Town Hall, 5traffordv ills November 6th. 1939 Pursuant tw adjourment of October 2nd, 1939, the Council of the Municipal- ity of the Township of Bayham, met in regular session on the above date, members all present and the Reeve in the chair. Minutes of the last regular meeting were read and approved and signed by the Reeve and the following business was transacted, Wm. G. Mitchell, Relief officer was present and discussed with the Council the new forms and regulations pertaining to relief. Mario Melehoir interviewed the Council regarding a -tile drain on his property to that of Cecil Neville The Reeve agreed to oontact Mr Nev ill concerning this drain. Moved by Turnbull Seconded by Scruton-- That By -Law No. 1057B, being a By -Law to restrict the speed of motor vehicles on certain roads in the Township of Bayham be now read a first time.. Carried. Moved by Scruton Seconded by Turnbull - That By -Law No. 10575, be now read a second time.. Carried. Moved by Turnbull �j Seconded by Brown - That By -Law No. 1057B, be now read a third time and finally passed** Carried. Moved by Brown Seconded by Johnson - That By -yaw No. 1060, being a By-law to provide for the holding of Municipal elections for 1940 and the appointing of Deputy Returning Officers and Poll Clerks and Polling Places be now read a first time.. Moved by Turnbull Seconded by Scruton - That 1000 tons of stone from the time and place of shipment we authorize the Road bupto to purchase Hagersville Quarries Ltd. Size of stone, to be made later.. Carried. Moved by Turnbull Seconded by Scruton - That By -Law No. 1061, being a By-law for drainage work in the Township of Bayham, be now read a first time.. Carried. Moved by Brown Seconded by Turnbull - That By -Law No. 1061, be now read a second time** Carried. Moved by Turnbull Seconded by Scruton - That we make a grant to the Firby Cemetery, Claus Cemetery, and the Saxon Cemetery to the amount of $20,00 each. Cheques to made payable as follows:- J.G.Turnbull for Firby Cemetery, Mrs. Be Brian for Claus Cemetery and Albert Brown for Saxon Cemetery.. Carried. The Clerk was instructed to notify Dick Dale that the Council decided against renting the hall for boxing purposes, and to also seek inforMat ion from the C . P . R. regarding the surrender of a Lease for certain property in the Police village. 2. The Clerk read statement of accounts in open Council. Minutes of the last regular meeting were read, approved and signed by the Reeve and the following business was done. Moved by Johnson Seconded by Seruton - That By -Law No. 1061 re Bartlett-Godby drain be { now read a third time and finally passed.. tarried. The Clerk reported S 113.25 received from the sale of especial Pheasants licenses to date and it was Moved by Vallee Seconded by Turnbull - That the Clerk pay the active Deputy Game wardens $5.00 each and 15 % commission to license salesman from funds received from the sale of Special Pheasants Licenses.. Carried. Moved by 5cruton Seconded by Johnson - That we request our Reeve and Deputy Reeve to ask County Council to pass a by-law giving the Township of Bayham the right to collect their own tax arrears and hold their own tax sale.. Carried* Bulletin No. 15 regarding the extension of Terms of Office of members of municipal councils and local boards was read by the Clerk. Moved by Johnson Seconded by Soruton - That this Council session on Dec. 15th• 1939-- Carried. eeve• now adjourn to meet in regular s 4• Town Hall, Straffordville, Nov. 24th. 19390 The Nomination meeting for the Township of Bayham was held on the above date between the hours of 1.00 P.M. and 2.00 P.M. with a good attendance of electors present. There were several nomination for the various offices as follows: - For Reeve- Nathan H. Gray, C. D. Coyle, Grant Mitchell, Gordon Turnbull, Geo, Vallee, H. L. Godwin, and Robt. McLean. For Deputy Reeve- William Lilly, Lyle Walsh, Albert drown, J. G. Turnbull, Geo. Vallee, Arby Johnson, Chas. Scruton, and C. D. Coyle, Por Councillors- N. H. McConkey, Ernest Scanlan, Fred Benner, Lyle Walsh, C. D. Coyle, Albert Brown, Geo, Vallee, A. A• Johnson, Chas. Scruton, J. G. Turnbull and G. M. Mitchell. After the close of nominations, J. D. Vallee, Clerk, was appointed ,chairman of the usual meeting, and on a motion endorsed by the gathering a minute silence was observed in memory of our late clerk, Mr. Benjamin Brian, The Chairman then called upon wm. Stratton, Treasurer to explain to those present, the Treasurer's financial statement and also called upon H. L. Godwin, Road Supt., who outlined the work under his department for the past year. George Vallee, Reeve and J. G. Turnbull, Deputy Reeve, then in turn gave an account of the workings of the County Council for 1939 and all nominees present were given a chance to address the electors. Councillors Scruton, Johnson and Brown covered the work done by the Township Council during; the past year. K At the close of the time limit for filing Declaration of Qualification by Candidate, the following had qualified: - For Reeve- J. G. Turnbull, For Deputy Reeve- filbert E. Brown, For Councillors- Chas, Scruton, Ernest Scanlan and N. H. McConkey. This being the number required to fill all the offices, they were declared elected by acclairsation. I, J. Dewey Vallee, Clerk of the Township of Bayham, County of Elgin, do hereby declare J. G. Turnbull duly elected Reeve, Albert E. Brown duly elected Deputy Reeve and Chas. Scruton, Ernest Scanlan and N. Carried. Mr. R. Stinson of Whillier and Co. Toronto, interviewed the Council regarding the purchased of a safe for Township records. This was laid over for the new council to deal with.
