Present were Mayor Max Stewart, Deputy Mayor Jack Petrie, Councillors David Mason, John Nezezon and Cliff Evanitski, Administrator/Treasurer Lynn S. Buchner, and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Max Stewart called the meeting to order at 7:00 p.m 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF There was no disclosure of pecuniary interest and the general nature thereof. 3. Evanitski Seconded by D, Mason "THAT Staff Report 98117 be received; AND THAT in response to a request by Mr. and Mrs. Dygos for permission to erect a mobile home on Part Lot 26, Concession South Gore, as their residence while a new dwelling is being constructed, staff be directed to reiterate the municipality's practice of a permit being issued by the Chief Building Official for a specific period of time only after a building permit for the permanent dwelling has been obtained and the foundation is constructed; AND THAT in order to utilize a mobile home thereafter for farm help, a rezoning application would be required for a temporary use which would be reviewed by both Council and the planning consultant." Council Comments and Questions Councillor Nezezon questioned the availability of water, and was advised by Mr. Cluett that a water agreement was presently in place, and there is also room for a well. Evanitski "WHEREAS the average number of residents per family physician in Ontario is 1124; AND WHEREAS the number of residents per family physician in Southwestern Ontario is 1358; AND WHEREAS the number of residents per family physician in Elgin County is 1856; AND WHEREAS family physicians in rural communities provide on-call services for Emergency,Anaesthesia,Obstetrics, In-patient Care and assist in surgery; AND WHEREAS the OHIP Billing Threshold does not recognize this essential service to the hospital as being over and above their busy office practice; AND WHEREAS hospitals in rural Ontario are in serious risk of losing such critical service if physician coverage is not available; THEREFORE BE IT RESOLVED THAT the Corporation of the Municipality of Bayham notify the Thames Valley District Health Council, the Minister of Health for the Province of Ontario,the Premier of Ontario, all other rural communities in Ontario and area MPPs that: 1. We are greatly concerned that the increasing hospital workload on rural physicians is placing needed hospital services at risk. 2. We are strongly opposed to an OHIP Billing Threshold which discriminates against rural physicians. 3. We request that the Minister of Health for the Province of Ontario immediately amend the OHIP Billing Threshold so that payment to family physicians for service to the hospital be exempt from the physician threshold."
