The Inaugural meeting of the 1947 Council of the Township of Byyham was held on the above date. Those subscribing to the necessary deblarations of office were -Reeve, N. H. McConkey; Deputy Reeve, A. A. Johnson and f 'Councillors, Chas. F'. Jackson, A. N. Wright and Lyle C. Coyle, Rev. A. J. McKaye, the local minister was present and was called upon by the Reeve. Mr. McKaye read a few verses of scripture, gave a few words of kindly advise to the Council and lead in a short prayer. The Reeve then called upon the members present to say a few words and in turn he thanked Mr. McKaye for attending the meeting. The usual business of the Township was then proceeded with. Minutes of the last meeting were read, approved and signed by the Reeve* Considerable discussion was held in regards to the proposed by-law to regulate the erection of buildings in the Township. The Clerk read a draft copy of it to the Council. Moved by Jackson Seconded by Coyle- That this Council now adjourn for the noon hour and meet again at 1 P.M... Carried. Communications were read and discussed. Messrs. Robt. Scott of Vienna and Murray Stenabsugh of Eden, each in turn waited on the Council in regards to the position of Assessor for the Township for the Current year. They were informed that an Assessor would likely be appointed at the February meeting. Moved by Jackson Seconded by Wright- That By -Law No. 1160, being a by-law to regulate the erection, alteration, repair and wrecking of certain buildings in the Township of Bayham, be now read a first time... Carried. Moved by Johnson n Seconded by Coyle- That By -Law No. 1160,benow read a second time.Carried. Moved by Wright Seconded by Johnson- That By -Law No. 1160 be now read a third time and finally passed... Carried. Moved by Wright Seconded by Johnson- That we join the Ontario Good Roads Assn. and the Ontario Municipal Assn. and that the fees of $5.00 and $10.00 respect- ively be sent to the proper officers... Carried. Moved by Jackson Seconded by Coyle- That the Council and Road Supt. and Clerk be delegated to the Good Roads Convention on Feb. 25th. & 26n... Carried. Discussion was held in regards to the prvl)osed Port Burwell water system and the Clerk read a letter from the Engineers sent up by the village Trustees. Moved by Wright Seconded by Coyle- That the Clerk contact the Township Solicitor in regards to a possible date for a joint meeting of the Township Council and the Village Trustees of Port Burwell to discuss the water works system... Carried. Mr. D. A. Gall, local bank manager, attended at the meeting and very kindly treated with cigars. Moved by Johnson Seconded by Wright- That By -Law No. 1161 being a by-law to authorize the Reeve and Treasurer to borrow up to S35,000- on the credit of the Municipality as needed for current expenses for 1947, be now read a first time... Carried. Carried. Moved by Jackson Seconded by Coyle- That the Clerk subscribe to copies of the Municipal World for the Council and officials... Carried. 223 Moved by Wright Seconded by Coyle- That A. A. Johnson, Lyle Walsh and Mrs. H. E. Donnelly be re -appointed to the Straffordville•Cemetery Board for a term of 3 years... Carried. Moved by Johnson Seconded by Coyle- That this Township make a grant of $25.00 to each of the Port Burgell and Richmond Libraries... Carried. Moved by Wright Seconded by Johnson- That By -Law No. 1162 being a by-law to appoint certain officers in and for the Township of Bayham for 1917 as follows;- ollows;- Sheep Sheep Valuators - Robt . J. u. tiehenberg of Tillsonburg, waited on the uounoil and explained that F. w. D. trucks suitable for snow plowing were now available and if the `township were interested he could proctre one at an early date. Carried, Township Hall, ttraffordville, Jan. 28,1947. A special meeting of the Township of Bayham Council was held 6n the above date, all members present and Reeve McConkey presiding. The purpose of the meeting was to consider the next steps to take in regards t.o the Port Burwell pwbposed water system. The Village Trustee Board and D. F . Gibson, K.U. , Township solicitor, were in attendances lifter considerable discussion it was felt that more advise and inform- ation should be procured and if possible, reduce the expense of the installation. Moved by Johnson Seconded by Wright- That the Reeve and Clerk go with representatives of the Trustee Board of Port Burwell to interview Fred a. Bell in reg*s ards to the proposed fort Burwell water system... Carried. Moved by Jackson Seconded by Coyle- That D. F'. Gibson, Township volicitor, procure as. much information as possible from the Ontario Municipal Board in regard to approval of expenditure for the proposed Port Burwell water system. Carried. The Reeve advised the _Qeat4il of the situation in regards to the Eden Drain and of the work already done by Wilfred Nelson. Moved by Wright Seconded by Coyle- That we authorize the repair of the Fden Drain and that the work be proceeded with at once... Carried.► Moved by uoyle Seconded by Jackson- That this Council adjourn to meet again on Monday Feb. 3rd. at 10.30 a.M... uarried IVy Clerk. 