THE CORPORATION OF THE
MUNICIPALITY OF BAYHAM

9:17 a.m.
Day 2 of the Orientation Sessions was conducted in Committee of the Whole for the purpose of
gathering information for use in making decisions at future regular council meetings. These
Sessions were open to the public, and therefore, any confidential items such as the acquisition or
disposal of property, legal matters, personnel matters or matters pertaining to an identifiable
individual arising were to be discussed "In Camera"or closed to the public.
Present were: Mayor Max Stewart, Councillors,David Mason, John Nezezon, and Ken Nesbitt.
Staff present were Administrator/Treasurer Lynn S. Buchner,Planning and Community
Services Co-ordinator Maureen Beatty, Clerk/Deputy Treasurer Lynda Millard, Wastewater
Treatment Plant and Water Works Superintendent Ed Roloson. E. Roloson left at 10:10
a.m. Deputy Mayor Jack Petrie attended at 11:20 a.m.
9:17 a.m. Mayor Stewart welcomed Phyl Pressey of the Ontario Clean Water Agency.
• Port Burwell Sewage Treatment Plant
Mr. Pressey informed Council that a 3-year operating agreement for the Sewage
Treatment Plant had been signed with Port Burwell effective January 1, 1996. A 12-
month notice is required to terminate by either party. Increased flow and infiltration
problems and methods of reducing were discussed. An additional clarifier and sand
filter could be installed along with upgrades to the ultraviolet lighting to double
capacity to accommodate Vienna, Straffordville and Eden sewage waste. He also
explained how the agreement makes provisions for OCWA to assume the first
$5,000. of capital expenditures each year.
• Elgin Area Water Distribution System
The paint on the interior of the water tower located on the Nova Scotia Line is
presently being tested for lead. An estimated cost to repaint is $100,000. to
$125,000. The waterline can be further extended north to also include Straffordville
and Eden and could potentially be extended to supply Tillsonburg,
a Setting water rates
Mr. Pressey explained how water rates for the various parts of the Elgin Water
System are set.
Transfer of infrastructure to municipalities
Both the Sewage Treatment Plant and the Elgin Area Water System are being
transferred to the local municipalities and further information will be forthcoming.
• Municipally installed water meters
Mr, Pressey encouraged the installation of individual water meters.
10:27 a.m. - Kirk Waisted, of Wilims & Shier, Barristers and Solicitors
• Kirk Waisted updated Council on the status of the PembinalTalisman Sour Gas
Processing Plant Development Project. Both Zoning and Official Plan Amendments
are required, as well as a site plan agreement. The expected lifespan would be about
25 years at which time the zoning would revert back to agricultural use.
Mr. Walsted explained his involvement and the previous Council of the Township of
Bayham's concerns in regard to the abandoned rail lands which had jointly been
acquired by Port Burwell and Tillsonburg.

11:20 a.m. —The Co-ordinator of Planning and Community Services handed
out copies of a Citizen's Guide to the Planning Act and discussed the
Municipality's role in the planning process. The Co-ordinator explained how the
official plan and zoning by-law documents will be used for land use planning for
the municipality and how members of Council can use them as a resource
reference for decision making purposes.
12:48 p.m. —LUNCH
1:25 p.m. —The Clerk/Deputy Treasurer presented a report on Committee Structure
identifying those of the former municipalities.
Social Housing
Terms of Reference are to be obtained for the Non-Profit Housing—Milton Towers
The Administrator informed Council that due to recent decisions of the Ministry of
Municipal Affairs&Housing the County will be responsible for funding social
housing which will be billed quarterly commencing in 1998.
Community Policing
The Committees of the areas ofPort Burwell, Vienna, Straffordville, Richmond,
Eden and Corinth have already joined forces. Minutes of meetings are to be
forwarded to Council for information purposes. Ken Nesbitt, presently on the
committee agreed to be Council's representative.
Committee of Adjustment
Council agreed that this committee be retained at the Council level.
Community Centres and Recreation
The Co-ordinator of Planning and Community Services stressed the need to meet
with the various local groups to discuss options so that the volunteer element not be
lost. A breakdown into separate Community Centre Committee and Recreation
Committee may be necessary.
"In Camera"discussion on Staff Report 9801 was deferred to January 20, 1998, at 9:00 a.m.
2:30 p.m. -Doug Wiseman, and Chris Demarest of Frank Cowan Company Limited
presented a Risk Management Seminar to Council and Staff members. Slides and
comments addressed the following areas of concern.
• Parks and recreation areas
• Road maintenance and construction activities and traffic signage.
• Community Centres—alcohol sales
The following information was distributed to members of Council to puruse at
their leisure.
• Executive summary of recommendations from the Transition Board and former
Council of the Township of Bayham
• Report prepared by Cyril Demeyere Limited on Vienna Sewage Study
• Synopsis of Report prepared by Cyril Demeyere Limited on Straffordville/Eden
Water/Sewage Study

The Administrator reminded members of Council and Staff Department Heads of the
Road/facility bus tour scheduled for Friday, January lbw at 9:00 a.m.
