A Special meeting of Council of the Municipality of Bayham was held following the regular
Council meeting at 4:00 p.m. on Thursday,April 6, 2000 in the Council Chambers. Present were
Mayor Max Stewart, Deputy Mayor Nezezon, Councillors David Mason, Mathew Schafer and
Cliff Evanitski, Administrator Kyle Kruger, Clerk Lynda Millard and Treasurer Suzanna Mantel.
I. CALL TO ORDER
Mayor Max Stewart called the meeting to order at 4:00 p.m., following the regular
meeting of Council.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
There was no disclosure of pecuniary interest and the general nature thereof.
3. 2000 DRAFT BUDGET
The Administrator provided Council with an Impact Review—Expenditure
Reductions/Tax Increases for the 2000 Operating Budget,based on earlier discussions,
and reflecting a 2% and a 3%tax rate increase for consideration. It was noted that the
Policing share of the budget will be removed from the municipal portion and added as a
special levy to the County portion.
He added that the Province has calculated an overpayment in the Community
Reinvestment Fund for 1999, which must be shown to have been used to offset tax rates.
Also the CRF grant for 2000 has been confirmed, approximately$30,000 higher than as
included in the draft budget.
Councillor Mason requested seed money in the amount of$1,000 for the Water Relay.
There was discussion whether to include harbour dredging in the budget as the
Department of Fisheries and Oceans has denied renewal of the lease.

"THAT Loose Top for Toll Gate Road and Ridge Road, Brock Street be completed
including Hot Mix,and an overall 2% increase in the 2000 tax rate be approved."

"THAT confirming By-law 2000-34 be read a first,second and third time and
finally passed."