225 Township Hall, Straffordville, Feb. 3rd. 1947. -- Pursuant to adjournment of Jan. 28th., the Council of the Township of bayham met in regular session on the - above date, all members present and Reeve McConkey presiding. Minutes mf the last regular and special meetings were read, approved and signed and the following business was done. Hospital notices and Communications including the following were read and filed. - From the Hoard of Trustees of Port Burwell, a requisition sum of $2500. be levied on the 1947 assessment for police for 1947. A report from the Dept. of Highways auditor The resignation of H. L. Godwin ad Drainage Notice from the Dominion of. Canada General Bond of W. G. Mitchell #066270 had expired asking that the village purposes on the 1945 expenditures, Inspector was received. Insurance Co. stating thatthe according to instructions. Moved by Jackson Seconded by Wright- That this Council authorize the petition for the Dept. of Highways statutory grant to the amount of 526,813.25 for 1946 and the proper officers sign same... Carried. Moved by Johnson Seconded by Wright- That this Council now adjourn for the noon hour and to meet again at 1 P .M... Carried. Moved by Coyle Seconded by Jackson- That the Clerk contact the Councils of the rural municipalities of the County by letter in regards to procuring an engineer to look after drainage work in the respective municipalities...Carried. Moved by Wright Seconded by Coyle- That in response to the petition of Walter Robbins Port Hurwell, the Clerk be instructed to prepare a by-law to license in the Township of bayham... Carried. Godwin as Lorain Inspector be accepted and George Vallee be hired at .50/ per hour and .12� per mile one way for car to be Drain Inspector... Carried. Moved by Johnson Seconded by Wright- That we join the Assn. of Assessing Officers for 1947 and the Clerk send the $10.00 fee... Carried. Moved by Wright Seconded by Johnson- That this Council having examined the Treasurer's Bond authorize the same be increased to $10,000. and placed in the Townshi)p vault for safe keeping... Carried. Moved by Jackson Seconded by Coyle- Whereas in some cases it is desireable that fuel for Mothers' Allowance beneficiaries be granted for the whole season rather than by the month, be it therefore resolved that this Municipality agrees to make a pro -rata rebate to the Province in the event a beneficiary ceases to be eligible for the allowance before the end of the winter season... Carried. Moved by Johnson Seconded by Wright- That Cecil Ball and Harley Howey be appointed to the Eden Cemetery Board for a term of 3 years... Carried. Moved by Jackson Seconded by Coyle- That the Clerk be authorized to advertise in the Daily Commercial mews for a medium sized Road Grader. Tenders to be in the hand* of the Clerk on or before March 1st. 1947... Carried. 226 Mr. Gerald Baslaugh, of the Dominion Natural Gas Co. of Simcoe waited on the Council in reppect to the passing of the following resolution. Moved by Wright Seconded by Johnson- WHEREAS the Council of the Township of Bayham has considered representation made by Dominion Natural Gas Company ltd., relating to the shortage in the supply of Natural Gas in the Province of Ontario and the desirability of importing natural gas under an agreement which has been entered into between that Company and Penn-yprk Natural Gas Corporation; AND WHEREAS it is represented that in pursuance of the said agreement and in the fulfilment thereof, sugficient natural gas shall be available at all times for all domestic purposes for the period of fifteen years; AND WHEREAS it is further represented that the construction of a pipe line and other large expenditures are necessary to enable natural gas to be imported accordingly; AND WHEREAS it is further represented that the Company will require an increase in its bates to be charged for natural gas if and when the imported gas is available for delivery to its customers; THEREFORE BE IT RESOLVED; - lo That the Council insofar as its authority may extend, approves the plan of Dominion Natural Gas Company, Ltd, to supplement its gas supplies by the importation of natural gas under the agreement above recited and requests the Company to proceed with its plan; 2. And further that the Council will not cause any objection to be taken to an increase in the rate to be charged for natural gas from and after b the date when the imported natural gas is available provided that sucAh increase be not more than ten cents per thousand cubic feet over and above all rates E resently charged by the Company in this Municipality; 3. And that thelerk be authorized and instructed to furnish a copy of this Resolution to Dominion Natural Gas Company Ltd. Carried, N. H. McConkey, Reeve. Considerable discussion was held in regards to the expenditure of money on Roads and Bridges for the year 1947. No. 1165 being a by-law to authorize the the accounts of the Municipality, be No. 1165 be now read a second time... Moved by Jackson Seconded by Coyle- That By -Law No. 1165 be now read a third time and finally passed... Carried. The