The inaugural meeting sof the Bayham Township Council was held on the above date with all members present. Those subscribing to the necessary oath of office were;- Reeve Walter D. Nelson, Deputy Reeve Morley McQuiggan and Councillors Donald M. Chute, Robert F. Stewart and Basil Nevill. Rev, D. M. Stinson was also present and conducted a short devotional period and congratulated the members on their return to Office and wished them well for the New Year. Reeve Nelson expressed the thanks of the council to Mr. Stinson for being present on this occasion and invited him to dinner with the members. Regular business was then proceeded with and the minutes of the last meeting were read, approved and signed. Two hospital notices were received and accepted. Approval was received from Dept. of Highways for purchase of half -ton pick- up truck from Esseltine 1,,2otors. Appreciation for donation of trophies was received from Mr. Stevens, Principal of East Elgin District High School. Re-newal of Treasurer and Tax Collector's bond was received and examined by the mebbers. Thanks for grant was received from Sich Childrents Hospital, at Toronto. Bulletins were read regarding Good Roads Convention in Toronto on February 20th., 21st. and 22nd. Notice was received that Greerts garage had been taken over by Donald Shearer. , Advice was also recef.ved that the General Meeting of the Otter Creek Conservation Authority would be held in T Arlsonburg, Jan. 11, 1956, at 2 p.m A request for grant was received from A.V.Langton for Elgin County Seed Fair. Additional specifications for Little Jerry Creek Drain were received from Mr. Archibald, Engineer. A petition for drainage was receiv0d from Roy Green and others. A letter was received from Mr. Reid, City Clerk of St. Thomas, advising that the city council would require the sum of ?750. from the twelve municipalities of the county for use of jail for prisioners at night. A request for membership was received from the Assn. of Assessing Officers. Moved by Chute Seconded by Stewart- That this Township join the Association of Assessing Officers and treasurer send fee of X10.00... Carried. Moved by Chute Seconded by Nevill- That all councillors, Road Supt. and Clerk, be named as delegates to -the Good Roads Convention in Toronto on Feb. 21 and 22 and the Clerk send membership fee of; 430 Moved by Chute Seconded by Nevill- That the Clerk advertise for tenders for w&rk and materials on the Mitts Municipal Drain, in accordance with Engineerts specifications. Dellerst tile to be used and drain to be completed by Aug. lst. 1956. Tenders to close at noon on Feb. 4th. 1956... Carried. Mowed by Nevill Seconded by Stewart- That the Clerk advertise for tenders for work on the Little Jerry Creek Municipal Drain in accordance with Engineer's specificati ions. Moved by Chute Seconded by Stewart- That all Public and Separate School Boards be required to submit their requisitions for school money to the Clerk on or before March 15, 1956... Carried. Moved by Chute Seconded by Stewart- That the Treasurer be authorized to pay account of .liX148-50 for heating unit for new barn and fire hall... Carried. Moved by McQuiggan Seconded by Nevill- That this Council now adjourn for noon to meet again at 1.30 p.m... Carried. The Council, together with the Clerk., Road Supt., Assessor, Mr. Stinson, Ex -Warden Jaukson and Mr. Dougherty, were guests of xeeve Nelson for a very enjoyable dinner at Dickenson's Lunch Rooms. The regular session was resumed at about 1.30 p.m. Moved by McQuiggan Seconded by Stewart- That Arnold McDowell be named to the Calton Cemetery Boatd for a term of three years... Carried. Moved by McQuiggan Seconded by Nevill- That this Council make application for the statutory grant under provisions of the Hihway Improvement Act, on an expenditure made on roads during 1955 in an amount of $58,109.95 and that the proper officers are hereby authorized to sign same... Carried. Moved by Chute Seconded by Stewart- That a refund of $71.10 be allowed to Frank Pargauskas as over -payment of 1955 taxes... Carried. Moved by Nevill Seconded by Stewart- That the Reeve and Clerk be and are hereby authorized to si,,-n deed to J. A. Martyn for that portion of East Street lying between Second Street and Third Street in return for deed from him to Township of Lot 9, North on_Second Street... Carried. Moved by Chute Seconded by Stewart- That the drainage petition of Roy Green and others for drainage of lots 8,9 and 10, Cone. 10, be accepted and S. W. Archibald,0.L.SM be requested to make a survey, pland and report on same.... Carried. Moved by Chute Seconded by Nevill- And resolved that By -Law No. 1325 being a by-law to provide for the borrowing of money from the Canadian Bank of Commerce, not exceeding $110,000.00 in the aggregate, to meet expenses of the municipality ,• until taxes are collected, be now read a first time... Pursuant to adjournment of Feb. 6th., the regular meeting of the Bayham Township Council was held on the above date with all members present and Reeve Nelson presiding. I-Iinutes