The inaugural meeting of the 1960 council of the Township of Bayham•was held on the above date. Those present and subscribing to the necessary oath of office were Reeve Donald M. Chute Deputy Reeve Hhas. D. Phillips and Councillors Norman Pressey, Ross Larson and Bruce Hedges. Clerk Vallee declared the council duly constituted and Reeve Chute called upon Rev. D.M. Stinson to conduct a short devotional period. Mr. Stinson congratulated the members and wished them well for 1960 read a portion of scripture and led in paryer. He was fittingly thanked by Reeve Chute and Deputy Reeve Phillips added a few words. The regular council business was then proceeded with and the following communications received; - A request for grants was received from the Elgin County Seed Fair and the Salvation Army. Notices of memberships due were received from Ontario Good Roads Assn. and Association of Assessing Officers. County Engineer Moore advised that it would be in order to sell old Road allowance at north east corner of lot 5, Con. 8 to Magyar if such was the wish of both parties. Appreciation for grant was received from the War Memorial Hospital , London. The Workmen's Compensation Board advised of a claim against the Township for $2'2.36 in respect to default of Emil Cremonese for wages paid on Bartlett Bridge contract. The Clerk advised this had been refered to the Bonding Company through the Board. Approval: for sale of lands re. Grant to Co -Operative was received from the Minister of Planning and Development. A letter from Mr. B. Toth together with Quit Claim Deed was received in respect to the Bain to Seghers property, and requesting that the Township sign deed to Seghers. This matter was discussed and the Clerk instructed to advise 1,1r. Toth as follows;- The ollows;-The Township is willing tc sign deed subject to the following condit- ions. 1. That the strip of land at the nvoth side be dedded to Township. 2. That a suitable plan of sub -division be submitted. 3. That the proposed new street be deeded to the Township. A copy of resolution was received from Solicitor W. Scott McKay, Q.C., in respect to acceptance of new rates for gas supplied by the Union Gas Co. and the Township requested to pass the same, in order to save the holding of an expensive hearing on same. Copies of notice of hearing in respect to Dereham Township By -Law No. 1810, being a by-law to regulate the location of buildings and structures adjacent to reads was received from the Dereham Township Office. Moved by Pressey Seconded by Phillips- That this council, having examined the Treasurer's and Tax Collector's bond, direct that the same be placed in Township vault for safe keeping... Carried. Moved by Hedges Seconded by Pressey- That this council subscribe to 8 copies of the Municipal World for use of Councillorw and Officials... Carried. Moved by Phillips Seconded by Pressey- That the usual grant of $25.00 be made to the Elgin County Seed Fair... Carried. Moved by Carson 11-10 Seconded by Hedges- That a grant of $25.00 be made to the Richmond Library Board for 1960... Carried. Moved by Carson Seconded by Phillips- That a grant of $75.00 be made to the London Branch of the Salvation Army for 1960... Carried. Moved by Hedges Seconded by Carson- That Public School Boards be advised to submi� their req uisitions for Trustees levy to the Clerk on or before March 15th] 1960 and Separate School Boards on or before Feb. lst. 196o....Carried. Moved by Pressey Seconded by Phillips- That this council join the Ontario Good Roads Assn. 590 and Clerk send fee of $15.00 and that the Councillors, Road Supt. and Clerk be named delegates to convention on Feb. 23 & 24th... Carried. Moved by Hedges Seconded by Carson- That this Township join the Association of Assessing Officers and Clerk send fee of $10.00 and that Elton Jackson be named as Township representative...Carried. Moved by Phillips Seconded by Pressey- That the resignation of Reg. McQuiggan from the Calton Cemetery Board be accepted and that Anthony Kennedy be appointed to complete his term of office and that Stanley James be appointed to the said Board for a term of 3 years...Carried. Moved by Phillips Seconded by Pressey- That this council session now adjourn for noon to meet again at 2 P.M...Carried. At noon, Reeve Chute was.host at a very delightful dinner served by the ladies of Vienna United Church. Present were 1o1r. Stinson several £x -Reeves of the Township; Mr. Patchell, Bank