The regular meeting of Council of the Municipality of Bayham, was held at 7:00 p.m. on
Thursday, October 19, 2000 in Council Chambers. Present were Mayor Max Stewart, Deputy
Mayor John Nezezon, Councillors David Mason,Mathew Schafer and Cliff Evanitski,
Administrator Kyle Kruger and Clerk Lynda Millard.
1. CALL TO ORDER
Mayor Stewart called the meeting to order at 7:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
Councillor Schafer disclosed pecuniary interest in regard to items 6.1 (c) & (d) and left
during discussion of these matters.
ADDITION OF ITEMS
Items 8.1 (a), 9.1 (f) and 9.1 (g)were added to the Agenda.

4. DELEGATIONS
(a) 7:05 p.m.—Arved Neumann was present to raise his concerns regarding the noxious
odors created from the disposal of organic waste on agricultural property on Jackson
Line. He also questioned the safety of the applications in regard to possible drinking
water contamination. He referred to his written correspondence requesting additional
municipal regulations and guidelines, and provided suggestions for consideration.
It was noted that all concerns received are referred to the Ministry of the Environment as
the Certificate of Approval is approved by them. Municipal requirements in regard to
planning and building of the facility were met.

11611 Plank Road,for the purpose of laying down and constructing a hydro-electric
line to service lands to the west, subject to the following conditions:
That the applicant deposit with the Municipal Clerk a copy of the survey plan
prepared for the severed portion."
