The inaugural meeting of the 1957 council of the Township of Bavham was held on the above date. Those subscribing; to the necessary oath' of office were Reeve "`falter -D. "elson Deputy 'Reeve Basil Nevill and Councillors Donald i'i. Chute, Chas. Phi�ips and Harold. Dennett. .'after Clerk Vallee declared them dul7r installed in office, the peeve called on 'Rev. D. 1% Stinson to led in a short devotional period. Mfr. Stinson read a passage of scripture and led in prayer and in addressin7 the members, he congart- ulated them on their election to the various offices and wished them well in the -Iew Year. Reeve Nelson fittingly replied and thanked 11r. Stinson and invited hi -n to be his 7uest for dinner at 12.30 p.m. The Reeve also welcomed the new members on the council. Rerrular council business was then proceeded with and the following communications were received and discussed. ieveral hospital notices of indigent patients, The Barnard Stamp and Stencil Co. advised that a sample plate fvr volunteer firemen would be available soon. equests for grants were received from St. John "mbulance, Llo County Seed Fdir and .richmond Library. Reauests for membership -as received from the Ontario 'ood 'Roads '.ssn. and Assn. of '.ssessing Officers. The :,lorkment s Compensation Board advised that effective Jan. 1/57, the volunteer firemen would be covered on a basis of "'x5,000, per year per man. The Canadian 1ational1y. recuested information on completion of Coomber Drain and due for payment of same. i -r. G. ':J. Cattle submitted a price of X725. for cleanin7 out ?und levelling Carnes Drain from stake 53-30 to stake 75-10. This was discussed with Idir. Locker and he advised. that he had verbally been given a lo..►er price than that by another contractor, r. 7b6cker was requested to have same submitted in writ in rr. letter was received from the Secretary of Vienna-Bayham School :°=rea Board complaini i ; of the condition of road their bus had to travel and that not sufficient Trading; had been done by the grader. letter -.gas received from the Otter Valley Conservation authority in regards to protection work done on the farm of '. ilford Burwell and setting forth the proceedure for recovering the Toi-mshipt s share of the costs of this work from -,.r. Burwell. The Clerk advised that r. Reeve nelson presided. The purpose of the meeting was a discussion of roads matters and the proposed Calton ,eveloDnent Hoad in particular. District Municipal Engineers, T. S. Caldwell and John 11-11. Cook were present. . r. C 11ook reouested the passin^; of a resolution for adjustments in by-law coverin!; roads expenditure for 1956. i'ioved by Nevill Seconded by Chute-- That in respect to 1956 roar appropriation by-law, the sum of .2749.75 be transfered from bridles and culvert maintenance to road maintenance and that the sum of .=,`)1857,26 be trandfered from road const- ruction to road maintenance... Carried. Further discussion followed the return to the Township Office. The Council decided that if possible, it would be adviseable to have Dept. of Highways forces do the proposed work and 1" --,Lr. Arequest for grant was received from the algin Road Supt: s assn. t� bulletin was received from the Dept. of 'unicipal lffairs pertaining to the proceedure for destruction of certain records and also a telegram from the l*iinister to delay striking rates until advice had been received. The Clerk. advised that subsidy had been received on construction of Eden and Straffordville sidewalks from the Dent. of Highways. .Drainage petitions were received and considered by the council. An account for work on fire truck was reoei ved from King Seagrave Ltd. of Woodstock an -1 discussed with Fire Chief tennis. In view of the fact that this expenditure did not in any way remedy the trouble, the council instructed the Clerk to return invoice with the revue st that certain items be struck off same and that an j.(?„ustmert be m -.de on labour charges. All members were present except Councillor Chute and eeve elson presided. Also in attendance was Mr. Cook, Assistant Dist- ict Municipal Engineer. The above persons, along with Road Supt. Tribe and Clerk Vallee, visited the farm of Walter Badziock and examined samples of gravel and took measure- ments nf the area. Upon return to the office, considerable discussion was held pertaining to purchasing of this land. It was decided that an offer should be made on same. Moved by Nevill Seconded by Phillips- That this council agree to offer Walter Badziock, the sum of $1200.00 for an acre and one-half of prospective gravel pit. Deed for same to be furnished by Mr. Badziock. If survey is necessary, parties to share equally the cost of same. Township to pay for search of title and registration of deed. A report ori interim subsidy was received from T. S. Caldwell, Engineer. A request for building of a fence was received from a committee representing Ottervalley Cemetery. Reports were received from peeve Nelson, Deputy Reeve Nevill and Councillor 13Hillips respecting meetings held concerning ambulance. A request for a grant was received from the Elgin County Federation of Agriculture. Reeye Nelson requested a grant for helping with the upkeep of Dobbie Cemetery. Moved by Nevill Seconded bar Phillips- That a grant of X25.00 be made to Dobbie Cemetery, James Elliott, Treas. for help in maintenance...Carried. Moved by Chute Seconded by