding. Minutes of the last regular and special meetings were read, approved and signed and the following business was done. A letter was received from Mr. Ian Linton regarding gravel rights on N.W. lot 136, Conc, 7, Mills property. The Clerk was instructed to take this metter up with the Township Solicitor. Several Hospital and sanatorium notices were received and discussed. A resolution regarding representation on county councils was rec Lived from the Town of Whitby. Ordered filed by this council. Communications were received from the City of Woodstock and Interim Gas Committee regarding rates for gas supplied by Union Gas Co. A card of appreciation for gift received on tOallee., e occasion of 25th. wedding annivers�iry was received from Clerk and Mrs. A letter of appreciation for grant was received from the Tillsonburg and District Association for Retarded Children. R Request for membership was received from the Assn. of Mayors and eeves. The Minister's approval was received for deeds of Wolfe to Duff and Seghers to Bayham Township. A copy of a letter received by Mr. McColl, Public School Inspector, from the Vienna/Bayham School Board, regarding hazardous condition of road at tunnel on 2nd. concession road, was referred to this council. j Orders Nos. 103817 and 103872, regarding Flashing Lights at Corinth Crossings of C.N.R. were received from the Board of Transport Commissioners. Advise was received from the Ontario Municipal Board that -By -Law No. 1423 required third and final reading before being presented to the Board for final approval. The Communitq Planning Branch advised of disposition of the several plans as received by them for signatures regarding the Seghers Subdivision. 636 A letter was received from the Manager of the Imperial Bank at Delhi suggesting action to be taken to recoter burial expenses of the late John Frejlich. An auditor's report on the 1960 operations of the Otter Creek Conservation Authority was received. Moved by Hedges Seconded by Carson- That this council support the ether municipalities in the "Old Dominion Area" of the Union Gas co. in requesting that rates be lowered in this Area to correspond with those charged in London and west and that this Township pay its levy of .03¢ per customer to the Interim Gas Committee.Carrie Moved by Phillips Seconded by Pressey- That this council adjourn for noon to meet again at 1.30 P.M...Carried. It was agreed that necessary repairs to holes presently in this drain with concrete tile and fill from the adjoining railway property might be the solution if all parties would agree to rescinding of the by-law providing for the "B" drain extension and reverting to the original by-law. Mr. McNabb agreed to advise the Township at an early date of the opinion of his office in this respect. Advice was also received that the Winter Works Program had been extended to May 31st. 1961. Re-Newal of floater Policy covering unlicensed vehicles was received. A copy of the Ministers approval was received for sale of land from Nelson to Chilcott. An appeal was received from the Big Creek District Council of the Boy Scouts Association for a grant of $25. to assist in training leaders. This was filed until next meeting. A resolution from Town of Richmond Hill regarding Province assuming full cost of education was ordered filed. An award on division of costs for the East Elgin High School District as determined by the respective Assessors, was received and accepted. 'A letter and sketches was rec&ived from the London office of the Dept. of Highways asking council's approval of realigned entrances of Township roads to No. 3 Highway. These to be taken up with Road Supto A letter, signed by the interested land owners other than'C.N.R., was received,, requesting the council to repeal By -Law No. 1401 providing for theCoomber "B" Drain Extension. A letter was also received from the Supt. of C�N.R. , stat- ing that the Company had no objections to this action. Minutes of the last meet- ing were read, approved and signed and the following business was done. Several notices of Pndigent patients in hospitals were received. By -Law of Dereham Twp. No. 1871 was received'from the Township of Dereham respecting transfer of certain lands from Union School Section Nos.23/10/14, Bayham, Middleton and Dereham to Dereham Township School Area. Balance of 1960 road subsidy was received in an amount of 21 990.76. The Clerk advised of a letter received from Miss Minnie Chander advibing of the unsatisfactory condition of closed road allowance just west of her farm. Advice was received from the Dept. of Municipal Affairs that interim payments were available on Winter W6rks Projects. A letter of advanced information was received from C.N.R. advising of a proposal to instal two flashing lights at both Corinth Crossingsq estimated cost to be $18,170,00. Applications for the position of truck driver for the Township were received from Russel Tajlor, Jim Bradt and David Johnston. Several recommendations accompanied the latter two applications. Prices on machine rebtal time were received from Aylmer Construction,Ltd. and Willis Marr. The Clerk advised of his reply to Dept. of Highways regarding realigned entran- ces to No. 3 Highway. Board advising of the benefit expected by this Township from the new educational grant. Several approvals for transfer of properties were received from the Minister. A copy of Order -in -council was received to include additional lands .from Bayham Township in the Otter Creek Conservation Authority. A statement of levies for 1961 was received from W. D. Adlam,Authority Sec. A letter with list of abandoned cemeteries in Bayham Township was received from the Dept. of Health of Ontario. The Eden Community Centre Board requested the usual grant for sidewalk 6onst. Dept. Approval was received for By -Law No. 1437 for roads expenditure in 1961. A bulletin covering purchase of land for roads was received from Mr.Caldwell. A grant of $1182.29 was received from Dept. of Public Welfare under The Child Welfare Act, The Clerk reported that repair costs in an amountjwf $573.57 had been receiv- ed from the C.N.R. in regards to Coomber "G" Drain. A