Clerk then presented a memorandum and an agreement with copy of a by-law attached in regards to the enforcement of the Liquor Control Act in the Township. Moved by Jackson Seconded by Coyle- That By -Law No. 1166 being a by-law to authorize the entering into and the execution of an agreement with the Liquor Licence Bovrd of Ontario, be now read a first time... Carried. eeve. 0 227 228 ,township Hall, otraffordville, March 3rd. 1947, Pursuant to adjournment of Feb. 3rd., the Council of the Township of I3ayham met in regular session on the above date. Those present at the start of the meeting were Deputy -Reeve Johnson,and Councillors *right and Jackson, Reeve Mcuonkey arriving at a later hour due to snow block ed roads. Minutes of the last meeting were read and approved and the following business was done. Moved by Jackson . Seconded by Wright- That the Deputy Reeve preside until the arrival of the Reeve... Carried. Hospital notices were read and filed. Most of the communications were laid over for a special meeting. H delegation waited on the council in respect to repairs to the chalk Drain. Moved by Jackson oeconded by Wright- That the Drainage Inspector be instructed to procure necessary paterial and make repairs to Chalk Drain... Carried. Moved by Wright Seconded by Jaukson- approved.- N. 0. Jesse Hobt. A. G. That the following applications Stilwell - Ice Dream Mand. Dennis - Restaurant H. Harris - Refreshment Mand Chalk - Ice Cream Mand. Carrier'. for Licenses be � � H. F. Johnson and W. h. Hoyle of the Tillsonburg school Board attended at the meeting and asked that this Council take no action in joining the whole Township to another High school District until such time as the `Tillsonburg District has had a chance to put its plans before the ratepayers; It was their opinion that portions of bayham Township should belong to the Tillsonburg District ; chool. Members Were also Invited to attend a meeting in this mat ter, at Tillsonburg on March 18th. at 2 P.M* J. C. Eichenberg also of Tillsonburg waited on the council in respect to the purchasing of a used truck complete with show plow and and wing and dump box. No action was taken. Moved by Jackson oeconded by Johnson- That this council appoint the Township t;lerk to attend the Assessor's meeting in oto Thomas on Larch 6th...c;arried, by letter, the Trustees of the Police Village of Port Burwell requested a grant from the council to assist in repair and improvement to the interior 6f the Community hall. Moved by Wright oeconded by Johnson- That we contribute the sum of 51009 towards the improvement to the Community Hall in rort Burwell in response to their letter of Feb. 27, 1947... tarried. delegation representing the l[bmorial rark Board waited on the oouncil and requested that the Council make a levy on the whole Township to be used to finance the park for the coming season. Considerable discussion was held and no action taken. The Chamber of Commerce of' Port Burwell by letter, requested the council to take some action in helping tocombat the poison ivy menace at the Iroquois Park. No definite action taken. Godwin, Road Supt., made application to the Council for a raise in salary and this was laid over for further consideration. As there was considerable business yet to do and tenders to open it was decided to held a special meeting to complete these matters. Gibson, K.u. The purpose of the meeting was to consider a preliminary report by Ired A. Bell on the proposed tort Burell watersystem, to discuss same and to form plans for future action. The clerk read the report to those present in which report it was pointed out that thtsfokserviplan Was considered to be too extensive for the requirements of the police village and that a system costing about x.70, Ooo. could be installed which would serve all the present populationl, Mr. Gibson reported that he thought the Ontario municipal hoard might approve of a plan to this extent but pointed out that he did not think it would approve of a by-law to construct a system costing much more than that. he also pointed out the advisability of perhaps waiting a year or so before starting actual construction on account of the scarcity of' materials and labour. It was generally agreed that Mr. Bell should be asked by the Nolice Village trsutees to proceed with a more detained plan and to ascertain if a more suitable source of water might be found. Trustee Mchibbin also asked about a levy on the whole of the 'Township for the purpose of assisting in the financing of MemorialPark. This was discussed and Mr. Gibson and the Clerk were instructed to learn all possible about the formation of the present board of control and to bring in a report on the possibility of forming a properly constituted Board . A letter was received from Robt. G. Code, O.L.Q., stating that he was in a position to do drainage survey work fort the Township. Highways balance of 19V Roads subsidy was also received from the Department. Mr. Huron Smyth waited on the Council in respect to repairs to Creek road vest of Vienna. The council agreed to have this work done if he