Box 160,9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,October 5, 2000 7:00 p.m. Heritage Community Recognition Award Presentation (7:05 p.m.) The regular meeting of Council of the Municipality of Bayham, was held at 7:00 p.m. on Thursday, October 5, 2000 in Council Chambers. Present were Mayor Max Stewart,Deputy Mayor John Nezezon, Councillors David Mason,Mathew Schafer, and Cliff Evanitski, Administrator Kyle Kruger and Clerk Lynda Millard. Fire Chief Sam Taylor was also in attendance. 1. CALL TO ORDER Mayor Stewart called the meeting to order at 7:00 p.m. ADDITION OF ITEMS Items 9.1 (f)& 11.1 (c)were added to the Agenda. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF Deputy Mayor Nezezon disclosed pecuniary interest in regard to item 9.1 (c). 3. APPROVAL OF MINUTES Minutes of the Regular Meeting held September 21,2000 2000-473 Moved by M. Schafer Seconded by J.Nezezon "THAT the minutes of the regular meeting of the Municipality of Bayham held September 21, 2000 be approved." Disposition: Motion Carried Unanimously 4. DELEGATIONS (a) 7:05 p.m.—Gloria Stephenson was presented with the Ontario Heritage Foundation, "Heritage Community Recognition Program Certificate of Achievement"by Councillor David Mason. (b) Larry Streng Sr. and Larry Streng Jr.,ratepayers were present to discuss with Council concerns regarding accessibility and possible loss of business during the sewage works construction along Vienna Line. It was agreed that a written submission would be made. (c) 8:30 p.m.-Ontario Provincial Police Staff Sergeant John Stephens,and Community Policing Officer,Dennis Harwood, and Dan Grant,Acting Staff Sergeant were present to provide an update regarding the O.P.P. services. Evanitski "THAT the County of Elgin Land Division Committee be advised that the Council of the Corporation of the Municipality of Bayham recommends approval of Consent Application E-79/00 submitted by Frank Nicholas Magashazi to sever a triangular shaped parcel of land 28.27 metres by 23.06 metres by 17.97 metres from property described as North Part Lot 124, Concession 6, South Talbot Road, to add to the adjoining residential lot to the northwest,subject to the following conditions: • That Subsection 3 of Section 50 of the Planning Act,RSO 1990, shall apply to merge the severed parcel with the adjoining lot to the northwest • That the applicant deposit with the Municipal Clerk a copy of the survey plan prepared for the severed portion." Mason "THAT the County of Elgin Land Division Committee be advised that the Council of the Corporation of the Municipality of Bayham recommends approval of Consent Application E-83100 submitted by Robert and Joan Gregson to sever a lot with a frontage of 119.99 metres along Jackson Line,by a depth of 99.99 metres(west lot line)to 62 metres(east lot line)from property described as North Part Lot 14,Concession 5,Municipality of Bayham,to create one new building lot for residential purposes,subject to the following conditions: • That the newly created parcel is rezoned to a"Rural Residential(RR)"zoning designation • That a 911 Municipal address sign be purchased and installed • That$500 cash in lieu of parkland dedication be paid to the municipality, and • That the applicant has not received a retirement lot severance on other property within the Municipality • That the applicant deposit with the Municipal Clerk a copy of the survey plan prepared for the severed portion."