petition signed by 25 residents of the Village of Richmond and requesting additional street lighting, was received by council. An agreement was received from the Aylmer and Malahide Telephone Co. for the Villages of Vienna and Bort Burwell with Bayham Township to agree for mainten- ance costs respecting a private line for fire department services from Port Burwell to Straffordville. Copies of resolutions respecting this above matter were received from the Village of Port Burwell. The Clerk advised that no reply had been received from Dereham Township in answer to request for more information concerning their proposed by-law No. 1$71. A letter was received from the CPR requesting council approval in the matter of changing the present Agent -Caretaker at the Straffordville station to the status of Caretaker only. Clerk Vallee was authorized to procure the services of a solicitor with another municipality in regards to the East Elgin High School assessment appeal if deemed adviseable. The Union Gas Co. advised of a plan to lay $26 ft. of 2" line west of Eden. Acknowledgement of assumption of property in regards to the Seghers Sub-Divisiol was received from the Dept. of Highways. Councillor Carson reported on his latest contact with Miss Chandler in regards to closed read allowance west of her farm. A report on tax arrears collection was made by the Treasurer. Also the Clerk reported on progress of the Prouse property matter to date. A letter was received, together with resolution, from Town of Aylmer regarding the establishment of a County Assessment Department. Several communications were received concerning a hearing on Gas rates to be charges by Union Gas Co. A copy of Elgin County By -Law as apperved, to regulate location of Gasoline and Diesel pumps, was received from the County Engineer. The Minister's approval was received for transfer of several properties under Township of Bayham By -Law No.1402. Several requests for additional transfers were also received. Letters were read from Mr. Johnston, Solicitor for Mr. Clarence Locker, in the matter of the Carnes Drain. Copies of report, pland/and profile. on the proposed Nelson Municipal Drain, were received from the Township of Dereham. Communications were received from Miss Minnie Chandler regarding road allow- ance at her farm. These were referred to Councillor Carson. Mr Chas. Kocsis, through Clerk Vallee, requested to be excused for payment oienalty on 1st. Instalment of 1961 taxes as he had not received a tax notice. The council decided this could not be allowed as a notice was mailed to him. Dep. Reeve Phillips reported on repairs to be made to Fearnely Drain and also the problem of a blocked watercourse affecting Mr. Arthur Balderson. Moved by Hedges Seconded by Carson- That J. D. The annual meeting of the ratepayers for the purpose of nominating candidates for the offices o Reeve, Deputy Reeve, Councillors and School Area Trustees, all for two years terms in accordance with By -Law No. 1"3, was held on the above date at 7.30 P.M. About 20 persons were present and by $.30 P.M. the following names had been placed in nomination. Reeve - Donald M. Chute and C. D. Phillips. Deepputj Reeve - Norman Pressey COUNCILLORS - Ross Carson, Bruce Hedges, Stabley James and Benny VanDeMaele. School Area Trustee - G. M. Mitchell, Steve Gregson, Verne Walsh, Jesse Dennis and 'Cecil Ball. The usual aftermeeting was held during which time Donald M. Chute and Benny Van De Maele resigned their respective nominations. Each nominee present were given a chance to address the meeting. The Township Treasurer reviewed the Financial statembnt as prepared by the Township Auditor and the Road Supte gave an acoount of his department for the year. Minutes of the last meeting were read, approved and signed and the following business was done. Communication received included the following; - Hospital notices were received and discussed. A letter was received from G. Duncan Black regarding Carnes Drain and Drainage Commissioners fees. The Clerk reported that the North and South Dorchester Mutual Fire Ins. Co. had forwarded fee of $25.00 respecting Ray Alward house fire. Appreciation for trophies received were read from Miss Annie Aldewening and Nick Denhartog of East Elgin High School District. Mr. Reg. McQuiggan reported by telephone that he would require 20 feet off the westerly end of old roadway and that the remainder could go to Pete McQuiggan. A break -doom of insurances was received from the Frank Cowan Office. An interim report from Fire Chief Nevill showed 2 calls to Vienna, 3 to Port Burwell and 6 to Houghton Township. A letter was received from the Clerk of Vienna respecting the Edison Cemetery and the Clerk was instructed to reply that in due course a committee from this Township would meet with the Vienna members on same. Appr6vals by the Minister were received for the Lesage property, the Albert Quelch property the John Straub property and the Hollingsworth property. The "PARTICULARA" of rates dated Oct. 27th. 1961 was received from Union Gas Co. Bulletins regarding safety in Public Buildings, Halls and Arenas were received from the Fire Marshall t s Office and the Dept. of Municipal Agfairs. The Clerk advised on insurance coverage in an amount of $1,000. on valuatle page The Dept. of Highways under date of Nov. 9, 1961, advised of revocation of s Development Road No. 382, Calton to Griggin's Corners Road. The C.N.R. under date of Nov. 6th, authorized repairs to the Coomber Drain. A request for grant was received from the War Memorial Uhildrenst Hospital and from the Muscular Dystrophy Association. Mr. W. D. Adlam advised of the cost of construction of drainage ditches by blasting. A request for "No Parking" signs at the Eden corner was made by Lions Club President Max Ball. A request for the usual grant was received from Elgin Hederation of Agriculture A re-newal of $3500. of Township Hall insurance was received from the Mrs. Marjorie Grant Insurance Agency of Aylmer. Approval of Winter Works projects was received as follows; - No. 989 - Survey & removal of trees and brush on roads No. 990 - Brushing, clearing and erecting new fence on cemeteries.