Manager; all Counciliors and Township Officials. Everyone present was called on to say a few words amd all joined in wishing Reeve Chute a very enjoyable year as Reeve of the Township. Deput) Reeve Phillips thanked the ladies for the fine meal and also Reeve Chute for providing the very enjoyable hour. Council resumed sitting at 2 otclock P.111. Moved by Pressey Seconded by Phillips- That Reeve Chute and Councillor Hedges be names as council members to the Straffordville Community Centre Board...Carried. Moved by Hedges Seconded by Phillips- That Councillors Pressey and Carson be named as Town- ship representatives on the Eden Community Centre Board...Carried. IIr. John Mills waited on the council in respect to the sale of gravel from his farm at lot 136, Conc. 7 to the Township for road purposes. This matter was discussed at some length with the members and Road oupt. Moved by Phillips Seconded by Pressey- That this council purchase gravel from John Mills at rate of .75¢ per yard in pit and stripped satisfactorily by Mills ready for loading in truck. It is also agreed that Mr. Mills be advanced $100.00 on account for gravel so purchased and this agreement to cover at least 1000 yds, of gravel. Same to be completely removed by August 1st, 1960... Moved by Phillips Seconded by Pressey- And resolved that By -Law No. 1112 being a by-law to authorize the borrowing of $200,000.00 as is necessary, to meet current expenditures until 1960 taxes are received, from the Canadian Bank of #, 111.2 Commerce, be now read a first time...Carried. Moved by Hedges Seconded by Phillips- And resolved that By -Law No. 1422 be now read a second time...Carried. Moved by Pressey Seconded by Carson- And resolved that By -Law No. 1412 he now read a third time and finally passed...Carried. Moved by Pressey Seconded by Hedges- And resolved that By -Law No. 1413 being a by=law,to appoint certain officers in and for the Township of Bayham for 1960,/be now 1113 read a first time ... Moved by Phillips Seconded by Pressey- With respect to the pending application by Union Gas Company of Canada Limited, to the Cntarto Fuel Board, for an Order fixing rates to be paid to the said Company by ultimate consumers of natural gas w who purchase same from the said Company in this and other municipalities named as respondents in the said application, that the Council of the Munic ipality of the Township of Bayham hfreby consents to an order being made by the Ontario Fuel Board fixing rates to be paid to the Union Gas Company of Canada Limited, by ultimate consumers of n�iral gas who purchase same from the said Company in this municipality as set forth in the following schedule: Minimum Bill 1.$6 1.$1 Note 11i1.C.F.11 means 1,000 Cubic feet. Pursuant to adjournment of January 4th., the regular meeting of the council of the Township of Bayham was held on the above date with all members pres- ent and Reeve Chute presiding. Minutes of the last meeting were read, app- roved and signed and the following business was done. A letter was received from her. T"!.E. Cooke in respect to complaints received by his office concerning condition of Gore Line Road. Several hospital notices were received and discussed. An account for Crown Attorney fees was received and discussed and laid over to next meeting. A letter was received from hiss Catharine 11-11eDowell, Secretary, giving recommendations for appointments to the Eden Community Centre Board. A request for grant was received from St. John Ambulance. A letter, together frith full report on Lake Erie Fishery, was received from Mir. Spooner, Minister of Lands and Forests. T,Totice was received from the Ontario Fire Colledge of course+vailable to firemen this coming summer. Appreciation for grant was received from fir. A.V.Langton on behalf of the County Seed Fair. A letter was received from Messrs. Tillson & Tillson, on behalf of IAr. Hugh Millard in respect to alleged interference of well on Development Road. The Clerk read a copy of reply to Mr. Tillsonts letter. A request for membership was received from the Ontario Assn. of Rural Miunicipalities. Notice was received of hearing re. gas rates in Brantford, Jan. 29th. 1960. Assessment reports were received from C.P.R. and E.V.R. The Clerk read a letter from I,"r. Carroll of Graham & Graham in respect to quotation of prices for construction of Coomber Municipal "B" Drain Exten- sion on a time and material basis on