9:00 a.m.
A Special meeting of Council of the Municipality of Bayham, was held at 9:00 a.m. on
Wednesday, March 22, 2000 in the Committee Room. Present were Mayor Max Stewart,
Deputy Mayor John Nezezon, Councillors Mathew Schafer and Cliff Evanitski (left at 10:35
a.m.), Administrator Kyle Kruger and Clerk Lynda Millard. Also present were Sam Taylor, Fire
Chief, Bob Bartlett, Public Works Superintendent, Ed Roloson, Water/WasteWater
Superintendent and Suzanna Mantel, Treasurer. Councillor David Mason was absent.
1. CALL TO ORDER
Mayor Max Stewart called the meeting to order at 9:00 a.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
Deputy Mayor Nezezon disclosed a pecuniary interest in the Roads portion of the budget
concerning Chapel Street, as it abuts property he owns.
3. 2000 DRAFT BUDGET
The Administrator advised Council that Department Heads would be presenting their
own particular portions of the budget as it will be their responsibility to maintain
throughout the year. He added that Staff had been directed to present budgets reflecting
the same level of service as 1999, noting differences from the previous year. Council
was also advised that the Capital Budget is being presented separate from the Operating
Budget, with the intent to prepare a 5 —year projected Capital Plan.
The Treasurer presented the Capital Budget spreadsheet, followed by the individual
breakdown for the Fire Department, Roads, Parks, Community Centres and Edison
Museum.
Considerable discussion took place during the presentation of the Operating Budget
which followed. Changes were noted, to be incorporated by the Treasurer.
At the end of the presentation, the Administrator advised that, although a considerable
surplus was available to offset the 2000 Budget, he cautioned Council that this would not
always be the case, and that a significant impact on future tax rates could result.

By-law 2000 • 25 A By-law to confirm all actions of Council

Seconded by M. Schafer
"THAT confirming By-law 2000-25 be read a first, second and third time and
finally passed."
