Box 160, 9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday, October 19,2000 7:00 p.m. The regular meeting of Council of the Municipality of Bayham, was held at 7:00 p.m. on Thursday, October 19, 2000 in Council Chambers. Present were Mayor Max Stewart, Deputy Mayor John Nezezon, Councillors David Mason,Mathew Schafer and Cliff Evanitski, Administrator Kyle Kruger and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Stewart called the meeting to order at 7:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF Councillor Schafer disclosed pecuniary interest in regard to items 6.1 (c) & (d) and left during discussion of these matters. ADDITION OF ITEMS Items 8.1 (a), 9.1 (f) and 9.1 (g)were added to the Agenda. 3. APPROVAL OF MINUTES Minutes of the Regular Meeting held October 5, 2000 2000-497 Moved by J. Nezezon Seconded by C. Evanitski "THAT the minutes of the regular meeting of the Municipality of Bayham held October 5,2000 be approved." Disposition: Motion Carried Unanimously 4. DELEGATIONS (a) 7:05 p.m.—Arved Neumann was present to raise his concerns regarding the noxious odors created from the disposal of organic waste on agricultural property on Jackson Line. He also questioned the safety of the applications in regard to possible drinking water contamination. He referred to his written correspondence requesting additional municipal regulations and guidelines, and provided suggestions for consideration. It was noted that all concerns received are referred to the Ministry of the Environment as the Certificate of Approval is approved by them. Emerson to sever a parcel of land with a width of 160.0 metres by a depth of 51.8 metres from property described as Part Lot 12, Concession 3, #92 Edison Drive, former Village of Vienna, to add to adjoining land to the south, subject to the following conditions: • That Subsection 3 of Section 50 of the Planning Act, RSO 1990, shall apply to merge the severed parcel with the adjoining lands to the south That the applicant deposit with the Municipal Clerk a copy of the survey plan prepared for the severed portion."
