(hereinafter called the "Municipality") deems it necessary to borrow the sum

Therefore the Council of the Township of Bayham hereby
enacts as follows:
1. The Head and the Treasurer are hereby authorized on behalf of the Municipality to
borrow from time to time by way of promissory note from THE CANADIAN BANK
OF COMMERCE a sum or sums not exceeding in the aggregate $ 3 5 , 000 . 00
to meet until the taxes are collected the current expenditures of the Municipality
for the year, including the amounts required for the purposes mentioned in subsection
(1) of section 339 of the Municipal Act, and to give on behalf of the Municipality
to the Bank a promissory note or notes sealed with the Corporate Seal and signed by
the Head and Treasurer for the moneys so borrowed, with interest, which may be
paid in advance or otherwise, at a rate not exceeding five per centum per annum.
2. All sums borrowed pursuant to the authority of this by-law, as well as all other sums
borrowed in this year and in previous years from the said Bank for any or all of the
purposes mentioned in the said section 339, shall, with interest thereon, be a charge
upon the whole of the revenues of the Municipality for the current year and for all
preceding years as and when such revenues are received.
3. The Treasurer is hereby authorized and directed to apply in payment of all sums .
borrowed as aforesaid, together with interest thereon, all of the moneys hereafter
collected or*received either on account or realized in respect of taxes levied for the
current year and preceding years or from any other source which may lawfully be
applied for such purpose.

Being a by -Law to adopt the assessment on which the taxes shall
be levied for the year 1942, to levy the taxes for the year 1942
and to provide for the collection thereof.

AND WHEHEAS itis 'expedient to adopt the said assessment as the assess-
ment on which the rate of taxation for the year 1942 shall be levied;

able property according ti the last revised assessment roil of the
said Township the sum of S,70,000.00 for the Feneral purposes of the
said Township foil the current year, for the payment of the County rates
for the current year, and for the purpose of defraying; part of the
expenses of Public and High School education, and pther purposes;

1. That the assessment contained in the assessment roll of the Township
of Baynam as made pursuant to By -Law No. 1067 of the said Township,
and as revised, corrected and passed by the Court o.f. Revision, .,be ..and
the same is hereby adopted and confirmed as the assessment on Which
the rate of taxation for the year 19LL2 shall be levied..
2. That the said' assessment roll be and the same is hereby adopte(? and
confirmed as the last revised assessment roll for the .aid Township.

general purposes of the Corporation, including the amount required
for County rates -and other purposes for the current year, a rate of

according to the last revised assessment roll, which is made up as

for street lighting purposes in the Hamlet of StrafforcNville for the
current year, the following mill rates be and the same are hereby
levied for the year 1942 upon the following assessment according to
the last revised assessment roll of the said Township;

7. All taxes or, other special rates shall be paid into the Office of
Collector or Treasurer of the Township of Bayham or into the

S. Taxes shall become payable one-half on or before July 20th. 1942
and one-half on or before December 20th. 1942. Penalties for non-
payment when due and discounts for pre -payment of taxes shall be as
provided in By -Law No. 1067 and amendments thereto of the said
Township of Bayham.
9. 'rhe Collector shall have the privelege of mailing the tax notices
to the several tax payers if he so desires.

upon Debentures, to provide for the erection of a new school building
in the Township of Bayham for School beection Number Eleven.

WHEREAS a special meeting of the ratepayers o school Section
Number Eleven in d the Towns i of Bayham was duly called as required by
on the ,23'^-- day of 19yz..v tine whereas a proposal was sub-
mitted to the said specia m ting of ratepayers for the borrowing of
the sum of Five Thousand Dollars for the erection of a new Public School
House for the said School Section. And whereas the application .for a
loam of Five Thogsand Dollars was duly passed, sanctioned and approved
of by the sai(Imeeting of the said -)chool bection so called for the
said purpose. and whereas the said meeting instructed anci empowered the
trustees of the said bchool Section to apply to the Municipal
Corporation of the Township of Bayham to borrow the sum of Five
Thousand Dollars upon debentures to provide for the erection of the
seiC school building*
AND WHEREAb the said trustees have.made such application to the
Neeve and Council of the said Corporation.
AND KH REa6 it is estimated that the life of the said school
house will be over five years.
AND WHEREAS it is necessary to borrow the said sum of Five
Thousand Dollars on the credit of the Said Corporation, anJ to issue
bebentures therefor bearing interest at the rate of three and half
percent per annum, which is the amount of the debt int.Pnded to be
created by this By -Law.
AND WHEREAS It is expedient to make the principal of the said
debt repayable in yearly sums during the period of five year;; of such

