The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on
Thursday, September 17, 1998 in the Council Chambers. Present were Mayor Max Stewart,
Deputy Mayor Jack Petrie, Councillors David Mason and Cliff Evanitski,
Administrator/Treasurer Lynn S. Buchner, and Clerk Lynda Millard. Councillor John Nezezon
was absent.
1. CALL TO ORDER
Mayor Max Stewart called the meeting to order at 7:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
Deputy Mayor Petrie, as agent, and Councillor Evanitski, as related family member,
disclosed a pecuniary interest in Item 6.1(d).

Minutes of the Regular Meeting held September 3, 1998
Councillor Mason requested inclusion of the following under Item 6.2: Councillor
Mason requested an update on the status of TODS signage for the Museums,and the
Home Page Web site. The Administrator advised that she will check into the delay and
report to Council at the next meeting.

of the Corporation of the Municipality of Bayham recommends approval of Consent
Application No. E-59/98 by DeCloet Ltd. to sever a parcel of land from Part Lots 22
and 23, Concession 9, for future development purposes, subject to the following
conditions:
• Payment of$500.00 cash in lieu of park land dedication
• any survey plan prepared for the severed and/or retained parcel be deposited
with the Municipality
c Retained parcel to be rezoned to recognize reduced lot frontage on Eden Line of
62.3 metres as opposed to the required minimum of 150 m in the Al Agriculture
Zone Designation."

(d) County of Elgin Land Division Committee Consent Application, Submission
#E 68/98 by Terrance and Elizabeth Evanitski,to sever a parcel of land described as Part
Lot 7, Concession 9, in the Municipality of Bayham,to create one new residential
building lot for retirement purposes. Due to lack of a quorum to deal with this matter, the
item is to be placed on the agenda for September 25, 1998.

#E 69198 by Gilles Lucien Therrien,to sever a parcel of land described as Part Lot 15,

Bayham has been appealed to the Ontario Municipal Board and that a hearing has
not yet been held and the amendment is not in effect, the County of Elgin Land
Division Committee be advised that the Council of the Corporation of the
Municipality of Bayham is not in a position to recommend the disposition of
Consent Application No. E-69/98 by Gilles Lucien Therrien to sever a parcel of land
from Part Lot 15, Concession 2, and Part Block E and K for a proposed gas
processing plant."

Pat Teall-Trudeau addressed Council,noting that she represented only her husband and
herself in regard to opposition to the proposed sour gas plant,that she supported the
hiring of a consultant to address concerns raised, only if the OMB supports the proposal,
and requested that Council deal with the situation so as to not create more division
between neighbours,and that the press report accurately and fairly.

"WHEREAS Smoke and poisonous gases are the leading causes of death in fires,
and can kill a person long before the flames will; and
WHEREAS Underestimating the power of fire and the time it takes to escape a
home after a fire ignites could cost a life; and
WHEREAS Developing a home escape plan and practising it at least twice a year is
critical to escaping a real fire safely; and
WHEREAS An adequate home fire escape plan includes everyone in the household
knowing two ways out of each room,having an outdoor location in front of the
home where everyone will meet upon exiting, and memorizing the property
identification/civic address number; and
WHEREAS The 1998 Fire Prevention Week theme—"Fire Drills: The Great
Escape!"—emphasizes the importance of not only having a home escape plan
but practising it regularly; and
WHEREAS The fire service of the Municipality of Bayham is dedicated to the
safety of life and property from the devastating effects of fire; and
WHEREAS The members of the fire service are joined by other concerned citizens
of this municipality, as well as businesses,schools,service clubs and other
organizations in their fire safety efforts; and

WHEREAS The local efforts of the fire service are supported by the activities of
organizations such as:

-Elgin County Mutual Aid Association
-Elgin County Fire Prevention Officers Association and
-Ontario Fire Marshall's Public Safety Council
THEREFORE the Council hereby proclaims the week of October 4—10, 1998 as
Fire Prevention Week in the Municipality of Bayham, urging the people of the
Municipality of Bayham to participate in fire prevention activities at home,work
and school, and to execute "The Great Escape" to ensure their safety and the safety
of their families in the event of a fire."
