Box 160,9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,July 8, 1999 6:00 p.m. A special meeting of Council of the Municipality of Bayham, was held at 6:00 p.m. on Thursday, July 8, 1999, in the Council Chambers. Present were Mayor Max Stewart, Councillors David Mason, John Nezezon, and Cliff Evanitski, and Administrator/Treasurer/ Deputy Clerk Lynn S. Buchner. 1. CALL TO ORDER Mayor Max Stewart called the meeting to order at 6:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF There was no disclosure of pecuniary interest and the general nature thereof. 4. DELEGATIONS (a) 7:00 p.m.—Bob Bartlett,Public Works Superintendent was in attendance to present the Road/Public Works Draft 1999 Budget. Item 9.1(b) (b) 7:30 p.m.—Sam Taylor,Fire Chief was in attendance to present the Fire Department Draft 1999 Budget. Item 9.1(b) 9. FINANCE, ADMINISTRATION & PERSONNEL 1. CORRESPONDENCE& REPORTS (a) Correspondence dated June 30, 1999 from Lynn Buchner. File: F05 99-364 Moved by J.Nezezon Seconded by C. Evanitski "THAT the correspondence dated and received by Council on June 30, 1999 from Lynn Buchner be received; AND THAT the resignation of Lynn S. Buchner,Administrator/Treasurer for the Municipality of Bayham be accepted effective July 16, 1999." Disposition: Motion Carried Unanimously COUNCIL MINUTES - 162 - July 8, 1999 9. FINANCE, ADMINISTRATION & PERSONNEL (continued) I. CORRESPONDENCE&REPORTS (b) 1999 Draft Budget Report. File: F05 99-365 Moved by D. Mason Seconded by C. Evanitski "THAT the Draft 1999 Budget Report dated July 6, 1999 be received; AND THAT a by-law to adopt the assessment on which taxes shall be levied,the budget setting out the current estimates, as amended, and the tax rates to establish a levy for the 1999 taxation year be prepared and presented to Council for enactment." Disposition: Motion Carried Unanimously 2. UNFINISHED BUSINESS (a) Staff Report C99002 regarding Vacancy in Council. File: C12 99-366 Moved by C. Evanitski Seconded by J.Nezezon "WHEREAS Council at their regular meeting held June 29, 1999 declared the Office of Deputy Mayor to be vacant effective June 16, 1999; NOW THEREFORE BE IT RESOLVED THAT Council hereby petitions for a special Council Meeting to be held on Tuesday,July 13 at 7:00 p.m. for the purpose of filling the vacant seat of Deputy Mayor on Council; AND FURTHER THAT in the event that the Office of Deputy Mayor is appointed from within Council another special meeting will be held immediately thereafter to consider filling the vacant seat left on Council." Disposition: Motion Carried Unanimously MOTION TO EXTEND MEETING 99-367 Moved by D. Mason Seconded by C. Evanitski "THAT in accordance with Section 12 of Procedural By-law 98-02, Council shall deal with business until 11:00 p.m. at its regular meeting of July 8, 1999." Mason "THAT the Council do now rise to enter into an "In Camera" Session of Committee of the Whole to discuss personnel matters." Evanitski "THAT the Committee of the Whole do now rise from the "In Camera" Session and report." Disposition: Motion Carried Unanimously 1. CORRESPONDENCE&REPORTS (a) Report regarding a personnel issue. 99-370 Moved by J.Nezezon Seconded by C. Evanitski "THAT the Draft Agreement between Suzanna Mantel and the Municipality of Bayham be hereby approved; AND THAT a by-law authorizing the Mayor and ClerkfDeputy Clerk to endorse the Agreement on behalf of the Municipality be presented to Council for enactment at the regular meeting scheduled for July 15, 1999; AND THAT a by-law appointing Suzanna Mantel as temporary Treasurer in accordance with Section 77(3) of the Municipal Act, Chap.45,R.S.O. 1990 to amend By-law 98-08 appointing Municipal Officers be presented to Council for enactment at the regular meeting scheduled for July 15, 1999."
