Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Tuesday,July 27, 1999 4:00 p.m. A special meeting of Council of the Municipality of Bayham, was held at 4:00 p.m. on Tuesday, July 27, 1999, in the Council Chambers. Present were Mayor Max Stewart, Deputy Mayor John Nezezon, Councillors David Mason, Mathew Schafer and Cliff Evanitski, and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Max Stewart called the meeting to order at 4:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF There was no disclosure of pecuniary interest and the general nature thereof. 4. DELEGATIONS (a) Maureen Beatty, Co-ordinator of Planning,regarding Items 6.1(a), 6.1(b), 6.1(c) (b) Suzanna Mantel, Temporary Treasurer,regarding Items 9.1(a), 9.1(b), 11.1(a) 6. PLANNING, DEVELOPMENT, RECREATION & TOURISM 1. CORRESPONDENCE&REPORTS (a) Staff Report D99013 regarding Appointment of Fence Viewers Request for Staff Directions. File: D06 99-418 Moved by D. Mason Seconded by J. Nezezon "THAT Staff Report 99013 be received; AND THAT staff be authorized and directed to obtain written opinions from Cumming Cockburn Limited and Michael Peterson,Barrister and Solicitor with respect to the zoning of the former CP rail land; AND THAT the notice appended to Staff Report D99013 be published to request applications for the appointment of Fence Viewers in accordance with the Line Fences Act, R.S.O. 1990, Chapter L17 and that staff be directed to report back to Council with a proposed by-law setting out the remuneration and names of interested individuals." Evanitski "THAT the correspondence from Mark Thornton,Port Burwell Recreation Society received July 22, 1999 be received; AND THAT Council hereby confirms that for the community events planned for Tub Daze and Straffordville Watermelon Festival,the requirement for payment of the Transient Trader Fee set out in Rates and Fees By-law 99-21 does not apply for vendors selling merchandise; AND THAT staff be directed to present to Council a draft by-law and policy with respect to Transient Traders for consideration." Disposition: Motion Carried Unanimously (c) The Planning Co-ordinator requested that an update regarding the proposed prop washing in the Port Burwell Harbour be added to the agenda. 99-420 Moved by M Schafer Seconded by D. Mason "THAT Staff be directed to have the two concrete blocks in the Port Burwell harbour located and removed prior to prop washing." Disposition: Motion Carried Unanimously 9. FINANCE, ADMINISTRATION & PERSONNEL 1. CORRESPONDENCE&REPORTS (a) Staff Report L99004 regarding Debentures for Property for Physician's office. File: L07 99-421 Moved by J. Nezezon Seconded by C. Evanitski "THAT Staff Report L99004 be received; AND THAT the Council of the Municipality of Bayham authorizes the Treasurer to issue debentures using funds from the Cemetery Care & Maintenance Fund in the amount of $ 97,000.00, bearing an interest rate of 6.5% per annum, to be repaid by annual installments of$23,341.55 over a five year term; AND THAT By-Law 99-54,being a by-law to amend By-law 99-31,be presented to Council for enactment." Mason "THAT the Council do now rise to enter into an "In Camera" Session of Committee of the Whole to discuss personnel matters." Disposition: Motion Carried Unanimously I. CORRESPONDENCE&REPORTS (a) Staff Report H99007 and Memorandum H99006 regarding a personnel matter. File: H11/H06 99-425 Moved by J.Nezezon Seconded by C. Evanitski "THAT staff report 1199007 be received for information; THAT the job descriptions for Administrator and Treasurer/Tax Collector be accepted conditional to review after six months; THAT the proposed salary ranges for Administrator and Treasurer/Tax Collector be approved conditional to review after six months; THAT the Treasurer be directed to post the part-time Treasurer/Tax Collector position internally for one week commencing August 2, 1999; THAT the Treasurer be directed to post the full-time Administrator position internally for one week commencing August 2, 1999 and to advertise the same position once in the Ontario Municipal Human Resources Association newsletter and two times in the London Free Press."