C.?1.R. property. A letter was received from the Secretary of the Ontario Flue -Cured Tobacco Growers' Marketing Board requesting support for the more to remain on Standard Time throughout the whole sumimer. Mr. Caldwell aditised by letter that maximum amounts to be approved for road expenditures, except unde upplementary by-laws, for 1960 would be,$20,0013. for Construction and $44,500. for Maintenance, 1 The Clerk -Treasurer gave a report on the amount of tax arrears collected in 1959• Moved by Carson Seconded by Pressey- That the following persons be named to the Eden 593 Community Centre Board for 2 years terms. - Mr. Hans Andreson, Pres. The regular meeting of the Bayham Township Council was held on the above date with all members present and Reeve Chute presiding. Minutes of the last regular and special meetings were read, approved and signed and the follow- ing business was done. Communications read and considered included the following. - Notice of Otter Creek Conservation Authority levy of $1440. was received. A copy of by-law No. 1770 and financial report was received from the County of Elgin, advising that Bayham was equalized at $4,090,830. assessment and that the 1960 County levy would be $49,089.00 according to by-law No. 1762. Several hospital notices were received. The Clerk advised that the balance of Roads subsidy for 1959 was received in an amount of $18,794.95 Advice was received from the County Clerk that the County Council had end- orsed Bayham Township's resolution re, Daylight Saving Time. The City Clerk of St. Thomas advised that the period for D.S.T. in St. Thomas would be from 12.01 A.M. Sunday, Apr. 24th. to 1201 A.M. Sunday Sept. 25th. 1960. Circulars were received from the County Agricultural Office in respect to the Farmstead Improvement Contest and Farm Accident Survey. A letter was received from Mr. Archibald in regards to Coomber Municipal B Drain Extension, promising to advise further on this matter. Mr. John F. Weston, by letter, informed that council that the areas of the lots of the proposed Seghers sub -division are at least 15,000 square feet. A report of the Interim Gas Committee was received together with an account for 1.95 Advice was received that the Winbbr Works program had been extended to the date of May 31st. 1960. Mr. Royden Cathers advised by letter that additional insurance was now available for fire trucks and Municipal trucks. Memorandums were received from the ept. of Planning and ]development in reg- ards to Civil Defence Public Warning Signals and warning and emergency measures in respect to spring flooding. Further information was received regarding courses at the Ontario Fire College at Gravenhurst. Mr; T. S. Caldwell advised that two more easements were required for the constructions of driveways on Development Road. Information and applications forms were received regarding pheasant distribution for the coming season. A letter together with an account for collection of t. Letters regarding sale of lots on No. 19 Highways were received from Mr. Harvey McKinnon. A notice was received of a Civil Defence Conference at Arnprior for Mayors and Reeves at Dray 17th. to 19th. A copy of Bill No. 89 to provide financial assistance to municipalities for establishment of parks was received from the Dept. of Planning & Development A request for membership was received from the Ontario Association of Urban Rural Municipalities. The East Elgin High School Board requested information on bridges in the Township posted for load limits. A consolidation of The Beach Protection Act was received. A resolution of the Aylmer Town Council was received requesting support in asking that individual salaries of teachers on the East Elgin High School staff be made public. This matter was discussed with Trustee Coomber and was not supported but the councilrrecommended that they be advised of salary schedule in effect. 