would furnish the land to make the roadway wider. Mr. Tony Logger attended at the Meeting and requested certain drain- age work done on his farm, He was given a petition form to have signed by the interested .ratepayers. George Vallee, building inspector, discussed with the Council several questions pertaining to the enforcement of the building by-law. Pursuant to adjournment of April 7th.., the Council of the Township of Bayham met in regular session on the above date, all members present and Reeve McConkey presiding. Minutes of the last meeting were read, approved and signed and the following business was done. A letter was received from the Anglo Canadian Underwriters clearly defining the coverage of the Liability insurance insofar as the Village of Port Burwell is concerned. Approval was received from the Dept. of Highways for By -Law No. 1169. Mr. G. N. Roloson, by letter, requested a grant for the Elgin Horse Breeders Assn. Mrs W. F. Hersee, by letter, requested more work and snow plowing attention be given to the road to his farm. Constable Wellheiser waited on the Council and gave his report of work done during the month past. Several delegations attended at the meeting and requested gravel and inprovements to their roads. The Souncil agredd to make a visit to these places. Mr. grant Mitchell requested a donation to the Straffordville Cemetery as well as asking for the interest money on perpetual care fund. He also asked that the Council give some consideration to a plan of Combining , several caretaking jobs around the Village of Straffordville and procuring a steady man to do same. Mr. Cecil Marlatt waited on the Council in respect to the purchasing by the Township of the present bank building. The members agreed to t tdt this matter consideration and notify Mr. Marlatt in a few days. Council adjourned for the noon hour. Considerable discussion was held in regards to what gift to choose and to whom they should be given. Minutes of the last regular and special meetings were read, approved and signed and the following business was done. Hospital notices were read and filed. A letter from D. F. Gibson, K.C., advising that he was procuring some. earth from bid roadway east of his cottage, according to arrangement made a year ago. Rates and information were received eiik;burglary and inside hold-up and fire insurance on Township funds in the Treasurer's office. Letters were received from the Board of Trustees of Public School Sections numbered 1 and 3, requesting that their sections be permitted to remain outside of any high school area for the present. A letter was received from H. 0. Alward, Police village Clerk, again requesting a grant to the Memorial Park and also directing the attent- ion of the Ouncil to certain road conditions in the village. Nelson Ward and others waited on the Council in reppeet to work on the eir road south of Ricb3mond. Considerable discussion was held and the reeve informed them that some grading would be done and some gravel put on. Murray Stenabaugh, Township Assessor, discussed with the Council the question of collecting Poll Tax and was advised that it was the wish of the Council that all Offort possible be used to have it collected. Mr. Clarence Locker attended at the meeting and informed the Council that water was coming across the Township Road, through a culvert and flooding a field he was intending to use for tobacco. He informed the Council that his field was properly drained and that it was up to his neighbour and the Council to look after their water.He was offered a petition to call on a drainage engineer under the Municipal Drainage Act, but refused to do this. He latter returned to the meeting and informed the Council that they were to permit no more water to run to from the Township road on hid field. Messrs. James McCabe, Walter Chileott and others, waited on the Council and requested certain drainage and repairs be made on their lands in connection with the Kerr Drain. They were given a petition to have signed by the interested owners to have the outlet extended and Improved as well as others repairs made. Moved by Coyle Seconded by Jackson- That the Council take out inside hold-up and safe burglary and fire insurance on money in Township office and safe to the amount of 51000... Carried. Discussion was held in regards to the formation of High School Areas in the Township. Straffordville, June 5th. 1947. Pursuant to adjourxaaant of June 2nd., the Council of the Township of • Bayham met in special session at 9 a.m. on the above date for the purpose of inspecting roads. All members were present and the Clerk and Drain Inspector accompanied them. Several roads were covered and places in need of repair were looked over. Also some drains were inspected. The membershad dinner in Tillsonburg. After the members returned to Straffordville about 6 p.m., the Reeve, Deputy Reeve and Road Supt. were named to look after procuring some gravel and the Clerk was instructed to provure Mr. Code, Drainage Engineer, to survey and report on some of our drains, Adjournmen# was made to meet again on July 7th. at 