Box 160,9344 Plank Road STRAFFORDVILLE, ONTARIO Thursday,January 6,-1'999- a-00 o 9:00 a.m. The regular meeting of Council of the Municipality of Bayham,was held at 9:00 a.m. on Thursday, January 6, 2000 in Council Chambers. Present were Mayor Max Stewart, Deputy Mayor John Nezezon, Councillors David Mason, Mathew Schafer and Cliff Evanitski, Administrator Kyle Kruger and Clerk Lynda Millard. 1. CALL TO ORDER Mayor Max Stewart called the meeting to order at 9.00 a.m. 2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF Councillor M Schafer disclosed a pecuniary interest in item 11.1(a) a confidential matter. 3. APPROVAL OF MINUTES Minutes of the Regular Meeting held December 16, 1999 2000-1 Moved by M. Schafer Seconded by C. Evanitski "THAT the minutes of the regular meeting of the Municipality of Bayham held December 16, 1999 be approved." Disposition: Motion Carried Unanimously 4. DELEGATIONS (a) 9:05 a.m.-Terry and Gayle Simmons,provided a brief presentation requesting renewal of their lease for the food booth on the East Beach in Port Burwell. Item 9.1(f) (b) 9:15 a.m. - Rudy Garner,gave a presentation regarding his request to Stop Up, Close and Convey Gamer Road. Mr. Garner noted that should his request be granted he would provide and install gates at his own cost. Item 7.1(a) (c) 9:30 a.m. -Wayne Casier, Chairman Bayham Community Health Action Committee provided an outline of proposed health care services. He advised Council that the Canadian Mental Health Association(Elgin) has indicated an interest in providing a caseworker initially for two half days per week, and the Elgin-St. Thomas Health Unit a ,nurse for two half days a week, both subject to demand. Mr. Casier added that such a clinic began in West Lorne in this manner and now has two full-time staff available five :days a week. He added that establishment of a clinic should also be helpful in recruiting a Doctor,adding that our local physician,Dr. Leatherdale, is supportive of the efforts of the Committee to provide health care services. DELEGATIONS (continued) (c) Mr. Casier stated that the property located at 9299 Plank Road in Straffordville is centrally located to serve residents in all areas of Bayham and requested that the Municipality provide the office space at no charge, and cover all utilities—heat, hydro and telephone. He also added that no renovations are required in order to provide these services. Item 9.1(h) (d) 9:45 a.m.—William Underhill, representative, Straffordville Cemetery Board presented comments on the minutes of the Board meeting held December 14, 1999 and gave a brief overview for the year on behalf of the Board. He noted that the Board has been responsible and that the surplus funds are to be reinvested. Mr. Underhill advised of the resignation of William Mitchell and requested support for the appointment of Brent Stewart Item 9.1(d) (e) 10:00 a.m.—Frank Polvak, ratepayer, made a brief presentation requesting Council to co-ordinate efforts regarding possible paving of a portion of Brock Street with that of their plans to pave the parking lot at the front of#21 Brock Street. Item 7.1(b) (f) Maureen Beatty, Co-ordinator of Planning,regarding Items 7.1(a), 9.1(f) (g) Dwayne Daniel, Chief Building Official,regarding Item 8.1(a) (h) Suzanna Mantel, Treasurer regarding Items 9.1(a), 9.1(e) 5. Mason "THAT the Council of the Municipality of Bayham supports the request by the Bayham Community Health Action Committee to use the Municipal owned property at 9299 Plank Road, Straffordville for provision of health care services as outlined in the presentation made by Wayne Casier, Chairman."
