A special meeting of the Council of the Municipality of Bayham was held at 9:00 a.m. on
Tuesday, January 20th, 1998 in the Committee Room. Present were Mayor Max Stewart,
Deputy Mayor Jack Petrie, and Councillors David Mason, John Nezezon and Ken
Nesbitt, and Administrator/Treasurer/Deputy Clerk Lynn S. Buchner.
1. CALL TO ORDER
Mayor Max Stewart called the meeting to order at 9:00 a.m.
2. DISCLOSURE OF PECUNIARY INTEREST AND THE
GENERAL NATURE THEREOF
There was no disclosure of pecuniary interest or the general
nature thereof.

AND THAT Staff salary/wage ranges for 1998 be adopted as follows:
Administrator/Treasurer $47,000-$56,000
Planning& Community Services Co-ordinator 40,000- 45,000
Clerk/Deputy Treasurer 30,000- 37,000
Financial Assistant 25,000- 30,000
Administrative Assistant 22,000- 27,000
Tax/Utility Clerk 22,000- 27,000
CBO/Drainage Supt. 33,000- 38,000
Wastewater Treatment Plant/Water Works Supt./
By-law Enfor.Officer 33,000- 38,000
Road Superintendent 37,000- 42,000
Road Equip Operators/Public Works Labourer 14.40 - 15.50/hr
Road Equip Operators/P.W. Labourer part-time 9.50 - 12.50/hr
Community Centre Manager—Straffordville 8,000
Community Centre Manager—Vienna 9.00/hr

Firefighters—point system to be established 1,500
AND THAT the salaries/wages of the respective employees be increased
accordingly effective January 1, 1998(except for any employees whose
salary/wage currently exceeds their respective salary/wage range—their
salary/wage will remain fixed until other employees in the range reach
the same level);
AND THAT the Acting Station Chiefs be remunerated at a salary not to
exceed the minimum limit of the salary range as set by the Transition
Board;
AND THAT the Accountant(former Deputy Treasurer from the Village
of Port Burwell)be retained on a contractual basis for hourly rate of
$16.50;
AND THAT the former Township of Bayham Road Employee who took
the Voluntary Exit Package as part of the restructuring exercise be
compensated at an hourly rate equivalent to the regular full-time
employees in Road/Public Works Department;
AND THAT Section 106 of the Personnel Policy as adopted by the
Transition Board,making reference to Salary Adjustments be amended
to read as follows:
"Incremental increases to salary/wage ranges shall be determined
by Council each December for the following year and are to reflect
changing economic conditions and other factors";
AND THAT Section 303 of the Personnel Policy as adopted by the
Transition Board, making reference to Salary Adjustments be amended
to read as follows:

AND THAT"Accumulation of vacation credits"section be omitted;
AND THAT Section 310 of the Personnel Policy as adopted by the
Transition Board,making reference to Paid Time Off be deleted;
AND THAT Section 603 of the Personnel Policy as adopted by the
Transition Board,making reference to Maternity Leave be amended to
include Paternity or Paternal Leave as the case may be;
AND THAT Section 603(c)of the Personnel Policy as adopted by the
Transition Board, making reference"she" be replace with"the
employee";
AND THAT Section 601(c)of the Personnel Policy as adopted by the
Transition Board, making reference"maternity leave"be replace with
"the maternity/paternity or paternal"as the case may be;
AND THAT the Road Department/Public Works Employee who
assumes responsibility of the Sewage Treatment Plant duties on
alternate weekends be granted 2 hours of time in lieu for each day of
service,to be taken on a weekly basis at the discretion of the Road
Superintendent to avoid an abundance of vacation days late in the year;
AND THAT the Road Department Employees who,on a weekly
alternate basis, assume responsibility for daily patrolling roads of the
Municipality at 2 a.m., receive regular pay plus time in lieu for overtime
which shall be taken on a daily basis as earned unless storm conditions
require the employee's presence at the discretion of the Road
Superintendent and that weekend time in lieu be taken at the discretion
of the Road Superintendent.
AND THAT Staff be directed to prepare the appropriate By-laws to be
presented to Council setting out the above agreed upon salary/wage
ranges and personnel policy as amended for enactment."
