HomeMy WebLinkAboutDecember 04, 2014 - Council COUNCIL MINUTES - INAUGURAL MEETING THE CORPORATION OF THE MUNICIPALITY OF BAYHAM 9344 Plank Road, Straffordville, ON Council Chambers Thursday, December 4, 2014 7:00 p.m. Public Meeting - 7:30 p.m. (Development Services) The inaugural meeting of the Council of the Municipality of Bayham was held on Thursday, December 4, 2014 in the Council Chambers. Present were Council —elect Paul Ens, Tom Southwick, Randy Breyer, Wayne Casier and Ed Ketchabaw, Administrator Paul Shipway and Clerk Lynda Millard. 1. INAUGURAL PROCEEDINGS OF COUNCIL 1.1 CALL TO ORDER -CLERK Clerk Lynda Millard called the meeting to order at 7:00 p.m. 1.2. PRAYER& BLESSING - REVERAND ROBERT CLIFFORD, PORT BURWELL TRINITY&VIENNA ST. LUKE'S ANGLICAN CHURCH PASTORAL CHARGE Rev'd Robert Clifford was introduced and provided a brief overview of public expectations and responsibilities to the new Council, followed by prayer for Council guidance and decisions to be made during the term of office. 1.3. DECLARATION OF ELECTED OFFICES The Clerk provided the Declaration of Office to the Council-elect, which was made and subscribed to by each successful candidate in the recent Municipal election as follows: Mayor Paul Ens, Deputy Mayor Tom Southwick, Councillors Randy Breyer (Ward 1), Wayne Casier(Ward 2)and Ed Ketchabaw(Ward 3). Following their declarations, the members took their respective seats at the Council table, following which the public indicated their welcome and support for the returning and new members of the 2014 - 2018 Council by their applause. 1.4. STATEMENT BY MEMBERS Beginning with the Mayor, all Council members acknowledged appreciation to their supporters and indicated their desire to well-serve all of Bayham over the next four years. 1.5. SOCIAL BREAK After a short break with tea, coffee and goodies, Council returned to their seats to begin the business identified on the meeting agenda and Mayor Ens called the meeting to order. 2. DISCLOSURES OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. REVIEW OF ITEMS NOT LISTED ON AGENDA 4. ANNOUNCEMENTS Page 1 of 8 Council Minutes December 04, 2014 Deputy Mayor Southwick acknowledged the recent receipt of tourism awards by the Elgin Military Museum in regard to HMCS Ojibwa submarine on display in Port Burwell. Mayor Ens reminded those in attendance of the Tree Lighting in Straffordville on Friday evening, the Santa Claus Parade in Port Burwell on Saturday at 6:30 p.m. and the Straffordville parade the following Saturday, December 13th at 10:30 a.m. 5. DELEGATIONS None. 6. CARRIED UNANIMOUSLY (b) 7:30 p.m. - Public Meeting regarding Official Plan Amendment- OPA No. 13 Comments Mr. David Roe, Planner for the applicant, explained that there have been considerable changes in family farming operations over the last number of years and the proposed changes reflected in the application will allow for accommodation of these changes in the farming sector. He acknowledged support for staff recommendations in the report. He also noted that the ability for approval of Official Plan Amendments at the County level will allow such applications to be dealt with and approved in a much more timely manner. There were no other comments from the public. Councillor Ketchabaw raised concerns regarding the interpretation of the wording in Section 2.1.7.1 paragraph (c). 2014-559 Moved by: Councillor R Breyer Seconded by: Councillor W Casier "THAT the Public Meeting be adjourned and the Council meeting reconvened at 7:57 p.m." CARRIED UNANIMOUSLY 3. File: D09.RING In the absence of the Planning Co-ordinator, the Administrator presented the report, noting that the application is also proposing amendments to Section 2.1.7 of the Official Plan which will address the site specific amendment and also apply to future applications for severance of surplus farm dwellings over the entire municipality. He advised that there were no written concerns or comments received from the public. File: COO The list of appointees was reviewed and blanks filled in, as discussed, except for the Elgin County Land Division Committee, for which it was agreed that the position be advertised to request submission of letters of interest for the position. CARRIED UNANIMOUSLY 13. UNFINISHED BUSINESS 14. OTHER BUSINESS (a) Discussion regarding the future rates and options to improve the Combined Bayham Water System. Deputy Mayor Southwick expressed that a number of electors have voiced concerns regarding the direction taken by the previous Council and requested reconsideration of the Financial Plan for the Bayham water systems. Discussion ensued regarding various options and potential impacts. During the discussion Deputy Mayor Southwick requested a Point of Order in regards to alleged presumptions made pertaining to previous training courses attended. The correction was noted. 2014-569 Moved by: Deputy Mayor T Southwick Seconded by: Councillor R Breyer "THAT staff be directed to bring forward a report to Council outlining various methods of funding water rates in the Municipality of Bayham; AND THAT said report include consideration of: i, No system subsidy; ii. Longer amortization period for Richmond Water; iii. System applicability for grant consideration; iv. Spreading costs across the entire municipality.
