DELEGATIONS 7:05 p,m.•-William Underhill.*Straffordville Resident was present regarding Item 8,1 (a). Mr. Underhill requested that Council consider making exception to the license fee requirement for smaller dogs(approximately less than ten pounds). He noted that many of these dogs are companions for seniors, are rarely outside, and often provide security for their owners. Mr. Underhill suggested that the number of livestock in Bayham is small and the collection of license fees to cover reimbursement to farmers for livestock losses caused by dogs at large is no longer appropriate. The Administrator advised that this by-law, once approved by Council, would be forwarded for approval under the Provincial Offences Act which would provide for the assessment of fines to those not in compliance with the by-law requirements. This would provide some cost recovery for by-law enforcement. COUNCIL MINUTES -205 - November 15,2001 5. INFORMATION ITEMS 2001-502 Moved by M. Schafer Seconded by L.