0 A request for grant was received from the Road Suptis Association. St. Luke's Vienna Cemetery Bo4rd requested the council to apply for permiss- ion to purchase additional. land for cemetery purposes. A letter was received from the Dept. of Municipal Affairs setting forth further requirements respecting Seghers Sub -Division. Mr. Howard Coomber waited on the council and discussed *afters concerning the proposed Coomber "B" Drain Extension, The Clerk was instructed to contact Mr. Livermore regarding sane. Mr. Moore, Probation Officer, was granted permission to use back office if and when required on a trial basis. Mr. Julius Francia discussed with the council a proposed drain on his property and they agreed to meet with him on the day they inspected roads. Messrs. John and Bruce Morse and Clif. Ellis waited on the council and notidied them of a dangerous open well on the Smuck propey and requested assistance in helping g P to et same cleaned u and levelled. The purpose of the meeting was to consider additional road expedditures for 19601, to consider further matters in respect to Coomber Municipal "B" Drain Extens- ion and other business. Mr. Mike Hillner waited on the council and discussed a mutual drainage problem and agreed to assist with the installation of additional metal culvert for the drainage of a portion of .his land and the Township road. Mr. Arthur Seghers requested the council to open up the street in his new sub -division and he agreed to provide original grading for same. The Clerk advised that Mr. Alvin Scott had made application to him to purchase the Thoa. E. Scott property as provided by Section 51 (1) of The Department of Municipal Affairs Act9 and had* paid the Township the sum of $1292.76. A special meeting of the Bayham Township Council was heldton the evening of the above date to meet with representatives of the Traffic Division of the Dept. of Highways along with members af the Vienna Council. Bayham Coincill• ors present were Reeve Chute, Deputy eeve Phillips and Councillor Pressey. Vienna representatives in attendance were Reeve Emerson and Councillor Jack ]Petrie. Mr. J. S. Trew with two other officials of the Traffic Division showed the members a tabulation of traffic speed survey on No. 19 Highway and accidents reported over a two year period. They explained they wished to make certain changes in respect to speed limits along No. 19 Highway and as a curtest' matter, deemed it adviseable to discuss the same with the local councils. Vienna, being an incorporated village, was requested to pass a supporting resolution. Mr. Trew offered the co-operation and assistance of his department to the 0 municipal councils at any time. Pursuant to adjournment of June 6th., the regular meeting of the council of the Township of Bayham was held on the above date with all members present and Reeve Chute presiding. Minutes of the last regular and special meetings were read, approved and signed and the following business was done. Communications received included the following; - A hospital notice and account for drugs forMrs. Sharon Leonard. A request for drainage by petition of Julius Francia Sr. and others. Bulletins were received from the County Agricultural Office regarding the International Plowing Match. The Clerk advised of receipt of the per capita grant in an amount of #5,801.65. The Canadian National Rys. advised that they were in favour of proceeding with the Coomber Municipal "B" Drain Extension on a time and material basis with local contractors doing as much of the work as possible. Solicitor Ian Lintor,advised re. Prouse property. The award of the Arbitrators in respect to Tillsonburg District High School, dated June 10th. 1960, was examined by the council and found acceptable. A l6tter of apprciation for work done, together with cheque for $67$.33 was received from the Aylmer & Malahide Telephone Company. Re-newal of spraying liability policy was received from the Agents. The Clerk produced a deed from Arthur Seghers covering a strip of land approximately 6 feet in wideth along the south boun$ary of the present community park grounds. Messrs.Nick and Wally Stilwell as well as Mr. Roy Nevill, waited on the council and discussed the matter of sub -division of their respective lots. The Board of Transport Commissioners advised of new installations of flashing lights at the two Corinth crossings of the C.N.R. The Deputy Minister of Education advised by letter respecting Separate School support. The Dept. of Municipal Affairs instructed by letter that they were in a Position to consider the sale of the Scott property to Mr. Alvin Scott and requested copies of a by-law and transfer of title. f Letters were received from Mr. J. Applications forms were received for interim roads subsidy. Notfves were received of several hospital and Sanatorium patients. The Ontario Municipal Board advised that a hearing would be granted as soon as possible on By -Law No. 1423. The C.N.R. advised they did not wish