Box 160,9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,June 22,2000 7:00 p.m. The regular meeting of Council of the Municipality of Bayham, was held at 7:00 p.m. on Thursday, June 22, 2000 in the Council Chambers. Present were Deputy Mayor John Nezezon, Councillors David Mason and Cliff Evanitski. Members Absent were Mayor Max Stewart and Councillor Matthew Schafer. Also Present were Administrator Kyle Kruger,Deputy Clerk Maureen Beatty, Chief Building Official Dwayne Daniel, Treasurer Suzanna Mantel and Public Works Superintendent Bob Bartlett. 1. CALL TO ORDER Deputy Mayor Nezezon called the meeting to order at 7:00 p.m. ADDITION OF ITEM Added to the Agenda were Items 9.1 (1) and 11.1 (c). 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF There was no disclosure of pecuniary interest and the general nature thereof. 3. APPROVAL OF MINUTES Minutes of the Regular Meeting held June 1, 2000 2000-313 Moved by D. Mason Seconded by C. Evanitski "THAT the minutes of the regular meeting of the Municipality of Bayham held June 1, 2000 be approved." Disposition: Motion Carried Unanimously 4. DELEGATIONS (a) 7:05 p.m.—Paul Baldwin, Chairman of the East Elgin Millennium Committee did not appear to provide an update on the committee's activities, as he was not available, however,the Deputy Clerk had been asked to present the information to Council. Item 9.1 (k) (b) 7:20 p.m.--Jim Hevenor, Chairman of the Bayham Trans Canada Trail Committee, appeared and presented the Committee's recommendations for trail route options to be considered by Council. He described the rationale for each option and stressed the need to develop a route which takes in natural and heritage features, as well as the hamlets and villages. DELEGATIONS (continued) (c) 7:35 a.m.—Theresa Kelly & Jennifer Jones were not available to make a presentation on behalf of the Elgin County Marketing Alliance about their organization. Item 9.1 (b) (d) 7:50 p.m.—Dennis McCord and John Mann, representing the Port Burwell Recreation Board appeared to answer questions about the planned Tub Daze Events in Port Burwell. However,they made reference to a letter which had not been received in the municipal office. (Deferred to the meeting of July 6th, 2000). Item 6.1 (d) 5. INFORMATION ITEMS 2000-314 Moved by C. Mason WHEREAS there is in effect already a smoking ban in provincial and federal work places; AND WHEREAS there are restricted smoking areas in place by law presently in the private sector and workplace; THEREFORE be it resolved that the Municipality of Bayham objects to the A.M.O., Association of Municipalities of Ontario petition on a provincial policy,the reasons being a blanket policy could result in not serving justice to the health concerns of some; nor the concerns of the private sector and work place in our large and diversified province, but be best left in the hands of the lower tier government which is more sensitive to local health concerns and issues as well as the effects it may have on the private sector and work place; AND THAT copies of this resolution be forwarded to the Association of Municipalities of Ontario,the Ontario Flue-Cured Tobacco Growers' Marketing Board and Mr. Steven Peters,MPP." Evanitski "THAT the Municipality of Bayham hereby confirms its approval of Option 2 (Enhanced Service) in the proposal for contract policing from the Ontario Provincial Police dated January 25th,2000, and agrees that Policing Services shall be provided by the O.P.P.; AND THAT the Municipality of Bayham agrees that the Police Services Board for the joint police services contract shall be comprised of five members, pursuant to the Police Services Act; AND THAT the County of Elgin be advised the Municipality of Bayham accepts the funding method whereby the County directly invoices the member local municipalities, instead of a special upper-tier levy; AND THAT the Municipality of Bayham hereby recommends the appointment of Councillor Cliff Evanitski to serve as the East Elgin representative on the Police Services Board."