1 P.Y. 0 241 Township Hall, Straffordville, July 7th. 1947. Pursuant to adjournment of June 5th., the Council of the Township of Bayham met in regular session on the above date, all members present and Reeve McConkey presiding. Minutes of the last regular and special meetings were read, approved and signed and the following business was done. Hospital notices were read and filed. The following communications were read, discussed and filed. From the Uquor License Board of Ontario - Notification of approval being given to agreement dated lPeb. 3rd. 1947. Effective from Jan. 1, 1947. Advise from R. G. Code atating that he was too busy to undertake any drainage surveys at the present time but might be able to do some this f#ll and make reports during the winter. From T. S. Caldwell, granting departmental approval to tender for grader. From the Commissioner of Ontario Provincial Police, stating that a new fi ial set-up for policing municipalities was under review and notifying tha the present agreement would terminate iiay 31, 1948. From the Dept. of Municipal Affairs, stating that a by-law would be necessary *9 in order to make a grant to Memorial Park at Port Burwell. Application from Mrs. Pearl Sheffer of Port Burwell for a Kennel License. Moved by Wright Seconded by Coyle- That a Kennel License be granted to Mrs. Pearl Sheffer of Port Burwell with the understanding that these dogs do not run at large. Carried. Moved. by Jackson Seconded by Coyle- that this Council, having visited the location of the complaint of Clarence Locker on June 5th., and having found this field in reasonably good shape as far as water is concerned, be it therefore resolve that no action be taken by this Council at this time..* Carried. Messrs. Swance and Elliott waited on the Council in respect to a drain affecting their property and that of Mr. Graydon. Mr. Emery Claus waited on the �oouneil in respect to the drain on his farm. He was informed that Mr. Bell promised to come to Bayham within the next few days and would go over this drain. Mr. J. C. Eichenberg of Tillsonburg, visited the Council and informed them that he would have a 5 ton Fargo truck on hand within the next few weeks if they were interested in something along this line for.snow-plowing. The Clerk advised that a policy had been revived covering insurance on fund in the Township office and safe. MvveCobp. Coyle, M.P. visited the Council and advised that he thought he was improperly taxed on his farm at Straffordville. The Clerk agreed to go over the tax roll with him to procure further information. Reeve McConkey presided. Minutes of the last meeting were read, approved and signed and the following business was done. Approval of By -Law No. 1174 was received from the Dept. of Municipal Affairs. Mr. J. F. Mobt, by letter, requested a grant for Calton conetery. Mr. S. R. Demaray of Springfiild submitted to the Clerk a written claim for damages to car occasioned by rough road. This was referred to the insurance Company. Petitions for drainage was received from Roy Nevill and others and Leslie Swance and George Elliott. H. L. Godwin, Road Supt., agreed to take up the matter of the Nevill drain with the District Engineer and try to arrange to have this work done without the report of a drainage engineer. The Clerk agreed to endeavour to get the Signature of a C.N.R. official on the other petition in order to have a clear ata j ority. This was discussed at some length and the Council membes present agreed in principle to the proposal but wished to hear from the absent members before pvmmising to contribute to the extent of about $300. for this service. Building Inspector Vallee also discussed with the Council, the cases of some rateppyers who were not taking out a building permit as required. Carried. -Dr, Kennedy and Steve Choma interviewed the Council in regards to the proposed meat processing plant to be established in the City Dairy building at Straffordville. Considerable discussion was held and it was decided that the Ooun6ll had no authority in the matter except with the co-operation of the Mddieal Health .Officer, to prohibit slaughtering, bone cooking and blodd boiling. At 2 P.M. several persons were in attendance in regards to appeals on the 1948 assessment roll. Vallee and George Devos waited in the Council in respect to repairs to the Chalk drain. Mr. Devoe promised to provide labour if Council would procure pipe to make necessary repairs. H L. Godwin was instructed to make enquiries at an early date and if at all possible, procure pipe to be put in this fall. A by-law was then presented to the Council which provided for the regulating of certain buildings in defined areas of the Township. This was read and discussed by the Council for some time. The nomination meeting for members of the Bayham Township Council for 1918 and for Trustees for the Bayham Township School Board was held on the above date beginning at 2 P.M. About 28 ratepayers were present. At about 3 F.M. the Returning Officer declared nominations closed after a motion which carried by those present. The following were nominated.