to supply culvert for Coomber "B" Drain Extension Crossing but suggested Armco Draiange & Metal Products Co. A letter was received from the Dept. of Municipal Affairs re. wages paid to workers on winter works project. The Clerk was instrtcted to reply to same giving details of wages paid. Letters were read from Miss Prouse and Mr. W.R.Marshall,Q.C., regarding the Prouse property in Straffordville. A copy of Bill 120 was received from the Select Committee on Expropriation. Considerable information was received in respect to Winter Works Incentive Program for 1960-61. A letter was received from the Secretary of Board of Transport Commissioners advising of maitenance costs for flasher lights at Cointh crossings. Mr. Ancel Sinden forwarded a bulletin notifying of a trailer park being established in Dereham Twp. A -ewid of appreciation for flowers was received from the Wignall family. The report on operations of the fire dept. was read as prepared by Fire Chief Jess Dennis for period Dec. 7/59 to Dec. 10/60. Councillor Pressey reported on his. spection of Bartlay Municipal Drain and the Clerk rel to Mr. Lerner colerin the following items. - 1. g g 1. The council will repair the drain in accordance with the original report and by-law. 2. Since this may not do all that Mr. Murphy wants, it is recommended that a new report be sponsored by Mr. Murphy fro include the Stimers Award Drain with an outlet extended to the Little Jerry Creek. Councillor Pressey reported that Mr. Murphy would not accompany hist to lock over the drain. Neither Mr. Coomber or Mr. Nelson were present to report on Coomber Drain matters. The meeting was called for the purpose of considering prices for a new heating unit for Townshfp barn, having been ordered by an Inspector from the Dept. of Labour. Various types of units as looked over by the members on Dec. 19th. were discussed and Mr. Gordon Wilton of Tillsonburg was present and explained his systems stating that prices would be $1200. and $1600. depending of conduits for cold and hot air. These were oil fired units. Prices as sub*itted by 0entral Pipe Line Co. for Propane gas fired units were opened and discussed. Their price was $1135.16 for a two unit system. Moved by Phillips Seconded by Pressey- That this Township purchase a propane gas fired heating system of 2-150M unit heaters completely installed with 500 gal. tank (To remain pro pe rty of the Company) from Central Pipe Line Co. Ltd* for the price of $1135.16 for use in Township barn and garage. Installation to be completed and unit in use by January-noth. 1961... Carried. Moved by Pressey Seconded by Carson- That this Council now adjourn,sine die...Carried. . Township Office, Straffordville, Jan. 9th. 1961. The Inaugural meeting of the Bayhan Township Council for 1961 was held on the above date. Those present and subscribing to the necessary oath of office were Reeve Donald M. Chute, Deputy Reeve Charles D. Phillips abd Councillors Norman Pressey Ross Carosn and N. Bruce Hedges. Clerk Vallee declared the new council dUy constituted �nd Reeve Chute called on Rev. D.M.Stinson. Mr. Stinson conducted a short devotional period and wished the members well for 1961. He was duly thanked by Reeve Chute and Dep.Reeve Phillips. The regular business of the council was then proceeded with thereading of the minutes of the last regular and special meetings. These were approved as read. Several requests for grants were received. Tax Collector Vallee gave a report on tax collections for 1960. A letter was received from Sec. W. D. Adlamwith a resolution expressing the regrets of the Otter Creek Conservation Authority on the retirement of Robt. Stewart from the body. A letter also advised of the annual meeting of the authority at Tillsonburg on Jan. 23/61 at 9.30 A.M. A special memorandum was received from the Dept, of Municipal Affairs in respect to snow removal from roofs. The Dept. of Welfare advised of a Provincially -Sponsored Public Assistance Training Course. The Clerk advised of two hospital notices and of the reply from the Supt. of the Hospital in answer to his letter. Clerk Vallee also advised that Mr. Ray Alward had contacted him about a balance of funds on hand to the credit of the Bayham Township Federation of Agriculture. A further letter was received from gec. Rump of the Board of Transport Cost- issoners asking that the council reconsider the matter of maitenance-costs for Corinth Crossing flasher lights.