of the last meeting were read, approved and CD signed and the following business was done. Hospital notices and communications were read and discussed. request for membership was received from the Association of Ontario 141ayors and 1 eeves. Performance bond covering Marentette Bros. was received in respect to Little Jerry Creek Drainage work. i.rs. MacDonald, Village Clerk, advised that Vienna was agreeable to charge of r'175. for fire truck calls. Appreciation for grants were received from Calton W.I, ,St. John Ambulance and The Salvation .'army. AnDroval was received from the Dept. of Highways for transfer of "3700. fro4i Bridge maintenance to Road Construction for 1955. A letter was received from the Ontario 1.Iunicipal Board explaining proceedure in respect to purchase of grader and payinc; part in 1956 and part in 1957 for same. A request for grant was received from Township Road Supt.ts Assn. A copy of resolution re. erosion was received from Chamber of Commerce at Port Burwell with request that this Council pass a supporting resolution. A request for support was also received from New Toronto in regardsto a resolution asking for an increase in old age pensions from ;'p'40, to $65. Prices were received on air compressors and greasing outfits. The committee on tenders for Little Jerry Creek Drain advised of the acceptance of Ilarentette Bros. tender for same, roved by Nevill Seconded by I,,icr':uiggan- That the report of the committee on acceptance of tender of 1jiarentette Bros. for work on Little Jerry Creek Drain at a price of :6000. be accepted... Fees payable to be X3.00 plus mileage for killing and burying of disposing of a dog... Carried. Tenders were opened from six Companies in regards to the Township's call for prices on grader. These were discussed at some length but acceptance of any was withheld for the time being. Carried. Township Office, Straffordville, March 28th. 1956. y special meeting of the Bayham Township Council was held on the above date. All members were.present and severals matters were discussed as follows. The Clerk brought up the question of action by Hou=ghton Township Council in respect to lands of S. S. No. 15, joining Bayham Township School Area. 1l0ved by Nevill Seconded by McQui ggan- .'.'hereas this council has been petitioned by a majority of the landowners of Bayham Tovmship portion of Houghton Township Public School Area, requesting that all Bayham Township lands, presently in the said school area, be detached from the ea}4 Houghton Township Public School ;area, and the same added to the Bayham Township Public School Area, be it hereby resolved that this council request the municipal council of t he'i Township of Houghton to pass a by-law, at an early date, under Section 15, sub -section (4a) of the Public Schools Act to comply with th� above request,' and that this council hereby gives its consent to this action... Carried. Discussion was held in respect to the matter of entering; an appeal against Bayhamts equalized assessment as determined by Elgin County Council at its larch session. Clerk Vallee produced a copy of Elgin County By -Law No. 1677 setting; forth the equalized assessments of all municipalities in the County and also a letter, dated Ts11arch 22nd. from Tir. Moved by Stewart Seconded by Nevill- That this council appeal against the equalize: assess- ment of the Township of Bayham as determined and adopted by the Elgin Count Council and set forth in By -Law No. 1677 of the County of Elgin, and passed on the 21st. day of I'Larch 1956... After much discussion, none present wished to withdraw their names from the petition and all were agreed that the report should be adopted. No definite decision :•ras made. Reeve. 439 Township Office, Straffordville, April 3rd. 1956. The regular meeting of the Bayham Township Council was held on the above date with all members present and Peeve Nelson presiding. Minutes of the lest regular and special meetings were read, approved and signed and the following business was done. Communications received and discussed included the following;# Several notices of hospital and sanatorium patients. Bulletin from the Office of the Fire Alarshall re. school for Fire Chiefs. :'acknowledgement of receipt of resolution re. erosion from the Office of the Prime "zinister and Hon. F. S. Thomas. Notice of ;lelfare Officers' Association Convention at delland. Budget st mary and requisition for funds from Otter Creek Cons. Authority. Copy of Fuel Board ruling respecting prices of Natural gas sold by Dominion Natural Gas. Co. inspection report of Township barn was received from Insurance Inspector. New agreement for fir6 truck services was received from Tillsonburg. The Clerk advise z a claim for damages had been received{ From :'falter Graves. Also that roads subsidy in an amount of $17,572.16 had been received. A request for police check-up on speeders through Eden was received from the Eden Community Club. Advise was receiver; from the 'Dept. of Highways that the sun of 4P35,000. would be approved for 1956 