Public Meeting (7:15 p.m.)
The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on
Thursday,November 15, 2001 in Council Chambers. Present were Mayor Max Stewart, Deputy
Mayor Lynn Acre, Councillors David Mason and Mathew Schafer, Administrator Kyle Kruger,
Clerk Lynda Millard and Coordinator of Planning Michael Graves.
Councillor Cliff Evanitski was absent.
Members of the public present at the Public Meeting were Paul Szorenyi and Gene Ketchabaw.
1. CALL TO ORDER
Mayor Stewart called the meeting to order at 7:00 p.m.
2. DISCLOSURE OF PECUNIARY INTEREST & THE GENERAL
NATURE THEREOF
Councillor Schafer disclosed pecuniary interest in regard to item 6.2 (a) as he is related to
the applicant.

4. DELEGATIONS
7:05 p,m.•-William Underhill.*Straffordville Resident was present regarding
Item 8,1 (a).
Mr. Underhill requested that Council consider making exception to the license fee
requirement for smaller dogs(approximately less than ten pounds). He noted that many
of these dogs are companions for seniors,are rarely outside, and often provide security
for their owners. Mr. Underhill suggested that the number of livestock in Bayham is
small and the collection of license fees to cover reimbursement to farmers for livestock
losses caused by dogs at large is no longer appropriate.
The Administrator advised that this by-law, once approved by Council,would be
forwarded for approval under the Provincial Offences Act which would provide for the
assessment of fines to those not in compliance with the by-law requirements. This would
provide some cost recovery for by-law enforcement.

1. Application:
(a) 7:15 p.m. -Application submitted by Gene and Hugh Ketchabaw to change zoning on a
parcel of land comprising approximately 3.30 hectares (8.154 acres) situated on the south
side of Maple Grove Line, east of Sandytown Road being Part of Lot 16,North Gore
from the Agriculture (Al) Zone to Farm Industrial Ml zone.

3. Staff Presentation
Staff Report 132001-51 was presented by the Co-ordinator of Planning.
4. Public Comments
Paul Sorenyi, owner of property to the south, was present and raised concerns that the
rezoning, as proposed,would also allow for the establishment of an abattoir and
requested that the by-law be amended to prohibit this use.
The Co-ordinator of Planning noted that an alternate by-law had been prepared which
includes the prohibition of an abattoir and a meat packing operation.
5. Council Comments and Questions
Council was supportive of the inclusion of the prohibition as requested.