'T'HEREF'ORE the Municipal Council of the Corporation of the Township
of Baynam, enacts as follows; -
1. That for the purpose aforesaid there shall be borrowed cn'the
credit of the Corporation at large, the sum of Five Thousand Dollars,
(1,5000.00) and debentures shall be issued therefor in stuns of pot less
than $100.00 each, bearing interest at the rate of three and a half
percent per annum, and hsving coupons attached thereto for the payment
of interest.
2. The debentures shall all bear the sai;te date, and shall be
issued within t:,io years after the day on which this By -Law is finally
passed, and may bear any (late within such two years, and shall be
payable in five lastalments during the next five years next after the
tirr,e when ttie same are issued, and the respective amounts of principal
and interest payable in each of such years shall be as follows:-

3. The Reeve of the Corporation small sign and issue the
debentures and interest coupons, and the same shall be signed also
by the Treasurer of the Corporation, and the debenture; shall be
selaled with the seal of the Corporation.
4. 'Durin6 tree five years currency of the debentures the sum. of
1,1107.41 ehall be raised annually for t ne payment of the debt arlc_z

nterest; and shall be levied and raised annually by a special rate
sufficient therefor, ower and above all other rates, on all the
rateable property of public school supporters of the said school
section in the Municipality, at the same time and in the same manner
as other rates.
5. The debent-ures may contain any clause providing for the
registration thereof autnorized by any bt.atute relating to Municipal
Debentures in force at the time of the issue thereof.
6. The ariount of the loan authorized by this 3y -Law may be
consolidated with the amount of any loans authorized by other local
improvement By -Laws by including the same with such other loans in a
consolidating By -Lax authorizing the borrowing of the aggregate
thereof as one loan, and the issue of debentures for such loan.,In one
consecutive issue, pursuant to the provisions of the Statute in that
behalf.
7. This By -Dari is subject to the approval of the Ontario

bridges and other public places of the Corporation, and to authorize the &ktf_

�giERF S The Bell Telephone Company of Canada is empowered by its
Special Act of Incorporation, 43 victoria, Chapter E7 (Dom.) to construct, erect
and maintain its line or lines of telephone along the sides of and across or under
any public highways, streets, bridges, watercourses, or other such places, or
across or under any navigable waters either :,holly in Canada or dividing Canada
from any other country, subject to the terms therein set forth; and
WHEREAS Sub --Section 2 of Section 373 of the Railway Act, R. S.C. 1927,
Chapter 170, provides that no telephone lire within the legislative authority of
the Parliament of Canada shall, except as therein provided, be constructed upon,
along; or across any hightiti�ay, square or public place without the legal consent of
the municipality having jurisdiction over such highway, square or public place;

MEREAS The Bell Telephone Company of Canada has carried on its
business in the 7oxJrP 6A#J* for a number of .years and has
established its lines of telephone upo,. the public hiChways, streets, bridges and

continues so to do, and will from time to time hereafter require to construct
additional lines upon the public highways, streets, bridges, and other such places
within the said /;9wr?61?+p of Voyhotm for the purposes of its business.
BE IT THEREFORE ENACTED by the Corporation of the 7,� cfi��, v

1. That pursuant to the provisions of Section 373 (2) of the Railway Act, ,
R.S.C. 1927, Chapter 170, the said Corpbration hereby consents to tee construction
by The Bell Telephone Company of Canada of all lines of telephone and telephone

plant heretofore constructed iipon, along, across or ur.der the highways, squares,

over which the said Corporation has jurisdiction in the location and in the manner
in which the same have been constructed.

2. `!'hat pursuant to the provisions of Section 373 (2} of the Railway .Act,
R.S.C. 1927, Chapter 170, the said Corporation hereby consents to the construction
by The Bell Telephone Company of Canada from time to time hereafter of all such
line or lines of telephone as it requires for the purposes of its business upon,
along, across or under any or all of the highways, squares, bridges, or public

under the jurisdiction of thi�Corporation: Provided, however, that the construc-

tion of all such lines and plant by The Bell Telephone Company of Canada shall be
done in accordance with the said Company's standards of construction from time to
time in force and effect; and provided further that the location of all such
telep4ne lines and. plant hereafter constructed, or of existing lines which may
hereafter be relocated, and the opening up of streets, squares, bridges or other
such public places for the erection of poles or the carrying of wires underground,
shall be subject to the super7isjon of the �t?a,d �� of the

Corporation from time to time being, whose written approval of locations of lines
and whose certificates as to supervision shall be valid and binding upon the d
Corporation.
3. That upon obtaining the consent of the abutting landowners, the Company

trim all trees & oi,. ing or standing upon the highways of the Corpora-
tion so as to keep its lines �:nd wires free from interference therewith.

Telephone CoTMuany of Canada the appointment and the name of the Corporation's
authorized to act under this By -Law.