expenditure on I.1aintenance and .,;23,000. for Construction. Livermore had by telephone, agreed to act on behalf of Bayham Township in respect to appeal of County :`.ssessment. Also that Robt. C. Jackson had in his possession, four horses impounded by -Ir. Clarence Locker. fir. Robt. Grant waited on the council and recuested a new sidewalk to the new post office building from the main corner at Straffordville. The council agreed to look into this matter and contact Highway Engineer. Communications received included the following; - Information affecting The Planning Act was received from the Department. A letter with copy of By -Law No. 771 regarding Guysboro school lands, was received from the Clerk of Houghton Township. Fire Dept. Act subsidy was received in an amount of $25.20 A letter was received from the Dominion Road Machinery Co. respecting order for 90 degree high lift blade and instructions for operator. A letter was received from Mrs. Mitz in regards to condition of cemeteries. A copy of By -Law No. 1603, to assume part of Bayham-Malahide Townsline into county road system, was received from the County of Elgin Approval of Township By -Law No. 1331 for 1956 roads expenditures, was rec- eived from the Dept.. of Highways. Letters were received from Mr. Livermore in respect to Equalization Appeal and requesting additional information. Information was also requested by the Board of Arbitration in respect to Tillsonburg High School District appeal$ on assessments. At 2 p.m., the Engineer's report was read on the repair and extension of the Bartley Municipal Drain. Present were several affected x-ratepayvrs including Mr. Pan Murphy together with his solicitor, Mr. Scott McKay. Also in attendance was Mr. McDowell, Engineer. This report was considered and discussed for considerable time and the Reeve asked if all present were in agreement on carrying out this work in accordance with report and proposal of Mr. Kilmer to do the work. It was agreed by all present to proceed with the work. Carried. Only one tender was received in answer to advertisement for work on Coomber Drains, that from 14r. Howard Palmer of Vienna at price of $6200.00. As this price made the total drain costs over the engineer's estimate, acceptance of same was laid over pending the Reeve contacting Mr. Palmer. A letter was received from C.N.R. advising of consideration of removal of caretaker at Corinth and requested council opinion on same. A bulletin was received from Dept. of Highways at London, advising that in order to procure subsidy, all work trust be done in accordance with Sept. regulations and approvals obtained beforehand and that construction or reconstruction on roads of less than 66 foot right-of-way, will not be Alible for subsidy. A programme was received for the Ontario Municipal Assn* convention to be held in Windsor, Aug. 27th. to 29th. 450 An account of $19.00 from E. F. S. Sanders, Q.C., was laid over for more information. A card of thanks was received from the family of the late Donald F. Gibson, Q.C., Township Solicitor. Cancellation of insurance on the two small graders was received. Mr. E. S. Livermore, Q.C. requested a payment of $150. for Mr. Geo. A. Lister, one of the experts engaged in county equalization appeal. Approval was received for purchase of new loader for tractor. Approval was also received from the Dept. of Highways for construction of new sidewalk along No. 19 highway in Straffordville. It-lr. Joseph Geymi waited on the council and requested he be permitted to purchased closed right-of-way bttween his properties at lots 25 and 26, in Concession 4. He was requested to contact others along this road and find out if they wished to do the same and report back to council. The annual nomination meeting of the ratepayers of the Township of Bayham was held on the above date at 2 p.m. for the purpose of nominat- ing candidates for the offices of Reeve, Deputy Aeeve and Councillors for the Township of Bayham and for two Trustees for the Bayham Township School Area. About 22 persons were present and by 3 p.m., the follow- ing names had been placed in nomination;- Reeve- Horley icQui§gan and Walter D. v,elson. Deputy__ Reeve - Robt, Stewart and Basil 14evill. Councillors - Charles Phillips, Donald Chute, basil nevill and Harold Bennett. Area Trusteesi+ John Frog?ett and. Robt. Jackson. The usual after-meetin; was held and Clerk Vallee was named Chairman for same. He reviewed the proceedure for those who wished to qualify and went over the financial statement as prepared by the Township auditors. All nominees were then called upon for a few words, the Reeve and Deputy Reeiae Outlining their work on County Council as well as Township affairs. Road Supt. Godwin gave a report on work done by his Department. `Nlarden Howard Palmer bein present, was called upon for a few words. The meeting then adjourned. By 9 p.m. on 'Nov. 27th., the following names had remained in nomination, and being more than the required number for the office of Reeve, a Doll vTas held on Dec. 3rd. 1956 for that office.
