The regular meeting of Council of the Municipality of Bayham was held at 7:00 p.m. on
Thursday, October 4, 2001 in Council Chambers. Present were Mayor Max Stewart, Deputy
Mayor Lynn Acre, Councillors David Mason, Mathew Schafer and Cliff Evanitski,
Administrator Kyle Kruger, and Clerk Lynda Millard.
I. CALL TO ORDER
Mayor Stewart called the meeting to order at 7:00 p.m.

"THAT the minutes of the regular meeting of the Municipality of Bayham held
September 20, 2001 be approved."

4. DELEGATIONS
7:00 p.m.—Mayor Max Stewart presented the Senior of the Year Award 2001 to
Kenneth C. Emerson, thanking him for his many contributions to the community over
the years.
Councillor Mathew Schafer also noted some of his accomplishments, including
obtaining the services of a financial institution at Vienna while Reeve there during the
years 1960 through 1993.
7:10 p.m. —William McAleese, was present requesting Council to reconsider
authorizing some reduction to his water billing.
Upon further consideration Council, did not alter their decision.
7:30 p.m. —Larry Calendino, Manager, CIBC was present in regard to the closing of
the Straffordville and Port Burwell branches effective April 19, 2002.
Mr. Calendino noted that this was purely a business decision as the branches were not
showing a profit, and noted that no banking machine services would be continued at
either location.

"WHEREAS in order to address Health Canada's concerns while being forced by
domestic and international customers to convert all curing kilns to indirect heat by
July 2002, the Ontario Flue-Cured Tobacco Growers' has submitted a responsible
Business Plan wherein it recommends that a kiln conversion program be established
as soon as possible, and that the program be designed as a partnership among
growers, manufacturers, the Provincial& Federal Governments and
WHEREAS the tobacco growing industry is an economic force in Southwestern
Ontario providing $453 million in income, 9,423 full-time equivalent jobs as per the
Deloite& Touch Economic Contribution of the Tobacco Industry in the Tobacco
Growing Region of Ontario,December 1995 and
WHEREAS there would be serious dislocation and economic and social adjustment
costs to pay if the Business Plan is not supported and a potential collapse of the
growing sector in Canada,with all of the attendant social and economical
consequences inflicted upon tobacco growing communities, transpires
THEREFORE BE IT RESOLVED THAT the Corporation of the Municipality of
Bayham support the Business Plan and recommend that the Government of Canada
adopt the recommendations of the Business Plan as submitted;
AND THAT the Council of the Municipality of Bayham supports a request for a
joint meeting of representatives of the Ontario Flue-Cured Tobacco Growers'
Marketing Board and Mayors of tobacco producing communities with Minister Lyle
VanClief and Minister Jane Stewart."

1. That By-law No.2001-85 to impose sewer rates on lands deriving benefit from
the Eden/Straffordville/Vienna sewer project, pursuant to Section 221 of the
Municipal Act, be presented to Council for enactment, as amended;
2. That the Treasurer be authorized to proceed with Notices to Connect and to
proceed with financing arrangements as outlined in Report U2001-10;
3. That any applications for extensions to connect received pursuant to the
Mandatory Connection By-law No. 99-95, received prior to the expiry of the
subject nine month deadline, receive an additional three month period to
connect.
4. That By-law No.2001-87 to regulate the discharge of wastes into the public
sewage works, be presented to Council for enactment;
5. That By-law No.2001-88 to regulate the installation, connection, and use of the
public sewers, and By-law No. 2001-89, to require the use of grease interceptors
be presented to Council for enactment;
6. That the recommendations in report No. U2001-10 regarding policies for a
sewage service rate by-law be approved, and that the appropriate by-law be
prepared for the consideration of Council.