Bennett- That the Road Supt, inspect entrance to Ottervalley Cemetery and measure same for estimate of costs of fence and report at next meeting on Nov. 18th... Carried. Moved by Phillips Seconded by Nevill- That the Road Supt, inspect fence at Glen Erie Cemetery and ascertain if any is in need of repair...Carried. Messrs. Alva Brinn, Carlton Dance and Lyddon Smythmetwith the council in respect to the Aylmer and Malahide Telephone Co. sharing with the Township the cost of controlling brush on roads where lines are involved. Considerable discussion was held pertaining to this.matter with both parties appearingto be in agreement on same. Moved by Nevill Seconded by Phillips- That this Council be in favour of co-operating with the Aylmer & Malahide Telephone Co. in so far as spraying and brushing road- sides where Compnay lines are in existance. It is estimated that the costs of spraying one mile of road on one side would cost approximately $10. to $12. per mile. Also that in some instances, it would be necessary to proceed with brushing by hand. It is herewith agreed that costs of spraying and or hand brushing be divided on the basis of 50% each on the one side of road where Telephone line is involved. Township Office, Straffordville, Nov. 18th. 1957. A special meeting of the Bayham Township Council was held on the above date with all members present and Reeve nelson presiding. The purpose of the meeting was for discm.ssion with Mr. McDowell concerning a proposed bridge across Little Otter Creek, consideration of a proposed pension plan for employees, the consideration of a drainage by-law for third reading and other business. Mr. McDowell thoroughly discussed the mater of location and type of bridge for Bartlett sideroad and gave rough estimates of costs of same. Moved by Chute W. C.,gcDowe11,0.L.S. , be engaged to prepare plans, Seconded by Bennett- That specifications for new bridgge over Little Otter Creek on sideroad between _y north,ends of lots 25 and 26, Conc. 2. Bridge to be of wood construction, 20 foot roadway with 40 foot span. Also that a plan be made for Creek diver- sion for new bridge by i1r. McDowell...Carried, Mr. McDowell also discussed the matter of repairs to new Bartley Drain and advised that he would try and have Contractors make repairs to new drain but recommended that old drain be repaired also. Mr. Norman Pressey waited on the members and requested improvement to road culvert near his property and also repairs to a drain. The Road Supte was requested to look after the culvert matter. Larden, of Canadian Government Annuities, met with the council and thoroughly discussed a proposed pension plan for employees. Reeve Nelson asked if any persons present wished to add their names to the petition. Three owners added their names and none were taken off. Previously it had been agreed that these portions would be open drain. A special meeting of the Council of the Tovmship of Bayham h -as held on the above date with all members present except Councillor Bennett. The purpose of the meeting was to discuss and examine plans for the Calton evelopement Road and other business. Mr, T. S. Caldwell, District ','iunicipal Engineer, to ;ether with an Engineer from the Dept. of Highways, were present and showed final plans as to route for the proposed road and thorou-hly discu-sed same with the members. The matter of purchase of lands for this road being the chie concern at the Dre sent time, Moved by Phillips Seconded by Chute- That this Council have Dept. of Highways Land Buyer, make the purchases on behalf of the Township, of properties necessary for the Calton Developement Rowd...Carried. Mr. Caldwell also advised that the work on this road would be supervised and done by Dept. of Highways forces, proposed new bridge and straightening of channel at Bartlett sideroad was also discussed with Mr. Caldwell and he advised he would contact Engineer yicDow&ll on same. John l-iiddletong of Tri -County ambulance Co. waited on the council and discussed fu�;ure service in the "oiaiship pending a final agreement to be reached early in the new year. He advised that Tillsonburg and another Township had made grants to continue service for the present. A regular meeting of the Council of the Township of Bayham :,las held on the above date with all members present and Reeve Nelson presiding. Minutes of the last regular and special meetings were read, approved and signed and the followin7, business was done. Two hospital notices were received and filed. The Aylmer hydro office advised that Mr. B. Ridgwell had paid the hydro arrears at that office. Clerk Vallee pointed out that same and also been collected with the 1957 taxes. letter from I,T.r. Dougherty, Bank 1lanager, advised that interst rate had been reduced by � of 1 � to 5� o for Township loans. The usual notice regarding snow removal was received from C.F.R. Fire Chief Dennis submitted the annual the annual report on operations of the fire Deptment, showing 67 calls made,.9 to outside municipalities. Reeve Nelson presented an account as received by him from W. L. Locker, a former employee of this Township. 504 I4oved by Chute Seconded by Bennett- That whereas an account, dated Feb. 22nd./57, was paid to Aylmer ?_, Malahide Telephone Co. by Grader Operator of No. 3 grader, and whereas he now applies to this Council for re -imbursement of same, it is herewith resolved that '1.
