HomeMy WebLinkAboutDecember 22, 1998 - Council COUNCIL MINUTES THE CORPORATION OF THE MUNICIPALITY OF BAYHAM SPECIAL MEETING P.O.Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Tuesday, December 22, 1998 11:00 a.m. A special meeting of Council of the Municipality of Bayham was held on Tuesday, December 22, 1998 in the Council Chambers. Present were Mayor Max Stewart, Deputy Mayor Jack Petrie, Councillors David Mason, John Nezezon and Cliff Evanitski, Administrator/Treasurer Lynn S. Buchner, and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Max Stewart called the meeting to order at 11:50 a.m. 2. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF There was no disclosure of pecuniary interest and the general nature thereof 3. ROADS, AGRICULTURE & DRAINAGE I. CORRESPONDENCE& REPORTS (a) Staff Report 98132 regarding the Gilvesy-Baldwin Municipal Drain. File: E09.gilv 98-923 Moved by J. Petrie Seconded by J. Nezezon "THAT Staff Report 98132 be received; AND THAT By-law No. 98-105 being a by-law to amend By-law No. 97-44, passed September 18, 1997,to reflect the actual cost of the Gilvesy-Baldwin Drain works and authorize the issuance of debentures as set out therein, reflecting the actual costs,be presented to Council for enactment." Disposition: Motion Carried Unanimously (b) Staff Report 98133 regarding the Fearnley Drain Branch"A". File: E09.fear 98-924 Moved by J.Nezezon Seconded by J. Petrie "THAT Staff Report 98133 be received; AND THAT By-law No. 98-106 being a by-law to amend By-law No. 98-72, passed August 6, 1998,to reflect the actual cost of the Fearnley Branch "A" Drain works and to authorize the issuance of debentures as set out therein, reflecting the actual costs, be presented to Council for enactment." Petrie "THAT the Council do now rise to enter into an "In Camera" Session of Committee of the Whole to discuss confidential personnel matters." Disposition: Motion Carried Unanimously 1. CORRESPONDENCE&REPORTS No Items. 2. UNFINISHED BUSINESS (a) Confidential Staff Report 98124 regarding a personnel matter. (Previously distributed December 3rd) File: HO 98-927 Moved by D. Mason Seconded by C. Evanitski "THAT the Council of the Municipality of Bayham hereby approves an amendment to Section 506 of the Personnel Policy to read as follows: `...In recognition of additional hours the Administrator/Treasurer,Planning Co-ordinator,Chief Building Official/Drainage Superintendent,Water Works/Wastewater Treatment Plant Superintendent,Public Works Superintendent and Fire Chief may receive an additional one week in vacation. If,due to job duties,this additional week of vacation can not be used in accordance with the provisions of Section 303,the employee may receive compensation for unused vacation credits up to one week'; AND THAT the proposed amendments to job descriptions be approved and appended to the Municipality's Personnel Policy; AND THAT the salary/wage ranges be incremented by a rate of 2%, to become effective January 1, 1999; AND THAT merit increases be approved as discussed; AND THAT the appropriate amending by-laws be presented to Council for enactment." Petrie "THAT the Council of the Municipality of Bayham hereby directs the Administrator and Public Works Superintendent to bring forward a recommendation to Council for one additional Public Works person, and a current Public Works person to assume the responsibility of Public Works Foreman." BY-LAWS By-law 98 - 105 A By-law to amend By-law 97-44, and reflect the actual costs of the Gilvesy-Baldwin Drain By-law 98— 106 A By-law to amend By-law 98-72,and reflect the actual cost of the Fearnley Branch"A"Drain 98-929 Moved by C.
